ИННОВАЦИОННЫЕ ОБРАЗОВАТЕЛЬНЫЕ ПРОГРАММЫ: ПУТИ РЕАЛИЗАЦИИ В УСЛОВИЯХ ОГРАНИЧЕННОГО ФИНАНСИРОВАНИЯ
The article discusses ways to implement innovative educational programs in conditions of limited funding in the higher education system of Kyrgyzstan. The relevance of the introduction of digital technologies, hybrid forms of education, interuniversity cooperation and partnership with business as ways to increase accessibility and quality of education is emphasized. The article analyzes examples of successful implementation of innovations in the leading universities of the country – I. Arabaev KSU, J. Balasagyn KNU, KSTU named after. Razzakov and M. Ryskulbekov KEU. The main barriers are noted, including a shortage of qualified personnel, weak ICT (information and communication technology) infrastructure and low motivation of teachers. The authors offer practical recommendations for universities, including the development of EdTech competencies, participation in grant projects, the use of open educational resources and digital platforms. It is concluded that a strategic approach and managerial flexibility are necessary for the successful modernization of the educational process with limited resources.

This study examines the correlation between IT application maturity, Business Process Optimization (BPO), and Management Model Innovation (MMI) in the context of enterprise Digital Transformation (DT). Despite widespread DT adoption, organizations often treat BPO and MMI as separate outcomes, limiting strategic coherence. Using a quantitative-dominant mixed-methods approach, data were collected from 362 enterprises across manufacturing, finance, logistics, and healthcare sectors through structured surveys and KPI extractions from ERP/BPM systems. Partial Least Squares Structural Equation Modeling (PLS-SEM) and Multi-Group Analysis (MGA) were employed to test hypotheses, with process mining used for validation. Results reveal a strong direct effect of IT maturity on BPO (β = 0.69, p < 0.001) and a moderate direct effect on MMI (β = 0.31, p < 0.001), with BPO partially mediating the relationship (indirect β = 0.28, p < 0.001). Sector-wise, manufacturing and finance showed stronger effects compared to healthcare and logistics. Large enterprises outperformed SMEs, attributed to greater digital capabilities and resources. Process mining confirmed significant post-DT improvements, including 19.7% cycle time reduction and 28.9% error rate reduction. This study offers a validated model linking digital capabilities to process and management innovation, emphasizing the importance of aligning IT adoption with operational excellence and organizational readiness in digital transformation initiatives.

The results of the study emphasize the importance of the potential of microfinance in the support and development of small and medium-sized businesses, contributing to the improvement of socio-economic indicators. At the same time, state support for the activities of SMEs, in particular ensuring access to financing, including microfinance, remains one of the most pressing problems of the Kyrgyz economy, requiring an integrated approach and careful attention from the authorities.

Annotation: The article examines the analysis of the competitiveness of the banking sector of the Kyrgyz Republic as a factor of sustainability in a crisis. In the current conditions of international turbulence, it remains particularly important to find new approaches to analysing risks for enterprises to ensure their quality future functioning. In this regard, the study aimed to propose one such approach, which would allow for assessment of the provision of economic security for companies. The study used a systematic approach and forecasting method to analyse financial statements, applying a process approach that includes evaluating the market position, external factors, and company reputation. This comprehensive assessment helped to identify risks and find mitigation methods. Financial risks identified in the company’s statements were categorised into market, credit, and liquidity risks. This approach was applied to Manas International Airport Joint-Stock Company from 2017 to 2023. The systematic approach assessed the company’s stable market position, positively impacting financial stability. Studying external factors, such as economic conditions and regulatory changes, helped evaluate potential risks. The forecasting method assessed financial indicators like profitability, sales, and assets, revealing positive trends: increased profitability, higher sales volumes and assets, and reduced debt load. These trends indicate financial stability and effective control of risks, even in crises. Liquidity analysis showed sufficient liquid assets to cover short-term obligations, emphasising financial stability. Thus, the company effectively manages financial risks. The results obtained in the framework of the study can be applied for further assessment of the economic well-being of enterprises in Kyrgyzstan, both by government representatives and independent representatives

