The economic and social feasibility of ecotourism technologies for sustainable development of the tourism industry, geographic grounded approach to recreation and tourism of nature, the conceptual foundations of a market mechanism for managing recreational potential. Almost all scientists agree that the sustainable development of tourism inUkrainemust improve the use of resources, training of personnel in the tourism industry, transport infrastructure, reduce seasonality and spatial disparity in the distribution of tourists increase the financial performance of the tourism industry, to give a significant attention to the relationship between environmental management and sustainable tourism, etc.

The article is devoted to the issues of training of qualified specialists for the system of public administration in order to ensure sustainable development. The Concept of Sustainable Development proposed by the United Nations is considered. Priority goals of global strategic development are defined. The specificity of the realization of the goals of sustainable development according to the conditions of functioning of economic and social systems in Ukraine is analyzed. The normative and legal provision of sustainable development issues in Ukraine is analyzed. The basic competencies for formation of the personnel reserve of state management with sustainable development at the national and regional levels are determined. It is noted the importance of practical experience, including international ones, for creating conditions for the implementation of the Concept of Sustainable Development in Ukraine. The mechanism of management training for sustainable development at the state and regional levels has been developed. A system of elements, functions and processes for the implementation of the developed mechanism has been formed. Priority tasks for each of the institutions are determined for the formation of an effective state government striving for sustainable development.

The notion of local (city-level) sustainable development (LSD) is explored against the backdrop of urban dynamics and the international discussions on sustainable development. Urban metabolism is a key concept used in the analysis. Overall, sustainable urban development is seen to have an internal dimension and an external dimension, even though urban jurisdictions may be restricted to the former. Sustainable cities (SCs) and policies for LSD are discussed conceptually and in terms of their operational use, with a focus on urban policies in developing and emerging countries. Examples are given of SCs in China. Cities with strategies related especially to climate change are considered separately and analysed in terms of developed–developing, adaptation or mitigation focus. Again, examples of especially ‘low-carbon’ cities in China are presented. From these elements, this paper extracts some elements of a (social science) research agenda in urban environmental studies.

During the first half of the 1920s, with the processes of searching for forms of the national-state structure of the mountain peoples, the mechanisms for their administrative-territorial control were developed. The solutions to these issues were interrelated and interdependent. The policy of the Soviet state was based on the principle of economic gravity of territories and the economic unity of the North Caucasus. At the same time, the regional systems of administrative-territorial admin-istration became a crucial instrument for the national policy of the Soviet government. An effec-tive system was designed that integrated the federal, local, and regional levels of government and management. In this regard, the administration of national autonomies, the South-Eastern region was created, and then the North Caucasus Territory, where a new trend associated with the consol-idation of the administrative and political elite of national autonomies occurred. During that time, the regional systems of administrative-territorial direction became a crucial instrument of the na-tional policy of the Soviet government. In general, an effective system was designed that integrat-ed the federal, regional levels of government and management. It lies in the need to ease territorial conflicts between the mountain peoples and to strengthen the political and economic foundations of national autonomies. Serbia made the first step in constituting a framework for sustainable local development in order to increase the (national) territorial cohesion by adopting the National strategy for sustainable development, Spatial Plan of Republic of Serbia 2010-2020, a number of territorial and sectoral strategies, including the obligation to make the Local spatial plans by the end of 2013. However nothing has been done regarding the implementation plan or on innovation in accordance with the causes and consequences of the spillover of first and second wave of the global financial and economic crisis. A key orientation in this paper is that the problem of constituting a framework for sustainable strategy of local development should be done on the basis of coordination and integration of key sectoral and territorial policies, plans and strategies in line with the creative analysis of the goals and achievements of local development in the EU Member States. The main finding is that the framework for a strategy for sustainable local development needs to establish a clear, precise and transparent relationship between the spatial, urbanistic and environmental local policies, plans and strategies in relation to sectoral plans and strategies, in particular, the strategy of national re-industrialization and transition to the regime of sustainable macroeconomic development. In this context, it is necessary to: (1) Enter the territorial dimension in general sectoral and planning basis, (2) Introduce the clearly defined procedures for coordination in the process of integration of general plans and strategies with local spatial, urbanistic and environmental policies, plans and strategies, and (3) Establish and coordinate the sets of key indicators and criteria for monitoring the implementation of plans and strategies on sustainable development of functional urban areas, municipalities and rural areas.

