The expedition was organized by the Federal state budgetary institution of science Institute of Oceanology. P. p. Shirshova of the Russian Academy of Sciences for complex Oceanological research in the waters of the Kara sea and the Laptev sea. The works were carried out in accordance with the Permit No. 14-32 / 2 issued by the Ministry of education and science of the Russian Federation on 28 April 2018 to conduct marine scientific research in inland sea waters, in the territorial sea, in the exclusive economic zone and on the continental shelf of the Russian Federation. The expedition was performed under the following programs: “Program of fundamental scientific research of state academies of Sciences for 2013-2020” approved by the decree of the Government of the Russian Federation of 03.12.2012, № 2237- R.; the Plan for marine scientific research in the internal sea waters, in territorial mo-re, in the exclusive economic zone and the continental shelf of the Russian Federation to 2018, approved by the order Ministry of education and science of the Russian Federation No. 1244, paragraph 2, of 21 December, 2017; the consolidated Plan of marine expeditions on research vessels commissioned by THE Fano, approved by the Fano earth hydrosphere Council (Protocol No. 03-00-04/6 of 22.12.2017); State tasks of the participating organizations, including the topics Of the basic research program of the Presidium of the Russian Academy of Sciences 1.3 P, as well as research plans for the projects of the RNF No. 14-50-00095, 16-47-02009. RFBR projects on “Fundamental problems of studying and development of the Russian Arctic: natural and social environment (Arctic)”, RFBR initiative Projects on “ Fundamental problems of studying and development of the Russian Arctic: natural and social environment (Arctic)”.

The purpose of the research is substantiation of the structure of crop acreage and cultural practice in the steppe zone of Orenburg Region. Time constant Held trial was carried out on the site of the Kuibyshev's experimental production farm located in Orenburg district. Field investigation method was used. Seed material was the following winter rye, winter wheat, spring durum wheat, spring soft wheat, peas, millet, barley. The research was based on the analysis of data on meteorological conditions and crop yields over 30 years. During the research period (1990-2019) significant changes in weather conditions took place. The greatest impact on productivity was exerted by air temperature, increased by 2.0°C during the agricultural year, in autumn period it decreased by 1.4°C, winter became warmer than usual by 2.6°C, spring and summer - by 1.8 and 0.4°C, respectively. Maximum precipitation period was observed in the first rotation - 477 mm, which is 110 mm more than the long - term average (367 mm), minimum - in the fifth rotation (334 mm), the deficit amounted to 33 mm. The most favorable conditions were for winter rye, the yield level rotation ranged from 2.18-3.26 tons per 1 ha. The highest winter wheat yield was observed in the first rotation - 2.54 ton per 1 ha. Barley is more resistant to local weather changes, it was inferior only to winter crops in yield, and the rotation range was1.21-2.49 ton per 1 ha. For other grain crops the objects of the study weather conditions were extremely unfavorable. The research was carried out in accordance with the research plan over 2020-2021, developed by the Federal State Budgetary Scientific Institution titled «Federal Scientific Center for Biological Systems and Agritechnology of the Russian Academy of Sciences» (№0761-2019-0003). The article is dedicated to the memory of V. A. Korchagin - Doctor of Agricultural Sciences, Professor, Honored Scientist of the Russian Federation.

The article gradually considers the negotiation process between Ukraine and the Russian Federation on the delimitation of theSea of Azov and the Kerch Strait from 1991 to the present. It was established that according to the map of the inter-republican borderbetween the Ukrainian SSR and the Russian SSR, and according to the division of maritime waters on the basis of international law,Russia should get a smaller part of the Sea of Azov. That is why Russia was not interested in the rapid establishment of a state borderon water. It was advantageous for Russia to delay the negotiation process on this issue and use the Sea of Azov on the same terms asbefore the collapse of the USSR.The article also focuses on numerous attempts of Ukrainian diplomats to achieve legal certainty in the delimitation of the Sea ofAzov and the Kerch Strait. A total of 36 rounds of border talks about the Sea of Azov and the Kerch Strait, held from 1996 to 2012under the leadership of the Ministry of Foreign Affairs of Ukraine, showed that Russia was ready to delimit the Sea of Azov only onits own terms but not on the basis of international maritime law.After the annexation of Crimea, a new round of relations begins regarding the division of the Black Sea. Russia acted quicklyand in March 2014 announced a tender for a construction project of a bridge that would connect mainland Russia and the CrimeanPeninsula, which at that time had already been illegally incorporated into the Russian Federation. Moscow has stated that the KerchStrait should be fully controlled by them, as both shores are Russian.In 2016, Ukraine filed a lawsuit against Russia in the Hague Arbitration Court for breaking the UN Convention on the Law ofthe Sea in the Black and Azov Seas and in the Kerch Strait. For today we don’t know what decision will be made by the Hague tribunal,but there is reason to believe that the chances for winning of Ukraine are high.The problem of the Sea of Azov and the Kerch Strait has no simple solution. For today the only option is to wait for a decisionof the Arbitration Tribunal. Only on its basis Ukraine will be able to achieve the best strategy of the relations with Russia on the delimitationthe Sea of Azov and the Kerch Strait.

