Oleksandr Perederii, Evgen Grygorenko The evolution of the normative foundations of Ukraine's European integration at the present stage of state formation The article presents and reveals the main tendencies of evolution of the normative foundations of European integration of Ukraine at the present stage of state formation. While analyzing the problems of implementation of the Association Agreement between Ukraine and the European Union, the author highlights and reveals the content of three main tendencies that are characteristic for the development of the legislative basis of the European integration policy. In particular, the expanding of the current Constitution of Ukraine with the rules on the irreversibility of the European integration course, updating of normative documents regulating the planned character and gradual implementation of the provisions of the Association Agreement, amending the current version of the Association Agreement in order to update its provisions. The attention is drawn to the fact that the modification of the legislative foundations of Ukraine's European integration course is an important political and legal factor for the transformation of not only the system of the legal system of the state in the formal sense, but also of the legal consciousness of the broad masses of the population. This is explained by the phenomenon of the action of so-called «future law». In practical terms, such a phenomenon manifests itself in the fact that in the society on the mental level there is an increasing level of expectations from the state to activate pro-European policy, further reforming of the national law in the direction of implementation of European models of social regulation. Accordingly, there is an impact on the minds of people by "future norms of law", which are designed to regulate social relations, which are just beginning to emerge. Further priorities of expanding the legislative foundations of Ukraine's European integration are outlined. In particular, it is the optimization of the mechanism of substantial realization of European integration transformations in the practice of national state administration, as well as the preparation of legislative support to overcome the global political risks and economic threats that may occur in connection with the implementation of the Association Agreement. The primary for Ukraine is the calculation of the foresight of the political, legal and socio-economic development of Ukrainian society and the generation of normative constructions for the efficiency of the respective processes. Therefore, the practical task of national legal science is to develop scientific proposals for further development of the normative foundations of European integration of Ukraine, taking into account the requirements of time and expectations of Ukrainian society. Ukraine's European integration has gained unprecedented intensity after 2014 and especially in the context of a full-scale war, when the process of gaining EU membership is combined with large-scale constitutional and municipal reforms. Economic and legal cooperation with EU member states is not only a tool of financial and technical support, but also a factor in the transformation of the Ukrainian legal system, its approximation to European standards of democracy, the rule of law and multi-level governance. Strengthening municipalism and modernization of the constitutional principles of public administration are key prerequisites for sustainable development and effective recovery of Ukraine. The relevance of the study is due to the need for scientific understanding of the mechanisms for integrating economic and legal cooperation into the system of constitutional construction and local self-government, as well as developing recommendations for the effective implementation of European practices in Ukrainian conditions. The purpose of the study is to analyze the features and directions of economic and legal cooperation of the EU member states in the field of development of modern Ukrainian constitutionalism and municipalism, to determine the impact of European practices and norms on the transformation of the constitutional system of Ukraine and the improvement of local self-government, and to outline the prospects for further integration of Ukraine into the legal and economic field of the EU to ensure the sustainable development of democratic institutions and regional development. The research methodology consists of such methods as the comparative method, the case analysis method, the empirical method, the historical and legal method, and the systemic method. As a result of the study, an analysis of economic and legal cooperation of the EU member states in the field of development of modern Ukrainian constitutionalism and municipalism was conducted. Based on official EU regulatory acts, in particular Regulation (EU) 2024/792 on the Ukraine Facility, as well as international agreements on partnership, cooperation and association with the EU ratified by Ukraine, key legal instruments of integration are considered. Special attention is paid to the role of the EU in supporting local government reforms and regional development, the implementation of the principles of multi-level governance and financial decentralization. It is established that economic and legal cooperation between Ukraine and the EU is a mutually reinforcing factor both for the constitutional development of the state and for the integration of European standards of municipalism into the Ukrainian legal system. The study confirms that in war conditions, Ukraine's European integration course acquires an additional dimension, combining the tasks of legal adaptation with the restoration of economic capacity and increasing institutional stability. The studied scientific publications and analytical reports emphasize the need for a comprehensive approach, which includes the harmonization of legislation, the implementation of European norms in the field of public administration and the use of EU financial and technical assistance instruments. The generalization of the results obtained allows us to conclude that the effective economic and legal partnership of Ukraine with the EU member states is both an integration tool and an important condition for the sustainable development of modern Ukrainian constitutionalism and municipalism, contributing to the strengthening of democratic institutions, transparency of governance, and increasing the well-being of communities.

