The purpose of this article is to analyze the legislation of Ukraine on the protection of gambling players from the formation of gambling addiction, to identify ways and means of protection, to evaluate their effectiveness and to formulate proposals for improving (strengthening) the protection of the rights of gambling players. The research used general scientific and special scientific methods of scientific knowledge. In particular, the dialectical method of learning the phenomena of the surrounding reality, comparative-legal, systemic-structural, methods of logic (analysis, synthesis, induction, deduction, analogy). Many prevention measures have already been implemented in Ukraine. In addition, the player is protected by the right to receive free psychosocial assistance in the event of problems with gambling and free medical assistance in the event of a diagnosis of gambling addiction. The state also provides free socio-psychological rehabilitation of players during and after treatment for gaming addiction. The disadvantage is the bringing of the player to administrative responsibility for participating in illegal gambling and the impossibility of recognizing him as a victim in criminal proceedings to compensate for the damage caused by the crime (engagement in the gambling business).

The issues of the concept and system of subjects of administrative and legal support for responding to domestic violence are examined in the article. Attention is drawn to the fact that the effectiveness of the activities of such subjects depends on the quality of effective response to facts of domestic violence, provision of assistance and victims’ protection, proper investigation of facts of domestic violence, bringing perpetrators to legal responsibility and changing their behavior. The range of subjects of administrative and legal support, which are subjects of legal relations, is analyzed, it is noted that in each individual case it is different and depends on the sphere of public administration, the activity in which these subjects provide. This also applies to such an area as preventing and combating domestic violence. It is emphasized that the key feature of a subject is the ability to exercise the rights granted and fulfill the obligations imposed. The status of a subject of law is determined by the norms of law and administrative and legal acts that grant it the corresponding rights and obligations. The rights, obligations and authorities of subjects of administrative and legal support for responding to domestic violence are characterized. An analysis of the doctrinal concepts of the subject of administrative and legal support for responding to domestic violence is carried out. The author’s definition of the subject of administrative and legal support for responding to domestic violence is given as a subject of public administration, which, using administrative and legal means, methods and procedures, determines and organizes the implementation of state policy in the field of protecting human rights from violations, covering all spheres of public life, and aimed at combating domestic violence and bringing perpetrators to legal responsibility. It is concluded that preventing and combating domestic violence at the current stage of Ukraine’s development is one of the important areas of its activity, since it is considered not only as a social problem, but also as a problem of protecting human rights, which requires the development of high-quality legal means of its solution. As a result of domestic violence, the rights and freedoms of a particular person are violated, who does not always have the financial means for self-defense, and, accordingly, requires intervention from the state and society. The place of centers for providing free legal aid in the system of preventing and combating domestic violence is determined.

Introduction. Despite the fact that manipulative technologies for influencing social relations have now become extremely widespread, the study of legal goals and means manipulation as one of the main forms of manipulative influence on social processes remains outside the scope of research by representatives of both the general theory of state and law and branch legal sciences. According to the authors, this situation indicates that modern legal science in this regard clearly lags behind the needs of legal practice and is not able to offer a reasonable solution to very pressing problems associated with the large-scale and everyday manipulative use of legal instruments. Materials and methods. The authors of the presented article actively used both general scientific and specific scientific methods, among which we can highlight dialectical, systemic, formal legal, legal modeling, structural-functional, comparative legal, etc.The results of the study. As a result of the research, the authors of the article developed the basics of the concept of legal goals and means manipulation. In particular, the work outlined the author’s vision of the essence and specifics of legal goals manipulating, and studied the features of the manipulative use of both stimulating and restrictive legal means. Special attention was paid to the analysis of the technologies of legal goals and means manipulating, carried out on the basis of specific examples.Discussion and conclusion. The work substantiates the position according to which legal goals and means manipulation is understood as a form of lawful behavior carried out with the help of implicit tactics or strategy, which consists of setting or using legal goals, as well as of creating or using legal means in the interests of the subject of management (manipulator) contrary to the true needs and interests of the object controlled (manipulated). The point of view is defended according to which the challenges and threats that Russia is currently facing necessitate the creation of a state strategy to counter goals and means manipulation.

