The fourth technological revolution, being the main driver of smart technology development, contributed to the launch of the processes of digitalisation and smartisation, which contributed to the formation and development of a new form of being of mankind - smart culture, forming a smart society and with it a smart person. These processes and phenomena are certainly reflected in the education sector. The paradigm ‘smart’, affecting the modern educational space, has triggered a change of fundamentals, which critically changes the educational pace and existing practices. The article investigates the essence of the concept of smart education as a subject of a new form of culture. The definition and classification of the structural complex of the adaptable smart-educational model is given. Explication of the essence of smart-education as a subject of smart culture allows the author to talk about priority educational results, which will be expressed not only in the formation of schoolchildren’s correct attitude to smart technologies and smart devices, but also in solving the problems arising in this case.

The article deals with the professional development of special education teachers and practical psychologists. The main approaches to this process as a set of research and practical activities in the context of neuropsychology are considered. In addition, it is shown how to develop professional competence in the context of the modern educational paradigm. Research activity is considered as the result of theoretical and methodological approaches to the professional activity of special education teachers and practical psychologists. It is important that the article reveals the main manifestations of the scientific and practical activity of special education teachers and practical psychologists, through the method of determining the level of their professional competence as a result of neuropsychological approaches. The main goal of the article is the analysis of the considered problem in the context of the modern educational paradigm. Accordingly, the article proves that the educational process can be considered effective when it is based on new approaches and technologies aimed at involving children in active learning. There are obvious connections between the effectiveness of the scientific and practical activities of special education teachers, practical psychologists and the level of development of children's competencies and values. The research methods include generalisation, analysis, description of scientific methods,, and practical activities in the context of the modern educational paradigm of neuropsychology, as well as current ways of researching the connections between the professional activities of a defectologist and a practical psychologist, the levels of competences and values of children.

Abstract: The article indicates the relevance of the construction of autonomous wind power plants (WPPs) in Ukraine. Information is provided on a new autonomous WPP with aerodynamic multiplication based on an asynchronous generator with a phase rotor (AGPR) with excitation from a voltage-source inverter. The construction of a simulation model of an autonomous WPP in the PSIM modeling program (Powerism Inc; Michigan, U.S.A.) environment is covered. The operation of the installation is simulated when the speed of the primary wind flow changes. Conclusions are made about the efficiency of the autonomous wind power installation with aerodynamic multiplication based on an AGPR with excitation from a voltage-source inverter when the speed of the primary wind flow changes.

Purpose. To optimize criteria for evaluating the implementation of wear-resistant materials to reduce production costs and equipment downtime. Design / Method / Approach. The study employed an analytical review of publications, spectral and metallographic analysis of alloys, a gravimetric method for assessing wear resistance, and heat treatment to enhance it. Findings. An analysis of challenges in developing materials for mining, metallurgical, and construction equipment was conducted. It was established that component service life must align with equipment maintenance schedules. New materials with enhanced wear resistance may be economically unviable due to high costs or inability to realize durability benefits. A balance between cost and service life is achieved by analyzing operating conditions and defining material and technology requirements. Theoretical Implications. The study expands knowledge on reducing production costs by identifying criteria for the effective implementation of materials and technologies. Practical Implications. A multi-criteria analysis is proposed for adopting new materials and technologies in the production of components for mining, metallurgical, and construction equipment, reducing costs and downtime. Originality / Value. The methodology uniquely optimizes material selection by aligning component durability with maintenance schedules, minimizing downtime. Its innovative alloy development resolves conflicting material requirements, enhancing production efficiency. Research Limitations / Future Research. The article is devoted to highlighting the theoretical foundations of the formation of managerial competence of future physical culture specialists in higher education institutions in the conditions of blended learning. The analysis of scientific works devoted to the formation of managerial competence of future physical culture specialists indicates that this problem has not been sufficiently studied both in theoretical and methodological aspects. It is noted that scientists have considered various aspects of professional competence and culture of future physical culture specialists, the problem of the formation of managerial competence. The concepts of competence, competence, professional competence, managerial competence, managerial competence of physical culture specialists are studied, and the current state of their formation is also clarified. It is established that the managerial competence of a future physical culture specialist is a set of competencies that cover the system of knowledge of the basics of management theory. In order for a specialist not only to have managerial competence, but also to be able to apply it in his professional activity, it is necessary to ensure the expansion of the boundaries of professional training in the field of physical culture specialists, based on advanced approaches in training and new educational standards. It is proved that the future professional activity of physical culture specialists, and in fact, managerial competence, implies that it must be formed during professional training, which will allow more effectively using creative and intellectual potential in current market conditions, performing professional functions against the background of a high level of business and personal qualities, in managing processes and people. The author emphasizes that the development of the field of physical culture in modern market conditions is impossible without professionally trained, competent managers of physical culture specialists. It has been established that the formation of managerial competence of a future physical education specialist in the process of professional training should be based on universal human values, a comprehensive competency-based approach and professional competence of the future specialist, necessary when working in a blended learning environment

