The relevance of the research is determined by the need to form scientifically based tools for assessing the readiness of regional economic systems to implement Web 3.0 technologies and decentralized financial services in the context of ensuring the technological sovereignty of the Russian Federation. The author emphasizes that the spontaneous integration of blockchain solutions without taking into account the specifics of the regional environment leads to institutional gaps and inefficient use of investment resources. The main problem is the lack of a unified methodology that makes it possible to assess the “blockchain maturity” of regional economic systems through a set of technological, legal, and human capital factors. The object of the research is the regional economic system of the Republic of Tatarstan as one of the leaders of digital transformation. The subject of the research is the managerial and organizational-economic relations that arise in the process of assessing and monitoring the digital maturity of the region. The paper proposes the author’s methodological approach based on the calculation of a multifactorial readiness index, including infrastructural, institutional, educ ational and market components. The scientific novelty of the research lies in the development of a system of multidimensional criteria and indicators for assessing digital maturity, adapted to the specifics of decentralized technologies, which makes it possible to objectify the process of strategic management decision-making by public authorities. The practical significance of the work lies in the possibility of using the proposed methodology to rank regions and identify “bottlenecks” hindering the dif fusion of financial blockchain innovations.

Human capital factors were general business training, specific training in food and drink hospitality, and previous experience as a business owner. Contingency factors were size of business (number of employees), restaurant location, and gender of the business owner. Restaurant success was measured by whether these restaurants had waiting lists.

Digital maturity encompasses a company’s performance on the path to digital transformation. Various barriers can hinder the improvement of companies on the path to digital maturity – such as organizational culture and various human elements. The starting point for this study was that, regardless of digitization, the human factor is becoming an increasingly important resource in organizations and that digital maturity models (DMM) also focus on these aspects. The purpose of this study is twofold: to investigate the emergence of organizational culture and the human factor in DMMs through a comparative analysis and conduct empirical research in Hungary. In this study, we also aim to investigate the different factors of digital maturity of Hungarian companies and find a correlation with digital maturity based on the characteristics of a learning organization. According to our hypothesis, companies with the characteristics of a learning organization achieve a higher level of digital maturity. To prove this, we surveyed 776 Hungarian companies using a structured questionnaire. Based on our survey, we confirmed the hypothesis using three variables: the business organization anticipates and predicts change, focuses on long-term impacts when making organizational decisions; employees can achieve personal success.

The capacity of firms to extract value from data is evolving into a matter of strategic importance in an increasingly digitized world. This paper utilizes a systematic literature review to examine the complex interplay between data culture and the adaption of business analytics, in different contexts of organizations. Although data-driven technologies are nearly ubiquitous, many firms still struggle to develop a cohesive culture to meaningfully integrate analytics. The study's objectives are to (1) bring together the existing literature on data culture and adaption of business analytics, (2) examine the influences of enablers and barriers such as leadership, digital maturity, and data literacy, and (3) establish theoretical frameworks and possible research gaps for future studies. In this study, were systematic - examining peer-reviewed journals and conference proceedings and academic databases such as Scopus, IEEE, SSRN, etc. Narrative synthesis and thematic analysis were used to address the influences of organizational, technological, environmental, and human resources and capital factors along established models; Technology-Organization-Environment (TOE), Dynamic Capabilities Theory, and the Diffusion of Innovations (DOI) theory. Research findings support strong leadership support, organizational cross-member collaboration, accessibility to data, and analytics competence will create critical factors in the successful adoption of business analytics. Our findings also indicate that resistance to change, skills deficit, and strategic misalignment are accompanying challenges. The review identifies a number of gaps in empirical research across specific industries, calling for multidisciplinary, longitudinal research that integrates behavioral and technological component. Actionable strategic implications are made for managers, IT professional, and human resource leaders to assist with cultural change within a data focused organization. Finally, the paper emphasizes that developing a balanced and inclusive data culture will assist organizations in leveraging benefits of business analytics, and creating a competitive advantage in the digital age.

