Today, the public sector is facing dynamic technological changes, with AI being among the most innovative areas. The popularization of relevant IT solutions and their widespread use in business have led to growing interest in this technology within public administration and local self-government. This trend is evident in many countries, and the introduction of AI-based solutions in local self-government bodies may have a stronger effect on achieving development principles. The study was conducted using a mixed design: a systematic literature review (2018-2025) and an expert assessment with ranking (n=43, inclusion ≥3 peer-reviewed publications). Experts were asked to rank the proposed directions. The ranks were converted into normalized weights using the rank sum method, and the consistency of assessments was verified with Kendall’s coefficient of concordance (W=0.64-0.67; p<0.01). The most prioritized areas of AI application are the management of large data sets and resource allocation; the main barriers are high costs, a shortage of competences, and insufficient IT tools; the key threats are risks to personal data protection, violations of intellectual property rights, and cybersecurity issues. Practical recommendations are provided on the stages of implementation and risk minimization.

Transformer performance [1], [2] and dependability may be improved while possible failures are reduced by making good use of and optimizing these dielectric qualities. This knowledge helps with both material selection and the use of improved maintenance procedures. RSM is a potent statistical method for modelling and analyzing issues when several factors affect a response of interest. It enables us to investigate how variables relate to one another and choose the best circumstances for getting desired results. Because it offers an organized approach to optimization and minimizes the number of required tests, this methodology works especially well in scenarios involving complicated experiments. RSM can be used to improve insulating oils’ viscosity, dielectric strength, and thermal conductivity, among other characteristics. We can improve insulating materials’ performance and longevity in electrical applications by comprehending how these aspects interact.

The purpose of the research is to find ways to increase the efficiency of the nanosatellite constellation (network) in the conditions of replenishment and retirement of spacecraft during operation in orbit based on a self-organizing mesh network, in which routing is carried out dynamically based on the connectivity of network elements. Methods are based on decision-making techniques, systems analysis, and decentralized control principles, enabling a nanosatellite network to independently reconfigure itself to meet changing operating conditions and task requirements. Using the properties of self-organization and adaptive control methods (distribution and responsiveness to change), the nanosatellite constellation maintains a configuration of satellites capable of exchanging data and service information. A two-level network reconfiguration method has been developed, enabling proactive changes to the composition of nanosatellites based on historical assessments of the quality and strength of transmitted signals. Algorithms for route list generation and route analysis have been developed, which can be executed autonomously on each nanosatellite in the constellation. Results . The developed reconfiguration method enables asynchronous addition and deletion of satellites from the network based on received or discovered information about their status and connections between satellites. It is shown that the decentralized approach has linear time complexity for the most critical algorithms for updating and constructing network routes. Conclusion . The developed reconfiguration method and algorithms for managing a nanosatellite constellation form the basis for developing network software that allows each satellite to autonomously make decisions about modifying its status and route list.