The author explores rather relevant and debatable issues concerning the essence of administrative and legal support of the activity of the state executive service of Ukraine and formulates its main features, which define the continuous professional activity of the subjects of public administration; use of administrative remedies and methods; the purpose is to create the right conditions for the effective exercise, protection, protection and restoration of the rights and freedoms of citizens. To this end, it is proved that the activity of public administration entities of their officials and officials, public associations, which with the help of appropriate guarantees should create the proper conditions for the exercise of the rights and freedoms of citizens, prevent and prevent their violation and restore them when necessary (to prosecute violators). The author's definition of "security" is formulated in terms of administrative and legal doctrine as the activity of public administration entities, which with the help of appropriate guarantees should create the proper conditions for the exercise of the rights and freedoms of citizens. In accordance with the interpretation, it is appropriate to note that the state guarantees provided by the state are a statistical component of the concept of "security", and the proper activity of public administration entities is a dynamic component of the phenomenon of "security". By "legal support" it is necessary to mean the activity of public administration subjects of their officials and officials, public associations, which with the help of appropriate guarantees should create the proper conditions for the exercise of citizens' rights and freedoms, prevent and prevent their violation and restore them if necessary (to prosecute violators). The category of "administrative and legal support" is justified as well - it is a continuous professional activity of subjects of public administration, which is carried out by means of administrative and legal means and methods aimed at creating the proper conditions for the effective exercise, protection, protection and restoration of the rights and freedoms of citizens.

The purpose of the article is to conduct a theoretical analysis of the content, essence and functions of the mass media as an important part of the functioning of the political system of society; research on the interaction of government authorities and the mass media; features of the impact of the mass media on society and public administration. Such general scientific and special methods were used in order to reach the set goals: generalization method was used in order to reveal the theoretical and methodological foundations of the communicative interaction mechanisms in the public administration sphere; system method was used in order to reveal the conceptual foundations of communicative interaction in the public administration sphere; logical and dialectical methods, generalization method, method of complex and systemic approaches were used in order to improve certain definitions; logical method was used for theoretical generalization and formulation of conclusions and proposals. In accordance with the goals of the research: 1) on the basis of the theoretical analysis of the research field on the interaction of public administration authorities and the mass media, it was proved that public administration in modern society is impossible without an extensive system of communication; 2) it was established that in the conditions of transition to the information society the role and importance of mass media in the public processes, which take place in modern Ukraine, grow. At the same time, the subjects of public power become the subjects of the communicative process; 3) a theoretical analysis of the research field on the interaction of government authorities and the mass media, where the mass media is often seen not as a socially responsible business, but as a component of political capital or influence, was made; 4) it was established that the formation of the global communication space also affects the role and functions of the mass media; 5) features of the impact of the mass media on society and public administration were analyzed and concepts were singled out; 6) positive aspects of cooperation between the mass media and government authorities in terms of the term “interaction” were defined; 7) it was proved that the mass media is an important tool of public administration, which directly depends on the current political regime in the country; 8) it was established that the mass media is an integral part of the mechanism of democracy functioning, its values and normative principles as well as an important tool of public administration, but it directly depends on the existing political regime in the country. Openness and ensuring access of citizens to information on the activities of the government as well as the involvement of the population in the discussion of socially important information are crucial for the government. It was established that democratic transformations are possible only under the condition of wide openness of the society, publicity and freedom of speech, which would not give advantages to any political force in possession of the mass media. The author’s position on the definition of positive aspects of cooperation between the mass media and government authorities in terms of the term “interaction”. The article contains an original analysis of modern approaches to the peculiarities of the relationship between the government and the mass media, government authorities and the mass media as well as certain aspects of the functioning of the mass media in the processes of democratic transformations of Ukrainian society and legal regulation of state policy in the mass media sphere. The article can serve as a methodological and theoretical basis for further study of the mass media as a component of human communication; the mass media as a channel of manipulative influence on society; features of the functioning of the mass media in the period of transformation of modern Ukrainian society; as well as the role of the mass media in the process of forming the social and communication sphere of civil society.

Gambling addiction can have numerous deleterious consequences for the gambler, his/her family and society, but most gamblers go undiagnosed and untreated because of various patient-and clinician-related factors. This article outlines gambling and related problems, and the screening, assessment and treatment of gambling addiction.

