Cél: A tanulmány célja, hogy az OECD és az EUPAN friss adatai alapján bemutassa a közszolgálat nemzetközi létszám-, korösszetétel- és mobilitási trendjeit, valamint feltárja az ezekből fakadó humánerőforrás-menedzsment kihívásokat és lehetséges stratégiai válaszokat. Módszertan: A kutatás az OECD és az EUPAN hivatalos statisztikáin, elemzésein, valamint releváns szakirodalmon alapuló összehasonlító elemzést alkalmaz. Az országok közötti különbségeket a közszolgálati foglalkoztatás aránya, a korösszetétel, a mobilitási gyakorlatok és a strukturális sajátosságok mentén vizsgálja. Megállapítások: A fejlett országok többségében stabil a közszolgálati foglalkoztatás aránya, azonban jelentős országonkénti eltérések figyelhetők meg. A társadalmi öregedésnél gyorsabb ütemben öregszik a közszolgálati állomány, különösen a mediterrán országokban. A fiatalok aránya alacsony, ami hosszú távon utánpótlási problémákat vetít előre. A mobilitás mint hatékonyságnövelő eszköz számos országban alulhasznosított, miközben stratégiai alkalmazása elősegíthetné a munkaerő optimális elosztását, a kompetenciahiányok kezelését és az innovációt. Érték: A tanulmány átfogó, összehasonlító képet ad a közszolgálat aktuális nemzetközi trendjeiről, és gyakorlati szempontból is hasznosítható javaslatokat fogalmaz meg a humánerőforrás-politika, különösen a stratégiai mobilitás területén. Az eredmények támogathatják a hazai közigazgatási döntéshozókat a hosszú távú munkaerő-tervezésben és a generációs megújulás elősegítésében.

Abstract Trans fatty acids are formed during the industrial processing of food, and are proven to be harmful for the human body. They have been associated with increased risk of cardiovascular disease, abdominal obesity, diabetes, and certain types of cancer. Decree 71/2013. (XI. 20.) of the Ministry of Human Capacities, which has been in force since 2014, defines the highest permitted amount of trans fats in food products placed on the market in Hungary. The impact of the decree on the industrially produced trans fatty acids (iTFA) availability and population intake was assessed in 2017. Results demonstrated that iTFA were replaced by other fatty acids due to the legislation. In 2019, we investigated food groups which had high measured TFA content before the regulation entered into force and compared the total fat and fatty acid profiles to the same brand or similar products being on the market afterwards. In collaboration with the World Health Organization, this was the first assessment to determine to which extent manufacturers increased saturated fat (SFA) content of foodstuffs to reduce iTFA content. In those product groups, which were identified as significant food sources of iTFA before introducing the regulation (biscuits, coffee creamers and flavorings, sweets, bakery products, confectionary, wafers, margarines) we found no significant changes in the total fat content, while in most foodstuffs the average proportion of SFA was higher after reformulation, as iTFA were mainly substituted with SFA in 61% of the products, with cis-MUFA in 25% and cis-PUFA in 14% of the products, respectively. Evidence from this analysis supports concerns that eliminating iTFA in certain foodstuffs leads to unwanted substitution with saturated fat, hence reducing the possible health benefits. Given the high SFA intake and the unfavourable cardiovascular statistics in Hungary, the consumption frequency and portion size control of these products are advised. Key messages Monitoring the changes of food composition is important in order to evaluate the effect of the regulation. Manufacturers should be encouraged to reduce the SFA content to a technologically feasible level.

Purpose The aim of this study is to present a situation assessment within the framework of a comprehensive study of the social services for people with mental illness in Hungary. After setting the historical background, we describe in detail the current services, their anomalies, and the ongoing implementation of a strategy to deinstitutionalize them. Materials and methods We reviewed the related academic literature and systematically collected and elaborated upon legal documents, decisions, and data from national databases. Results We established that a paradigm shift is taking place in the social care of people with mental disorders in Hungary. The lack of human resources, the paternalistic, institution-centered attitude, the mass supply of social services in dilapidated buildings, and the stigmatization of patients are among the greatest problems. Cooperation between the health and social sectors is inadequate and, in the interests of patients, needs to be improved. Conclusions Hungary needs a complex, integrated, health-and-social-care supply system for people living with mental illness, one that takes into account both personal needs and assistance to recovery. In the continuation of the deinstitutionalization process, emphasis should be placed on social sensitization.

A cikk röviden bemutatja az EUPASMOS címet viselő projekt szakmai tartalmát és beszámol a 2018. január 18-19-én Budapesten rendezett nyitóülésről, amelyen a házigazda a Magyar Szabadidősport Szövetség volt.

Napjainkban a célorientációs elmélet a tanulási motiváció vizsgálatának egyik népszerű területe(pl.:D’Lima, Winsler és Kitsantas, 2014; Meissel és Rubie-Davies, 2016),bár hazánkban nem tartozik a motiváció kutatásának vezető irányvonalába. A célorientációs megközelítés szerint a személy saját maga definiálja a sikeressége kritériumait, a siker vagy sikertelenség okait egyéni magyarázattal látja el, így nagy egyéni különbségek lehetnek abban, hogy ki mit próbál elérni, milyen (tanulási) célokat fogalmaz meg maga számára. Kutatásunkbana célorientációkat, illetve ezek iskolai énhatékonysággal és aspirációkkalvaló kapcsolatát vizsgáltuk 10–11. osztályos tanulók körében (N =187), valamint a különböző célorientációk hatá-sát a tanulmányi eredményekrea 2 × 2-es célorientációs elmélet alapján. Az eredmények alapján a célorientációk közül a viszonyító célorientációnak volt a legnagyobb hatása a tanulmányi eredményre (r = 0,257, p < 0,001), bár ez a kapcsolat nem volt túl erős. A célorientáció minden faktora szoros kapcsolatban állt az iskolai énhatékonysággal, az elsajátítási célorientációk az intrinzik célokkal, a viszonyító célorientáció pedig az extrinzik célokkal mutatott szorosabb együttjárást. Ezek az eredmények rávilágítanak arra, hogy a célorientációk fontos szerepet játszanak a tanulási motiváció és az iskolai teljesítmény alakulásában, így a célok, célorientációk gyakorlatban való megjelenése a tanulók motiválásának új lehetőségeire hívják fel a figyelmet.