Study Area, Material, and Methods

Hydrometeorological Research and Forecasting, 2021, no. 4 (382), pp. 112-133. The results of analytical studies are presented, which show that restrictive measures for reduction of SARS-CoV-2 propagation speed and the incidence of the COVID-19 pandemic on the territory of Western Europe and the Russian Federation have led to a significant reduction of anthropogenic load on the natural environment and a considerable improvement of environmental conditions for the main types of contaminants. At the same time there is a dramatic growth of total ozone in the troposphere during the period of restrictions almost for all studied territories. It is revealed that after finishing the restrictive measures the level of air contamination reached its initial point: by September in Western Europe and by October in the European part of Russia. The calculations demonstrated that poor air quality aggravates the consequences of COVID-19, and a significant contribution is made by the PM2.5 concentration of fine solid particles, which can penetrate deeper into the human lungs and exacerbate the course of respiratory diseases. Coupled Model Intercomparison Project Phase 6 (CMIP6) data sets: These data includes all datasets published for 'CMIP6.RFMIP.MIROC.MIROC6.piClim-histaer' according to the Data Reference Syntax defined as 'mip_era.activity_id.institution_id.source_id.experiment_id.member_id.table_id.variable_id.grid_label.version'. The Earth System Model MIROC6, released in 2017, includes the components: aerosol: SPRINTARS6.0, atmos: CCSR AGCM (T85; 256 x 128 longitude/latitude; 81 levels; top level 0.004 hPa), land: MATSIRO6.0, ocean: COCO4.9 (tripolar primarily 1deg; 360 x 256 longitude/latitude; 63 levels; top grid cell 0-2 m), seaIce: COCO4.9. The model was run by the JAMSTEC (Japan Agency for Marine-Earth Science and Technology, Kanagawa 236-0001, Japan), AORI (Atmosphere and Ocean Research Institute, The University of Tokyo, Chiba 277-8564, Japan), NIES (National Institute for Environmental Studies, Ibaraki 305-8506, Japan), and R-CCS (RIKEN Center for Computational Science, Hyogo 650-0047, Japan) (MIROC) in native nominal resolutions: aerosol: 100 km, atmos: 250 km, land: 100 km, ocean: 100 km, seaIce: 100 km. Project: These data have been generated as part of the internationally-coordinated Coupled Model Intercomparison Project Phase 6 (CMIP6; see also GMD Special Issue: http://www.geosci-model-dev.net/special_issue590.html). The simulation data provides a basis for climate research designed to answer fundamental science questions, and the results will undoubtedly be relied on by authors of the Sixth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC-AR6). CMIP6 is a project coordinated by the Working Group on Coupled Modelling (WGCM) as part of the World Climate Research Programme (WCRP). The original data is hosted and partially replicated at a federated collection of data nodes, and most of the data relied on by the IPCC is being archived for long-term preservation at the IPCC Data Distribution Centre (IPCC DDC) hosted by World Data Centre for Climate (WDCC) at DKRZ. The results of soil invertebrates researches of spruce and pine forests in the vicinity of Syktyvkar Timber industry complex – the largest enterprise of paper industry on the European part of Russia, – indicated the changes of structure parameters of soil invertebrate complexes. The specific diversity and number of Oribatei decreased in the vicinity of the enterprise. The change of dominants and impoverishment of population of soil-surface inhabitants among the Oribatei was also observed. The specific diversity and number of Collembola in spruce forests decreased at the middle degree of pollution. The specific diversity and number of Collembola in pine forests decreased in the vicinity of the enterprise. The disturbances of soil macrofauna structure stability were revealed in the center of pollution gradient. The improvement of diversity and number of large soil invertebrates was registered on the impact plots of coniferous forests.

Resort medicine has traditionally been an important element of the country's health care system, and the transformation of the management system in market conditions has negatively affected the financial and economic stability of health resorts. The main problem is the growing demand for health and Wellness services from the population, the state and the economy as a whole, which is limited by insufficiently effective mechanisms for supporting the health resort complex, and the unprofitability of many enterprises. The scientific papers do not sufficiently present the directions and technologies of resort medicineadaptation to market conditions, since the limiting factors did not receive the necessary expert assessment by specialists and managers of industry enterprises and resorts. The purpose of this study is to determine the limiting factors that prevent the optimal functioning of the health resort complex of the Perm region and the achievement of strategic goals for the formation of the market for health and Wellness services in the region. The results were obtained on the basis of an expert assessment of the financial and economic state of the health resort complex of the studied subject of the country. The long-term development goals of the Perm region, the final goals of the reorganization of the resort and recreation complex are considered. Weaknesses and limitations in the development of the Spa complex are revealed. The issues related to the change in the number of resort organizations, the steady growth of health-improving activities, the change of owners of organizations, and the dynamics of the tourist flow are considered. The main problems and limitations of sustainable growth of resort medicine due to financial, economic and market trends in the development of specialized health resorts in the region are identified. The assessment of expert recommendations on the elimination of factors that hinder the development of medical and healthimproving activities of the subject of the Russian Federation was carried out. The contribution to science consists in a rational assessment of limiting factors, which makes it possible to develop a system of measures at various levels of management to overcome them and improve the financial and economic indicators of the health resort complex of the Perm region. The results of the study can be adapted for programs of sanatorium treatment and effective social policy of the subjects of the Russian Federation.

