China is noted for remarkable reductions in rural poverty and aims to eliminate it by 2020. Achieving this outcome requires identification of the remaining poor population and a strategy that effectively addresses the causes of their poverty. This article explores the ways in which China has converted itself from the poorest country in the world in 1949 to a country in which extreme poverty is on the verge of disappearance. It examines the roles of economic growth and a a targeted combination of traditional development-oriented policy for poverty counties, villages and regions with wider minimum life guarantees and welfare services. The conclusions draw on a 2017 survey of 4,626 rural households and 13,689 individuals in 628 counties to point to some of the characteristics of the contemporary rural population.

The education of national minorities in the People’s Republic of China is not a monolithic system, but an extensive network of institutions with varied curricula. China’s territorial diversity can be closely linked to different conditions for the development of education, including the minority segment. Additionally, owing to the great diversity of ethnic groups and their political self-organization, it is difficult to comprehensively explore this system in its full complexity. However, this is not properly reflected in the scholarly literature, perhaps because its analysis is in fact possible on a fragmentary basis and during field research. This study is an attempt to fill the gap in research on minority education in China by indicating that, especially in the case of the promoted bilingual education, but also of other education models, there are differences in the praxis of their implementation. This paper presents selected determinants for these processes.

Young people are mobile across Europe and transnational mobility is seen as a differentiating factor enabling them to gain personal and professional experience. While relationships are seen as important for mobility, the relevance of personal networks to young people´s thoughts of moving abroad has not received adequate attention. Specifically, different types of relationships with (non-)mobile others to whom young people are connected have not yet been studied as one origin of their thoughts of moving abroad. Grounded in quantitative data from the European H2020 project MOVE (n=5,499) we show that in addition to different aspects of unequal mobility opportunities (young people’s and parents’ socio-demographic status, prior mobility experience, country of residence, occupation) the constitution of young people’s network has a bearing on their mobility prospects. Our results show that young people´s thoughts of moving abroad differ between European countries, decrease with age, increase among students, and increase when respondents and significant others in their networks (parents, partners, friends, other relatives) have prior experience of mobility.

Europe’s immigration problem became a “crisis” from the EU perspective. The growing numbers of migrants and asylum seekers fleeing from politically destabilized regions like the Middle East and Africa or war-torn countries, most notably from Syria, as well as people who just looking for a better life seeking refuge in Europe, poses complex challenges for European policymakers. Europe deals with the illegal immigration via number of ways and policy instruments. Readmission agreements are one of the important components for the EU to tackle with the immigration issue. The third generation readmission agreements, particularly targeting irregular migration flow from third countries, are generally trying to be ratified with border neighbors/near border countries of the EU and especially with the ones that put migration pressure to the Union. Here, Turkey is one of the major routes of illegal migrants from the Eastern Mediterranean to Europe. Given the magnitude of the problem, recently signed Readmission Agreement and visa liberalization roadmap with Turkey should be viewed from this perspective. This article focuses on the timing and the possible impact of the Agreement on the EU-Turkey relations and it discusses the effect of the Readmission Agreement under the external governance and human security concepts. We, first of all, will analyze juridical structure and its role in EU law and attitude of EU towards readmission agreements. Secondly, we will study the readmission agreement with Turkey and its effects in terms of Turkey’s relationship with the EU. Third, clauses of the Turkey-EU Readmission Agreement will be analyzed from external governance and human security concepts and questions characteristics of contemporary forms of border security mechanisms of the EU.
