ПРОБЛЕМИ ФОРМУВАННЯ ІННОВАЦІЙНОЇ КУЛЬТУРИ В СУЧАСНОМУ УКРАЇНСЬКОМУ СУСПІЛЬСТВІ: ЕКОНОМІЧНІ ТА СОЦІАЛЬНІ АСПЕКТИ

Formulation of the problem. The need for a categorical interpretation of the thesaurus is due to methodological priorities for scientific, objectivity, systemic, integrity, unity, complexity and logic of the study. The correctness of the use of relevant concepts and categories is determined by the accuracy of their definitions, fully depends on the verification of the presented innovative culture concept of the leader. Consequently, there is a need for a comprehensive research analysis of conceptual and terminological apparatus of problem research of innovative culture development of the future manager of the general secondary educational institution in the master’s training process. Materials and Methods: Solving the highlighted aim, a set of methods of scientific research adequate to them were used, theoretical: a comparative analysis of conceptual and terminological apparatus of problem research of innovative culture development of the future manager of the general secondary educational institution in the master’s training process; a systematic analysis of conceptual and terminological apparatus of problem research of innovative culture development of the future manager of the general secondary educational institution in the master’s training process. Results. The article presents the innovation culture development of the future manager of general secondary educational institution as a systematically organized, respectively providing process in master's training, determined by the needs of society, state and customers of educational services and institutionalized, which substantiates the relationship and interdependence of innovation culture, which correlate with the content and pedagogically appropriate methodological systems of professional training at higher education. It is determined the IC development of the future manager of general secondary educational institution. Conclusions. Thus, modern theories of social development make it possible to identify the specifics of the innovative culture development and give grounds to conclude that the innovation and innovation culture development is a natural, necessary, historically determined and self-organized process of objectification and institutionalization of innovative content at the social and individual levels. It is important to understand that the emergence of innovation and innovation culture is possible only if the dialectical and synergetic nature of life is taken into account. For the innovation culture development is exceptional importance the openness of educational systems, the presence of the environment and mechanisms for the natural struggle of contradictory and opposing forces, the absence of authoritarian and artificial interference in the institutionalization of innovation culture.

Abstract. Introduction. Higher education institutions are a multicomponent centers of professional development of future specialist and centers of formation of human and social capital of country. An important condition for ensuring the competitive functioning of education institution, its ability to increase spiritual and intellectual potential of country is the development of organizational culture of institution. Organizational culture is a collective characteristic of the sociopsychological environment of educational institution, formation and development of which is determined by adaptability to external changes. Effective organizational culture contributes to the achievement of intellectual and cultural social goals by clearly defining the mission, goals and development strategy of higher education institution. Purpose. The purpose of the article is investigation the formation and development of powerful organizational culture of higher education institutions and presentation of its role in achieving competitive advantages of organizations at educational services market. Results. The essence of organizational culture of higher education institution is investigated. The views of scholars on interpretation of the terms «organizational culture» and «corporate culture» are presented and generalized. There is noted that organizational culture is a basis for formation of corporate culture of organization. Factors influencing the formation and development of organizational culture of higher education institution are identified and characterized, such as: professional activity of management, personal and professional development of teachers and students, macroeconomic environment, structural and organizational characteristics of institution. The influence of organizational culture on achievement of higher educational institutions' competitive advantages due to improvement of effective indicators of educational and scientific activity is presented. Modern tendencies in educational services market caused by migratory moods of youth, aging of the population are presented. The main measures to improve the organizational culture of higher education institutions at different levels (administrative, teaching, student and service) are described, which will increase the competitive position of organization. Conclusions. Organizational culture is very important for ensuring the quality and effectiveness of educational, scientific and cultural processes of higher education institutions, uniting the values, goals and norms of behavior and communication between all participants in educational process, regardless of positions and social roles. The full development of organizational culture of higher education institutions requires the coordination of values, skills and abilities of all representatives of organization to achieve a synergistic effect.

