Modelling vocational training of specialists for the speciality 017 “Physical culture and sports”: ways and methods of incorporating regional peculiarities and needs in conditions of the stage education

Relevance of the research topic. In recent years, the socio-economic situation in Ukraine has undergone significant changes due to the full-scale invasion of russia and the ongoing military operations in our country. This has had a negative impact on the physical culture and sports sector, which is an important component of the national economy. As a result, the market for physical culture and sports services and the labour market in this sector are currently in crisis. There is a need for a thorough analysis and study of the processes taking place in the industry, the search for effective anti-crisis measures at the state level and overcoming the consequences caused by the impact of the war. Therefore, it is now urgent that Ukraine develops a new system of state regulation of this sector, as well as its methodology and implementation in the context of preparations for membership in the European Union and approximation to the standards of developed countries. At the same time, one of the most important anti-crisis measures in Ukraine is the implementation of mechanisms for cooperation between the private sector and the state through the introduction of public-private partnerships (PPPs) in the field of physical culture and sports. In view of this, the training of physical education and sports professionals, including managers/administrators, in the context of war and must consider the development of PPPs is of particular importance. The aim of the research was to scientifically justify the development of a theoretic and methodologic principles of public-private partnership and define pre-conditions its realization in the field of physical culture and sport in the conditions of modern market. Research methods included theoretical analysis and synthesis of these scientific and methodical literatures, empiric materials of scientific research and documents. Used method of systems analysis, pedagogical observation, and methods of mathematical statistics, method of combination logic and historical analysis to development of socio-economic relations in the field of physical culture and sport. Results. The current state and trends in the training of specialists in physical culture and sports in Ukraine, the distribution of the labour market are analysed, and a statistical comparison with the EU and the UK is made. It is shown that the successful implementation of the state policy in the field of physical culture and sports requires proper regulatory, legal, financial, logistical and personnel support. Priority measures for the implementation of the state policy on training specialists in physical culture and sports in Ukraine are proposed on the basis of a constant analysis of the state of physical culture and sports in wartime. The importance and significance of implementing PPPs in the field of physical culture and sports in wartime are substantiated. Conclusions. Due to the ongoing military aggression against Ukraine and the difficult socio-economic situation, there has been a decrease in the number of qualified physical education and sports professionals, and a tendency to reduce their training, including effective managers/administrators with relevant best practices.In the context of the crisis, the use of partnership between the authorities and the private sector is necessary to overcome negative phenomena, intensify innovation, formulate an effective investment policy and restore sports infrastructure, which will help to accelerate the solution of problems of physical culture and sports development in Ukraine. The study is the first to theoretically substantiate the importance of implementing PPPs in the field of physical culture and sports during the crisis period, which will further contribute to the formation of the market for physical culture and sports services and the development of the labour market in the post-war period.

Обґрунтовано необхідність ефективного державного сприяння розвитку освіти у сфері фізичної культури як важливого фактора формування і розвитку фізичного, психічного, соціального та духовного здоров’я суспільства та його членів. Проаналізовано систему взаємовідносин між органами виконавчої влади, органами місцевого самоврядування, організаціями фізкультурно-спортивної спрямованості щодо розвитку освіти у сфері фізичної культури шляхом поліпшення її організаційного, нормативно-правового, кадрового, матеріально-технічного, фінансового, наукового, медичного, інформаційного забезпечення. Узагальнено концептуальні засади структурно-функціональної моделі узгодження державних політик щодо сприяння розвитку освіти у сфері фізичної культури.

The purpose of the research is to determine and develop organizational and pedagogical conditions, the implementation of which during the professional training of specialists in physical culture and sports will ensure the formation of the socio-perceptive component of cross-cultural communication skills in them. Material. As organizational and pedagogical conditions, the implementation of which, in our opinion, will ensure the formation of the socio-perceptive component of cross-cultural communication skills, were determined: 1) provision of the cross-cultural component of professional training of specialists in physical culture and sports; 2) implementation of quasi-professional cross-cultural activities of specialists in physical culture and sports by methods of innovative pedagogical technologies; 3) introduction of foreign language training based on the principles of content and language integrated learning. An experimental study was conducted to test the hypothesis that the formation of the socio-perceptive component of cross-cultural communication skills in specialists in physical culture and sports will be effective if certain organizational and pedagogical conditions are implemented. Experimental activities took place during 2020–2024 on the basis of the Zaporizhia National University. Students of the specialty 017 “Physical education and sports”, of the “Sports” educational program of the year of admission in 2020, participated in the experiment, divided into experimental (35 people) and control (36 people) groups. The results of the conducted experiment demonstrated positive dynamics regarding the level of formation of the socio-perceptive component of cross-cultural communication skills in specialists in physical culture and sports according to four measurement methods (diagnostics of communicative tolerance by V. Boyka, the scale for assessing cross-cultural receptivity (the author’s adaptation of the scale of intercultural sensitivity by G. Chen and W. Starosta), diagnosis of the level of empathic abilities by V. Boyko, diagnosis of the level of reflexivity by A. Karpov). The coefficient of formation of the socio-perceptive component of cross-cultural communication skills of the students of the experimental group thanks to the implementation of the defined organizational and pedagogical conditions increased by 0.18 (from 0.39 to 0.57), whereas in the control group it changed only by 0.02 (from 0.40 to 0.42). The statistical significance of the obtained results was proven using the Wilcoxon rank test (p<0.000, which is much smaller than the critical indicator p≤0.05). Conclusions. So, the experimental research confirmed that the implementation of the set of developed organizational and pedagogical conditions statistically reliably leads to an increase in the level of formation of the socio-perceptive component of cross-cultural communication skills.

