Abstract Vector-borne and zoonotic diseases (VBZDs) remain a critical global health challenge, disproportionately affecting low- and middle-income countries and driving significant morbidity, mortality, and economic loss. This review synthesizes emerging evidence on nano-enabled smart drug delivery system (SDDS) within the One Health framework, emphasizing their role in advancing targeted therapy, controlled release, and theranostics for VBZD management. Nano-enabled platforms such as liposomes, polymeric nanoparticles, nanogels, metal–organic frameworks, and biomimetic carriers are designed for stimuli-responsive and site-specific delivery, enhancing therapeutic precision, lowering dosing frequency, and reducing the risk of drug resistance. Controlled-release formulations of agents such as artemisinin derivatives, amphotericin B, and ivermectin have demonstrated superior efficacy in the treatment of malaria and leishmaniasis, and in vector control applications. Targeted delivery strategies extend beyond human therapies to address viral reservoirs, infected macrophages, and arthropod vectors, highlighting the cross-species applications central to One Health. Theranostic innovations combine imaging and therapy to enable early disease detection, real-time monitoring, and the design of adaptive treatment strategies. Applications span human, animal, and environmental domains, from nanovaccines and veterinary antimicrobials to nanoparticle-based larvicides and biosensors for vector surveillance. Future directions underscore the integration of AI-driven nanodesign, scalable and eco-friendly synthesis, and harmonized regulatory frameworks to increase accessibility in resource-limited settings. Although clinical trials are limited, ongoing translational efforts indicate the transformative potential of nanomedicine in VBZD control. Ultimately, integrating nano-enabled SDDS into a One Health framework provides a sustainable and collaborative approach to reduce the global burden of zoonotic and vector-borne diseases.

Abstract—This study investigates the effects of pho- tovoltaic (PV) system integration at different penetra- tion levels (0%, 10%, 30%, and 50%) on the perfor- mance of a three-phase distribution network modeled in Simulink. Using an adapted IEEE 9-Bus system, the research evaluates key system parameters such as total generation, total PQ load, total shunt impedance, total asynchronous machine count, and total system losses. The simulation model incorporates a detailed PV array design, pulse generation and control, and load flow analysis to capture dynamic behaviors un- der varying renewable energy contributions. Results indicate that while total generation slightly increases and shunt admittance varies with PV penetration, the overall impact on system losses and load remains minimal. The findings provide valuable insights into the feasibility of integrating solar PV systems into traditional power networks while maintaining system stability and efficiency.

This qualitative study explored the experiences of maritime cadets from the Palompon Institute of Technology in applying knowledge gained from the Master Class subject during their shipboard training. These challenges included differences in procedures between school and vessel practices, limitations of classroom-based learning without sufficient hands-on experience, and external factors such as company priorities and pandemic-related disruptions. To address these challenges, cadets employed various coping mechanism: active self-learning through manuals and independent study, seeking guidance from experienced crew members, and developing personal resilience and adaptability. The study concluded that while the Master Class subject serves as a crucial preparatory tool, maritime education would benefit from enhanced practical components and more immersive experiences before cadets embark on shipboard training. This research contributes to the ongoing dialogue on improving maritime education and training by highlighting the importance of aligning theoretical instruction with real-world application to better prepare future seafarers for the complexities of life at sea.

Menstrual health and hygiene (MHH) remains critically neglected in the Philippines despite its fundamental role in promoting the well-being, dignity, and empowerment of women and girls. This persistent lapse disproportionately impacts the well-being, education, and social mobility of women and girls across the country. Deep-rooted stigma, outdated land-use practices, and a lack of gender-sensitive planning have resulted in fragmented and inconsistent menstrual hygiene infrastructure. While promising initiatives—such as localized policies, educational campaigns, and innovative digital tools like period tracking apps—have begun to surface, these efforts remain isolated, lack scalability, and often face resistance from conservative sectors. This perspective article highlights the urgent need to mainstream MHH within the country’s public health and development frameworks. By institutionalizing gender-sensitive sanitation infrastructure, ensuring privacy and dignity in public spaces, and adopting inclusive tools such as the Menstrual-Friendly Public Toilet (MFPT) Toolkit, the Philippines can begin to dismantle systemic barriers in advancing access to MFPT. Tackling period poverty is an integral step towards building a more equitable and inclusive society for all.

Tracking the whereabouts of the graduates provides empirical data on the employment profile of the graduates. This study was conducted to gather data on the employment of the graduates of Bachelor of Science in Industrial Education program of Palompon Institute of Technology Tabango currently renamed to Bachelor of Technical-Vocational Teacher Education. 58 out 74 (or 78 %) graduates of Bachelor of Technical-Vocational Teacher Education from year 2016-2019 participated in this study. The instrument used by the researchers in the data gathering was the Graduate Tracer Study developed by the Commission on Higher Education (CHED). Findings make known that 76% (or 44 out of 58) of the respondents are employed. Moreover, 61% (or 27 out of 44) perceived that their current job is related to the program that respondents took up in college. Furthermore, 55% (or 24 out of 44), 9% (or 4 out of 44), 34% (or 15 out of 44), 2% (or 1 out of 44) has a regular, temporary, contractual, self-employed employability status, respectively. When asked the reasons why some graduates are not yet employed, top 1 reason is they did not look for a job, followed by no job opportunity, lack of work experience and family concern, then, advance or further study, and last of all is the health reason. Also, when asked what skills learned in college did the graduates find very useful in their job, top 1 is human relation skills, followed by communication skills, information technology skills, critical thinking skills, problem-solving skills, and lastly, entrepreneurial skills. To further improve the employability rate of the BTVTED program, among the researchers’ recommendations is that the administration should tap linkages to other agency or companies that can provide employment opportunities to the graduates and may conduct a job fair in partnership with the LGUs, NGOs, and other governing bodies. The administration should also establish linkages in the industry and create a student immersion program to develop the human relation skills, communication skills, IT skills, critical thinking skills, problem solving and entrepreneurial skills. Revisit of the curriculum is also recommended to ensure that the courses offered are relevant to the nature of their job in the future and in order to find some areas that needs improvement.

Marine Protected Areas (MPAs) were recognized as an effective strategy to improve the hard coral cover through the reduction of anthropogenic stressors and pressures. With the absence of baseline data on the status of the coral reef community structure in Tinabilan Fish and Shell Sanctuary, the enforced protection and management effectiveness could not be determined. Baseline data on the hard coral cover, taxonomic composition, and benthic community structure were gathered using the enhanced Point Intercept Transect (PIT) method supplemented with the Taxonomic Agglomeration Units (TAUs). The outside stations of the protected area were recorded to have a slightly higher cover and generic diversity of hard corals compared to the inside stations.
