This study aims to promote the development of vocational education in our country energetically. The analysis is followed by introducing the course of development on vocational and technical education in Britain and summarizing the successful experience of vocation in our country with strengthening the funding and legislation for the state of vocational education as well as putting forward suggestions for reform and innovation of education to improve the system of certificates.

Multimedia-assisted teaching results in eliminating traditional training barriers, facilitating cognition process and upgrading learning outcomes. This study attempted to examine the effects of implementing multimedia on teaching technical translation model and on the technical text translation ability of Iranian translation studies students. To fulfill the purpose of the study, a total of forty-six learners were selected out of fifty-seven participants in a higher education center in Tehran based on their scores in Preliminary English Test (PET) and were divided randomly in the experimental and control groups. Prior to the treatment, a technical text translation questionnaire was devised and then validated by three assistant professors of engineering fields and three assistant professors of Teaching English as a Foreign Language (TEFL) at the university. This questionnaire was administered as a pretest to both groups. Control and experimental groups were trained for five successive weeks using identical course books but with a different lesson plan that allowed employing multimedia for experimental group only. The devised and approved questionnaire was administered as posttest to both groups at the end of the instruction. A multivariate ANOVA was run to compare the two groups’ means on the PET, pretest and posttest. The results showed the rejection of all null hypotheses of the study and revealed that multimedia significantly improved technical text translation ability of the learners.

Динамичное совершенствование образования, осуществляемое в настоящее время, влечет за собой изменения в системе профессионального образования. Сегодня широкое распространение приобретает постулат об использовании кадрового потенциала образовательной организации как основного ресурса реформирования системы среднего профессионального образования (далее – СПО). Кадровый потенциал рассматривается как возможность педагогов применять свои знания, умения и навыки для обеспечения устойчивости и развития образовательной организации СПО. Формирование и развитие кадрового потенциала образовательных организаций СПО подразумевает реализацию программ повышения квалификации педагогов, участие в обучающих мероприятиях по вопросам разработки (актуализации) федеральных государственных образовательных стандартов СПО, примерных основных образовательных программ СПО, стажировки, обмен лучшими практиками. В статье предложен комплекс мер, обеспечивающих развитие кадрового потенциала образовательных организаций СПО с учетом требований рынка труда, экономики, мировых стандартов, обновления отраслевых технологий и внедрения информационных технологий. The dynamic improvement of education currently being carried out entails changes in the system of vocational education. Today, the postulate on the use of the personnel potential of an educational organization as the main resource for reforming the system of secondary vocational education is becoming widespread. Human resources are considered as an opportunity for teachers to apply knowledge, skills and skills to ensure the sustainability and development of the educational organization of secondary vocational education. The formation and development of the personnel potential of educational organizations of secondary professional education implies the implementation of teacher training programs, participation in training events on the development (updating) of federal state educational standards, exemplary basic educational programs, internships, and the exchange of best practices. The article proposes a set of measures that ensure the development of the personnel potential of educational organizations of secondary vocational education, taking into account the requirements of the labor market, the economy, world standards, updating industry technologies and the introduction of information technologies.

This study aimed to examine and analyse the key factors influencing the modernisation of vocational education in Ukraine to enhance its alignment with contemporary labour market demands. The research focused on the impact of international experience on the development of Ukraine’s vocational education system. The methodology employed a systemic approach, enabling an examination of the vocational education system within the context of global trends. This approach facilitated the identification of links between international educational practices and transformations within Ukraine’s vocational education system. Adopting global practices and models represents a crucial step in reforming the country’s education system, contributing to improving specialist training quality and competitiveness in the global labour market. The study explored examples of the successful integration of international teaching approaches, the adaptation of professional standards, and the implementation of advanced technologies in the educational process. Attention was given to the analysis of European countries’ experience, where vocational education is based on the principles of the dual training system, as well as the use of distance learning technologies in response to contemporary global challenges. The key findings indicated that the implementation of international approaches significantly enhances the level of vocational training and students’ adaptability to the conditions of the modern labour market. The study also identified certain challenges and limitations, including cultural and socio-economic differences that may affect the effectiveness of integrating foreign experience into Ukraine’s education system. A crucial aspect is the need to adapt international models to national conditions, requiring close cooperation between government bodies, educational institutions, and businesses. In the article on the basis of the analysis of scientific literature, the main trends, patterns and principles of the formation of productive and creative competence of the future engineer and teacher are considered. The trends of modern engineering and pedagogical education are: orientation of educational institutions to improve the quality of training specialists; change in the target orientation of the system of vocational education in the formation of competencies; the transition from massive, collective forms of student learning to individual, to the development of creative abilities on the basis of self-education, self-development, self-improvement; recognition of the priority of the humanistic orientation of engineering and pedagogical education; appeal to the scientific strategies of creative psychology and innovative pedagogy on the basis of consideration of domestic and international scientific and educational heritage. The patterns of the formation of productive and creative competence of the future engineer and teacher involve the dependence of the formation of productive and creative competence of future engineers and teachers on the scientifically substantiated use of psychological mechanisms and pedagogical technologies; the dependence of the effectiveness of the formation of productive and creative competence of the future engineer and teacher on the unevenness of mental development of the individual etc. It is proved that modern trends and regularities of the training of engineer educators are expressed in the implementation of the relevant principles, namely: the principle of creative activity; the principle of creative independence; the principle of reflexivity of activity; the diagnostic principle; the principle of unity of formation and development; the principle of professional and creative orientation of the educational process; the principle of continuity and continuity; the principle of the interconnectedness of the generalized educational trajectory and the individual educational route; the principle of the formation of a tentative search position.

