The fiscal framework needs in practice to achieve a balance between, on the one hand, effective budgetary rules that allow governments to commit to sound policies and, on the other, judgements and discretion in how these are applied so that the framework adequately reflects the complexity of the situations that countries may find themselves in.

ABSTRACTHigh‐resolution seismic and bathymetric data offshore southeast Ireland and LIDaR data in County Waterford are presented that partially overlap previous studies. The observed Quaternary stratigraphic succession offshore southeast Ireland (between Dungarvan and Kilmore Quay) records a sequence of depositional and erosional events that supports regional glacial models derived from nearby coastal sediment stratigraphies and landforms. A regionally widespread, acoustically massive facies interpreted as the ‘Irish Sea Till’ infills an uneven, channelized bedrock surface overlying irregular mounds and deposits in bedrock lows that are probably earlier Pleistocene diamicts. The till is truncated and overlain by a thin, stratified facies, suggesting the development of a regional palaeolake following ice recession of the Irish Sea Ice Stream. A north–south oriented seabed ridge to the north is interpreted as an esker, representing southward flowing subglacial drainage associated with a restricted ice sheet advance of the Irish Ice Sheet onto the Celtic Sea shelf. Onshore topographic data reveal streamlined bedforms that corroborate a southerly advance of ice onto the shelf across County Waterford. The combined evidence supports previous palaeoglaciological models. Significantly, for the first time, this study defines a southern limit for a Late Midlandian Irish Ice Sheet advance onto the Celtic Sea shelf. © 2020 John Wiley & Sons, Ltd.

ABSTRACTThe authors use Structural Equation Modelling techniques to analyse the determinants of wellbeing amongst older adults using data from the first wave of the Irish Longitudinal Study on Ageing (TILDA), a rich source of data on people aged over 50 and living in private households. The analysis uses a two-group linear statistical model to explore the influence of socio-economic position on the wellbeing of men and women, with Full Information Maximum Likelihood estimation to handle missing data. The fit indices for the final model are highly satisfactory and the measurement structure is invariant by gender and age. The results indicate that socio-economic position has a significant direct influence on wellbeing and a strong indirect influence which is mediated by health status and lifestyle. The total standardised effect of Socio-economic Position on Socio-emotional Wellbeing is statistically significant (p⩽ 0.05) and equal to 0.32 (men) and 0.43 (women), a very strong influence which risks being underestimated in standard multivariate models. The authors conclude that health, cognitive functioning and wellbeing reflect not just the ageing process, but also the impact of social inequalities across the lifecourse and how they are transmitted across different life spheres. These results can help to orient future research on factors which mediate between socio-economic position and wellbeing, an important policy-related issue.

We assess the subsidy for the installation of biomass boilers and wood gasification boilers under the Greener Homes Scheme in Ireland. We find that the (implicit) subsidy per tonne of carbon dioxide avoided varies hugely across households. The current policy costs 17 % too much for the emissions avoided, or avoids 17 % too little for the money spent. The subsidy reduces net social gain (including environmental benefits but excluding producer surplus) by 42 %.
