It dredged up thoughts of the movers and shakers past and present who have supported us over the years, since our inception as a special interest group of the Institute of Information Scientists in 1978 and now as a core part of the CILIP community.

<p>The medical literature was systematically reviewed to answer the medical ethics question of whether patients with chronic cataplexy and a history of dangerous falls should be cared for by permanent use of custom-built wheelchairs with postural support. The results strongly suggest that methods such as fall training do not have a beneficial effect against problematic injury in the presence of narcolepsy with cataplexy. The use of individually fitted wheelchairs, on the other hand, does. The data suggest that wheelchairs should be fitted to any patient suffering from narcolepsy with cataplexy. The patients should spent all day long secured in the chair, just like a paraplegic, as this reduces the risk of potentially dangerous falls to zero. No other orthopedic device has such a high protection rate. However, is it ethically justifiable to disable walking of patients who can walk in order to protect them from harm? Our result approves the use of a wheelchair mandate for patients with cataplexy.</p>

Energy Saving in the Sphere of State Public Interests
The article considers the categories of energy saving and energy efficiency in the aspect of State public interest. The implementation of energy saving policy is an independent public interest, as it allows solving some global, national tasks systematically. The article investigates the ratio of energy saving to the public interest in reducing the energy intensity of the Russian economy. The authors reveal the relationship between energy saving and public interest in ensuring national energy security of Russia. The authors consider energy saving as a factor contributing to the implementation of the actual public interest in the conservation of exhaustible natural resources reveal the relationship between energy saving and public environmental interest. A part of the article is devoted to the study of energy saving as a direction of state policy, allowing contributing to the preservation of the nation health. Energy saving is also considered in the aspect of public interest to increase the efficiency of budget spending to optimize public spending in the field of municipal authorities (for example, lighting). The authors correlate all the considered state public interests with the category of “national interest” in the context of the provisions of the national security Strategy of the Russian Federation.

The field-A1 is an offshore gas field located about 56 km from the coast of East Africa with the water depth of 1153 m. The permeability distribution varies across different layers with an overall permeability of 680 m and porosity distribution for the reservoir field-A1 varies 0.21-023. The reservoir thickness also varies up to 50 m thick. This research work identifies parameters that will contribute to the impact of water coning. Simulation sensitivities are run to observe the effect of water coning/cresting in horizontal gas wells and predicting the performance of these wells using Petrel simulator. Results have shown that put horizontal well in East-west will have early water breakthrough and not recommended due to the impact of edge aquifer due to less recovery compared to north-south and original wells orientation (northwest-southeast). The varying height of perforation and standoff as identified is at the standoff between 30-40 m in the field-A2 will delay water coning high recovery with more extended plateau length period. The gas recovery may happen to be low, due to the distribution of permeability layer for the horizontal wells and low productivity index that is the performance of the well. Rate-dependent skin and mechanical skin evolution in time show that increasing non-Darcy /turbulence factor reduces the performance of the well and decreases gas recovery the high drawdown tendency is observed before water breakthrough time however there is early water breakthrough, thus use of deep penetration. Horizontal gas wells have a constant horizontal length for all cases of 300 m increasing tubing head pressure from 40-100 bars result to decrease plateau length period of the gas production, low water production rate, and low gas recovery. Varying the kv/kh ratio from 0.1, 0.6 to 1 shows early water breakthrough by 6 months earlier from the base case with 0.1 hence will not delay water coning. The gas recovery is reduced by 5%. Gas recovery is increased with an increase in gas rates constrain, and early water breakthrough is observed when producing at high rates. Producing at low rates may delay water coning. However, it is not economical since there is less gas recovery and may take a more extended period for production to reach to its total maximum gas production of which is less compared when producing at high gas rates. There is a stronger of the aquifer from the west side, which is predictable to cause water coning than on the east side. This aquifer impacts the gas recovery reduction by 19%, with water coning radial extension of 1.7 km and peak water production rate for 16 years. The aquifer influx rate is seen to be increased by 69% when the aquifer volume is double. Therefore, from the results producing at a high rate that has high recovery before the impact of aquifer or water has occurred to the wells, known as outrunning of the aquifer. To avoid water coning, using advance completion technique such as inflow control devices (ICD), installing a down hole gauge. Also, it is essential not to perforate if well is near to gas water contact the horizontal wells should be located at maximum distance from gas water contact to maximize gas recovery. Not only that but also use of fully open choke allows much water production rate increase, which leads to water coning.

Las compañías son lucrativas y el comercio, día tras día, se está volviendo cada vez más sofisticado.Frente a este escenario, el presente trabajo proporciona una mirada más cercana al marco de referencia en el que diversas adquisiciones pueden ocurrir, a las diversas estrategias de adquisición disponibles bajo el ordenamiento jurídico chino y a las defensas aplicables que las compañías, blanco de adquisiciones hostiles, pueden usar para defenderse contra estos intentos de absorción.Finalmente, este trabajo compara la regulación de las adquisiciones en China frente a las que ocurren en mercados más desarrollados, como el del Reino Unido o el de los Estados Unidos. Es la opinión de este ensayo que, aunque aún no sean tan sofisticadas, las operaciones realizadas en la Bolsa de Valores china han empleado las medidas apropiadas en adaptar regulaciones extranjeras dentro de su propia idiosincrasia de operaciones de negocios para regular el fenómeno de la adquisición de empresas.
