Ministry of Information and Communications

Covid Task Force was assigned to handle the spread of the covid-19 virus, which keeps increasing and has caused loss of life and materials in various sectors. The task force is required to act quickly and accurately and keep focused, integrated, and synergic with ministries and regional government institutions. In doing its duty, the task force made many efforts, including implementing medical approaches such as preparing reliable medical staff and hospital facilities, implementing legal approaches such as issuing regulations to limit people from gathering or doing activities that may attract many people, and implementing communicative approach by delivering persuasive messages to encourage people to participate in accelerating covid-19 alleviation efforts. Communication strategies are implemented through various media to disseminate persuasive messages. Communicators are also trained to be a source of information regarding handling covid-19. They have to disseminate information to the public concerning strategies that the government is implementing to support and trust the government’s efforts. In addition, the government also has to compose persuasive communication to encourage people to follow regulations and recommendations to suppress the spread of covid-19. The government’s public communication efforts can succeed when it involves all communication channels, both the conventional and the new media, such as online and social media. In a crisis, media should be used as a friendly platform; therefore, through the task force, the government should provide complete and comprehensive information in the media.

A novel dual-band electromagnetic bandgap (EBG) for wireless local area network (WLAN) applications is designed in this paper. The EBG structure is based on hexagonal geometry and does not use via or multilayer. The bandgap characteristics are investigated by determining the scatter parameters. By adjusting the parameters in the dimension of the structure, the dual bandgaps can be controlled easily to achieve the WLAN frequencies. Comparisons between the proposed structure with another one, which have the same dielectric permittivity and thickness of the dielectric substrate, have been done. The structure is then also optimized to obtain the high impedance in surface at the frequencies of the WLAN bands, which are centered at 2.45 GHz and 5.5 GHz. Simulated and measured results are shown to demonstrate the performance of the proposed structure.

A novel electromagnetic bandgap (EBG) structural design based on Fractal geometry is presented in this paper. These Fractals, which are the Sierpinski triangles, are arranged to repeat each 60° to produce the hexagonal unit cells. By changing the gap between two adjacent Sierpinski triangles inside EBG unit cell, we can produce two EBG structures separately that have broadband and dual bandgap. By using the suspending microtrip method, two arrays 3 × 4 of EBG unit cells are utilized to investigate the bandgap of the EBG structures. The EBG operation bandwidth of the broadband structure is about 87% and of the dual-band structure is about 40% and 35% at the center bandgap frequencies, respectively. Moreover, a comparison between the broadband EBG and the conventional mushroom-like EBG has been done. Experimental results of the proposed design show good agreement in comparison with simulation results.

The new strategy and policy for digistalisation of terrestrial television network is presented. The number of the players in the television broadcasting network is reduced from 67 to maximum 03 national digital terrestrial television stations and up to 05 regional television stations in Vietnam after successful implementation of this strategy and policy.

This paper concentrates on studying, designing and manufacturing a dual-band and high-bandwidth antenna applied for 3G mobile handsets. This antenna can work in GSM/UMTS bands by generating two resonant modes of 900 MHz and 1900 MHz frequencies. Antenna is printed on FR4 substrate with size of 58 mm × 80 mm, thickness of 1.6 mm and relative permittivity of 4.4. The proposed antenna is experimentally studied.