A pedagogical model of the formation of organizational competence among future specialists in physical culture and sports of the Armed Forces of Ukraine with the disclosure of the content of all its components: goals and tasks, organizational and pedagogical conditions, content, methods, forms of formation, criteria and indicators for diagnosing the results of formation is proposed. Approaches to understanding the concept of "pedagogical modeling" are defined. All components of the model are interdependent and only in symbiosis ensure the formation of organizational competence in future specialists in physical culture and sports of the AF of Ukraine. The model consists of the following blocks: target-methodological, theoretical, subject-subject, methodical, control-corrective and result: the target-methodological block reflects the target and task of forming organizational competence among future specialists in physical culture and sports of the AF of Ukraine, taking into account their professional knowledge, skills and abilities, professional and ethical standards, values and experience in the chosen profession; the theoretical block – the structure of their organizational competence and contains important requirements for its formation; the subject-subject block ensures the interaction of at least two subjects - a teacher and a cadet, the methodological basis of which is the subject-activity approach to the formation of the organizational competence of the latter; the methodological block – its gradual formation among respondents, which is implemented in a certain sequence; the control and correction unit provides for the implementation of such functions as diagnostic, regulatory and predictive, which in turn provide an opportunity to evaluate and control the acquired theoretical and practical knowledge by the respondents; the result block includes the result of the formation of organizational competence in future officers - specialists in physical culture and sports and the clarification of the levels of its formation using the criteria and indicators we have determined

The relevance of the study lies in the need to develop and implement effective pedagogical conditions and technologies for the formation of scientific and research competence in future specialists in physical culture and sports, which meet modern educational requirements and the real needs of the industry. This work aimed to theoretically substantiate, develop, and experimentally verify pedagogical conditions that ensure the effective development of scientific and research competence in students of the specialty 017 (A7) Physical Culture and Sports. To achieve the goal, theoretical methods (analysis, synthesis, generalisation), empirical methods (questionnaire, observation, pedagogical experiment), as well as methods of statistical data processing were used. The pedagogical experiment was conducted in 2023-2025 on the basis of the Faculty of Physical Education and Sports of the Poltava V.G. Korolenko National Pedagogical University with the participation of 156 applicants for the second (master's) level of higher education. In the control and experimental groups, the dynamics of the levels of formation of scientific and research competence were compared according to the specified criteria. It was established that the formation of scientific and research competence is one of the key conditions for the professional growth of a specialist and their readiness to implement innovations in the field of physical culture and sports. The results of the experimental study showed minor changes in the control group and significant growth in the experimental group: the high level increased from 8 to 31%, the sufficient level from 22 to 43%, while the share of students with average and low levels decreased by 21 and 23%, respectively. Such dynamics are a consequence of the implementation of a set of pedagogical conditions: integration of research tasks into the content of academic disciplines, application of project and research technologies, organisation of mentoring support, and reflective and evaluative support. The practical value of the work lies in the possibility of using the proposed approaches in the educational process of training physical culture specialists for the purposeful formation of their scientific and research competence.

The article reveals the essence and content of the concept of "pedagogical conditions" and substantiates these conditions, which at the present stage of the Armed Forces of Ukraine will ensure the formation of organizational competence of future specialists in physical culture and sports. It is determined that they should contain the following aspects of military professional training: methodological, which includes the main leading ideas and principles on the basis of which military professional training takes place; theoretical - goals, principles, content and result of their organizational training; methodical - basic methods, technologies, means and methods of their organizational training; practical - the presence of modern educational and logistical bases that meet the requirements for a military specialist and the specifics of professional training of future specialists in physical culture and sports of the Armed Forces of Ukraine.The following pedagogical conditions of its formation are substantiated: maintenance and development of motivation of its formation at future specialists in physical culture and sports of the Armed Forces of Ukraine; pedagogical modeling of its formation in future specialists in physical culture and sports of the Armed Forces of Ukraine in higher education institutions as its organizers; ensuring interdisciplinary links in the process of forming the organizational competence of future specialists in physical culture and sports of the Armed Forces of Ukraine; purposeful formation of the system of organizational knowledge, skills and abilities as future organizers of physical training and sports with the help of contextual teaching methods (special course "Organizational competence of future specialists in physical culture and sports of the Armed Forces of Ukraine").Key words: pedagogical conditions, organizational competence, military-professional training, future specialist in physical culture and sports.