Background and Objectives: Strategic decision-making is a complex process, especially in the context of higher education institutions. Understanding how education college deans approach strategic decisions is crucial for effective management and decision support. This qualitative single case study aimed to explore the strategic decision-making processes (SDMP) of college deans in state universities in Eastern Visayas, Philippines. The study sought to identify the characteristics of SDMPs, approaches to SDM and propose a new model that captures the spectrum of decision-making modes. Methodology: A single case study that rests on the interpretive research paradigm was adopted to delve into the individual experiences of education college deans in making strategic decisions. Data was collected through semi-structured interviews, focus group discussions, and reflective essays from eight deans, selected through purposive sampling based on specific criteria. The study adhered to strict ethical guidelines, ensuring confidentiality and obtaining informed consent from participants. Data analysis followed Attride-Stirling's thematic network analysis method, allowing for in-depth exploration and interpretation of the decision-making processes. Main Results: The analysis revealed several characteristics of SDMPs, including their highly unstructured, non-routinary, nonrepetitive, high-stakes, risky, complex, and irreversible nature, aligning with findings from prior research. College deans employed three main types of SDMPs: rational, intuitive, and improvisational. Rational SDMP involved systematic, logical, and fact-based decision-making, while intuitive SDMP relied on judgment and past experiences in time-sensitive and uncertain situations. Improvisational SDMP emerged as a novel approach, characterized by spontaneity, novelty, and action-orientation. Discussions: The study contributes to the understanding that SDMPs are not fixed processes but rather dynamic and context-dependent. It highlights the importance of considering the specific circumstances and timing of decision-making when determining the most suitable approach. The proposed model presents a spectrum of SDMPs, recognizing the interconnectedness of the decision-making modes. The study also brings attention to the improvisational decision-making approach, which has received limited focus in the literature but is increasingly relevant in today's rapidly changing management context. Conclusions: Education college deans adopt diverse approaches to strategic decision-making, with rational, intuitive, and improvisational SDMPs being prevalent. The study underscores the need for flexibility and adaptation in decision-making to address the complexities and uncertainties faced by educational administrators. The new model of SDMPs captures the continuum of decision-making modes, allowing administrators to tailor decision support to the specific needs of deans based on the context and timing of decision-making. By recognizing the different decision-making approaches, administrators can foster more effective decision-making processes and improve the overall management of higher education institutions. Further research on the improvisational decision-making approach is warranted to explore its potential benefits and limitations in strategic decision-making contexts.

Theoretical fundamentals of formation of investment potential of enterprises and directions of its development
The article is devoted to substantiation of theoretical bases of formation of the enterprises investment potential and definition of perspective directions of its development. The views of scientists on the definition of the essence of the concept of "investment potential of the enterprise" are systematized. The classification of factors influencing the investment potential of the enterprise has been improved. The principles underlying the formation and development of investment potential are presented. It is established that the investment potential of the enterprise is formed under the influence of the peculiarities of the state of other main types of its potential, in particular, financial, production, infrastructure, labor, institutional, marketing. It is emphasized that the investment potential directly affects the achievement of various strategic and tactical goals of the enterprise. The key obstacles that hinder the development of investment potential of the enterprise are identified, such as: significant risk of investing in modern conditions, lack of proper regulatory framework, insufficient level of efficiency of enterprises' use of available resources, low qualification of management staff and others. The main barriers that arise in the way of building and using the investment potential of the enterprise are described. It was found that companies need to implement reforms aimed at improving investment opportunities, finding optimal ways to attract and conditions for the use of investment resources. The importance of creating a favorable investment climate in the country and regions is emphasized, the proposed measures to achieve this goal are outlined. In particular, it is necessary to: systematically monitor the opinion of investors, provide concrete actions to combat corruption in the country and provide comprehensive state support to investors, increase the efficiency of the legal framework of enterprises in our country, improve infrastructure innovation, financial, information and other market, etc. This will help companies to increase their investment potential and improve its implementation.

