Legal regulation of the integration of industrial and consumer waste into the circular economy of Russia and other countries
Similar to the European Union using a system of directives to regulate how waste is managed, Russia has adopted the Federal Law “On Industrial and Consumer Waste” as a standard-setting legal tool in its waste policy. The EU directives set out shared objectives for mitigating the waste crisis, while leaving the member states free to decide about precise implementation methods. Directive 2008/98/EC establishes a clear hierarchy of priorities in addressing waste issues, which includes prevention, preparing for reuse, recycling, other recovery, and disposal. In contrast, Russian legislation lacks detailed provisions for dealing with waste. The EU law also defines criteria for classifying by-products of industrial processes and prescribes a legal procedure for granting the end-of-waste status under certain conditions, thereby reducing the regulatory burden, yet not precluding litigating disputes in court over the classification of substances as waste or by-products. In the countries of the Eurasian Economic Union, such as Belarus and Kazakhstan, the regulations on handling waste align, in many ways, with Russia’s approach, but they still have some distinctive features. Belarusian law distinguishes secondary material resources from other types of waste, and Kazakhstan has developed well-elaborated regulatory standards for qualifying waste as products. Therefore, both Russian and foreign legal systems give priority to classifying substances as waste, which may complicate the transition to a circular economy.

The article analyses the prospects and problems of industrial development of lithium hydrothermalites, represented by foreign and Russian deposits. The specifics of their industrial-genetic types, lithium content levels and the state of technologies for its extraction are considered. Attention is focused on the dependence of directions and rates of development of the study lithium deposits on the degree of the chemical-technological knowledge about these deposits, corporate interaction of investors and consumers of lithium products.

A geological and geophysical model of the Bashkir deposit of the Lake oil field has been created. A significant difference between the geological structure and previous ideas about the geological structure has been established. The reason for the drop in oil production has been clarified, which consists in the deformation of the compression of the fractured medium due to a drop in reservoir pressure. The fractured layers contain independent balance reserves of fractured oil (4% of all reserves in cracks and matrix) and drain the pore-cavernous matrix. The main oil reserves (96%) are contained in a porous matrix, and the main filtration properties (87%) are provided by a fractured system.

Two species, Pseudoleptaleus trigibber (Marseul, 1879) (Coleoptera: Anthicidae) and Suillia rubida (Coquillett, 1898) (Diptera: Heleomyzidae), are recorded from Russia for the first time. Twelve species are reported as new for the fauna of Kuril Islands: Urostylis striicornis Scott, 1896 (Heteroptera: Urostylidae), Micromus angulatus (Stephens, 1836) (Neuroptera: Hemerobiidae), Vespa crabro Linnaeus, 1758, V. mandarinia Smith, 1852 (Hymenoptera: Vespidae), Toxoneura venusta (Loew, 1858) (Diptera: Pallopteridae), Suillia bicolor (Zetterstedt, 1838), S. brunneipennis Okadome, 1968, S. gorodkovi Okadome, 1968, S. mikii (Pokorny, 1886), S. nartshukella Gorodkov, 1965, S. taigensis Gorodkov, 1979 (Diptera: Heleomyzidae), Calliphora subalpina (Ringdahl, 1931) (Diptera: Calliphoridae).

Possibilities of using fiber-optic sensors in the study of oil and gas wells
With an increase in the accuracy of fiber-optic sensors, the possibility of their use in various fields is being formed. In this article, the authors present their own experience in the implementation of fiber-optic technologies in geophysical surveys of wells, indicate current problems and prospects for the development of this direction in the region of activity. Since 2014, LLC “PITC Geofizika” has been actively developing the direction of fiber-optic temperature measurement systems. To date, these are measurements in more than 40 wells (15 wells are being measured at present time). As a result, we can say that today there is already a certain niche in the basket of the geophysical sector, confidently occupied with fiber-optic sensors technologies, but the prospects for the development of this technology are significant and are fully revealed only in the process of work. However, it is worth approaching the implementation of this method only with a complete understanding of the processes occurring in the well.

Human Internal Organs Diagnostics based on Heart Biophysical Signals
The report is devoted to research aimed at studying and implementing a method of human internal organs diseases diagnosing that is based on biophysical signals of the heart. The research includes the development of a remote diagnostics system, an application of information analysis methods to various registered signals of cardiac activity, as well as a development of a system based on deep learning. The paper introduces a set of metrics for evaluating the results obtained, an original numerical experiment that has been set up using original developed mathematical software complex and results of the evaluation of several models for solving the problem of automated diagnostics of diseases.
