Рассмотрена методика оценки социально-экономического ущерба от дорожно-транспортных происшествий, разработанная ОАО «НИИАТ» по заданию Министерства транспорта Российской Федерации. Расчеты социально-экономического ущерба выполняются с использованием информации государственного статистического наблюдения. Методика предназначена для использования при разработке программ совершенствования дорожного транспорта и его устойчивого развития, оценки ущерба от дорожно-транспортных происшествий.

The article presents the results of the analysis of the problem of digitalization of ed-ucation. Interrelations of digitalization of ecological education with noospheric essence of modern civilization and realization of the concept of sustainable development are established. Possibilities of use of developments of the Russian and foreign scientists and teachers are con-sidered. The importance and main directions of development of digitalization of environmental education are shown. Attention is drawn to the need for digitalization of environmental educa-tion in the preparation of not only environmental specialists, but also specialists in other areas of training. Digitalization of education should be aimed at the formation of eco-cultural compe-tencies. The article presents the results of an experimental study of the use of modern IT by various participants of the educational process. The studies were conducted by questionnaire method and allow to indicate the current directions of further development of digitalization of education, including environmental education.

Оценка стоимости времени передвижения является важной входной информацией для расчета эффективности проектов развития транспорта. В данной статье оценка стоимости времени передвижений получена путем построения моделей выбора способа передвижения и оценки предельной нормы замещения между стоимостью и временем передвижения альтернативными способами на примере передвижений из дома на работу и обратно в городе Южно-Сахалинске.

Рассмотрена методика оценки ущерба от гибели людей в дорожно-транспортных происшествиях. Методика разработана по заданию Министерства транспорта Российской Федерации. Расчеты ущерба проводятся с использованием информации государственного статистического наблюдения. Методика предназначена для использования при разработке программ совершенствования дорожного транспорта и его устойчивого развития.

In cities, transport is the leader in the use of the sustainable development – SD concept. The article describes the features of SD of the urban transport in countries with a high level of economic development. In Russia SD of transport is carried out in accordance with national legislation. Urban transport plans should be developed in all regions and municipalities. The analysis shows that the development of transport plans should be preceded by the solution of a number of problems. The main problems are: the inability of administrations of territories and cities to solve new issues of transport planning; lack of methodological developments for designers of transport systems; a fragmentary information base of transport planning; lack of qualified developers of transport plans. The main ways of solving these problems are proposed. Attention is drawn to the need to take into account not only the internal results (they are received by investors and carriers), but also external results obtained by other persons. The formation of civil society institutions is a prerequisite for SD implementation. Training for environmentally and socially oriented professionals should be changed.

Aim.The aim is to reveal the need and relevant directions for the implementation of the concept of sustainable development in relation to the efficiency of transport and logistics activities.Methods.The methodology of research and development includes the analysis and adaptation of the experience in the areas of sustainable urban development and their transport, environmental impact of transport, planning and organizing passenger transport in smart cities, theories of utility and efficiency. In order to analyze the state of the investigated problem, modern scientific publications of Russian and foreign scientists were used.Results.We considered the modern understanding of the concepts of sustainable development and smart cities, the globalization of their use by the executive authorities in developed countries to improve the economy and quality of life. Were also indicated the main problems of the transition to sustainable development, characteristic of Russia. Various examples of the implementation of the concepts of sustainable development and smart city, the use of modern information technologies and methods for evaluating transport and logistics projects were given. The environmental consequences of using the concept of sustainable development, as well as the need to transform the land use policies in cities were indicated. The approaches to assessing the efficiency of transport and logistics systems and their development projects were considered. The directions of improving the human resourcing for sustainable development were identified.Conclusions.The main directions of succeeding in sustainable urban development and implementation of projects for the development of the transport systems were established. Recommendations were formulated to ensure the planning of sustainable development and building of a methodology to evaluate the efficiency of transportation and logistics as well as the projects for their improvement.
