Update on Australia's National Reference Stations
The scope of Australia's National Reference Stations has been progressively expanded with funding from the Integrated Marine Observing System (IMOS). From the original three sites around the Australian coastline a further six sites have now been established and instrumented. Besides the deployment of sensors there has been an expansion of the original once- monthly water sampling at each site for the measurement of further parameters, both physical and biological. The deployment of the initial infrastructure and sampling is nearing completion. Additional sensors to study remotely sensed ocean color products, ocean acidification and backscatter proxies for zooplankton have recently been funded. With these new sensors the scientific rationale of the NRS has changed emphasis, with the sites been primarily seen as providing biological oceanography data streams while having a support function for measurements of boundary currents and cross shelf processes.

One of the most important changes in Congressional politics in the last thirty years has been those directly related to struggles over the control of the Federal budget. While the most famous budget battles have been between the Administration and Congress or the struggles within Congress between the parties there has been a long history of struggles among the committees in Congress over the power of the purse. This paper briefly reviews the major changes in budget laws and processes since 1974, when the Congressional Budget and Impoundment Control Act was passed and reflects how these changes impacted the ability to control Federal funding among the committees in Congress and then examines how the House Resources and the Senate Energy and Natural Resources Committees sought to ensure that certain priority coastal management activities received significantly higher funding in the 106/sup th/ Congress and to a lessor extent in the 107/sup th/ Congress. The most astonishing fact is that the Congressional process of passing the Conservation and Reinvestment Act resulted in significantly higher funding for coastal management activities even though the Bill was never enacted.

THIS PAPER DESCRIBES the equipments used to establish the relative position of ALVIN from her mother ship, the R/V LULU. Operating procedures used at sea are also discussed. A recent review within the Deep Submergence Research Vehicle Program at WHOI established a set of conclusions and guidelines, for internal use, governing the ALVIN locating equipments and procedures.