The author has revealed features of the goal-setting technology and the essence of the tree of goals concept. The author has systematically analyzed the tree of goals in implementation of innovative systematic technologies, professional foundation and development of innovative culture. Three variants of the goal-setting and relevant training tasks are given.

Introduction. The scientific article analyzes the features of legal culture of Ukraine, which is in the status of a national legal culture has absorbed not only by a common legal culture, but also special about it and specific to a given legal culture. Provided that there are no two identical legal systems, and no two identical legal cultures. Each national legal culture is developing in a separate society, which has its own cultural characteristics, its own history, develops in particular natural and historical conditions; and that primarily is due to the specificity of state-legal development of society, and therefore the specifics of the national legal culture. Noted that the peculiarities of formation and development of legal system of Ukraine at its initial stage are the objective factors that significantly influenced the development of legal culture of Ukraine, and with it – at the societal, group and individual perception of the new law in the minds of the people and their choice of the relevant legal values. It is argued that under adverse and highly controversial economic, social and state-legal development of Ukraine in the early 90-ies, national legal culture is acquired not progressive, and chaotic and even regressive trend of its development. By the authorities to attempt to reform society, including the state and legal reform, led mainly to the opposite effect, to the increasingly obvious destruction of the system of state administration and legal system, to the denial of the principle of legality and criminality, corruption, and systematic disregard for and violations of the ruling subjects of human rights. Therefore, instead of approval in public life generally accepted legal values in Ukraine today questioned the value of the law and legal nihilism entered level generally threatening the company's existence. The aim of the article. To find out the problems of the formation and development of legal culture in Ukraine, taking into account certain aspects of it to cover them in this article. Results. When talking about the formation of legal culture, it is noted in the literature, apparently, mean measures that create for this process, the necessary conditions, providing the opportunity to the highest degree manifest objective factors that should serve as a conditions of development of legal culture of a society in transition. However, the objectivity of the process of formation of legal culture of society does not mean elimination of human factor from the process. It is also alleged that in the professional legal culture on the legal culture in Ukraine, a special place belongs to the legal culture of lawmakers because of the level of their professional training, legal culture depends on the quality of laws, the timely and proper amendments and additions to the existing legislation with a view to its improvement. The actions of the lawmakers form the authority of the government, contribute to a proper understanding of the law, the observance of the current legislation. For legislative success is essential continuous professional legal culture of direct participants. As shown by practical experience, a high level of professional legal culture of the participant of the legislative process reaches the combining of the two requirements. The first involves the education of the participant of the legislative process, his personal conviction of the need of observance of laws in everyday life. The second is directly connected with the process of obtaining the quality of professional knowledge regarding the mechanism of creating laws and the legal system and develop skills to professionally apply that knowledge. Conclusions. The authors mainly focus not on the characteristics of the development and current state of national legal culture and on various aspects of relations "society-state" in whose context also refers to the legal culture in its private manifestations, and expressed opinions relative to problems of formation in Ukraine of a higher level or better quality of legal culture. But without a clear understanding of the specific and the real state of the national legal culture of Ukraine can not develop the necessary tools and levers of formation of legal culture necessary for the effective functioning of the national legal system.

Open innovation has an essential impact on innovation activities and the competitiveness of MSMEs. Apart from that, it is an exciting topic for academics and practitioners. Open innovation practices and human capital are more frequently discussed in large companies from a developed country perspective and are associated with higher business performance. However, the influence of the open innovation paradigm on human capital and its consequences on business performance in the context of developing countries have yet to be thoroughly explored. This research aims to analyze the influence of human capital and innovation culture in supporting open innovation practices on business performance. This research was conducted on MSMEs in Padang City, West Sumatra, Indonesia. Using quantitative methods, samples were taken using purposive sampling of as many as 200 MSME actors in Padang City. The findings in this research are that there is a positive and significant influence of human capital on open innovation, innovation culture on open innovation, and open innovation on business performance. Open innovation has also successfully mediated the relationship between human capital and business performance and innovation culture with business performance. The results of this research have important theoretical and practical implications for policymakers and MSME actors. These findings underscore the importance of human capital and innovation culture on business performance through open innovation. To improve MSMEs' performance, managers/owners must simultaneously strive to increase human capital and innovation culture through open innovation practices.

