The article provides a comparative characteristic of the nationally motivated ethnocultural concepts of the 19th century, based on the interpretation of Siberian peoples` history. Finnish nationalism was looking for the ancestral home of the Finns in Altai and tried to connect them with the Turkic-Mongol states of antiquity and the Middle Ages. Under the influence of the cultural and historical theories of regional experts, the Siberian national discourse itself began to form, which was especially clearly manifested in the example of the genesis of Altai nationalism. Russian great-power nationalism sought to make Slavic history more ancient and connected it with the prestigious Scythian culture. If we rely on the well-known periodization of the development of the national movement of M. Khrokh, then in the theory of the Finns` Altai origin, we can distinguish features characteristic of phase “B,” when the cultural capital of nationalism gradually turns into political. In turn, the historical research of the regional specialists illustrates the earliest stage in the emergence of the national movement, the period of nationalism not only without a nation but also without national intellectuals. The oblasts are forming the very national environment, which does not yet have the means for its own expression, but it obviously contains separatist potential. At the same time, both the Finnish and Siberian patriots, with their scientific research, solved the same ideological task—to include the objects of their research in the world cultural and historical context, to achieve recognition of their right to a place among European nations. However, Florinsky’s theory, performing the function of the official propaganda, is an example of the manifestation of state unifying nationalism, with imperial connotations characteristics of Russia.

The paper is devoted to the analysis of the development of industrial production organizations, using focal points for the development and implementation of a production management strategy. It also solves the problems associated with the development of mathematical and algorithmic support for adaptive decision support systems in situational centres, taking into account expert options for institutional conditions in information systems for operational monitoring, situation analysis and assessment of production situations.

This study presents the results of technical and economic analysis of high‐voltage direct current (HVDC) transmission system and high‐voltage alternating current transmission system for bulk transmission over very long distances. The last is a point‐to‐point transmission that does not need reactive compensation and does not have intermediate substations, the half‐wavelength transmission (HWL). Special attention is paid to reliability and ways to meet the N − 1 criteria regarding security and adequacy. Single‐circuit lines instead of double‐circuit ones are considered for economic and environmental reasons ensuring the same reliability when clearing the most frequent line‐to‐ground (or single‐pole) fault. For this, single‐circuit line with reserve phase for HWL and quadripolar single‐circuit line for HVDC are proposed. The analysed system considered Brazilian electrical system conditions: 6000 MW transmission over 2500 km. This study highlights the advantages of applying a reserve phase for HWLs and a third converter substation increase to cope with system security with minimum cost. It is shown that the single‐circuit HWL with reserve phase has an investment 30% lower than that for HVDC, resulting in a total yearly cost 15% lower.

All over the world there are large and very economical hydroelectric resources, which are located at long (500-1500 km) and very long (2000-4000 km) distance from load areas. To secure required level of reliability, transmission systems for power delivery from hydroelectric stations must meet the criterion (n-1), i.e. transmitted power doesn't have to decrease in case of emergency opening of any circuit sections. Application of double or triple-circuit interlinked transmission systems is traditional decision for realizability of this criterion. But frequently reliability condition does not allow implementation of the most economical variant, for example to make use of 1150 kV single-circuit transmission system instead of 750 kV triple-circuit one. It is considered in the capacity of feasible variants for solution of the reliability problem as follows: triple-circuit interlinked transmission systems; single-circuit transmission systems with spare phase; single-circuit four-phase transmission systems; and single-circuit transmission systems with realization of two-phase long-duration conditions. The following aspects are discussed and analyzed: general review of variants for long and very long distance transmission; their scheme and conditions; comparison of their reliability and techno-economical characteristics.

The electrophysical characteristics of composite media consisting of finely dispersed T-10 000 ferroelectric ceramics and dielectric fluids are experimentally investigated. Transformer oil, dibutyl phthalate, cyclohexanol, and sulfolane are used as dielectric fluids. The permittivity of compositions e is directly proportional to that of the fluids. Its dependence on the concentration of the ferroelectric ceramics is nonlinear and is well consistent with the known Nielsen formula up to the concentration of 55 vol %. The permittivity of a 50% composition exceeds by a factor of five that of the fluid. The maximal coefficient of e increasing approximately equals 20 upon adding two ceramics fractions of different particle sizes to the composition. The specific resistance of compositions decreases as the permittivity of the fluid increases. The concentration dependence of the specific resistance of the T-10 000 ferroelectric ceramics–dibutyl phthalate mixture has a minimum at a concentration of 30–40 vol %. A new mechanism of the surface electric conductance is suggested, which is associated with a decrease in the dissociation energy in the surface layer under the effect of image force. The electric strength of compositions decreases as the permittivity of the fluid increases. The obtained experimental data agree with the bubble model of breakdown ignition.