The research focuses on developing a methodology to improve the safety of robots and manipulators in industrial environments. Robotic systems effectively perform complex and dangerous tasks, but at the same time create new risks for workers, which requires systematic assessment and management. An analysis of the main factors affecting the safety of robotic systems was conducted, in particular mechanical, ergonomic, thermal and electrical hazards. Based on this, a universal methodology for assessing occupational risks was developed, which takes into account the severity of possible injuries, the probability of their occurrence, personnel qualifications, the speed of danger onset and the level of awareness of workers. The methodology includes developed checklists, risk assessment matrices and questionnaires for identifying hazardous factors and determining the level of risks. To verify its effectiveness, a test was conducted at a machine-building enterprise, where the risks for employees working with the Absolute Arm 7-Axis measuring arm, the GLOBAL S GREEN 05.07.05 coordinate measuring machine and the ABB IRB 1400 M94A welding robot were assessed. It was found that the most dangerous workplace is the workplace of the ABB IRB 1400 M94A welding robot operator, because he is faced with mechanical, thermal, electrical, ergonomic, combined hazards and radiation hazards, the most important is the risk when the operator contacts live parts or connections, which is 51 (significant). The results showed the key risks at the workplaces, as well as the effectiveness of the developed measures to minimize them. Personnel training, restriction of access to hazardous areas and the use of personal protective equipment were introduced. The methodology can be applied to identify risks and implement safety measures at enterprises in various industries.

Additionally, works by Anderson, Barabási, Diamandis & Kotler, Brynjolfsson & McAfee, and Russell address technological advancements and their socio-economic effects, reinforcing the need for an ethical and philosophical framework in technology adoption. The research objective is to assess how smart technologies redefine human experiences, particularly in terms of autonomy, environmental impact, perception, and social justice. By applying existentialist, environmental, phenomenological, and ethical perspectives, the study provides a structured philosophical discourse on the topic. The statement of basic materials includes an exploration of existentialist concerns related to personal expression and autonomy, environmental philosophical discussions on sustainability challenges, phenomenological insights into changes in perception and human interaction, and ethical debates regarding equitable access to smart technologies. The study also incorporates insights from European directives on ethical technology use.

Actual scientific researches and issues analysis. This study draws upon the concepts of network consciousness developed by Ukrainian scholars such as V. Voronkova, V. Nikitenko, O. Kyvliuk, O. Sorokina, and others. Digital transformation is viewed as a fundamental element of economic security, as emphasized by S. Spivakovskii, O. Kochubei, O. Shebanina, O. Sokhatska, I. Yaroshenko, and T. Nych. At the same time, the works of I. Burlakova, B. Kovalov, P. Zauer, and A. Dvorzhak highlight the necessity of transitioning to a “green” economy model, which presents not only an environmental but also a civilizational challenge. The research objective is to explore the possibilities of integrating environmental principles into the digital modernization of urban and rural infrastructure. The statement of basic materials. The “green” digital transformation is not merely a technological trend, but a necessary condition for the sustainable recovery of Ukraine. It will contribute to economic growth, environmental security, social well-being, and Ukraine's integration into the global sustainable development framework. The European vector of Ukraine's development is aimed at improving the population's quality of life through environmentally clean urban environments, smart energy networks, and digital service accessibility. The “green” digital transformation is not only a technological process but also a profound philosophical choice that defines our future. The technologies we develop should serve not only human needs but also the well-being of nature and its resources. This affects not only our economy but also our moral responsibility to future generations.