The article is devoted to the consideration of the problem of formation of innovative culture of a teacher of a pedagogical institution of higher education. the innovative culture of the teacher is considered as a scientific phenomenon, as well as a component of professionalism and a factor in improving the educational process.The purpose of the article is to summarize the results of theoretical research into the essence of innovative culture, the relationship between this phenomenon and the concepts of innovative pedagogical activity, components of professional pedagogical activity and their formation in the process of professional training in the conditions of a pedagogical institution of higher education. The logical relationship between the realization of material and spiritual culture in the innovative activity of an individual is presented. The peculiarity of the formation of an innovative culture in the process of professional pedagogical activity in the conditions of an innovative educational environment is illustrated. The essence of the innovative culture phenomenon is revealed on the basis of axiological and structural-functional approaches and its components are determined. The main factors that determine the formation of the need for the innovative orientation of the teacher’s pedagogical activity in the modern conditions of educational activity in the institution of higher education are revealed. Evaluation criteria were formulated and an empirical study was carried out to determine the levels of formation of innovative culture among teachers of a pedagogical institution of higher education, and the characteristics of individual groups of teachers according to the determined levels were presented. Based on the analysis of the pedagogical characteristics of certain groups of scientific and pedagogical workers, the peculiarities of their atitude to perception, understanding, creation and application of innovations in the educational process were characterized: from active-positive to passive-negative. The key competencies of a modern teacher and their selection criteria are defined, which determine the ability to engage in innovative pedagogical actvity and ensure the effective performance of pedagogical functions and tasks in accordance with the content of the formed innovative culture. According to the results of the conducted research, the conclusions were made that the innovative culture of the teacher is an integrated component of the professionalism of the pedagogical worker at the personal and professional levels. The formation of the teacher’s innovative culture determines the effectiveness and quality of pedagogical activity in the context of the development of the innovative educational environment of the institution of higher education.

Purpose. Military operations in Ukraine prompt to reconsider the essence of pedagogical skills of modern specialists in the pedagogical field to meet the requirements of the country's reconstruction in the post-war period. In this context, given that one of the main directions of education reform is its transition to an innovative basis, the problems of forming an innovative culture in pedagogical staff are gaining special attention. At the same time, the total transition of education to a competence-based approach requires a new approach, and this approach can be realized if the analyzed contingent has this new phenomenon. Considering the above peculiarities, the stages and system of basic determinants of forming the innovative culture of future pedagogical specialists should be theoretically substantiated and developed. Methods. The research used a set of methods, including structural analysis, synthesis, comparison, generalization to study scientific literature, regulatory and normative documents to determine innovative trends in the development of education and the content of the concept of “innovative culture”; method of theoretical modeling of the process of formation of innovative culture of future pedagogical specialists, retrospective analysis of own experience to find out the stages of this process and the appropriate system for their successful implementation. Results. The essence of the concept of “innovative culture of future pedagogical specialists” has been studied. It has been established that the analyzed specialists are carriers of innovative culture, provided that they are positively motivated to implement innovations in the educational process, have formed the appropriate competence for its implementation and are highly active in the development and application of innovative technologies. Based on this, the structural components of innovation culture are the focus on innovation, intellectual competence and innovation activity. Based on the systemic, activity-based, personality-oriented approaches; the basics of modeling educational processes; and own experience, it is determined that the formation of the innovative culture of future teachers is possible provided that such stages as motivational and ideological, design and implementation, and corrective and improvement are implemented. It has been proved that to form an innovative culture in future pedagogical professionals, it is necessary to consider the basic determinants of this process, including methodological, organizational, pedagogical, and psychological and pedagogical ones. Conclusions. The formation of innovative culture in future pedagogical specialists is important for the quality training of specialists involved in the reproduction of the country in the post-war period. The identified stages of innovative culture formation of the analyzed specialists (motivational and ideological, design and implementation, corrective and improving) and the basic determinants of this process (methodological, organizational and pedagogical, psychological and pedagogical) will accelerate the implementation of innovative technologies in the professional training of specialists.

