AI4Gov: Trusted AI for Transparent Public Governance Fostering Democratic Values
As Artificial Intelligence (AI) becomes more integrated into public governance, concerns about its transparency and accountability have become increasingly important. The use of AI in decision-making processes raises questions about bias, fairness, and the protection of individual fundamental rights. To ensure that AI is used in a way that upholds democratic values, it is essential to develop systems that are trustworthy, transparent, and accountable. Trusted AI allows citizens to have greater trust in public organizations and their decision-making processes, while it also enables public authorities and policy makers to be more transparent and accountable, providing citizens with greater visibility into how policies are developed. In addition, it encourages the use of AI in a way that promotes fairness and equity, ensuring that decision-making processes are unbiased and discrimination free against certain groups of individuals. This paper investigates how these desirable attributes can be developed in ways that are feasible and effective through the design of a holistic environment that incorporates AI and Big Data management mechanisms while preserving that the AI technology should be shaped around human rights, values, and societal needs. Societal change and evidence-based policies will be achieved through the extension of business and policy making processes with advanced approaches, such as eXplainable AI (XAI) and Situation-Aware Explainability (SAX). To this end, a novel approach is proposed, which will converge techniques and research on multiple domains, including social sciences, Trustworthy AI, Ethical AI, Big Data analytics, IoT, and blockchain into a unified ecosystem.

We demonstrate that, if a truncated expansion of a wave function is large, then the standard excited states computational method, of optimizing one ``root'' of a secular equation, according to the theorem of Hylleraas, Undheim and McDonald (HUM), tends to the correct excited wave function, comparable to that obtained via our proposed minimization principle for excited states [J. Comput. Meth. Sci. Eng. 8, 277(2008)] (independent of orthogonality to lower lying approximants). However, if a truncated expansion of a wave function is small - that would be desirable for large systems - then the HUM-based methods may lead to an incorrect wave function - despite the correct energy (: according to the HUM theorem) whereas our method leads to correct, reliable, albeit small truncated wave functions. The demonstration is done in He excited states, using truncated series ``small'' expansions both in Hylleraas coordinates, and via standard configuration-interaction truncated ``small'' expansions, in comparison with corresponding ``large'' expansions. Beyond that, we give some examples of linear combinations of Hamiltonian eigenfunctions that have the energy of the 1 st excited state, albeit they are orthogonal to it, demonstrating that the correct energy is not a criterion of correctness of the wave function.

We present a prototype system developed in cooperation with a business organization that combines information visualization and pattern-matching techniques to detect fraudulent activity by employees. The system is built upon common fraud patterns searched while trying to detect occupational fraud suggested by internal auditors of a business company. The main visualization of the system consists of a multi-layer radial drawing that represents the activity of the employees and clients. Each layer represents a different examined pattern whereas heat-maps indicating suspicious activity are incorporated in the visualization. The data are first preprocessed based on a decision tree generated by the examined patterns and each employee is assigned a value indicating whether or not there exist indications of fraud. The visualization is presented as an animation and the employees are visualized one by one according to their severity values together with their related clients.

Future access networks will integrate diverse services and provide a versatile platform for broadband access to hundreds of fixed, mobile and nomadic users. Optical fiber is the transmission medium that can support such an integrated network due to its immense bandwidth and low loss. To realize such a network, many challenges should be met at the different layers of the network. This paper focuses on the physical layer showing how divergence in the sensitivity of the receivers of different signal types can affect the performance of an integrated transmission system and thus the network design. The example of a ring/bus network that integrates mm-wave and baseband services is provided showing that the selection of the multiplexing and demultiplexing techniques, as well as the power budget of the network depend on the value of the baseband and mm-wave receiver sensitivities. For such access applications, the selection of the system hardware and related technologies is strongly dependent on the trade-off between cost and complexity.
