Aim. The work aimed to identify and justify the possibilities and limitations of applying the green economy main imperatives to ensure national priorities of Russia under the current geopolitical situation, taking into account the tasks of long-term development. Objectives. The work seeks to define the modern content of the concept of green economy and its place in theoretical approaches that take into account the environmental consequences of economic activity, as well as justify the prospects for applying the concept of green economy for the development and improvement of various fields of economic policy in modern conditions. Methods. The study employed general scientific methods to obtain scientific results, including analysis, synthesis, generalization, systematization, and comparative analysis. Results. The work determined the major directions of development of the green economy imperatives at the current stage. The concept of the closed-loop economy is substantiated as the core of its practical implementation. The work revealed hierarchical relationships of the concept of the green economy with other approaches, such as low-carbon economy, green growth economy, closed-loop economy, sharing economy, green financing, etc. The work identified seven fields of intersection of the green economy with other theoretical concepts promising for the development of directions and measures of state policy in order to ensure national priorities in modern Russia. Conclusions. The integrating potential of the green economy key provisions can serve as a basis for ensuring national priorities in terms of the quality and standard of living of the Russian population. The practice-oriented nature of the green economy in combination with the active development of technological and financial instruments create the prerequisites for the successful implementation of various fields of state economic policy, taking into account the environmental consequences of economic activity.

In the chosen world, special attention is riveted to the Arctic. Against the backdrop of an overpopulated, overburdened South, conflicts and military clashes occur. The territory of the North and the Arctic is not taken into account as a certain land "reserve" of the planet, where space is still rarefied in that the climate is heavier and harsher. The creation of an environment for human life here, the evolution of this environment, from phenomenal to quite acceptable civilized forms, is the application of the experience of social history, which is very important for understanding the geography of the Russian world, substantiating the status of Russia as an Arctic state.
 The purpose of the research project "Russian Arctic: from settlements to "colonies" (adaptation, family, culture)", implemented for three years (2020–2022), was the historical reconstruction of family-related structures that appeared on the Murmansk coast of the Barents seas during the formation of a permanent population in this area (the second half of the 19th – early 20th centuries). Based on the processing of registers of births and other records of the Orthodox population, demographic data were reconstructed and introduced into scientific circulation for the first time, as well as family structures in the form of generational lists of families living in this area, which included information about more than 7 thousand people. The results of the project are summarized in the new scientific publication "Historical and genealogical atlas of the Russian Arctic: Murmansk coast of the Barents Sea (1868–1920)". The publication illustrates the contribution of Russians to the development of the Arctic and is one of the visible evidence of Russia's historical rights to this region of the planet.

Целью статьи является обоснование мер управленческого характера, обеспечивающих рост российской экономики при сохранении ее суверенитета и национальной безопасности в условиях ограничений, необходимости импортозамещения и поиска новых стратегических партнеров при налаживании интеграционных взаимодействий. В статье проанализировано значение текущих результатов сотрудничества с азиатскими странами как для экономики России, так и для стран-участниц объединений, доказана взаимосвязь экономической безопасности и интеграционного взаимодействия, обоснована необходимость применения комплексных управленческих решений, формирующих основу для эффективного развития экономики России в новых условиях хозяйствования. The research is aimed at substantiating the managerial measures to ensure the growth of Russian economy while preserving its sovereignty and national security under restrictions, the need for import substitution and the search of new strategic partners in integration cooperation. We analyze the significance of current results of cooperation with Asian countries both for the Russian economy and for the member countries of the associations. We prove the correlation between economic security and integration cooperation and substantiate the need to apply integrated management solutions making the basis for the effective development of Russian economy under new economic conditions.

В статье рассматриваются механизмы организации управления региональными системами с позиции достижения целей экономической безопасности, представлены различные подходы к формированию перечня соответствующих индикаторов. В результате проведенного исследования авторами предложен подход, предполагающий расширение инструментария оценки деятельности государственных органов с применением KPI на основании индикаторов экономической безопасности. The article deals with analysing mechanisms of organization of management with regard to regional systems from the standpoint of achieving the objectives aimed at ensuring economic security. It presents a variety of approaches to formation of a list of related indicators. Based on the results of the research conducted the authors propose an approach which provides for improving the system of assessing the performance of public authorities with implementation of KPI system on the basis of economic security indicators.

