Jobs for the Future

Addressing labor shortages within nursing and allied health professions, which have been exacerbated by the COVID-19 pandemic, requires increasing persistence and equity among community college students pursuing these fields. In this study, we adapted and combined three values-based interventions (values affirmation, goal congruence, and utility values) into one treatment, delivered via interactive text messages, with the goal to support reenrollment among pre-allied health students during the pandemic. Using institutional data from a statewide community college system, we randomized pre-allied health students who were enrolled in Fall 2019 and/or Spring 2020, and who had a valid mobile number on file, into treatment (n = 1,649) or control (n = 1,650) groups. Fully treated students received an average of 17 text messages over 8 weeks of Summer 2020; control students received business as usual support from the college. After adjusting for baseline differences in prior enrollment, the treatment significantly increased reenrollment by 3 percentage points (74% vs. 71%). Examination of individual differences revealed that effects were concentrated among men (+11 percentage points), Black/African American students (+7 percentage points), and students who were not enrolled in Spring 2020 (+13 percentage points). Values-based interventions, therefore, can be an important tool for addressing shortages and inequities in healthcare education and the labor force, an important step toward improving public health. Moreover, community colleges seeking to engage students who withdrew before or during the COVID-19 pandemic should leverage evidence-based practices to boost reenrollment.

How the technological changes that are reshaping the future of work will transform the American high school as well. What will high school education look like in twenty years? High school students are educated today to take their places in a knowledge economy. But the knowledge economy, based on the assumption that information is a scarce and precious commodity, is giving way to an economy in which information is ubiquitous, digital, and machine-generated. In Running with Robots, Greg Toppo and Jim Tracy show how the technological advances that are already changing the world of work will transform the American high school as well. Toppo and Tracy—a journalist and an education leader, respectively—look at developments in artificial intelligence and other fields that promise to bring us not only driverless cars but doctorless patients, lawyerless clients, and possibly even teacherless students. They visit schools from New York City to Iowa that have begun preparing for this new world. Toppo and Tracy intersperse these reports from the present with bulletins from the future, telling the story of a high school principal who, Rip Van Winkle–style, sleeps for twenty years and, upon awakening in 2040, can hardly believe his eyes: the principal's amazingly efficient assistant is a robot, calculation is outsourced to computers, and students, grouped by competence and not grade level, focus on the conceptual. The lesson to be learned from both the present and the book's thought-experiment future: human and robotic skillsets are complementary, not in competition. We can run with robots, not against them.

This study uses data from a series of comparative case studies to analyse the interorganizational networks of business associations providing workforce development services in the United States. Three aspects of the networks were of particular interest, including (a) the form the partnerships took, (b) the trade-off to involving educational or community vs. business partners in providing workforce development services and (c) the strengths of associations in brokering services to adults or youth. The findings demonstrate that business associations work in intermediary networks or provide their services directly. The conclusions suggest that human resource development professionals should work more actively with local business associations to recruit, train and provide supports for workers in US firms.
