The article considers the Strategy of State Cultural Policy 2030 and the way it complies with the principles established by Federal Law No. 172-FZ On the State Strategic Planning (June 28, 2014). The principles include transparency, realism, resource availability, measurability of goals, multichannel financing, etc. The research featured the quality of strategic management in the sphere of culture in the context of the abovementioned Strategy. The research was based on the institutional approach and assessed the availability of monitoring tools for its implementation. The study revealed some shortcomings in the content of the Strategy of State Cultural Policy 2030. For instance, the strategic management is only at the second stage in the evolution of approaches to the development and implementation of strategies, i.e., strategic planning. The third and fourth stages of evolution are to adjust the strategic capabilities of the public administration system to the real-time management, and they still remain a matter for the distant future. The elements of multichannel financing of culture include a system of tax preferences, marked taxes, sponsorship and patronage, the institution of budget allocations, endowment funds, etc. However, these measures have certain limitations and contradict the current norms of budgetary and tax legislation. The state remains the main sponsor of culture, despite the expansion of the list of state cultural policy subjects and the roles of the state, e.g., the state as an investor, a philanthropist, a co-investor, etc. As a result, new development challenges may lead to underfunding. The financial mechanism for strategy implementation presupposes no transparent bond between the strategy and budgetary spending.

In the non-concert period of 2020, interviews with famous musicians on the СlassicalMusicNews portal show strengthening of the trend identified and described by the author in the previous publications. The traditional narrative interview disappears, since the event chronotope of musical events is temporarily lost, the emerging niche is occupied by the mentative interview. The author describes the phenomenon of such type of interviews, introduces the distinctive features of mentative and narrative interviews, proposes the concept of a grid of questions for mentative interview, describes the methodology for analyzing interviews from this perspective. The interpretation of the tendency of actualizing the mentative interview is developed along four lines: the influence of extralinguistic factors on the discourse space, the transformation of reference and the modification of the text, the place of the mentative in the history of literature and the pattern of its actualization, the degree of mastery of the narrative and the mentative in the discourse of our time.

Accurate repeatability of experimental data is the basis of professional scientific research. In this study we analyzed three consecutive experiments: The subjects had to complete a questionnaire three times under similar conditions within a 2–3 week interval to ensure reproducibility of the original data from experiment to experiment, using the method of test–retest reliability. Absolute reliability was assessed by the standard error of measurement (SEM) and smallest real difference (SRD). The relative reliability was estimated by calculating the intraclass correlation coefficients (ICC3,1) (average measures) and the results demonstrate almost perfect agreement. The social interaction model was applied for organization of the experimental study. In this virtual model, the participants had to choose one of three types of reactions (i.e., attacking, avoiding, or friendly) to stimuli-facial expressions (i.e., angry, fearful, sad, neutral, and happy). The results show significant correlation between personal characteristics and social interactions. The results of the influence of such personal characteristics as agreeableness, collectivism, extraversion, neuroticism, and those shown on the Relational-interdependent Self-Construal Scale and State-Trait Anxiety Inventory are highly consistent with other researchers’ data and common sense.

In order to assess the importance of family, school, psychosocial, personal factors and mental health factor for the formation of learning motivation 419 students were surveyed in grades 8 – 10 (49 % boys and 51 % girls) studying with various educational programs. The peculiarities of learning motivation, personality characteristics, mental health and social conditions of children were evaluated. The study found that these factors had a specific value for learning motivation, depending on the training program. For learning motivation of adolescents from developing classes, personality traits are more important, whereas learning motivation of students from classes with in-depth studying of subjects was determined more often by characteristics of the family and upbringing. In specialized classes the decrease in learning motivation was forecasted by conflicts with teachers and peers, whereas in traditional classes learning motivation was influenced by mental health problems and family worship along with personal and school factors. The results may be useful in the planning of psycho-pedagogical work in differentiated education.
