This study investigates the correlation between the conferment of the Seal of Good Local Governance (SGLG) and stakeholders' satisfaction with public service delivery in selected cities and municipalities of the First Congressional District of Negros Occidental, Philippines. Anchored in the theories of New Public Management, Public Value Management, and Good Governance, the research evaluates the extent to which Local Government Units (LGUs) fulfill performance standards across ten core governance areas, including financial administration, disaster preparedness, social protection, and environmental management, among others. Employing an explanatory sequential mixed-methods design, the study integrates quantitative data from 750 respondents, comprising stakeholders and program implementers, with qualitative insights from in-depth interviews. The research instruments demonstrated strong validity and reliability, with a Content Validity Index (CVI) of 0.94, a Cronbach’s alpha of 0.871 for the stakeholders' instrument, and 0.878 for the implementers' instrument. Results reveal a generally high level of satisfaction among stakeholders, indicating that effective implementation of SGLG indicators positively influences public perception and trust. Nonetheless, findings highlight specific areas requiring attention, particularly participatory governance and the sustainability of local programs. These results suggest that while SGLG recognition reflects commendable governance practices, it must be coupled with consistent stakeholder engagement and adaptive strategies to address evolving community needs. The study underscores the importance of transparent, accountable, and community-centered governance. The findings imply that institutionalizing performance-based frameworks like the SGLG can strengthen public administration by aligning service delivery with citizen expectations and governance standards.

This study examined the relationship between the perceived leadership styles of administrators, job satisfaction, and affective commitment among employees of higher education institutions (HEIs) in District I of Negros Occidental. Using a descriptive-comparative design, the study collected data from 221 respondents representing both private and state HEIs. The findings revealed that the dominant leadership style among administrators was laissez-faire. Employees demonstrated high levels of job satisfaction and affective commitment, indicating strong emotional attachment and loyalty to their institutions. Statistical analyses showed significant correlations between leadership style, job satisfaction, and affective commitment. These findings provide insights for academic administrators to enhance leadership practices and strengthen employee engagement and institutional performance.

Researchers have routinely found that improved medication adherence--getting people to take medicine prescribed for them--is associated with greatly reduced total health care use and costs. But previous studies do not provide strong evidence of a causal link. This article employs a more robust methodology to examine the relationship. Our results indicate that although improved medication adherence by people with four chronic vascular diseases increased pharmacy costs, it also produced substantial medical savings as a result of reductions in hospitalization and emergency department use. Our findings indicate that programs to improve medication adherence are worth consideration by insurers, government payers, and patients, as long as intervention costs do not exceed the estimated health care cost savings.

Summary Eruptions occur when a species appears in unusually high densities within and often outside of its normal range. We used 30 years of Christmas Bird Counts combined with cone/seed‐crop data on boreal coniferous trees, breeding bird surveys, and weather records to test correlates of winter eruptions by 11 species of primarily boreal North American seed‐eating birds. Eruptions of six species in eastern (red‐breasted nuthatch Sitta canadensis L., black‐capped chickadee Parus atricapillus L., evening grosbeak Hesperiphona vespertina Cooper, pine grosbeak Pinicola enucleator L., red crossbill Loxia curvirostra L. and bohemian waxwing Bombycilla garrulus L.) and five species in western North America (pine grosbeak, pine siskin Carduelis pinus Wilson, evening grosbeak, bohemian waxwing and red‐breasted nuthatch) correlated with a combination of large coniferous seed crops in the previous year followed by a poor crop. Breeding population size in the year of the eruption was also correlated positively with the event in two of the species. Eruptions in these species apparently occur when large boreal seed crops resulting in high population densities (via high overwinter survivorship and/or high reproductive success) are confronted with a relatively poor seed crop the next autumn. Eruptions of common redpolls Carduelis flammea L. and black‐capped chickadees in the west followed only large seed crops the previous year, suggesting that high density is a more important factor leading to eruptions than seed crop failure. The opposite was true for white‐winged crossbills (Loxia leucoptera Gmelin) in the east, where eruptions correlated only with poor current year seed crops. This was the only species supporting the ‘seed‐crop failure’ hypothesis as the sole cause of eruptions. Purple finches Carpodacus purpureus Gmelin erupted following years when breeding population densities were high for reasons apparently unrelated to the seed crop. Eruptions of three species in both regions were uncorrelated with any of the variables tested. We conclude that seed crops of boreal trees play a pivotal role in causing eruptions for a majority of boreal species, usually through a combination of a large seed crop resulting in high population densities followed by a poor seed crop rather than seed‐crop failure alone. Weather conditions were not a significant factor correlating with eruptions in any of the species.

We construct subgroups of the Brauer group of an algebraic number field whose member classes have Hasse invariants satisfying a rigid arithmetic structure -that of (relative) uniform distribution. After obtaining existence and structure theorems for these subgroups, we focus on the problem of describing algebraic properties satisfied by the central simple algebras in these subgroups. Key results are that splitting fields are determined up to isomorphism, and there exists a distinguished subgroup of central automorphisms which can be extended.

Necessary conditions are given in order that Tor(Λ, B) be a direct sum of cyclic groups for abelian groups A and B. Sufficient conditions are also given that compare with the necessary conditions. They are only slightly stronger if at all, and the two are equivalent for groups of cardinality not exceeding K 2 * Due to the complexity of the problem, these conditions are not absolute, but constitute a reduction to smaller cardinality. The results generalize earlier results of R. Nunke. What is known of the structure and properties of Tor(^4, B) for abelian groups A and B is primarily due to R. Nunke. The main results appear in [4], [5], and [6].Contributions of other authors, however, were manifested in [2] and [3].This note generalizes the results of Nunke published in [4] and [6] concerning a basic question: When is Tor(^4, B) a direct sum of cyclic groups?Nunke has provided a completely satisfactory answer when neither the cardinality of A nor B exceeds 8j and in certain other cases, as well, allowing A and B to be arbitrarily large. However, the general case where A or B has cardinality greater than # λ was deferred. In this paper, we settle the question for cardinality X 2 .For the general case, we give necessary conditions in order that Ύoτ{A, B) be a direct sum of cyclic groups, and \γe also give sufficient conditions that are very close to the necessary ones, but the gap is not bridged completely.Since Tor(^4, B) is not affected by the nontorsion portions of A and 5, we can assume without loss of generality that A and B are torsion.Further, we can specialize, as usual, to the case that A and B are both /7-primary.Therefore, all groups are assumed to be/^-primary.The following three theorems summarize the major known results concerning the question of when Tor(^4, B) is a direct sum of cyclic groups.Following [6], we say that G is Σ-cyclic if G is a direct sum of cyclic groups.THEOREM A {Nunke [4, Corollary 3.5]).If p ω A φ 0, then Tor(^, B) is Σ-cyclic only if B is Έ-cyclic.The preceding result also appears in [6] as Theorem 12(i).