The development of innovative culture within an organization is listed among the core factors for innovation sustainability and continued success within organizations. However, neither the phenomena of innovative culture was studied in depth at the micro level, nor the organisational factors, influencing the formation of certain innovation culture profiles within an organisation were analysed, nor especially, their underpinnings tested at the empirical level. The paper focuses on the understanding of innovation culture formation within business organizations, in depth analysis of the core organizational factors, influencing this formation and finally, also defining the diversity of innovation culture profiles in business organizations. The analysis of those factors contributes to the understanding of the phenomenon of innovation culture in business organisations from the empirical perspective, but also provides the ground and implications for action in designing innovative organisations and developing innovation cultures in catching up countries, as the paper is based on empirical findings from Lithuania.

Purpose: In recent years, many disruptions have occurred in the Vietnamese economy, which has caused listed banks to suffer many consequences, so listed banks must recognize the factors that promote recovery. Although studies on this issue have been conducted, the amount is quite limited and there is little focus on human resource factors. This empirical study was conducted to demonstrate the factors that affect employee performance and its impact on the recovery of business operations of listed banks. Design/methodology/approach: In this study, the author used questionnaires to collect data from 850 listed bank employees between 15th August 2023 and 26th December 2023. This study developed a questionnaire that used measures from many previous empirical studies to build a model to measure the impact of human resources on a company's ability to recover performance, using a five-point Likert-style scale (from 1 level equals to totally disagree; to 5 level equals to totally agree). After collecting data, this study used the SPL Smart application, to find the relationship between the role of human resources and the ability to recover business performance. From that analysis, the author will provide an objective perspective on the role of human resources in promoting the recovery performance of listed banks in Vietnam. Findings: Research results show that performance appraisal variables positively impact employee performance. On the other hand, career development and training and development do not affect employee performance. Finally, the analysis shows that there is a positive relationship between employee performance and business recovery at listed banks. Research limitations/implications: This study shows that human resources play a very important role in the recov-ery process of Vietnamese listed banks. Learning about the factors that influence employee performance will help banks align their HR strategies with organizational goals, ensuring that the workforce has the right skills and com-petencies necessary force. This process will help listed banks in Vietnam increase their ability to recover from disruptions and enhance their competitiveness. However, this study still has limitations including sample size and number of independent variables not large enough to show the importance of human resources in the recovery process of listed banks in Vietnam. Originality/value: This study contributes to emphasizing that human resources play an important key in the recov-ery process for Vietnamese listed banks. From an objective perspective, it provides insights into the role of human resources and factors to improve employee performance in listed banks.