Relevance. The intensification of the processes of economic differentiation of territories in the context of global turbulence actualizes the scientific discourse on the mechanisms of formation and overcoming of regional imbalances. The phenomenology of spatial inequality, determined by a complex of structural, institutional and market factors, acquires a special epistemological significance in the context of ensuring the sustainable development of the Russian economy. The imperfection of the existing methodological framework necessitates the development of new conceptual foundations for spatial and economic analysis. The purpose of the study is to develop a conceptual framework and a theoretical framework for dynamic modeling of regional imbalances based on a multi-paradigm approach. Objectives : conceptualization of the theoretical and methodological foundations of the analysis of territorial disparities; development of a multi-paradigm approach to the dynamic modeling of regional disparities; formation of a mathematical modeling apparatus reflecting the nonlinear dynamics of spatial inequality; empirical verification of the developed theoretical apparatus; formation of scientifically sound recommendations for the implementation of the results in the practice of regional management. Methodology. The methodological basis of the research is constituted by the synthesis of spatial-temporal, systemicstructural and institutional-evolutionary approaches that form the basis of a multi-paradigm research platform. The theoretical framework includes tools for nonlinear dynamics, complex systems theory, and spatial econometrics. Results. The conceptual foundations of dynamic modeling of regional imbalances based on the synthesis of spatial economics paradigms have been developed. A theoretical framework has been developed to identify the stochastic nature of the processes of territorial convergence and divergence in the Russian economy. The patterns of nonlinear interaction of endogenous and exogenous variables in the formation of spatial inequality are established. A multiparametric approach to predicting the dynamics of regional disparities under alternative scenarios for the implementation of the state spatial development policy is proposed. Conclusions. The results of the study indicate the relevance of the developed conceptual framework for explaining the mechanisms of formation of regional disparities in modern conditions. The revealed patterns of spatial dynamics of economic development create theoretical prerequisites for improving the methodology for developing regional development programs. The proposed theoretical framework allows for a comprehensive assessment of various instruments of government influence on the spatial proportions of economic development in conditions of increasing complexity and uncertainty of economic processes.

The purpose of this work is to analyze the features of the use of periphrastic names of various countries in modern media texts, identify the names that are relevant to native speakers and are becoming obsolete, determine the specifics of figurative names for individual countries, and describe the linguistic phenomena involved. Methods . The study uses continuous sampling, language observation, contextual analysis, lexical-semantic analysis, data systematization, and generalization. The results of the study show that periphrastic nominations of countries are used in modern media discourse as a means of secondary nomination of objects, which allows the reader to influence their perception through evaluation. Periphrastic nominations of countries indicate their geographical features, geopolitical status, distinctive characteristics of their inhabitants, and the values they promote. Conclusion . Modern media texts allow us to identify current figurative designations of countries that are frequently used, as well as outdated units. There are phenomena of poly-nominative periphrases (in relation to the most significant countries in the context of the media agenda) and their polysemy. The use of toponymic periphrases for Russia and the USSR reflects the process of rethinking the legacy of the Soviet era; figurative designations from the Soviet period are becoming obsolete, and there is a lack of current designations for the country. A characteristic feature of the periphratic naming of China and Japan is the use of self-designations. The transformation of generallanguage periphrases in the process of constructing an utterance allows for the revitalization of their imagery and the introduction of new semantic shades, which is achieved through the expansion of the components, the contamination of combinations, the construction of a new periphratic turn based on an existing model, the development of metaphors, and the creation of linguistic play.

Purpose Although prior studies have examined the relationship between firms' digital orientation (DO) and environmental, social and governance (ESG) performance, their findings are mixed. The potential nonlinear nature of this relationship, particularly in heavily polluting industries, has been largely overlooked. This study addresses this gap by investigating an inverted U-shaped DO–ESG relationship. It draws on dynamic capability theory to explain the performance-enhancing role of DO and integrates the resource-based view, attention-based view and organizational inertia theory to explain how excessive DO may ultimately erode ESG performance. Design/methodology/approach This study develops a multidimensional index of DO, encompassing strategic, governance, resource, and digital innovation realization. Using panel data from Chinese-listed heavily polluting firms from 2013 to 2022, we apply fixed-effects OLS models. Robustness is assessed through instrumental variable regression, natural spline estimation and generalized additive models (GAM), among other methods. Findings The results reveal an inverted U-shaped relationship between DO and ESG performance, suggesting that excessive DO may diminish ESG returns. Green innovation and information transparency act as mediators, while institutional investor site visits moderate the relationship between DO and ESG performance. Originality/value This study advances the literature by documenting and validating the nonlinear effects of DO on ESG outcomes. It develops and validates a comprehensive DO measurement framework and uncovers both mediating and moderating mechanisms in ESG-salient, heavily polluting sectors. The findings offer practical guidance for managers, policymakers, and institutional investors seeking to align digital development with long-term sustainability objectives.