Atypical teratoid/rhabdoid tumor (AT/RT) of the central nervous system (CNS) is an aggressive malignant tumor that is mainly found in younger children and is associated with poor prognosis. Our objectives: to present the results of treatment of children with CNS AT/RT under 3 years of age and assess the impact of various prognostic factors on patient survival. The study was approved by the Independent Ethics Committee and the Scientific Council of the N.I. Pirogov Russian National Research Medical University of Ministry of Healthcare of the Russian Federation. The study included 106 patients with CNS AT/RT aged 0–3 years who had been treated and monitored from 2008 to 2020. The median age was 16 (9; 23) months. All the patients underwent primary tumor resection with subsequent chemotherapy according to various protocols. At the time of the analysis, 47 patients (44.4%) were alive, 1 patient (0.9%) was lost to follow-up and 58 patients (54.7%) were dead, of whom 52 patients (90%) had died of disease progression and 6 (10%) – of polychemotherapy complications. One patient developed shunt-related intraabdominal metastasis within 10 months of the diagnosis. The 1-year progression-free survival (PFS) was 0.50; the 2-year PFS was 0.29; the 5-year PFS – 0.27. The median PFS was 12 months. The 1-year overall survival (OS) was 0.72; the 2-year OS was 0.53; the 5-year OS – 0.40. The median OS was 27 months. An analysis of patients with CNS AT/RT under 3 years of age showed that PFS was statistically significantly higher in: children aged 12 months; children with totally resected tumours; children who had received polychemotherapy in accordance with the ATRT-2006 protocol that included radiotherapy and regional administration of a triplet of chemotherapeutic agents. The OS in patients with CNS AT/RT aged 3 years was statistically significantly higher in: children aged 12 months; children who had been treated with radiation therapy; patients who had received cytosar/etoposide intrathecally/intraventricularly; patients who had undergone high-dose chemotherapy with subsequent autologous hematopoietic stem cell transplantation. A multivariate analysis revealed that PFS was influenced by age, tumor location, extent of resection and exposure to radiation therapy, regional chemotherapy or high-dose chemotherapy with autologous hematopoietic stem cell transplantation, while OS was affected by age and exposure to radiation therapy.

Long-tailed financial recommender systems, are attracting attention for their many applications in online services. Such systems demonstrate their ability to better accommodate the interests of network users and offer greater promise for better meeting their financial service needs. In this article, the authors discuss some approaches to using the information contained in the long tail of requests from web users interested in obtaining online financial services. This article answers the question of why user tail queries are starting to play an important role in financial recommendation systems? And how they correspond to the interests of social media users and how they are taken into account and participate in the development of recommendations by financial intermediaries. A hypothesis is put forward: Long-tail data (LTD) as a way to improve the accuracy of financial recommendations (R) generated by a generative adversarial network (GAN). For this, the most typical consumer data (ND) included in normal distributions are processed by generative filters (GM) and corrected by the discriminator model (DM). ND → GM; LTD → DM → GM → R. Long-tail data improves the accuracy of financial advice, expands the client base, and increases the availability of financial services.

Research background: This article examines the problems of sustainable social and economic development of municipalities and tackles the issues of strategic planning, assessment of budget support and the economic condition of municipalities. Purpose of the article: When analyzing the existing social and economic processes in the municipalities of the Russian Federation, attention is drawn to the main methods of planning at the local level, an integral part of which is the preparation of forecasts of social and economic development of the municipality. On the basis of forecasts, a draft of local budget is prepared, determined by the revenue and expenditure side of the budget, laid the necessary sources of financing the budget deficit, formed municipal (address) for the implementation of the powers of local authorities. Methods: When budget planning and forecasting the social and economic development of a municipality, it is necessary to take into account many factors that contain input data for calculations. This includes demographic changes, labor resources, social security of the population, transport infrastructure, business activity, and much more. Findings & Value added: In this paper, the priority directions of the development of municipalities in modern conditions are identified and justified on the example of the municipal districts of the Leningrad Region. The methodological tools used can also be recommended to other municipalities of the Russian Federation.