The International Journal Of Alcohol And Drug Research, 4(1), 45-51. doi:http://dx.doi.org/10.7895/ijadr.v4i1.202Aims: Paper discusses the impact of the neuroscientific concept of addiction and expectations related to neurosciences in a clinical setting for treatment of addiction disorders.Design: A case study based on qualitative analysis of scientific publications, research plans, presentations, and interviews of Finnish experts in gambling addictions.Setting: The case studied is a joint project for experimentation of medication (naltrexone) in treatment of gambling addiction by National Institute of Health and Welfare (THL) and Gambling Clinic, a center specialized in counseling for gambling addicts in Helsinki.Results: Although Finnish experts think that deep down all addictions share the same neural mechanisms, they consider gambling addiction a complex phenomenon. Clinical experiments seem to have two parallel objectives: neurophysiological malfunctions of the brain and the addict as the person. Two epistemologies and two concepts of addiction are working side by side in the clinical reasoning of the Finnish experts: the neurobiological one for framing the ‘addicted brain’, and the one derived from cognitive behavioral therapy for the addict.Conclusions: The role of the neurobiological concept of gambling addiction is to back up the therapeutic promise of the experimental project. In a reciprocal manner, the expectation to extend treatment options by the project findings justifies the neuroscientific approach.

Gambling disorder (GD) and gaming disorder (IGD), the two currently recognized behavioural addictions are characterized by high levels of impulsivity. Increasing research focuses on neurocognitive impulsive features in GD and IGD as these disorders can provide a “drug-free” model to study shared neural mechanisms across addictive disorders. This review provides an overview of neurobiological findings across three impulsive components of behaviour: response inhibition, delay discounting, and reward processing. Response inhibition is characterized by decreased fronto-striatal recruitment in these populations. The inclusion of emotional cues can, however, result in increased fronto-striatal responding in GD. During delay discounting, individuals with GD show steeper discounting which is associated with altered fronto-striatal representations of subjective value. Anticipatory reward processing in GD is associated with decreased ventral striatal activity, which negatively correlates with disorder severity. In IGD, evidence for enhanced reward sensitivity may be present. Future studies are required to directly compare and contrast the neurobiological features of impulsivity across GD and IGD. Additionally, there is a strong need to incorporate longitudinal research designs to elucidate the neurobiological trajectory of these behavioural addictions. A better mechanistic understanding of impulsive features underlying substance and non-substance-based addictions, can improve prevention and treatment of addictions.

Goal: in the article the theoretical and legal principles of free legal aid are investigated. The views of scientists on the concept and essence of free legal aid are analyzed. Methods of research: philosophical-ideological, general scientific and special methods were used in the work. Results: the concept and essence are defined. free legal aid t is concluded that free legal aid is legal aid guaranteed by the state and is fully or partially provided at the expense of the State budget of Ukraine, local budgets and other sources and is aimed at ensuring the realization of human and civil rights and freedoms, the protection of these rights and freedoms, their restoration in case of violation. Discussion: providing the state with adherence to the principles of providing legal aid free of charge.

The presented study is devoted to the current issues of the specifics of the administrative and legal support of the interaction of small business entities with the State Tax Service of Ukraine under the legal regime of martial law. It is emphasized that stable synergy between the specified participants is an important condition for supporting the economic stability of the state against the background of complex challenges and threats of military origin. It is noted that the corresponding activity requires proper comprehensive administrative and legal support. The correctness of the point of view on the need to systematize acts containing the relevant norms of administrative law is confirmed. The essence of the category “administrative and legal support for the interaction of small business entities with the State Tax Service of Ukraine” was clarified and analyzed. It was found that it is with the help of appropriate tools that it is possible to implement the processes of regulating managerial influence on the behavior of all participants in the studied social relations, legally enabling and sanctioning joint measures. The exceptional role of administrative law norms in such activities, which are distinguished by a unique range of properties adapted to the highlighted vector, was emphasized. It was emphasized that their presence is mandatory when regulating interaction measures. The administrative law norms of key acts of current legislation in the relevant area of subject regulation have been identified and analyzed. It has been proven that they have significant significance and form the corresponding mechanisms of direct influence on regulated relations. Attention is also focused on the fact that thanks to them, the implementation of the main forms and methods of joint activities of small business entities with the State Tax Service of Ukraine is legally possible. The author’s classification of sources of ensuring the interaction of the specified subjects has been developed. It is proposed to include the following groups of acts: 1) the Constitution of Ukraine; 2) international treaties; 3) laws; 4) subordinate regulatory legal acts. Based on the results formed, an own vision of the elemental composition of the administrative and legal support of the interaction of small business entities with the State Tax Service of Ukraine under the legal regime of martial law has been initiated, namely: 1) the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine and some other central executive bodies as law-making entities and separately the State Tax Service of Ukraine, which is empowered to issue subordinate regulatory legal acts and implement law enforcement measures; 2) administrative and legal mechanisms that provide for the existence of orderly legalized procedures for one-time or permanent joint activities; 3) accompanying, including non-legal mechanisms, that ensure full interaction in all necessary positions.