The article is devoted to the problem, which has put the issue of awareness of the importance of interest in the process of modern nation. The basis of article consists of scientific approaches to understanding the concept of national defined by the signs of interest, which include political, geographic, economic and cultural characteristics. In author’s opinion, the feature that defined in the article allows to isolate the state of the overall picture of the world, defining its uniqueness and individuality. Special attention is drawn to the author's definition of the main factors determining the interest, the basic elements that have an impact on the calculation of interest. The article reveals the essence of strategic culture, which includes historically-formed method of solving vital for the country's problems. In my opinion it is the strategic culture driven by traditions, spatial, geographical location, outlook and worldview, historical experience. Strategic culture determines behavior of a country, management style, ability to mobilize in the event of protecting interests. This paper analyzes the general theoretical aspects of the concept of interest as defined by (William Gladstone, Hans Morgenthau, A. Thierry). The author emphasizes that it is due to the fact that in Ukraine there is no clear understanding of interests, their fixed and variable components, there is an urgent need for understanding the interest in the theoretical and practical levels (as informed public opinion concept). The author emphasizes that it is the formation of civil society in Ukraine, updates the consideration of the interest in a new perspective. Given the purpose of the article, the author refers to the practice of forming interest in Western Europe. The author believes that the approach to the definition of interest depends on the logic of the West, which is the next logical chain: the public interest – the social interest – the interest; Ukraine in the chain, according to the author has the following logic: state and interests. Therefore, the author stresses the importance to incorporate the wishes and interests of different groups of civil society. The article reveals the needs of social development, which in author’s opinion is the basis of interest. The main task in this context is a task that is associated with the transformation of the interests of individuals, social groups and groups that are interested in the aggregate interest. Special attention is focused on the author's specifications of Ukrainian reality. The author notes that the time of independence allowed greatly expand the actual content of the culture, the value in the interests of Ukraine. The factual material of citizens’ cultural interests, their place and role in the formation of interests of Ukraine has been determined. The role and place of ideology in the interest has been revealed. National interests in its essence must be higher than any ideology, as most serve as an ideology, taking over the functions of the latter. Analysis of the specific source base allowed the author to isolate certain number of components of the interest in Ukrainian culture. This article analyzes the Ukrainian realities defined by their influence on the formation of interest. According to the author it is essential to have consolidation of all interested parties of Ukrainian cultural state subjects to solve the problems. Activity of various actors who are interested in the development of Ukrainian culture is intended primarily to influence the conduct of the actual policy in the country, to promote coordination among all participants culturally creative process. The author says, there is a need to develop common organizational and legal principles with the general trends in the regulation of relations in the cultural politics of other countries. According to the author, the basis of government guarantees of the preservation and development of culture is public funding and therefore their legal regulation. The article ends with fundamental conclusions which allow determining the practical significance of theoretical positions discussed in the article. The author claims that, the formation of interests is a long historical and evolutionary process that is carried out in a complex interplay of economic, social, national, mental and other factors that are combined to determine the content and nature of the cultural and historical experiences of the people. As such, the interest is a socio-historical phenomenon and can not exist independently of the cultural awareness of their speakers. They have the closest relationship with the cultural identity of a particular nation. In order to build a democratic state and the realization of the above objectives, interests must take into account not only the representatives of civil society, and most importantly – government agencies and officials. This activity should be aimed at improving the state mechanisms that would allow the foundation of any business to put interest in priority.

The article is devoted to the problem of formation and development of corporate culture as the main factor of the successful functioning of medical organization in terms of optimization of activity of the health system. Discusses the importance and main directions of development of corporate culture for personal and organizational development. The authors identified features of the corporate culture of healthcare organizations, the approaches, showing the sequence and contents of the main practical activities on the formation, maintenance and development of corporate culture. Emphasized the need for further research and introduction of corporate culture and cultural values in health care organizations. Purpose/ objectives: to Study and evaluate the corporate culture of healthcare organizations to improve institutional management and increase of efficiency activity of medical organizations. Materials and methods: For data collection methods were used: direct observation, interviews, questionnaires. In conducting this study used data from official sources, a literature review, a systematic approach, comparative analysis, historical, sociological, statistical research methods. The results of the study indicate the need for concept development, tools implementation and development of corporate culture in the practice of the medical organizations. Conclusions/Significance: Corporate culture – the system of collectively shared values, symbols, beliefs, standards of behaviour employees of the organization that contributes to the originality and uniqueness of the activities of medical organizations that promote the identification of employees with the organization; Corporate culture is formed with the influence of factors external and internal environment of the organization, solving problems, external adaptation and internal integration in the environment; Generated and promoted by the corporate culture is an important management tool, creates strong competitive advantage, increases the social responsibility of medical institutions to the society and patients, improves the quality of medical activities; The presence of the corporate culture of the organization, a coherent system of values and behavior models allows us to improve policy development processes, internal communication, unity and team cohesion, to create a single vector of development of human resources to reduce employee turnover in your organization; Medical organizations need the formation of the concept, mechanisms of implementation and development of corporate culture in practice activities; The system of continuous professional education of managerial staff of health must ensure the implementation of educational programs in the field of formation and development of the corporate culture of healthcare organizations.

the article is devoted to the description of individual parts of the experimental work, the general purpose of which was to determine the system implementation stages of the innovative culture development of the future manager of general secondary educational institution in the magister preparation process. The innovative culture development process of the future manager of general secondary educational institution in the conditions of the magistracy is described, which includes the following stages: motivational-cognitive, professional-practical, creative-active, professionally relevant.

