Colored Petri Nets Based Patient Flow Modeling and Optimal Staffing in Emergency Healthcare

Emergency department (ED) crowding is a world-wide issue. Preventing congestion in emergency healthcare has grown increasingly critical. Although many factors contribute to patient congestion in EDs, understaffing is undoubtedly most impactful. However, as staffing constitutes about 75% of emergency medicine expenditures, ED staffing allocation must match the demand for service and be as efficient as possible. In this paper, we utilized a formal method to determine optimal staffing levels and staff sharing in EDs. To accomplish this, we implemented colored stochastic timed Petri nets in CPN Tools to model ED patient flow. Resource sharing, resource requirements, and service duration are particular focuses. Average patient waiting time and optimal staffing levels are evaluated based on simulation.