The article considers the methods of activating the educational and cognitive activities of future specialists in physical culture and sports professionally competent activities in the fitness industry. It is noted that purposefully organized professional training of future specialists in physical culture and sports promotes the development of cognitive activity, independence, creative activity of productive thinking of applicants for higher education, in great demand in a developed industrial society. The purpose of the study was to substantiate the intensification of educational and cognitive activities of future specialists in physical culture and sports in professionally competent activities in the fitness industry. Material and methods: analysis and generalization of data from scientific and methodological literature, retrospective of own experience. Results of the research. Educational and cognitive activities of students are various types of collective and individual work in the classroom and outside the classroom. Educational activities include: creating projects, conducting trainings, business games, educational discussions, round tables, creating fitness programs and other activities. tasks of activation of educational and cognitive activity at the expense of introduction of innovative educational technologies: formation of cognitive enthusiasm, motivation to training; formation of skills to work with information presented in different types (text, drawing, diagram, symbolic record, model, table, diagram); formation of skills of independent cognitive activity; formation of skills of independent individual and collective work: mutual control and self-checking, discussion of information, planning of cognitive activity and self-assessment. Conclusions. Intensification of educational and cognitive activities of future specialists in physical culture and sports to professional activities in the fitness industry will be more effective through the introduction of innovative educational technologies such as trainings, business games, educational discussions, round tables, Case-Study, Workshop, professional consultations , creation of fitness programs and other activities.

This article presents the results of a study of the legal nature of a sports contract and the legal status of professional athletes and coaches who are parties to labor relations with physical culture and sports organizations. The article substantiates the need for special legal regulation of labor in the field of physical culture and sports. The authors consider foreign experience, including the legislation of the states of the Eurasian Economic Union, as well as France, Italy, Spain, the United States, where independent norms have been established that regulate labor relations in the sports field. The legal regime of labor of employees in the field of physical culture and sports, based on the best examples of world practice and the interests of athletes and coaches, is of high theoretical and practical importance. Despite the obvious advantages and the available foreign experience, in the legislation of Kazakhstan, the differentiation of labor of employees in the sphere of physical culture and sports has not found a normative determination. Neither labor legislation nor the Law "On Physical Culture and Sports" contains the specifics of regulating the labor of employees in this area, which is the main gap in legal regulation. The authors identified gaps and collisions in the legislation on physical culture and sports of Kazakhstan in terms of the erroneous determination of the civil nature of the contract on sports activities, substantiating the presence of all signs of an employment contract. As a result of the analysis of the legislation of Kazakhstan, the authors came to the conclusion that it is necessary to establish a differentiation of labor of employees in the field of physical culture and sports, in connection with which recommendations were prepared for amending and supplementing the Labor Code of the Republic of Kazakhstan and the Law of the Republic of Kazakhstan "On Physical Culture and Sports", as well as development of a sectoral agreement on social partnership and regulation of social and labor relations in the field of physical culture and sports.

The article clarifies the peculiarities of the professional training of future specialists in physical culture and sports in institutions of higher education in the conditions of distance learning; the specifics of professional training of future specialists are considered; the types of distance learning, which differ in communication strategy and means of information transmission, are revealed; the features of remote and electronic learning methods for quality training of future specialists have been proven. The purpose of the article is to find out the basics of the formation of ICT competence among future specialists in physical culture and sports in the conditions of distance learning. The methodological basis of the article is a systematic combination of system-forming interrelated factors (goals, forms, and methods of pedagogical influence, principles, subjects, and conditions of the educational process, means of education, and content of education). The pedagogical conditions for the formation of ICT competence among future specialists in physical culture and sports for the effective and rational application of distance learning technologies are substantiated.

The state of professional readiness for activity when using rock climbing in extracurricular time was determined based on the analysis of scientific and methodological literature and questionnaires of future specialists in physical culture and sports. Important aspects for specialists in physical culture and sports are a high level of professional training, the ability to combine theoretical and practical aspects, constant replenishment of knowledge and improvement of skills and abilities using the latest technologies and other approaches Rock climbing is a strategic sport that involves active awareness of body position and strategic placement of arms and legs to move from one foothold to another. Such body awareness training develops fine motor skills and eye- motor coordination. Also, on the basis of the questionnaire, the students' motivation for climbing was determined. The goal is to justify the need to use rock climbing for extracurricular work in the professional training of future specialists in physical education and sports. Methods: analysis of scientific and methodological sources and Internet resources, study of advanced and generalization of personal pedagogical experience, questionnaires. Research results. Surveys of students revealed that the majority of respondents, 81%, consider it necessary to study a sport such as rock climbing for better professional training. Only 27% can use the elements of this sport. Due to the fact that rock climbing has a positive effect on the appearance and promotes the development of physical abilities, 64% of high school students would enjoy climbing. The data obtained in this way indicate that the chosen topic is relevant and timely.