The article deals with the problem of the preparation of a primary school teacher as the founder of educational innovations, professionally prepared for a productive creative response to the challenges of a globalized world. The formation of the innovative culture of future primary school teachers of a comprehensive school is a precondition for improving the educational environment of junior pupils and promotes the development of their personality. The author believes that the effectiveness of the formation of an innovative culture of future teachers, who will work with pupils of junior school age, depends on the management. The article provides theoretical analysis of the definitions of “culture”,“innovation”, “management”. The result of the theoretical study of encyclopedic-linguistic interpretations and interpretations of the above-mentioned terms by various scholars is the definition of the concepts of “innovative culture of the teacher”, “the formation of the innovative culture of the primary school teacher”. The author shows that under the conditions of permanent changes of modern education, the controlled formation of the innovative culture of future primary school teachers serves a specially organized management process, which involves the achievement of positive changes in the managed object due to purposeful rational volitional actions. In this case, the role of managing the process of formation of the innovative culture of primary school future teachers in the conditions of educational transformations and new methods in the preparation of a competitive specialist in the field of education is increasing. The main conclusion of the article is the formulation of the definition, which reveals the essence of the concept of “management of the process of innovative culture formation of future primary school teacher”.

Strategic planning involves defining the organization’s long-term goals and ways to achieve them through the development and implementation of strategies. In the military sphere, strategic planning managers play a key role in ensuring the efficient use of military resources, achieving national defense goals, and responding to possible threats. The article reveals that technical culture is a set of knowledge, skills, values and practices related to the effective use of technologies, technical means and methods in professional activities. It includes not only knowledge of technical aspects, but also the ability to apply them rationally, improve them, and integrate them into work processes. Technical culture reflects the level of technical awareness, innovation and ability to adapt to new technological challenges. The technical culture of strategic planning managers encompasses a set of knowledge, skills, and values that allow effective use of modern technologies and tools to make reasonable decisions in strategic management. Among the components of technical there is the ability to analyze data, innovate, and coordinate resources to achieve the goals of the organization. The aim of the article is to reveal the theoretical and methodological aspects of formation and development of technical culture of strategic planning managers, its essence and content. The methodology of the study is based on an integrated approach that combines several research methods for a comprehensive analysis. The main components of such a methodology involve the analysis of scientific and educational sources related to technical culture, strategic planning and management of organizations; obtaining information about the essence and content of technical culture; identifying traditional and innovative forms and methods of formation and development of technical culture; generalizing the data obtained, making conclusions about the impact of managers’ technical culture on strategic planning. Conclusions. Effective formation of the technical culture of strategic management managers in higher education institutions can be achieved through interactive forms of learning, such as simulation games, project-based learning, and gamification. The use of methods such as flipped learning, adaptive learning, and cross-disciplinary teams helps engage students and develop their analytical and technological skills. Such approaches provide the practical experience needed to successfully integrate technology into strategic management. The article deals with the concept of pedagogical culture of parents, the goals of development of pedagogical culture of parents and methods of formation and improvement of the level of pedagogical culture of parents. The paper focuses on the tasks of interaction between an educational institution and the family in the upbringing of children. Methods of study. To study the possibility of forming a pedagogical culture of parents, we used a questionnaire to survey the needs of parents to interact with the educational institution and the interest of teachers in working with the family, the «Ideas about the ideal parent» method by R. V. Ovcharova, Y.A. Degtyareva, «Family Biofield» inquirer by V. V. Boyko and «Determination of parenting skills» questionnaire by O.L. Zvereva. Results of the study. The article shows the results of the impact of the program, which includes a seminar using the case technology «pedagogical culture of parents» and parent training based on the program «education based on common sense» on the formation of the pedagogical culture of parents. Conclusion. The results of the study proved the possibility of purposeful formation of the pedagogical culture of parents in the educational system of the school and the high efficiency of practice – and personality-oriented methods of such work, and also showed greater competence and awareness among parents and kindergarten teachers in the education of children.
