Abstrakt Durch den Krieg in der Ukraine ist der Schutz der Bevölkerung vor kriegerischen Einwirkungen und damit auch das Thema Schutzräume im Rahmen des Zivilschutzes verstärkt in den Fokus von Politik, Medien und Öffentlichkeit gerückt. In der öffentlichen und medialen Wahrnehmung werden Schutzräume oft mit massiven Bunkern und umfangreicher Technik zum Schutz vor CBRN‐Gefahren assoziiert. Eine differenzierte Betrachtung der Bedrohung, ihrer Eintrittswahrscheinlichkeit und der von ihr ausgehenden Gefährdung erfolgt jedoch meist nicht. Häufig wird ein maximaler Schutz gegen alle denkbaren kriegerischen Gefahren und Naturgefahren (All‐Gefahren‐Ansatz) gefordert. Beim Entwurf und Bau von Schutzräumen müssen vorab folgende Kernfragen gestellt und beantwortet werden: Gegen welche Bedrohungen soll geschützt werden? Was ist das Schutzziel? Und welches Schutzniveau soll erreicht werden? Im Rahmen einer von den Autoren durchgeführten Studie wurden ausschließlich konventionelle Waffen berücksichtigt. Bei einer derartigen Bedrohung bieten bereits innenliegende und unterirdische Räume ohne Öffnungen nach außen einen Grundschutz. Vergleichbare Schutzkonzepte existieren auch zum Schutz vor Naturgefahren wie Hurrikans und Tornados. Im Beitrag soll eine Übersicht über kriegerische Gefahren gegeben werden. Darauf aufbauend werden Konzepte zum baulichen Schutz gezeigt. Im Fokus steht dabei insbesondere das Schutzpotenzial von Bestandsbauten und ‐infrastruktur für die Zivilbevölkerung bei kriegerischen Konflikten mit konventionellen Waffen.

L’article interroge les effets des appels à projets (AAP) sur les associations et sur les dynamiques relationnelles locales dans lesquelles elles s’inscrivent. Il questionne la traduction concrète des injonctions à la mise en réseau et au multipartenariat. Le cas d’une expérimentation conduite dans le cadre du Plan d’investissement dans les compétences 100 % Inclusion et portée par un centre social associatif illustre la complexité et l’ambivalence des effets territoriaux des AAP. À partir de trois années d’observation participante, de données quantitatives sur les personnes accompagnées ainsi que de trente-huit entretiens semi-directifs réalisés avec des membres du consortium, l’article dresse un portrait précis des dynamiques relationnelles suscitées et transformées par la généralisation des AAP dans une commune nouvelle, rurale, du Maine-et-Loire. Alors que les logiques institutionnelles dont résultent les AAP sont déjà richement documentées, l’article appréhende les AAP à partir de ce qu’en vivent et en font les associations. Il expose comment ces projets en consortium peuvent renforcer les réseaux locaux, mais génèrent aussi des effets pernicieux et positionnent les associations en situation de dépendance et/ou de concurrence. À partir du cas étudié, la réflexion met notamment en avant des logiques de raffinage à l’œuvre entre les partenaires, quand concurrence et coopération s’entremêlent.

The “Neues Werk Cottbus” project is Germany’s first major initiative to apply the new Integrated Project Delivery (IPD) contract model in combination with BIM methodology. The project alliance, consisting of the client, designers, and construction companies, provides optimal conditions for implementing an innovative, interdisciplinary Big Open BIM approach from the outset. The main objective was to develop a versatile, project-wide Project Information System (PIS) compatible with various software systems. This PIS supports over 20 BIM use cases, ranging from designing the maintenance facility and assembly planning to construction execution and building operation. This comprehensive approach ensures consistent generation, use, and updating project data throughout the entire building lifecycle without redundancies. Multidisciplinary collaboration has proven extremely valuable during design and construction. Notable benefits include greater transparency in model-based planning and meetings, measurable process improvements through detailed 4D scheduling simulations, more precise target price and cost management using model data, and significant efficiency gains through cloud-based, workflow-oriented collaboration. By implementing open BIM process standards and data formats, the project demonstrates how IPD and Open BIM methodologies reinforce each other, enabling seamless interdisciplinary collaboration. This project sets a benchmark for digital construction and lifecycle-oriented project management in Germany.

Abstract A ramp structure with a length of 588 m was planned in the area of the Nuremberg East interchange between the A9 and A6 highways. The bridge structure is an extradosed bridge, which represents an unusual technical and design solution for a ramp structure in Germany for reasons of maintaining traffic. The structure is preassembled in incremental sections, fitted with the cables and incrementally lengthwise inserted. In addition to the design and assembly, the article also reports on structural design aspects.

Abstract Permafrost degradation due to global warming, particularly in mountainous regions, can be responsible for an increase in mass movements such as rockfalls, slides and subsidence. Therefore, preventive measures, based on a simulation of permafrost degradation, should be planned in advance. Consequently, modeling of permafrost in the high Alpine region of Bavaria is the main objective of this study. At first, this paper evaluates a permafrost temperature (T) database for the Permafrost Monitoring Station (PMS), located between 2,922 and 2,907 m a.s.l. at the ridge of the highest mountain of the Bavarian Alps (Zugspitze, 2,962 m a.s.l.). The compiled T data along the oblique (20°) 44.5 m long borehole reveals a warming trend over the period from 2010 to 2020, resulting in a noticeable permafrost degradation. After that, a transient permafrost model was developed and calibrated using collected T records. Then, the model was applied to PMS meteorological data from 1900 to 2015. The permafrost simulations showed a considerable decrease in permafrost along the borehole by the length of about 9.5 m, mainly at the southern side. Lastly, calculation of potential permafrost changes, up to 2100, was performed for two different climate scenarios (RCP8.5 and RCP2.6) with 13 different climate realizations (model runs), obtained from the statistical regional climate model WETTREG2013. The RCP8.5 scenario (9 realizations) is based on the assumption of a linear increase of CO2 emissions with time. The RCP2.6 scenario (4 realizations) assumes no further increase in CO2 emissions. In conclusion, the modeling results for the RCP8.5 scenario imply a permafrost disappearance at the Zugspitze by the end of the 21st century. Yet, in the case of the RCP2.6 scenario, today’s permafrost will remain essentially unchanged.