The article examines the principles of administrative and legal support for road safety based on a comprehensive systematic approach. The relevance of the topic is determined by objective and subjective factors caused by the technological development of motor transport. The object of the study is social relations in the field of road safety. The subject is formed by normative and legal acts and practices of road safety. The methodological basis is general and specific scientific methods of cognition of objective reality: comparative-legal, logical-legal, formal-logical, and systemic-structural methods. It is substantiated that administrative and legal support for road safety is a continuous process of influencing social relations in the field of road traffic through legal forms, means, and methods of authorized executive bodies with the aim of regulating them, protecting the life, health, and property of citizens, protecting their rights and legitimate interests, as well as protecting the interests of society and the state. The principles of administrative and legal support for road safety serve as a guideline for the application of legal norms regulating social relations in the field of road safety. It is noted that the principles of administrative and legal support for road safety are divided into general principles and special principles. In methodological terms, the principles on which the formation of the relevant regulatory and legal framework and the adjustment of the management system in the field of road safety should be based are: the primacy of taking into account the interests of road users in the process of ensuring road safety; the mandatory use of uniform categories and concepts in the regulatory and legal regulation of road safety; continuity and phased creation and modernization of administrative and legal institutions for road safety; minimization of legal uncertainties and gaps; expediency of developing and implementing uniform target programs to combat traffic offenses. This will make it possible to improve the effectiveness of legal regulation.

Background:Engagement with legal teams after a cancer diagnosis —medical-legal partnerships—can identify, prevent, and resolve health-harming legal needs (HHLNs). Cancer Legal Care (CLC) is a nonprofit providing free legal services to persons affected by cancer in Minnesota. We sought to conduct a pilot study of delivering proactive and free legal support through CLC.Methods:We conducted a single-arm, mixed-methods pilot study to assess the feasibility and acceptability of delivering legal support, and preliminary efficacy in addressing HHLNs to 20 adults with advanced stage colorectal cancer. CLC staff conducted an initial screening visit, crafted an individualized plan, and provided structured as well as personalized legal support over the 6-month study period. We collected patient-reported outcomes (assessing comfort with health-related tasks, financial toxicity, stress, coping, and self-esteem) at baseline, 3, and 6 months, and conducted end-of-study interviews to explore participant experiences.Results:The study met pre-defined feasibility (90% of participants completed initial screening visit, 90% remained engaged, 80% completed the study) and acceptability (81% of participants recommended the intervention to others) benchmarks. The initial legal checkup visit lasted a median of 45 minutes, 61% self-identified HHLNs, CLC attorneys identified additional HHLNs for 72%, median 3 HHLNs per participant. Based on participant preference, 100% of visits were virtual, with attorneys spending a median 3.5 hours per participant, often also supporting individuals with administrative burdens and providing emotional support. Following the 6-month study period, participants expressed greater comfort with tasks such as addressing unexplained bills, guardianship planning, and ensuring insurance coverage compared to baseline. Participants noted very high satisfaction with the interpersonal relationships with CLC staff, felt empowered and supported, and suggested including informal care partners in future work.Conclusion:Proactive legal care to address HHLNs through a medical-legal partnership was feasible, acceptable, and valued by patients. Despite no requirement for baseline legal need, HHLNs were prevalent and addressable. This work underscores the importance of further study on how interdisciplinary teams can best deliver sociolegal care to persons with cancer.

