Systems approaches for local authorities to enable healthy environments: a case study from East Sussex County Council, England, UK

ABSTRACT This case study examines the application of systems approaches to facilitate cross-departmental collaboration in local authorities when addressing complex health determinants through spatial planning. It focuses on a co-design workshop delivered with East Sussex County Council, an upper tier authority in England, which brought together public health practitioners, built environment professionals, Food Partnerships, and National Health Service (NHS) stakeholders to address healthy food environments. With the aim of using a ‘whole-systems approach/working’ to provide an opportunity for collaboration, shared learning, and facilitation to develop an improved understanding and ‘level’ of consistency across East Sussex (a two-tier authority) on how to enable and create healthy food environments. The workshop enabled participants to align perspectives, develop common language, explore conflicting priorities, and map knowledge, mechanisms, and policy levers that influence healthy food environments. The study analyses workshop methodology, outcomes, and limitations, highlighting how structured cross-departmental and cross-sectoral engagement using systems thinking enables participants to visualise complex relationships between planning and health outcomes. Findings demonstrate improved partnership working, policy alignment, and enhanced cross-departmental understanding. The workshop provided valuable facilitation and opportunities to gather insight for other local authorities seeking to overcome institutional silos and improve collaboration between planning and public health departments.