Evaluating the role of RAS and NO-dependent pathogenic mechanisms of formation of renal dysfunction in disorders of the thyroid status. Methods. First 2 groups of experimental white male outbredrats was administered thyroxine (T4) in a dose of 50 g / 100 g per body weight injected intraperitoneally on 1% starch gel base once or during 7 days. In addition, rats were administered non-selective NO-synthase inhibitor Nω-NLA. Those rats were exposed to single administration of the combined T4 (intraperitoneally, 50mg/100g body weight in 24 hours before water loading) and Nω-NLA (intraperitoneally 1 mg / 100 g body weight 30 min before water loading). As a comparison we studied a group of animals received only an equivalent dose only or T4 Nω-NLA only 1 mg / 100 g body weight in 30 min before water loading. After 7-days. of T4 administration the same rats received water solution of losartan (10 mg / l) or water solution of captopril (20 mg / l) for 24 hours after the last administration of T4. Another group of rats was treated with T4 for 7 days and afterwards was administered L-arginine in a dose 2 mg / 100 g bw per day or water solution (20 mg / l) of sodium nitrite. Rats in the control group for 7 days. was administered intragastrically gel containing no T4. Kidney function was studied in 24h after administration of T4 in terms of water 5% loading on kidneys. Results. It was found out that administaration of RAS-blockers increases creatinine clearance value after either a single or prolonged administration of T4 in rats. However, decreased renal excretion of endogenous nitrates and protein as well as prevented retention of endogenous nitrite was registered in rats only after administration of losartan after 7 days of T4 administration. Prolonged administration of T4 to the rats was accompanied by weakened renal effects of NO and activated the arginine dependent pathway of NO synthesis into the nitrite reduction, evidenced by the increase of endogenous nitrite level in blood plasma of rats treated with T4 continuously along with no pronounced corrective effect of exogenous arginine in hyperthyroid animals and elevated creatinine clearance under the influence of exogenous sodium nitrite in the hyperthyroid animals. Conclusion. Discovered effects of RAS blockers allow us to recommend this pharmacological agents as an effective way to slow down the progression of renal dysfunction inthyroid pathlogy.\n\n \n\nKeywords: rat, hyperthyroidism, renal function, RAS- inhibitors, nitrites, nitrates.\n

The national publications related to characteristics of organization of education of foreign specialists, mainly cover processes of their adaptation in medical universities. The purpose of study was to establish a rational system of organization of process of education of physicians on the basis of education of training of foreign specialists in the research institute of orthopedic traumatological profile. The analysis was applied to process of education of foreign specialists in 1979-2015 in the academician G.A. Ilizarov Russian research center "Restorative traumatology and orthopedics" using cohort analysis and questionnaire survey and observation techniques. The concept of educational activities was developed to increase satisfaction of students and implementation of programs of supplementary professional training. It is determined that the presented experience of activities related to increasing quality of education is a perspective one and is in the process of active approximating experience of foreign countries. The implemented activities related to organization of educational activity will have a delayed result and ultimate estimation of effectiveness can be implemented only in 5-10 years. It is determined that medical institutions of the Russian Federation can be asked-for training of foreign physicians by programs of supplementary professional training in case of availability of one's own original techniques of diagnostic and treatment, specialists with higher publication activity and teaching capacities in implementation of complex of organizational activities. The full value educational complex can interest foreign physicians in case of availability of clear-cut program including various by time-frame and profoundness of learning thematic sections and modes of training courses. The modern continuous medical professional education is impossible without application of simulators, computer technologies and Internet. The education at workplace with full-value immersion into treatment process continues to be nevertheless important and required at the market of educational services.

The article analyzes possible measures within state policy to overcome barriers that limit the availability of mass sports for young people. The results of the implementation of regional targeted programs are considered. The experience of foreign countries in building the institutional structure of mass youth sports, which provides equal access for all participants in the sports process, is analyzed. The changes of a positive nature that have occurred in the physical culture and sports sector in recent years in the Russian Federation are studied. Actual directions for further reforming the institute of mass youth sports in Russia, which impede the growth of factors worsening the accessibility indicators of mass sports, are proposed.