Досліджено нормативно-правовий та інституційно-адміністративний механізм державного управління сталим розвитком аграрного сектору та сільських територій. Проаналізовано міжнародний досвід запровадження принципів сталого розвитку. На основі проведеного аналізу запропоновано алгоритм запровадження основ концепції сталого розвитку України, а саме: прийняття національної стратегії сталого розвитку “Україна – 2030”, відповідно до Глобальних цілей сталого розвитку (далі – ЦСР), прийнятих Генеральною Асамблеєю Організації Об’єднаних Націй (далі – ООН) 25 вересня 2015 р. “Перетворення нашого світу: Порядок денний сталого розвитку 2030”, який вміщує 17 Глобальних ЦСР до 2030 р.; Указу Президента України “Цілі сталого розвитку України на період до 2030 року” від 30.09.2019 р. Зазначено, що в рамках національної стратегії повинна бути розроблена програма сталого розвитку аграрного сектору та сільських територій. Адже для досягнення 2-ї Цілі “Подолання голоду, досягнення продовольчої безпеки, поліпшення харчування та сприяння сталому сільському господарству” саме аграрний сектор та сільські громади мають вирішальну роль. Запропоновано удосконалення адміністративно-інституціонального механізму управління сталим розвитком, а саме створення державного комітету із сталого розвитку, підпорядкованого Кабінету Міністрів України, для здійснення координаційної діяльності всіх міністерств та відомств у напрямку запровадження стратегії сталого розвитку. Розглянуто методи побудови механізмів державного управління сталим розвитком, які враховують інтереси усіх зацікавлених сторін, базуються на моделі “державно-приватного” партнерства, а також методах горизонтальної та вертикальної інтеграції, враховуючи альтернативи розвитку держави, специфіку аграрного сектору економіки, потреб сільських територіальних громад у напрямку досягнення ЦСР.

Ethiopia’s special economic zones (SEZs) sustainability practices are aimed at achieving the country's sustainable development; however, their failure has resulted in repercussions for sustainable local community development. This study analyzed the repercussions on the sustainable development of local communities resulting from the failure of SEZs' sustainability practices, focusing on three SEZs: Eastern Special Economic Zone (ESEZ), Bole Lemi Special Economic Zone (BLSEZ), and Dire Dawa Free Trade Zone (DDFTZ). The study employed a mixed research approach with an exploratory sequential design in which the qualitative phase was carried out and analyzed using content and thematic analysis, followed by the quantitative phase using descriptive analysis and a multivariate multiple linear regression. The study found that SEZs' sustainability practices negatively contributed to the local community’s sustainable development in economic, social, environmental, and peace perspectives. The multivariate multiple linear regression results show that economic sustainability practices significantly influenced social and economic development challenges, while governance sustainability practices significantly influenced the environmental sustainability and sustainable peace of local communities. To this end, it is suggested that systemic measures should improve the sustainability practices of SEZs as they minimize the negative impacts of SEZs on the local communities' sustainable development.

Sustainability and sustainable development: A review of principles and definitions

Sustainable local development aims to improve economy while taking into account environmental protection. Within this context, the contribution of women to sustainable local development over the years is essential to be explored in order to highlight the importance of their offer. This research aims to investigate the role of women in environmental protection for sustainable local development in a Greek island, Rhodes. A semi-structured interview was designed as a data collection tool. It was a field research which was conducted in the villages of the island as well as in the city of Rhodes. The sample of the survey was composed of women over sixty-five (65) years of age. The results of the survey show that the participation of women was particularly important in the environmental protection of the island, as their daily habits and occupations were environmentally friendly. The yards of their houses were decorated with flowers and trees. In their gardens they planted vegetables that were cultivating without using fertilizers or pesticides. They also collected rain water and they generally spent water with great care and attention. They did not throw the excess food in the garbage, they were giving pets or domestic animals the leftover food, and they also made sure that garbage from housework was scarce. Therefore, their work, their everyday habits and their way of life did not burden the environment, so they made a decisive contribution to the sustainable development of the island. The concept of sustainable tourism development is derived from sustainable development. Building tourism with the framework of sustainable development has become a necessary effective way. This study examined the abstracts and titles of 1783 sustainable development and 692 sustainable tourism development related papers from 2012 to 2021 as textual data sources through the Web of Science core database. Using text mining and semantic network as analysis methods, this paper summarizes eight main clusters of sustainable development and sustainable tourism development in the past 10 years. Based on this, this paper compares the differences between the two researches and explores four potential research areas in sustainable tourism development: (1) threats to sustainability; (2) ecology and health; (3) stakeholder cooperation and roles; and (4) tourism development planning. In addition, the visual network knowledge structure intuitively captures the relationship between the different keywords in the clustering, which provides an important reference value for broadening the future research direction of sustainable tourism development.