В статье проанализирован массив печатных изданий по вопросам среднего профессионального образования с 1930 по 1965 г. Выпуск печатной продукции систематизирован по этапам развития системы среднего профессионального образования: 1930—1941 гг. как время становления советской системы среднего профессионального образования, 1942—1948 гг. как период кризиса, вызванного течением и последствиями Великой Отечественной войны, 1949—1958 гг. — этап постепенного восстановления системы среднего профессионального образования, 1959—1965 гг. — этап функционирования системы среднего профессионального образования в довоенном виде, закончившийся реформой 1966 г. Проведен анализ изданий, хранящихся в Российской государственной библиотеке, изданных в период с 1930 по 1965 г., для учреждений среднего профессионального образования по отраслям социалистического строительства СССР (промышленность и строительство, транспорт и связь, сельское хозяйство, советская торговля, экономика, просвещение, здравоохранение и искусство). Рассчитана численность (в процентах) печатной продукции по основным ее видам — учебники, тексты лекций, учебные пособия, методические указания для преподавателей и студентов, программы дисциплин, инструктивные материалы и др. по каждому из выделенных этапов. Установлено, что в отрасли «промышленность и строительство» наибольшая численность печатной продукции была издана в довоенный период, в остальные периоды численность выпускаемой литературы была приблизительно одинаковой и равномерно распределенной. Значительный перевес численности публикуемых изданий на первом периоде отмечается по таким отраслям, как сельское хозяйство и здравоохранение. В сфере просвещения наблюдалось скачкообразное увеличение численности печатной продукции, в то время как на двух других временных промежутках число выпускаемой продукции было значительно ниже. Представленные результаты анализа материалов печатной продукции исследуемого периода в сфере среднего профессионального образования могут стать основой практических разработок в виде учебных пособий для профессиональной деятельности преподавателей средних профессиональных учреждений. The article analyzes the array of printed publications on the issues of secondary vocational education from 1930 to 1965. The output of printed materials is systematized according to the stages of development of the system of secondary vocational education: 1930—1941 as the time of the formation of the Soviet system of secondary vocational education, 1942—1948 as a period of crisis caused by the course and consequences of the Great Patriotic War, 1949—1958 — the stage of gradual restoration of the system of secondary vocational education, 1959—1965 the stage of functioning of the system of secondary vocational education in the pre-war form, which ended with the reform of 1966. The publications stored in the Russian State Library, published in the period from 1930 to 1965, for institutions of secondary vocational education in the branches of socialist construction of the USSR (industry and construction, transport and communications, agriculture, Soviet trade, economics, education, health care and art) are analyzed. The number (in %) of printed matter is calculated by its main types — textbooks, lecture texts, teaching aids, guidelines for teachers and students, discipline programs, instructional materials, etc. for each of the identified stages. It is stated that in the branch of “industry and construction” the greatest number of printed materials was published in the prewar period, in other periods the number of published literature was approximately the same and evenly distributed. A significant preponderance in the number of publications in the first period is observed in such sectors as agriculture and healthcare. In education, there was a leap in the number of print products, while in the other two time periods the number of outputs was much lower. The presented results of the analysis of printed materials of the study period in the field of secondary vocational education can become the basis for practical developments in the form of teaching aids for the professional activities of teachers of secondary vocational institutions.

