The purpose of the article is to consider the negative aspects of postmodernism and study how post-post modernity can help humanity overcome the modern socio-cultural crisis. In their research, the authors used various scientific methods of cognition, such as analysis and synthesis, in particular meta-analysis and meta-synthesis, generalization, and induction.
The authors analyze the stages of development of civilization from the point of view of social progress, highlight their main characteristics and typological differences. The considered key points characteristic of postmodern, such as pluralism, negativism, relativism, denial of binarity in thinking, the extreme degree of nihilism, etc., lead to the understanding that the crisis that arose in the political, economic, socio-cultural life of society, at the turn of 20 21 centuries, inherent in the very nature of postmodern. The values and perception of the postmodern are less and less consistent with the present time, and in its depths, a new worldview begins to crystallize, conventionally called post-postmodern, as a response to overcoming the current socio-cultural crisis. Post-postmodern, postmodern, like modern before them and similar phenomena are links of one chain, interconnected with each other and logically following from the processes of previous eras. The main components of the post-postmodern, which are formed from the problems of the postmodern, are highlighted and characterized.
As a result, the study showed that the currently being formed new worldview - post-postmodernity came close to the search for a new spirituality for the all-round development of a person and turning him into a socially mature being, as well as for resolving the internal contradictions of the postmodern worldview.

Abstract. The purpose of the study — is to propose and substantiate the conceptual model of macro-regulation of social-economic relations between the state and innovation-active business entities in terms of innovation and investment development of the economy of Ukraine. The article proposes a systematic approach to building a mechanism for macro-regulation of innovation and investment activities. The influence of innovation and investment changes on the acceleration of social progress is analyzed. The conceptual approach to the formation of the budget strategy of the state in the form of tax deduction from the value added of innovatively active economic entities proposed by the authors is formed on the basis of generalization of modern economic theories. It was revealed, that only through the growth of gross domestic product it is impossible to overcome poverty and increase the educational and cultural level. This allowed the authors to base the guidelines of methodological and practical aspects on the rational and effective interaction between the state and innovation-active actors of Ukraine, aimed at increasing real income, education, health, greening and general culture of society. The authors’ consideration of the category «quality of life» as a synergistic indicator of social-economic development under the influence of investment and innovation processes allows to more accurately define the tasks, functions, priorities and effectiveness of such macro-regulation. Building new social-economic relations on the basis of the proposed model makes it possible to optimize these processes of interaction taking into account transformational changes in the country’s economy and social development, which means benefiting from innovation and high technology in achieving common goals of the state and innovation-active business entities in raising the national level of welfare of society. The scientific novelty is to consider macroregulation issues related to building such a synergistic interaction between the state and innovation-active economic entities when material and universal values is created and the achieved positive result from the implementation of changes is comprehensively determined. Keywords: regulation, interaction, resource, indicators, state, innovations, synergy, system, business entities. JEL Classification E65, G38, O1, O38 Formulas: 3; fig.: 3; tabl.: 0; bibl.: 15.

Fiber optic transmission systems are used for high-speed traffic transmission in modern telecommunication NGN and IMS networks. Optical channels of optical transport hierarchy (OTH) communication systems have a bandwidth of 2.5 to 100 Gbps, so the study of their characteristics is an urgent task. The problem of studying the quality parameters (Q-factor) of optical OTH signals of the OTU1 and OTU2 types is solved in the current section. A simulation model of an intensity modulated optical transmission system has been developed to solve this problem. This model contains a transmitter, an optical transmission path with optical amplifiers and an optical signal receiver. Optical fiber simulation model allows to introduce linear and nonlinear distortions of the propagation medium into the signal and it is based on the Split-Step Fourier Method. The noise of the optical amplifier was generated by using the inverse discrete Fourier transform to increase the performance of the model. Comparison of the results of modeling and analytical calculations was carried out to check the accuracy of the proposed simulation model. The influence of the signal power of the transmitter and the quantity of linear path optical sections on the Q-factor of the signal in the receiver is calculated. It is proposed to optimize the transmitter signal power by the criterion of maximizing the Q-factor to increase the length of the 3R regeneration section.

A model of multidimensional communication lattice with combined cut-through and store-and-forward switching node in the form of infinite Petri net has been constructed. The model implements a nondeterministic forwarding decision for both switching procedures that represents better adequacy to the real-life devices functioning in case of elementary tokens use without packet headers specification. An infinite system of linear algebraic Diophantine equations has been composed and solved in parametric form that allowed the p-invariance proof for any number of dimensions and any size of lattice, open hypercube, and hypertorus studied. For additional check, dedicated software, that generates models and p-invariants, has been developed. Invariants computed by system Tina coincide with parametric invariants. As a future work direction, an extended class of nets, combining infinite Petri nets and functional programming language Scheme is offered for performance evaluation of switching lattices.KeywordsTorus interconnectSwitching latticeInfinite petri netVerificationLinear invariant

The solution to the problem of predicting the characteristics of real-time video traffic of IoT network objects is considered. The classification of traffic of IoT network objects depending on the type of IoT/5G network services is proposed. For the considered video traffic in real time, the spline-extrapolation method based on the cubic Hermite spline was used. Comparison of the results of predicting the characteristics of video traffic using the spline-extrapolation method based on various cubic spline functions (cubic spline, cubic B-spline and cubic Hermite spline) is carried out. It is established that the obtained results of short-term forecasting of video traffic will provide necessary forecast accuracy and the possibility of using it for various IoT applications in order to prevent network congestion, especially in conditions of maximum network load.

The article is devoted to establishing a connection between the subjective assessment of the TV images quality and the generalized criterion of definition in two dimensions. In modern practice in television definition is characterized by the number of active scan lines and the number of active picture elements per line. It should be taken into account that the achievable image definition is limited by diffraction distortions of the lens and blurring due to the finite dimensions of the light-to-signal and signal-to-light conversion elements of the matrix sensor camera and playback display screen. The question of what should be the MTF of an image processing system used to improve definition in two dimensions is relevant, based on the compromise between the attainable level of definition and the interfering effect of edging in the image arising as a result of excessive emphasis on image details. The article is devoted to answering this question, but the experimental data presented in it are focused on solving the more general problem of establishing the relationship between image quality and definition in two dimensions for the general case. In the experiments, to vary the resulting definition, a controlled two-dimensional corrector was used in the form of a digital filter with circular symmetry MTF. It was provided for the possibility of blurring the image by limiting the frequency band and correcting definition by using a corrector with a rise that varies according to the cosine-square law so that the maximum was achieved at a frequency equal to half the spatial Nyquist frequency, i.e. the number of scan lines per frame height. The relative volume under the two-dimensional MTF of the TV path from to light was used as a generalized criterion for definition.
