Abstract. The spatial and seasonal dynamics of 137Cs were investigated from 2021 to 2023 in Matsukawa-ura lagoon, a semi-closed estuarine area approximately 40 km north of the Fukushima Daiichi Nuclear Power Plant, Japan. Weighted mean dissolved 137Cs concentrations in the lagoon waters ranged from 5.3 to 19 Bq m-3, 2.4–8.6 times higher than those in the surrounding coastal seawater and inflowing river waters. Mass balance calculation suggests that the dissolution of 137Cs from bottom sediments sustained the high dissolved 137Cs concentrations in the estuarine water. Furthermore, dissolved 137Cs concentrations in the lagoon were higher in summer (July) than in winter (February). Quantification of the source revealed that dissolution caused 137Cs concentrations in bottom sediments to decrease by more than 2.4 % over 30 days in July, but only by <0.8 % over 30 days in February. This finding indicates that warmer waters during the summer accelerate the dissolution of 137Cs from bottom sediments.

2022年3月に閣議決定された新水産基本計画は，2018年の漁業法大改正の後，初めて策定された基本計画であり，今後数十年の我が国の水産政策の基本的な方向性を示す重要な計画でもある。よって水産政策委員会では，この新水産基本計画に着目したシンポジウムを開催した。なお，水産資源評価・管理に特化したシンポジウム等は別学会（日本学術会議，水産海洋学会等）でも企画されており，また，増殖，利用加工，環境保全，教育などについては，それぞれ水産学会内に別委員会がある。よって本シンポジウムでは，水産に関するすべての学問分野をカバーする本学会の特徴を踏まえ，新水産基本計画の全体像を意識した俯瞰的議論を行うとともに，水産の現場と研究の乖離を埋め，実効的な水産政策を実施するために水産科学はどうあるべきか，現場と協働した水産科学の可能性という観点からの発表と議論を行った。

本稿の課題は，原発事故が福島県の木材需給に与えた影響と林業・木材産業の現状を明らかにすることである。結果，福島県では一部の地域を除き津波と地震による施設被害への対応は当面の完了をみたが，原発事故への対応は今なお続いている。震災以降，県全体の木材需要量は大きく増加したが素材生産量の伸びは小さく，移入材の増大によって他県産材の割合が増加した。木材価格は全国動向とやや異なり，製材品価格の伸びは小さく，素材価格，山元立木価格，林業産出額はいずれも震災前から低下した。県内地域間の比較分析では第1原発が立地した相双地域では木材需給が縮小し，それ以外の地域でも需給バランスに変化がみられた。原発事故に伴う営林活動の制限，木材価格の下落が素材生産活動を停滞させ，それらが県内の木材生産・流通の構図を変容させた。川中・川下側の復興が進む一方，川上側の経営環境は一段と悪化していることが福島の現状である。林業再建に向けては川上対策および相双地域の実情に即した対策の強化が必要である。

ABSTRACTCesium was recovered from soil samples obtained in Fukushima prefecture. Isotopic analysis of Cs was performed by γ-spectrometry to determine the activity ratio of 134Cs/137Cs and thermal ionization mass spectrometry was used to determine the isotopic ratios of 133Cs/137Cs and 135Cs/137Cs. The analytical results showed that both the activity ratio of 134Cs/137Cs and the isotopic ratio of 135Cs/137Cs were within the expected values for the Fukushima Daiichi Nuclear Power Plant estimated using the ORIGEN-II code, suggesting that most of the radioactive Cs in the soil sample originated from the Fukushima Daiichi Nuclear Power Plant. The concentration of 137Cs and the contribution of radioactive Cs from global fallout were correlated to the distance from the Fukushima Daiichi Nuclear Power Plant, while the contribution of radioactive Cs from each reactor did not show any similar distance dependence.