Contemporary concepts and methods of teaching students scientific and technical translation in an electronic learning environment (Moodle) is highly relevant. The methods of scientific and technical translation teaching in the electronic environment, presented in this article, allow to organize and individualize learning activities of students, in accordance with fields of their future professional activity. They also help form and develop students self-education skills, which are especially important when the classroom work is reduced and the amount of students’ independent work increases. Professionally oriented teaching of scientific and technical translation in an electronic environment is a modular integrated approach, which includes teaching how to work with the terminology of their future professional activity. This approach improves skills of scientific articles reading and writing, drawing up reports and presentations in a foreign language, teaches independent research skills in the framework of a future professional activity. The method of scientific and technical translation teaching in an electronic environment is based on a combination of cognitive, interactive and communicative teaching methods. The training purpose is the development of a future professional personality ready for professional activity, possessing necessary communication skills in his native and foreign language, capable to self-development and self-learning.

Because the traditional vocational education system has intelligent functions, long running time, and low recommendation accuracy of vocational education resources, the vocational education system under mobile learning mode is designed. The system is designed through the registration and login function module, course learning function module, examination and evaluation function module, communication and interaction function module, mobile learning function module, and personalized recommendation function module. In the personalized recommendation function module, the user’s preference for vocational education resources is obtained by calculating the user’s interest weight, as well as personalized recommendation of vocational education resources. The simulation results show that the intelligent function of vocational education system can operate normally under the designed mobile learning mode, the operation efficiency is high, and the effect of Vocational Education Resource Recommendation is good.

The relevance of the study is conditioned by the need to promote the results of scientific, educational, information-analytical, advisory activities of the unified scientific institution in Ukraine that provides scientific and methodological support to domestic vocational and professional pre-higher education, which is in a state of reform. Purpose: to characterize the current challenges and risks for the system of professional and vocational pre-higher education, highlight the main results of the Institute of Vocational Education and Training of the National Academy of Educational Sciences of Ukraine (hereinafter: institute of VET of NAES of Ukraine) in 2021 and prospects for its further development. Methods: theoretical (analysis, synthesis, generalization); empirical (study of legislative and regulatory documents in the field of vocational and professional prehigher education, analysis of the results of structural units of the institute of VET of NAES of Ukraine and materials published on its official website and the website of the professional journal "Professional Pedagogy"). Results: The Institute of Vocational Education and Training of the National Academy of Educational Sciences of Ukraine is presented as a single scientific platform that provides scientific and methodological support for the modernization of modern vocational and professional prehigher education; conducts research on issues relevant to vocational and professional higher education; develops and implements pedagogical innovations in educational institutions (concepts, methodological systems, methods, technologies, etc.); carries out innovative educational activities of different levels; prepares highly qualified personnel for vocational, professional pre-higher and higher education in the specialties 011 Education. Pedagogy and 015 Vocational education (by specializations); is engaged in publishing, information-analytical and expert activities; actively develops international scientific relations, participates in international scientific and educational projects; systematically implements the principles of predictability, academic freedom, integrity, student-centeredness. The main challenges and risks in the activities of the scientific institution are described, its current tasks and ways to solve them are identified. Conclusions: the main challenges to the system of vocational education are described (strengthening of world integration processes, rapid development of digitalization, nationalization, greening, internationalization of professional training of future specialists in developed countries); the risks caused by them are analyzed (centralized and bureaucratized management system in the field of scientific and technical activities; insufficient funding for socio-humanitarian research; low wages of research and teaching staff; reduced prestige of vocational education; underdevelopment of dual education). Based on the analysis of the institute of VET of NAES of Ukraine in 2021 promising areas for further development of scientific institutions are identified (basic and applied research, strengthening the principles of academic integrity; improving educational programs for Masters and Doctors of Philosophy; introduction of modular programs of professional development of pedagogical workers of institutions of vocational and professional pre-higher education); development of corporate culture of the institute and its international activities); the main tasks of the scientific institution are outlined (ensuring the quality of vocational and professional higher education; promoting the development of public-private partnership; improving the system of training teachers in the field of vocational education and training, etc.).

Teacher is always a key factor which determines training quality in general and vocational training quality of the Vocational Education System (VES) in particular. In face of strong influences from the fourth industrial revolution (IR 4.0), teacher is getting more important in training of human resources, especially qualification level and capacity to apply technology and innovate teaching methods. Based on the analysis for impacts of the IR 4.0 on VES, requirements for capacity of teachers and the reality on vocational education teachers (VETs) today, this article suggests some solutions to develop VETs to adapt to the IR 4.0 as a basis for development of teachers at vocational education institutions in Vietnam.

