This study analyzes the role of waqf entrepreneurs as an Islamic economic instrument in improving the welfare of the community, particularly through philanthropic institutions in Riau Province. The waqf entrepreneur phenomenon, which combines waqf principles with an entrepreneurial spirit, offers an innovative and sustainable financing model. The problem studied is how to optimize the implementation of waqf entrepreneurs in Riau by considering various complex factors. The research method used is the Analytical Network Process (ANP), a multi-criteria decision-making technique that can accommodate the interdependence between factors. Data were collected through in-depth interviews with experts, academics, philanthropic institution practitioners, and waqf managers. The results show that the main factors for the success of waqf entrepreneurs depend not only on financial capital, but also on human resource capacity, supportive regulations, waqf product innovation, and public trust. The ANP analysis produces a strategic priority model for waqf entrepreneur development that can serve as a guideline for philanthropic institutions and local governments.