The article considers the peculiarities of the use of electronic learning tools in the process of training future specialists in physical education and sports. An analysis of the scientific literature on the use of electronic tools in the educational process in higher education is conducted. The experience of using e-learning tools in the process of training specialists in physical education and sports at Zaporizhia National University is generalized. A classification has been formed and four groups of e-learning tools have been substantiated for the training of future specialists in physical education and sports. The first group includes an electronic textbook. It is established that its educational functionality is higher than that of paper. The second group included quasi-professional learning tools using Google Wave, Google Groups, Zoom, FreeConferenceCall, Google Meet, Kahoot and QUIZIZZ, as well as LearningApps tools, which gave students the opportunity to create their own interactive exercises and learning games. The third group included multimedia teaching tools for creating presentations using Prezi, online application for animated video presentations PowToon, video editors Windows Movie Maker and VSDC Free Video Editor, visualization tools using online graphics services Google Developers, Easel.ly, Piktochart, Infogr.am, graphic editors Adobe Photoshop, The GIMP, Paint.net, PhotoInstrument, as well as tools for reproducing educational virtual reality using mobile VR-helmets OCULUS GO, MIRAGE SOLO, GEAR VR. The fourth group of e-learning tools in the training of future specialists in physical culture and sports included e-learning tools and its components, in particular, software and hardware Moodle, which allows you to develop exercises and tests to consolidate theoretical material and generalize knowledge of specialists in physical culture and sports. Scientific and methodological substantiation and recommendations on the use of electronic learning tools in the process of training specialists in physical culture and sports are provided.

The article studies the national and international legal framework for regulating relations in thefield of physical culture and sports. It has been established that studying and taking into account positiveforeign experience in effectively regulating relations arising in the field of physical culture and sports, forimproving the norms of national sports law, including for codifying the sports legislation of Russia, is oneof the important reasons for the development of international cooperation of the Russian Federation withforeign countries. Another important reason is the need to harmonize and unify the national legislation ofRussia in the field of physical culture and sports with international law. The development of international cooperation between Russia and foreign countries and international organizations in the direction ofensuring national security is especially relevant in the context of exerting pressure on Russian athletes in thepast decade at sports competitions and events of various levels. It is concluded that Russia needs to developall areas of international cooperation, since physical culture and sport at the national and internationallevels is an important tool for ensuring the sustainable socio-economic development of countries, a tool forpersonal development of a person, a tool for intercultural, partnership and friendly development of interstatecommunication and serves as a powerful incentive to increase the competitiveness of each country in thecontext of globalization.

Introduction. Digital transformation is one of the five priority areas of the state policy outlined in Strategy for the Development of Physical Culture and Sports until 2028. The success of modernizing management processes in the field of physical culture and sports depends on the effectiveness of developing organizational and management foundations with the involvement of advanced digital solutions. Automation of management tasks, electronic document management, and digital platforms for communication have significant potential to optimize all aspects of management. The aim of the study to conduct a sociological analysis of the state of digitalization in the field of physical culture and sports and to identify the priorities for implementing digital solutions to optimize organizational and management processes in the field of physical culture and sports. Material and methods: The study involved 1,175 respondents, including employees of executive authorities, territorial communities, sports federations, institutions of physical culture and sports, coachers, athletes and judges. An expert survey involved 12 leading specialists in the field of physical culture and sports. The methods used in the study include theoretical analysis and generalization of scientific literature, documentary sources, and online resources; synthesis and generalization; sociological survey; and expert evaluation methods. Results. The conducted sociological survey, aimed at justifying the need for the global digitalization of the management system in physical culture and sports, revealed a number of key issues, among which the complexity of communication between levels of the organizational structure and the lack of a clearly defined work scheme stand out. The majority of respondents (80.9%) actively use information systems in their work but face various difficulties, including the need for manual data entry (39.2%), lack of access to necessary information (28.6%), and communication difficulties between system users (26.6%). Conclusions. The conducted research confirmed the working hypothesis regarding the appropriateness of expanding the use of digital solutions in the organizational and managerial activities of physical culture and sports. The expert survey identified priority digital projects, with the highest ratings given to the electronic passport for athletes/coaches, the unified event calendar, and the electronic register of sports infrastructure. Respondents consider these initiatives to be the most important for improving organizational and management processes in the field of physical culture and sports.