The relevance of this study is determined by the need for an in-depth analysis of the structure of investment portfolios in Ukraine’s industrial parks, identifying imbalances and patterns in their formation, and substantiating directions for optimization to enhance the efficiency of investment resource use. The aim of the article is to systematize the methodological aspects of assessing the balance of an industrial park’s investment portfolio, conduct a comprehensive analysis of the structure of investment portfolios in Ukraine’s industrial parks, identify factors affecting their effectiveness, and develop recommendations to improve the mechanisms of investment policy formation and management in this sphere. In the context of industrial parks, an investment portfolio is defined as a comprehensive economic category that encompasses not only financial assets but also real investments. The structure of the industrial park’s investment portfolio has been analyzed. The investment resources of the industrial park have been systematized according to forms of ownership, intended purposes, sources, and time parameters. A methodology for assessing the balance of the industrial park’s investment portfolio has been proposed, which, unlike existing approaches, allows for determining an overall balance index for the industrial park, taking into account the limitations of initial data in industrial park conceptions. Integral balance indices of the investment portfolio were calculated for 20 industrial parks, and their distribution by balance level was presented. The resulting distribution indicates a heightened risk in the implementation of most projects. In the event of delayed government support or private financing, such projects show high sensitivity. These results establish the objective necessity for the systematic optimization of mechanisms for forming an investment portfolio to ensure its stability and the maximum efficiency in the use of investment resources.

Attracting investments is one of the key aspects of ensuring businesses’ self-sufficient and resilient development. Foreign investment creates opportunities for Ukraine’s integration into the global economy and is crucial in overcoming economic crises. Due to the lack of sufficient domestic financing, the problem of stimulating investment activity and creating favourable conditions for attracting foreign investors to the national economy is especially relevant. This study highlights the essence and objectives of the investment attraction process, examines the challenges of foreign investment during wartime, and reveals the goals of Ukraine’s investment promotion measures. The dynamics of economic resources in assets by sources of formation and through capital investments are analysed. A general assessment of the performance indicators of Ukrainian legal entities regarding the use of investment resources in terms of productivity and profitability is conducted. The study also analyses the state and trends in foreign investment inflows over the past ten years, identifying periods of significant fluctuations and determining the causes of these changes. The research findings confirm the dependency of Ukraine’s GDP on the volume of foreign direct investments. The main organizational forms of foreign capital inflows into the national economy are characterized. Key factors and performance indicators of investment activity are identified, including the volume of business assets and indicators assessing business performance by net income, gross profit, and added value. A model of the dependence of business economic growth in Ukraine on investment volumes and the impact of business performance indicators on investment processes is developed. The regression analysis confirms a significant direct interdependence between economic growth indicators, i.e. net income, gross profit, and added value, and the volume of investments in economic resources. Based on the regression modelling results, measures are proposed to encourage foreign and domestic investors to contribute in Ukraine’s economy.

One of the most important components of the diagnosis of the competitiveness of production business structures is the systematic analysis and comprehensive assessment of the parameters of the financial-economic, production and commercial efficiency of the business structure under risk conditions. It was determined that today a relevant and important issue is the need to form new and improve existing provisions (both theoretical and practical) regarding planning the development and location of production of a business structure with the optimal distribution of investment resources under risk conditions using mathematical modeling. In view of this, the purpose of the study is to develop an economic-mathematical model for planning the development and placement of production of a business structure with the optimal distribution of investment resources under risk conditions. Based on the results of the research, the article proposed a mathematical model and based on it, a set of criteria and ratios were formed for planning the development and placement of production of a business structure with the optimal distribution of investment resources under risk conditions. At the heart of this model is the functional relationship between profits, investments and risks. Also presented are a set of economic values, parameters and ratios that ensure effective and efficient implementation of the investment policy of the business structure. The scientific novelty of the obtained results lies in the improvement of the economic-mathematical model of the enterprise's investment policy, which is based on the functional relationship between profits, investments and risks. The model takes into account an expanded set of economic parameters and, unlike the existing ones, it takes into account the function of compromise between investments, risks and profit. At the same time, it is proposed to take into account the main provisions and recommendations of the national standard of DSTU ISO/IEC 38500:2016 (ISO/IEC 38500:2015, IDT) «Information technologies. IT management in the organization», when solving this economic problem. This type of approach allows you to reduce the number of inaccurate and inadequate results in the context of the investment policy of the business structure. Further research, based on the study of business operations and economic diagnostics, should be conducted in the direction of studying practical issues regarding the attraction and use of investment resources at the enterprise with the aim of developing new or improving the existing tools for increasing the efficiency and effectiveness of their management (i.e. investment resources), in the conditions risk and uncertainty.

