Recent research in Vietnam has revealed a significant gap in social protection for ordinary workers within the social security system. Furthermore, the rate of voluntary social insurance participation among informal workers such as employers, self-employed individuals, and family workers is notably low, even when their earnings surpass the poverty threshold. This article examines the measures outlined in the Draft aimed at broadening social insurance coverage to include informal workers.