The main aspects that underline the relevance of the research are that a key factor in the development of the economy and the competitiveness of enterprises is the need for effective management of innovations. Organizations are constantly looking for new ways to improve their products, processes and services to respond to changing market demands and the challenges of technological progress. The innovation process requires a systematic approach and effective management. The audit of the organization of innovative forms of business allows to assess the availability of the necessary resources, personnel, financial means, processes and strategies that contribute to the successful implementation and commercialization of innovations. The purpose of the research is to conduct a comprehensive study and analysis of the process of organizing innovative forms of management at enterprises with the aim of determining efficiency, identifying problematic aspects and developing recommendations for their improvement. Research methods: logical and meaningful method, methods of comparison, systematization, induction and deduction, analysis and synthesis, coefficient method. The main hypothesis of the study was the assumption about the possibility of conducting an audit of the organization of production forms through the development of recommendations for improving the organizational and financial aspects of innovative forms of management at enterprises in order to increase their efficiency and competitiveness. Presenting main material. The article examines the formation and development of the market of business incubators in Kyrgyzstan. The types of services provided by business incubators were considered in detail, the structure of business incubators was characterized taking into account their types and types, the main industry markets in which they grow small innovative companies were described. An audit of articles on the dynamics of industry specialization of residents in business incubators and the main mechanism for placing residents in business incubators was conducted. Originality and practical significance. The audit of innovative forms of management allows identifying the strengths and weaknesses of the organization in the field of innovation. It helps to develop a strategy to increase competitiveness, identify opportunities for improvement and avoid possible threats. Risks and their management. Implementation of innovations is associated with certain risks, such as financial, technological, organizational and change risks. An audit of innovative forms of business can help identify and assess risks related to the innovation process and develop strategies for their management. Conclusions and prospects for further research. The article, which is devoted to the audit of the organization of innovative forms of management, provides useful recommendations, methods and practical tools for conducting an audit of innovative activities at enterprises. This will contribute to the further development of scientific research in this area and increase the level of professionalism in the audit field

Introduction and Aim: Breast cancer (BC) is the world's leading oncological disease in terms of prevalence among females and accounts for 25% of all oncological diseases affecting the female population, 25% of women are from the age of 50–60 years. The aim of the study was to determine the risk factors affecting the development of BC in women from Kyrgyzstan (well–known, specific, and protective). Methods: This is a retrospective study that analyzed medical records and outpatient records of 1024 patients with BC treated at the National Center of the Oncology and Hematology of the Ministry of Health of Kyrgyzstan from 2016–2021. Results: Regression analysis showed that out of numerous BC risk factors, only five factors are significant: spontaneous miscarriages (RR = 5.0, p<0.007), preterm birth (RR = 5.0, p<0.007), kidney disease (RR = 5.2, p<0.002), severe anemia (RR = 6.1, p<0.002) and severe postpartum bleeding (RR = 6.9, p<0.002), as indicated by a RR of 0, CI <1, and p<0.001. Conclusion: Based on regression analysis, the presence and influence of specific risk factors for the development of BC in women from Kyrgyzstan were proved: spontaneous miscarriages, premature birth, kidney disease, severe anemia, and severe postpartum bleeding.

The degree of environmental friendliness of the city depends on a ratio of natural and anthropogenous subsystems. Currently, many ways and methods are being used to use green logistics to solve environmental issues. There are factors that can help with this: fuel, infrastructure, the aerodynamics of cars, and technology. In this literature review, green logistics in city transport road ecology is summarized as one of the main types of sources for solving environmental issues. Investigating the city ecology by factual consideration includes townplanning ecology. The difference between town-planning ecology the engineering is that a subject of discipline is not the separate enterprise, but territorial complexes and systems of the occupied places. Thus, territorial and town-planning environmental management is studied. From these positions, the town-planning ecology is the key to the planning-technical subject. Methods of achievement of ecologically optimum compromise between anthropogenous systems of different levels and environments are investigated in it.