The formation of vectors of cooperation based on the unity of science and education, business and government, namely: integration of developed strategic vectors of education; science; purposeful state policy of innovative development; bridging the institutional gap between science and education, government and business. It is determined that investment activity is one of the most important factors of sustainable growth and dynamic development of the Ukrainian economy, as it is the basis for reproduction and expansion of production and innovation potential of domestic enterprises, increasing their competitiveness and efficiency. However, the lack of a comprehensive high-performance system of innovation and investment management, adequate to the changing market environment and aimed at ensuring the rational use of investment resources, highlights the problem of improving and developing scientific and methodological approaches and tools to ensure business development, which will accelerate its social development. economic development through the investment mechanism.

Simulation supports are intermediary objects that help in anticipating the behavior of production systems are important in designs that involve Ergonomics Work Analysis (EWA) method and Future Activity Analysis (FAA) approach. The objective is to describe the process of transformation design of a productive situation using three areas of study: Ergonomics, Simulation and Plant Layout Design. The focus is on the application of intermediary objects during the design process. This article involves a reflective practice of a single case study in which the activity-centered ergonomics approach was employed in the design of productive situations. The described case took place at a plastic film roll manufacturing plant. In this work were used the computational techniques and tools for the design of productive situations: Computer Aided Design, Digital Human Modeling and Simulation, Discrete Event Simulation and Game Engine. The use of these intermediary objects potentially reduces the time spent on design, makes better use of investment resources, contributes to an understanding of current and future capacity, and provides ergonomic improvements of the work situation for future users. The integration of different intermediate objects at the perspective of ergonomics, like digital human simulation, discrete event simulation and game engine can contribute to simulate future work in the design process.

В статье рассматривается содержание проектов как условия успешной деятельности человека. Даны характеристики ключевых особенностей проектов как обязательность исполнения, определенная последовательность действий по его достижению, необходимый объем ресурсов. Показано место проектов в устойчивом развитии регионов, условия реализации данного требования, жизненность различных видов проектов. Осуществлена сравнительная характеристика различных типов проектов. Раскрыты противоречия в данной системе и условия их нивелирования. Показано, что проекты в своем развитии проходят несколько этапов и могут приобрести форму товара. Устойчивость в развитии региона предполагает наличие определенной линейки или системы проектов, находящихся в различных стадиях их реализации. Структура имеющихся проектов, последовательность их реализации, масштабы поддержки подчинены определенной логике. При этом затраты на создание линейки проектов должны быть минимальными, что главным образом достигается в сфере научно-исследовательских разработок. Проведено сравнение показателей эффективности реализуемых инвестиционных проектов в Республике Башкортостан и в моногородах. Из практики известно, что значительные объемы государственной поддержки в регионах приходится на предприятия, которые в перспективе обанкротились, что не позволяет эффективно использовать инвестиционные ресурсы. Предложены меры по повышению эффективности стимулирования и роста ответственности участников отношений по поддержке инвестиций. The article examines the content of projects as a condition for successful human activity. Thecharacteristics of the key features of projects are given as compulsory execution, a certain sequence of actions toachieve it, the required amount of resources. The place of projects in the sustainable development of regions, theconditions for the implementation of this requirement, the vitality of various types of projects are shown. Comparative characteristics of various types of projects have been carried out. The contradictions in this system and the conditions for their leveling are revealed. It is shown that projects in their development go through several stages and can acquire the form of a product. Sustainability in the development of a region presupposes the presence ofa certain line or system of projects at various stages of their implementation. The structure of existing projects, the sequence of their implementation, the scale of support are subject to a certain logic. At the same time, the costs of creating a line of projects should be minimal, which is mainly achieved in the field of research and development. The comparison of efficiency indicators of the implemented investment projects in the Republic of Bashkortostan and in single-industry towns is carried out. It is known from practice that significant volumes of state support in the regions are accounted for by enterprises that eventually went bankrupt, which does not allow efficient use of investment resources. Measures are proposed to improve the efficiency of stimulation and increase theresponsibility of the participants in relations to support investments.

