Jana Henryka Dąbrowskiego sprzed 150 lat iść „z ziemi włoskiej do Polski”. I to właśnie ci żołnierze zwycięsko rozstrzygnęli trwającą sześć miesięcy „bitwę siedmiu narodów” o Monte Cassino (nazwaną „najbardziej zaciętą bitwą II wojny światowej”), otwierając aliantom jedyną drogę do Rzymu.

The Madden-Julian oscillation (MJO) significantly impacts North Atlantic hurricanes, with more hurricane activity occurring when the MJO favors enhanced convection over Africa and the tropical Indian Ocean and suppressed hurricane activity occurring when the MJO favors enhanced convection over the tropical Pacific. Using data from 1905-2015, we find more hurricanes make landfall in the continental US when the MJO enhances convection over the tropical Indian Ocean. In addition, when the MJO enhances convection over the Western Hemisphere, tropical cyclones tend to form in the Gulf of Mexico or the Caribbean, leading to more Gulf Coast landfalls. As the MJO moves to the Indian Ocean, more storms form in the tropical Atlantic, increasing the number of Florida and East Coast landfalls. The MJO’s modulation of tropical cyclone steering winds appears to be secondary to its effects on genesis locations.

This report is the first output of Work Package 1: Diagnosis of the MYRIAD-EU project: Handbook of Multi-hazard, Multi-Risk Definitions and Concepts. The aim of the task was to (i) acknowledge the differences and promote consistency in understanding across subsequent work packages in the MYRIAD-EU project, (ii) improve the accessibility of our work to a broad array of stakeholders and (iii) strengthen consensus across the hazard and risk community through a common understanding of multi-hazard, multi-risk terminology and concepts. The work encompassed a mixed-methods approach, including internal consultations and data-generating exercises; literature reviews; external stakeholder engagement; adopting and building on a rich existing body of established glossaries. 140 terms are included in the glossary, 102 related to multi-hazard, multi-risk, disaster risk management and an additional 38 due to their relevance to the project, acknowledging the need for a common understanding amongst an interdisciplinary project consortium. We also include extended definitions related to concepts particularly of relevance to this project deliverable, including ‘multi-hazard’, ‘hazard interrelationships’, ‘multi-risk’ and ‘direct and indirect loss and risk’. Underpinned by a literature review and internal consultation, we include a specific section on indicators, how these might be applied within a multi-hazard and multi-risk context, and how existing indicators could be adapted to consider multi-risk management. We emphasise that there are a number of established glossaries that the project (and risk community) should make use of to strengthen the impact of the work we do, noting in our literature review a tendency in papers and reports to define words afresh. We conclude the report with a selection of key observations, including terminology matters – for all aspects of disaster risk management, for example communication, data collection, measuring progress and reporting against Sendai Framework targets. At the same time, we discuss when is it helpful to include ‘multi-‘ as a prefix, questioning whether part of the paradigm shift needed to successfully address complex challenges facing an interconnected world is through inherently seeing vulnerability, exposure and disaster risk through the lens of multiple, interrelated hazards. We emphasise that there is likely to be an evolution of the terminology throughout the project lifetime as terms are emerge or shift as the project evolves. Finally, we propose a roadmap for developing and testing draft multi-risk indicators in MYRIAD-EU.<br> The WP1 team would like to acknowledge all the contributions of the consortium on this task and the feedback from the External Advisory Board, in particular the chair of the board Virginia Murray, Head of Global Disaster Risk Reduction at the UK Health Security Agency, and the contribution of Jenty Kirsch-Wood, Head of Global Risk Management and Reporting at UNDRR, for her reflections on the findings of this work.

The article is dedicated to utilization of cars and small buses. It includes three parts. In the first one authors consider general rules regarding creating equipment utilization data bases and how it may be used regarding reliability methods. There is mentioned that it is crucial regarding optimization of all processes in enterprises. In the second part there are presented some results regarding exploitation of technical objects. The results are much more interested because same mathematical and statistical methods were used to present them in the article. The third part is conclusion regarding all methods and results received during analysis.

&lt;p&gt;W artykule przedstawiono koncepcję metodologicznych podstaw ewaluacji ryzyka w sytuacjach zagrożeń bezpieczeństwa systemu. Przedstawiono ogólny model decyzyjny w warunkach niepewności i ryzyka oraz statystyczne miary ryzyka na potrzeby zarządzania przedsięwzięciami. Omówiono proces ewaluacji ryzyka w systemie zarządzania kryzysowego. W artykule zamieszczono przykłady modeli matematycznych ewaluacji ryzyka.&lt;/p&gt;

Kształtowanie pozytywnego wizerunku Policji powinno wiązać się z niesieniem pomocy i zapobieganiem przestępstwom, a dopiero w przypadku poważnego naruszenia bezpieczeństwa i porządku publicznego z użyciem środków przymusu bezpośredniego.

Abstract The warfare is evolving and it is confirmed by last conflicts in which Russia was involved. They were asymmetric in nature and their objectives, developments, consequences in broader sense and end states have been a matter of research by many scholars. The nature of those conflicts is causing concerns and a question if there were randomly run or just perfectly synchronized operations? If so, should a hybrid war be considered a way of strategy and its objectives seen through the prism of the Russia’s interests? The answer to this question can be obtained after the evaluation of the theory and practice employed by the Russian Federation in the concept of hybrid war. This is the purpose of this article. The results of the research are presented by solving the following problem: What does the concept of the new generation warfare mean?

Abstract Although a military organization is a special form of institution, grouping people and resources for the special purposes of defence and fighting in general, it is influenced by the same rules and conditions that other organizations are. Considering the problems of land forces organizational structures in tactical operations it is important to refer to the theory of organization and management which may constitute a point of reference to properly devise and forming up of land forces structures assuming that such forces make up an organization - since this is a team of soldiers including their resources, shaped into an adequate structure and predestined to perform a definite task. The article is an attempt to reveal multiple mutual relations of tactical, technical and economical inventions inflicting structural transformation of the army in the context of the reality of a middle-sized country today.
