The paper discusses how the war affects decentralization processes in Ukraine including changes in fiscal responsibilities and distribution of power. The discussion is based on the thesis that decentralization increases local resilience and plays a crucial role in the future recovery. However, the conducted analysis supports the idea that more decentralisation is not necessarily connected to better economic outcomes. Improving local governments’ performance is a crucial point for future decentralization in Ukraine. Despite the recognition of Ukrainian decentralization reform as one of the most successful and advanced in terms of its implementation even before the full-scale invasion, there were still a number of unresolved issues hampering the development of capable communities (hromadas), including low managerial capacities of local authorities, and lack of understanding of the management system at the local level. The full-scale russian invasion brough new challenges and put a lot of Ukrainian local communities under severe pressure to make immediate decisions. However, according to expert opinions, the decentralization was one of the main factors of survival of many Ukrainian local communities during the first days and weeks of the invasion as local authorities already had an experience of making independent decisions without getting a ‘call from Kyiv’. Recently local communities in Ukraine lost a significant part of their financial resources due to the changes in tax legislation and got a significant task to ensure recovery and rebuilding which is an extraordinary challenge in the current situation.

This 2022 study follows up on a 1999 study of visual literacy education in American Library Association-accredited library and information studies programs. Using the Association for College and Research Libraries’ Visual Literacy Competency Standards for Higher Education, the article analyses those standards vis-à-vis current educational offerings in professional librarianship programs to discover if these program offerings are properly preparing a visually literate workforce.

Introduction. Cardiovascular diseases have become the leading mortality cause, requiring a novel technologies and techniques for the treatment. Cardiovascular biomaterials play a vital role as the potentially eligible alternative modality for an operation, covering the gap between facilities and patients in need of medical devices and procedures.Purpose. The aim of this essay is to explore and analyze the currently used biomaterials for cardiac surgery as tools to repair or replace the damaged tissues. This study seeks to obtain data which will help to address research gaps and to stimuli the manufacturing process.Description of the state of knowledge. We conduct the systematic literature review, based on the information found in PubMed, Research Gate and Google Scholar databases using the eligible parameters. Obtained data in form of descriptive information were analyzed.Summary. This study has identified a wide area of cardiovascular biomaterials use in the modern clinical and scientific practice. The most obvious finding to emerge from this study is that decellularization of xenogenous heart valves is a crucial feature to obtain the optimal matrix for a tissue-engineered valve substitute. This information can be used to develop targetted interventions aimed at cardiac surgery.

In this paper the algorithm of an output of the solution of the general two-dimensional task of the theory of elasticity in polar coordinates according to the initial’s functions method of V.Z. Vlasov and his son is considered V.V Vlasov. The algorithm is a reference point for automation of an output of the solution of an asymmetric task of the theory of elasticity in cylindrical coordinates and supplements the tool system developed by the author. Behind the scheme offered in the article, it is possible to automate the complete process of an output of the solution of two-dimensional tasks of the theory of elasticity in polar coordinates on a computer. What, in turn, increases the accuracy and reliability of the selected settlement scheme in each specific objective which uses the common analytical decision received in the systems of computer mathematics.
