EVALUATION OF SPRAY DROPLET SPECTRUM OF SPRAYERS USED FOR VECTOR CONTROL
Droplet spectra data were collected from spray equipment intended for use in vector control by the U.S. Department of Defense pest management programs to determine if they produce droplets in the ultralow volume (ULV) spectrum. Droplets generated by 26 sprayers utilizing water+nonionic surfactant (NIS) and/or BVA-13 mineral oil were measured at various operating conditions resulting in a total of 360 replicated tests. The volume median diameter (DV0.5) of the application equipment ranged from 3.5 to 215.3 µm. Ten of all the sprayers tested with water+NIS and 15 of all those tested with BVA-13 mineral oil produced ULV sprays. All thermal foggers tested met the criteria for space sprays when applying mineral oil but not when applying water. Generally, droplet size increased with increased flow rate, resulting in some of the sprayers generating droplets that were too large (>50 µm) to be considered ULV sprayer at the higher flow rates. Also, decreases in engine, blower, fan, or rotary atomizer rpm resulted in increased droplet size. Therefore, careful attention should be given to the application parameters during selection and operation of a sprayer. As a rule of thumb, if the reported data are close to the DV0.5 and DV0.9 thresholds for ULV (25 and 50 µm, respectively), changing any of the operational parameters from those listed here could result in an ineffective application. The data presented serve as a guide for users in selection of sprayers and corresponding operational parameters to meet the specific application requirements.

The City of Baton Rouge/Parish of East Baton Rouge (C-P), Louisiana has designed and is implementing a sanitary sewer overflow (SSO) abatement program that involves conducting comprehensive rehabilitation and capacity improvements to the collection system as part of an EPA/DOJ Federal Consent Decree. The C-P developed the Program Delivery Plan (PDP), with a current estimated cost of $1.6 billion. In order to manage costs, value engineering (VE) has continuously been a critical component of the Program. Initially, projects in design that had a construction cost estimate of $25M or greater underwent VE. The savings realized from this VE effort was approximately $93M, with the largest savings at the South WWTP ($85M). For all remaining conveyance system projects in design, VE proposals were made by the Program management team (PMT) that could be generally applied. The VE proposals, resulting in $25M in savings, typically involved reduction in scope such as consolidation of buildings, deletion of valve vaults at pump stations, and changes to conduit materials. In order to execute projects to immediately alleviate SSOs in the system, the initial phases of implementation involved making decisions with the limited information available at the time. As components of projects were brought online, a VE committee comprised of staff from the PMT and the C-P was formed to challenge the initial design criteria and evaluate the impact of projects to ensure that each project was delivering the highest value for its construction cost. The VE committee used additional system information, as well as lessons learned from the initial projects. The committee reviewed the proposed pump station capacities and pipeline segment sizes as individual components and their function in the system, in relation to the existing infrastructure and anticipated future development. If a planned pump station or pipeline segment upgrade was questioned, a VE review of the C-P’s hydraulic model was requested. If the future system model showed that the existing pump station or pipeline segment had no SSOs, and the C-P advised that the portion of the system did not have a history of SSOs, then the pump station or pipeline segment was removed from the project. Other examples of proposals include technical review to ensure that a pump station and its associated force main will operate at an optimal point on the pump curve and modifications at pump stations (e.g. lower wet well inverts to allow for future tie-ins). This VE review is ongoing and has resulted in over $20.5M in savings as of February 2015. Many improvements in the system’s future operational ability have also been made. Through VE reviews, the C-P has captured over $138M in savings as of February 2015. This paper will present a variety of specific examples of technical modifications that were made within the SSO Program, in order to achieve the Program’s overall goal through the ever-changing economic climate, in a method that could be utilized on other large wet weather programs.
Read moreA National Survey of Special Education Teacher Preparation Programs Regarding Their Inclusion of Family Focused Components of the CEC Common Core of Knowledge and Skills
This study examined the practices of universities and colleges throughout the United States with regard to the inclusion of family issues courses in their teacher preparation programs. Data were collected from 101 institutions offering graduate/undergraduate/associate degree and/or certification programs and specialization in both early childhood and mildlmoderate areas of disability. The manner in which family issues were incorporated into the programs of study, the time involved, and the extent to which the CEC Common Core of knowledge and skills was emphasized were of primary interest. Results indicated that most early childhood programs required one or more separate courses in family issues; however, most mild/moderate ones integrated this content within the general special education curriculum, spending approximately 1 to 2 hours per semester in related discussion. The need to train teachers in effective communication/consultation skills, to foster constructive relationships, and to engage in responsive collaboration with parents on planning educational programs received highest priority in the reported programs. Cultural and environmental influences on learner characteristics, knowledge of family diversity and dynamics relative to developing instruction, and involvement of family in assessment and as members of the educational team reflected the lowest levels of concern by the participants in the study.
Read morePlanning for the transition to performance consulting in municipal government
This paper describes a project to plan for implementation of the performance consulting model for human resource development (HRD) practice in a municipal government HRD department. A partnership, affectionately dubbed the ‘Enterprise Project’, was created between Louisiana State University HRD Program and Baton Rouge, Louisiana USA city government. During this project, a team of HRD faculty members and graduate students worked with the city to develop a strategic plan to implement new practices in city HRD programmes. The performance consulting model, partnership development and consulting team process are described. The project illustrates the integration of research and practice through partnership research.

Read moreUsing an Academic Peer Interaction Contingency with Emotionally Disturbed Children
An academic peer interaction contingency was introduced into an ongoing token economy program in a class of five emotionally disturbed children with minimal interpersonal skills. Seven behavioral categories of academically relevant and irrelevant behaviors were recorded during multiple baseline, contingency, and follow-up observation periods. An ANOVA revealed a significant category effect and a significant category by time interaction, indicating significant changes in the distribution of student behavior across categories as a function of contingency introduction. Hypothesized increases in student academic cooperation with peers and teacher, and hypothesized decreases in student academic work alone occurred at statistically significant levels. It was concluded that enduring academically constructive changes in interpersonal interaction within the classroom occurred as the result of contingency introduction.