There is now a growing movement that views a number of behaviours as potentially addictive including many that do not involve the ingestion of a drug (i.e., behavioural addictions such as gambling addiction and sex addiction). As a consequence of being ‘medicalised’ and ‘pathologised’, such disorders have led individuals to seek treatment for their particular behavioural addiction. This case study examines a new method of collecting data on behavioural addiction treatment via the use of Freedom of Information (FOI) requests. More specifically, this case study briefly overviews two published studies that have used FOI requests to collate data on treatment of gambling addiction and sex addiction within the British National Health Service. It is argued that FOI requests for data have many advantages including almost 100% response rates (as organisations are legally required to respond to information requests), and nationally representative data that are highly objective.

Purpose. The aim of the article is to define land plots as an object of accounting, outline (substantiation, etc.) directions of rational use of agricultural land and formation of financial and economic incentives for land users. Methodology of research. General scientific and special methods were used to achieve the goal: the dialectical method of scientific knowledge – for considering land plots as objects of accounting, researching measures for the rational use of land; analysis – to assess incentives for encouraging land users to conduct effective activities; graphic – for visual display of the obtained results; abstract and logical method – for forming research conclusions and proposals. Findings. Peculiarities of land plots as objects of accounting are studied. The categories of land are separated by economic purpose. The method of accounting of land plots at enterprises is described. The normative legal acts that regulate operations on the accounting of land plots are considered. Directions for improving the accounting of land plots and rational land use are proposed. The main ways of financial and economic encouragement of land users to conduct efficient farming have been determined. Originality. It is proposed to add additional indicators to the form of statistical reporting No. 50-сг “Main economic indicators of the work of agricultural enterprises”. It was determined that the main areas of rational land use should be: development and implementation of national and regional soil protection programs and soil fertility improvement; improvement of the principles of implementation of ecological and landscape land management; improvement of the legislative framework regarding the protection of agricultural lands; efficient use of land by implementing crop rotation and scientifically based land management. Financial and economic incentives for land users are offered, namely: payments for anti-erosion works per 1 ha of agricultural land; reimbursement of costs incurred in the process of carrying out reclamation works; exemption from payment of land tax or rent of land that is under improvement; compensation for lost income from agricultural land due to low productivity; periodic payments for increasing fertility organically; partial exemption from taxes of agricultural producers who are effectively engaged in solving environmental problems; provision of preferential loans to land users for the purchase of special equipment: anti-erosion, land reclamation and other restoration equipment. Practical value. It has been proven that compliance with the above measures of rational use of agricultural land will lead to efficient land use. The results of the research can be used by agricultural enterprises during their economic activities. The application of artificial intelligence in law enforcement plays an important role today in addressing the challenges faced by officers, namely in the fight against crime and the prevention of offenses. This study focuses on the promising areas of AI usage, including data analysis, facial recognition, crime prediction, audio material examination, and the detection of economic crimes online. The aim of the research is to highlight the problems and risks associated with the use of AI in the law enforcement sphere, such as ethical issues, violation of citizens' privacy, abuse of AI capabilities by officers, among others, and to explore potential solutions, as well as to examine the prospects for the development and application of AI in combating crime, solving crimes, and locating individuals, its regulation, and legal support in law enforcement under existing legislation. The methodological framework of this work consists of a group of general scientific and special methods, including dialectical, normative-legal, statistical, sociological, predictive, as well as induction and deduction. The novelty of the conducted research lies in: firstly, substantiating the need to transition from framework strategies and "regulatory sandboxes" to a stable special law on AI in the law enforcement sphere, proposing key elements of such legislation; secondly, proposing a mechanism for independent ethical and legal oversight and a procedure for public transparency without disclosing algorithmic details; and thirdly, formulating criteria for the admissibility and proportionality of using AI in law enforcement activities. Thus, this study proposes a comprehensive analysis of the use of AI in law enforcement, particularly in combating crime, its detection, and prevention. This tool, in the hands of knowledgeable and highly qualified personnel, will help efficiently, quickly, and resourcefully resolve the tasks faced by authorities.