This research aims to develop an approach for forming the portfolio of projects for reducing losses in distributive electric networks. The purpose of this paper is to substantiate the selection of projects for reducing losses in distributive networks for the portfolio of projects. The project management of the reduction of losses is based on the principles of value-oriented organization and economic production. We proposed a step-by-step method of formation of a portfolio of projects for reducing losses, in which it was proposed to use a feeder as the unit of analysis. This approach enables a power supply company to create the optimal portfolio of projects by the criteria of value, risks and costs. The portfolio of the projects for reducing electric power losses in distributive networks of a power supply company includes a set of technical and organizational projects. The proposed approach to formation of the projects’ portfolio includes five stages. Stage 1 involves the identification of the components of the portfolio projects, the basic among which are initiatives, projects, programs, and sub-projects. The projects are grouped at stage 2. To group the projects, we proposed four templates that characterize technical and organizational projects in the portfolio. Stage 3 involves evaluation and selection of projects by the quantitative and qualitative indicators. Value, risks and costs were determined as the main criteria to substantiate the selection of projects. The analytical sample of the projects according to given criteria becomes the basis for the selection of projects. Stage 4 implies prioritization of projects by their ranking. Ranking is performed by means of comparing the values of the indicators of value and attractiveness of a project by the project group or by the entire portfolio of projects. Stage 5 implies balancing the projects’ portfolio by identifying discrepancies between the indicators of project groups and «smoothing». Based on the formed portfolio, the flexibility of losses reduction management increases, since it makes it possible to redistribute the composition of projects by priorities and regulate the use of investment resources.

The production of mineral fertilizers inRussiain the nineties has decreased two times due to the domestic market collapse and equals now the 25 years ago level. The expected growth of input of fertilizers production capacities in the coming years in the world and inRussiawill outstrip the demand leading thus to a serious competition on international markets. These circumstances clearly reveal the weaknesses of domestic producers. To be successful, manufacturers need to raise the production to a qualitatively new level, providing in the future the competitive advantages of the industry. Despite substantial resources mineral fertilizers enterprises are influenced by negative trends. For phosphate fertilizers production the limiting factor is raw material supply. There exist complicated relations between supplier and consumer of Apatite concentrate. This circumstance affected the operation of phosphate fertilizers enterprises inRussiaproducing less than 75 % of the 1990 year level. The article analyzes the reasons hindering the production growth, rational use of investment in the development of the industry and the possibility of export increase. The main negative reasons are: private ownership of mining raw materials enterprises operating as monopolies. The interests of the owners are at odds with the interests of the mineral fertilizers producers, thus not allowing to increase production. The lack of coherent long-term state programs of basic economy sectors development does not allow to plan modernization of enterprises operating on the domestic market. Irrational use of investment resources prevents modernization of outdated production capacity.

This study focuses on the investigation of the influence of human capital factors on the tax collection efficiency. Literature review indicated that although the efficiency evaluation of tax collection has been discussed in previous study, the influence of human capital factors on the tax collection efficiency has seldom been addressed. Hence, the Data Envelopment Analysis (DEA) method has been employed to address this issue in this study. The innovation of this study lays on that the human capital factors have been taken into account in the efficiency evaluation of tax collection. To measure performance of the human capital factors in the tax collection, a case study in Wuhan city, China has been carried out. The DEA analysis results demonstrate that the tax collection efficiency increases with the increase of the number and higher education level of the tax officers and the higher education level of the tax officers still has a large room to improve. Then, relative improvement strategies have been proposed to strengthen tax collection efficiency. Hence, the findings of this study contribute to the body of knowledge in the efficiency evaluation of tax collection and its improvement measurement, which can be referred by other cities over the world.
