A comparative analysis of sustainability factors in russian and foreign electrical engineering

The current business conditions in the Russian Federation, which are closely correlated with external macroeconomic shocks and geopolitical transformation, necessitate the initiation of a project to create an integrated state corporation in the field of electrical engineering. The main function of which could be to provide comprehensive renovation of the electric power infrastructure of new administrative regions integrated into the economic space of the country. Two main technologies are actively used in the work: a) matrix aggregate calculator (MAC), which allows assessing economic resilience at the level of individual enterprises; b) industry indexing, which allows moving from the levels of sustainability factors for individual enterprises to the industry as a whole. Technologies for analyzing the strategic competitiveness of enterprises and industries are also used, implemented as part of relevant software solutions (including with the participation of the author of this article). The industry comparison showed that the Russian electrical engineering industry is well represented in its regional niche and has comparable (and even better) levels in comparison with foreign indicators. However, the Russian industry has a number of vulnerabilities: a) survival due to the conditional free commodity credit of the supplier; b) low volume of own industry capital; c) insufficient level of efficiency, in comparison with the level of the Central Bank’s key rate (the owner does not receive a risk premium). All these vulnerabilities are perfectly eliminated as part of the creation of a new state corporation due to: a) recapitalization; b) introduction of state factoring of the supplier; c) introduction of protective options for private business owners (for example, in terms of ROE at least 35% per annum).