Topicality. The concept of sustainable development synthesizes anthropocentric and biospherecentric principles and provides for optimal use in the economic and non-economic processes of the natural component, aligning the impact of man on nature and the ability of the latter to bear anthropogenic load, which will provide the ability of future generations to satisfy ecological needs. As people and their needs are at the center of socio-economic development, the notion of "sustainable human development" associated with the process of expanding individual choices in various fields is becoming increasingly relevant today: from guaranteeing economic, social and political rights and freedoms to the possibilities of creative self-realization and improvement. Aim and tasks. Despite the extensive study of sustainable development in the domestic and foreign scientific environment, a detailed study of the genesis of the concepts of "sustainable development" and "sustainability", as well as the components of sustainable development, is required. The purpose of the article is to review, systematize and analyze approaches to sustainable development, and compare them, as well as to formulate a paradigm of sustainability from the first appearance of the prerequisites of this concept to the origins and generalization of the genesis of the concept of sustainable development. Research results. Therefore, the result of the study is the formation of the paradigm of sustainability from the first appearance of the preconditions of this concept to the origins and generalization of the genesis of the concept of sustainable development. Thus, the inclusion of only three components in the concept of sustainable development (society, economy, environment) is common practice, but it is not the only correct component. Conclusion. Given the uncertainty in the domestic scientific environment of the system of sustainable development and the lack of complete analysis of approaches to its implementation, it is necessary to review and systematize these approaches, to compare them. This will allow us to understand sustainable development, not as an abstract phenomenon, but as a truly global paradigm for human survival in the third millennium, the transition to which is a translational process.

This article explores how digital communication has contributed to the advancement of sustainable development, integrating Environmental, Social and Governance (ESG) practices and guided by Sustainable Development Goals (SDG) No. 16 of the 2030 Agenda. The research will use the Systematic Literature Review (SLR) methodology, using the PRISMA guidelines. The objectives include the analysis of the relevant legislation, namely that of the National Council of Justice (CNJ), regarding communication and sustainable development. The rapid expansion of digital platforms as a means of communication was noted, which has provided opportunities for dialogue and collaboration between public and private institutions, governments and civil society. In addition, the adoption of ESG practices has benefited from the transparency and accountability facilitated by digital communication, allowing institutions to report and monitor their performance in key areas of the 2030 Agenda. The research indicated that digital communication enables a two-way movement, and that it can boost sustainable local development. It also indicated an intention to create a new SDG focused on communication.

The terms "sustainability" and "sustainable development" are now widely used in various fields of human activity. Such collocations as "sustainable universities", "sustainable companies", etc. are not rarely to be found. The use of this terminology has become particularly popular in the context of tangible climate change. For this reason, the concept of sustainable development has been used in rural development studies for quite a long time. In different countries of the world, using this concept for analyzing rural development has both positive and negative sides. In the Russian Federation, there are regulations ("rules of the game") and institutions ("players") that shape the institutional environment for sustainable rural development. In fact, sustainability and prosperity of rural areas in Russia, and in Siberian Federal District in particular, will depend on how the institutional environment is structured. This article attempts to describe the existing institutional environment for the sustainable development of rural areas. Analyzing existing legal acts and the key actors in the field, we have designed the institutional framework, which allows to determine the vector of development of rural areas. This vector can be used in forecasting the achievement of threshold values established by regulatory legal acts of both Federal and regional significance.

The horrors of Taiwan’s 921 Earthquake and 88 Flood undoubtedly demonstrated the power of nature, allowing us to observe the tensions between the natural environment and civilization and to understand the various imbalances in the interactive relationship between the sky, the land, and the human race encountered during urban developments. Today, the “city” has adoptedthe important role of an arena that corresponds to the governance of the environment. This contains two meanings. One is as a source of strength for the increasing collective consciousness of society; the other is as a practice field for changing the spatial environment. Previously, urban planning was established based on the “economy,”adopted actions from “space,” and determined the problems of the “environment” and “society.” However, we are currently facing a counterattack from the forces of nature, which include climate change. Thus, we must even more urgently consider the relationship between humanity and nature. Therefore, sustainable development in city planning must adjust the relationshipsamong the natural ecology, economic development, and humanistic society to facilitate a rich and diverse ecological environment, a flourishing economic environment, and a safe and peaceful life environment.Thus, an urban environment that is suitable for inhabitance can be created. This study employs three cases as subjects, using “green” and “places” as the main axes of the design mode of operation, creating feasible strategies for the ecology of “green” and “places,” and facilitating low-carbon and creative urban developments. This study realizes sustainable building concepts and practices at different levels in anticipation that the regional physical environment can satisfy users’ demands and create a safe, healthy life environment, providing another feasible reference for building strategies in the “green” and “places” of Taiwan’s urban and rural landscape. The primary research method used in this study is a review of relevant literature on sustainable urban development. This literature review is also performed to understand the concepts, meanings, and principles of “sustainability” and “sustainable cities” and the models and characteristics of sustainable urban development to provide a theoretical foundation for sustainability strategies. In addition, we analyze the conditions and structures of sustainable urban development and the bases of sustainable development models for urban space. Sustainable environmental construction, the reuse of cultural assets, and the application of green technology are applied as operating directions. Case operations of design in actual regions are used to provide rural and urban planning concepts, development principles, and building strategies under the concepts of sustainable development.
