СОВЕРШЕНСТВОВАНИЕ МЕТОДОВ МОНИТОРИНГА ОБЕСПЕЧЕНИЯ ЭКОНОМИЧЕСКОЙ БЕЗОПАСНОСТИ В УСЛОВИЯХ ЦИФРОВИЗАЦИИ (НА ПРИМЕРЕ РЕСПУБЛИКИ ТАТАРСТАН)
The article analyzes the transformation of regional approaches to ensuring economic security in the context of deepening digitalization of the economy and public administration. It examines the limitations of traditional monitoring practices that are primarily focused on retrospective recording of indicators and substantiates the need to shift toward integrated monitoring methods that make it possible to identify threats at early stages of their emergence. The focus is placed on the development and justification of methodological tools that enable the interpretation of digital data in terms of risks, vulnerabilities, and potential damage to key holders of regional economic interests. The role of leading indicators, multilevel data comparison, and digital signals is demonstrated as a basis for improving the substantiation of managerial decisions. Attention is given to the institutional and organizational aspects of monitoring, including the regulation of procedures, the distribution of responsibilities, and the assessment of the economic effects of implemented measures. Using the Republic of Tatarstan as a case study, the practical applicability of the proposed approaches is demonstrated, along with their significance for enhancing the resilience of the regional socio-economic system under conditions of external constraints and increasing uncertainty. The findings may be used to improve practices of strategic management and economic security monitoring at the regional level.
