The paper is devoted to elaborating the methodology for determining the elements of a strategy for human capital development in the agrarian sector. It highlights the ways of formation of a strategy for human capital development, such as PEST (STEP) analysis; Porter’s five forces framework; SWOT analysis; SNW analysis; methods of demographic forecasting including methods for predicting changes in the age-sex structure of rural population and migration flows analysis; methods of economic and mathematical modeling with their certain specification for research purposes. It is proved that consistent use of the considered methods allows a comprehensive approach to the elaboration of a strategy for human capital development in the agrarian sector.

Abstract The appearance of external “irritants” leads to deterioration in the economic and management activities at the enterprise. This condition is caused by changes that regenerate the business environment and lead to a decrease in the efficiency and effectiveness of the work of modern enterprises. External “irritants” create problems that alter the strategic framework for the development of modern enterprises. The highlighted fact reduces the level of competitiveness of the enterprise, replacing it with the implementation of measures for the survival of economic entities. To consider this condition within the framework of a scientific article, it is proposed to focus on the search for a universal toolkit in the methodology for solving problems. The purpose of this study is to highlight the role of tools in the methodology of problem solving as a strategic basis for the development of modern enterprises. The following aspects are the result of scientific research: the algorithm and the role of problems in the development of a modern enterprise are established, tools for collecting and analyzing information about problems are considered, as well as toolboxes, which allow choosing the best solution to problems from a set of methodologies, are formed. Abstract Peculiarities of economic security of industry lie in the separation of this process within the framework of differentiated factors that make it possible to provide this industry. Identified features of the economic safety of industry include maintaining the functional state of production industries, maintaining the steady growth of the industrial industry, generating demand and supply for industrial products, regulating processes at industrial enterprises, and eliminating the main problems of transforming industrial production. The risk component considered in the study identifies key issues in the field of transforming the conditions of informatization and digitalization of the public environment. Risks reflecting information conditions are aimed at the emergence of technological and competitive problems of economic safety of industry. Risks of the conditions of digitalization of the company are financial and operational in nature. Their minimization is aimed at identifying activities that are of the nature of financial support for the industrial industry. Measures to improve the economic safety of industry include a set of proposals for the development of conditions for informatization and digitalization of society. Rural tourism (agrotourism) in the world practice is a promising sector of the tourism industry, focused on the use of various resources of the rural area and its features to create a comprehensive tourist product. In Russia, such an understanding of agro-tourism has come in recent years, and the growing interest is confirmed by the interest not only of business representatives, but also of state authorities. The national project “Tourism and Hospitality Industry” will become an impetus for the development of domestic tourism and increase the competition of regions and territories in this area. The Orel region is fully involved in the development of agro-tourism. The region has a significant tourist and recreational potential for the development of rural (agricultural) tourism. The agro-industrial complex of the Orel region is the leading system-forming spheres of the region’s economy. Regional authorities actively support private businesses involved in the implementation of state programs in the field of rural tourism: “Development of investment and project activities in the Orel region” and “Development and support of small and medium-sized businesses in the Orel region”.

The article provides information about domestic innovative developments aimed at improving the antioxidant properties of food products through the use of plant raw materials rich in active substances. The results of a comparative analysis of the antioxidant activity of water and alcohol extracts of certain types of plant raw materials are presented to substantiate the possibility of using it as fortifiers in food technologies to improve quality and preservation. black chokeberry and mountain ash have high antioxidant properties, while cumin seeds and ginseng root have lower antioxidant properties. However, it is noted that alcohol extraction generally reduces the extraction of biologically active substances with antioxidant properties.