The study is aimed at investigating a justification of the new approach to the problem of vocational education development through the prism of interdependence research methodology and practice. This conceptual setup allows determining the main directions for teacher training modernization of vocational schools. The authors note that the current socio-economic situation in our country has actualized the problem of personnel training. Politicians, economists and scientists’ speeches are all about the shortage of skilled personnel. They see the main reason of this catastrophic situation in the present system of primary and secondary vocational education. At least they concern over the current practice of pedagogical personnel training of vocational education who are to restore the system of vocational education. Our country, Russia has a great positive experience in solving this problem. Scientific-methodological centre for vocational teacher education is the Russian State Vocational Pedagogical University under the scientific direction of Academician of the Russian Academy of Education, G. M. Romantsev. The reflection of scientifictheoretical bases of this education led the authors to the analysis and designing (formation) of existent and new professional and pedagogical methodology. Methods . The fundamental position of A. M. Novikov on the generality of the research (scientific) and practical activity methodology has become the theoretical platform of the present study. Conceptual field, conceptual statements and professional model are presented as the whole system (or integrating factor). The theoretical framework has determined the logic of the study and its results. Scientific and educational methodology differentiation in terms of the subject of cognitive activity has allowed identifying the main scientific and practical disciplines of vocational teacher education. The creative concept as the subject ground is instrumental analysis of methodology taking into consideration the target orientation, principles and approaches to the organization and its’ methods of scientific and educational activities implementation. The qualification structure formation of the teachers’ vocational training and providing advance principles of education are considered to be the most important conditions for the development of vocational teacher education. Scientific novelty . The research demonstrates creating the project of further vocational teacher education development in the post-industrial society. The pedagogical innovations transforming research findings into educational practice are considered to be the main tool of integration methodology means. Practical significance . The research findings highlight the proposed reforms for further teachers training system development of vocational institutes, which are in need of drastic restructuring. In the final part of the article the authors recommend some specific issues that can be discussed at the methodological workshop.

With the development of the tourism industry, the state has put forward new requirements for the supply of tourism talents. The article explores the optimization design of talent cultivation paths in the tourism industry under the vocational education system. In this paper, the association rule algorithm is used to carry out basic analysis and further optimization design. Then after analyzing the current status quo of talent demand in the tourism industry, the association between vocational education tourism courses and employment is analyzed using the association rule method. Finally, starting from the integration of industry and education, cross-border integration and the creation of an innovative tourism talent training base, we design a talent training path for the tourism industry to provide marketable talents for the construction and development of the tourism industry. In the correlation analysis of courses and internships, the tourism courses of Tourism Consumer Behavior, Introduction to Landscape Design, Tourism Project Management, Hospitality Management Information System, Tourism Economics, Intermediate Financial Accounting, and Sociology of Tourism are in good grades, which will be helpful for the senior internship.

This study assesses the effectiveness of Japanese language training programmes within Indonesia’s vocational education system, with a focus on their alignment with labour market demands. As Japan faces workforce shortages, Indonesia has developed vocational language training to prepare candidates for employment abroad. Despite these initiatives, many programmes still prioritise grammar-based instruction over communicative and cultural competence. A descriptive, quantitative approach, utilising Likert-scale questionnaires, was complemented by semi-structured interviews and document analysis. The results indicate that, while institutional management and resources are adequate, curriculum relevance, practical communication skills, and collaboration with industry partners remain limited. The findings underscore the importance of revising curricula, enhancing teacher capabilities, and strengthening partnerships with Japanese employers to enhance employability outcomes. These implications extend to the broader development of Indonesia’s vocational education system, emphasising the need for responsive, industry-oriented training.

The article presents an overview of the changes in vocational education and training and challenges posed to social partners, seeking for more efficient organization of vocational training and education. In order to create knowledge, high technology and skilled-based economy in Lithuania, it is necessary to have an effective training and business world interaction, providing not only the professional’s ability to compete in the European labor market, but also enable them to ensure Lithuania‘s quality of life. By this reason, the State involves in vocational training system other stakeholders – social partners: employees, trade unions, employer’s representatives associations. Performing the reform of vocational education and training since 1994, social partnership has taken specific forms, and the Lithuanian Republic Law on Vocational Training defines the competences of the social partners in vocational training processes (Lithuanian Republic Law on Vocational Training, 1997). Ten years later, after the adoption of new Lithuanian Republic Law on Vocational Training in 2007, the social partners‘ activities were expanded. Such a turn towards social dialogue requires qualitative development of human resources in social partner organizations – development of the qualification. The significance of the research and the novelty. The issue of social partnership in vocational training is discussed in various articles, conferences, but the Chambers of Commerce, Industry and Crafts and the Chamber of Agriculture of the Lithuanian Republic (hereinafter Chamber), as social partners and their qualification development has not yet been widely studied. The main problem dealt with in the article is the development of the qualification needs for social partners, because real competences in their activities do not comply with the required knowledge, skills and abilities.[...]