The necessity and relevance of the study of the experience of formation and implementation of anti-corruption policy in the EU member states in order to implement it in Ukraine, due to its European integration vector of development is substantiated. The essence and causes of corruption depending on the spheres of society, as well as the characteristics of corruption in Ukraine and its impact on the economic and social parameters of the country, resulting in lower living standards. The existing models of perception of corruption in the world and the main strategies of anti-corruption activity are described. It is proved that the choice of strategy and model of anti-corruption activities in each country depends on many factors, and Ukraine's European integration course requires harmonization of national anti-corruption legislation with EU standards. The main causes of corruption in EU member states and features of anti-corruption policy of some European countries are analyzed. It has been shown that corruption is more or less common to almost all EU countries, however, common to all countries in terms of formation and implementation of anti-corruption policy is that it aims to minimize opportunities for corruption offenses. It is established that the basis of the anti-corruption policy of the Scandinavian EU member states is the concept of public administration "Good Governance", which combines institutions, processes and mechanisms through which citizens express their interests and exercise legal rights. It was found that EU countries do not pursue a common anti-corruption policy, and each country develops its own anti-corruption infrastructure, which aims to minimize opportunities for corruption offenses. It is proved that the insufficient effectiveness of the mechanisms of the state anti-corruption policy makes it impossible to carry out structural reforms on the way to full membership of Ukraine in the EU. Priority areas for further formation and implementation of anti-corruption policy in Ukraine have been identified, taking into account European integration aspirations and existing international standards.

The purpose of the study was to investigate the psychological mechanisms of disinformation and fake news influence on the formation of public opinion on the process of Ukraine's European integration, with a special focus on the analysis of Russian propaganda. The research methodology included analysing Russian propaganda narratives through mainstream media and social networks according to specific criteria; interviewing Ukrainian citizens about the impact of disinformation and identifying the psychological mechanisms by which disinformation influences public opinion. The study covered the psychological aspects of manipulating public consciousness, namely the use of fears, stereotypes and emotions to discredit the European integration course. The main tasks were to analyse the ways of spreading fake news, identify the key messages of propaganda, and study the susceptibility of different groups of the population to such information influences. Empirical data was collected through a survey, which allowed us to identify disinformation strategies and their impact on different segments of society. The results of the study showed that Russian propaganda actively used emotionally coloured fake news to manipulate public sentiment, which was particularly effective on audiences with low levels of media literacy. Such manipulations led to the formation of a negative attitude toward European integration and the creation of social tension. The significance of the findings was a deeper understanding of the impact of disinformation on public opinion, which was important for developing strategies to counter propaganda and increase media literacy

Introduction. The application of the European experience of financial market indicators is an actual subject of research for Ukrainian scientists in connection with Ukraine's European integration aspirations. However, the conditions and realities of financial activity in Ukraine are excellent, so the tendency towards blind borrowing needs to be adjusted. The modern financial system of Ukraine is an extremely powerful component of the country's economic body, but there are many questions regarding the increase in the rate of economic instability, especially against the background of Russian military aggression. To further improve the functioning of the financial sphere, the use of financial indicators (opportunities to analyze the system) will become extremely relevant. The purpose of the paper is to investigate European indicators of the financial market that can be used in Ukraine in the conditions of compliance with the course of European integration. Research results. In the paper researched the most popular European interest rate indicators, which are used to determine the cost of long-term lending. The existence of reliable financial indicators is a key condition for the development of the financial market, which makes it possible to influence the mechanisms for determining financial risks. The paper draws attention to the prospects of financial regulation in the conditions of the Eurozone (if Ukraine joins the use of a single common currency) and the possibilities of modern standards of banking regulation. At the same time, there is a need for a strong response to fraud attempts. In particular, in the Federal Republic of Germany, contributors and the indicators declared by them are strictly controlled. Since 2016, EU countries have applied criminal liability for manipulation attempts. Conclusions. Turning to the European experience of using financial indicators is relevant for Ukraine, especially in view of European integration aspirations. However, in order to meet modern requirements, there is a need to update the regulatory and legislative framework. Specific measures for reforms can become a separate object for research.

Introduction. In the context of Ukraine's European integration course and the state's implementation of the decentralization reform, the importance of local self-government as the basis for the development of territorial communities is increasing. Particularly relevant are the issues of filling local budgets with revenues to ensure that local authorities perform their functions, adequately finance social and economic programs, and create the preconditions for improving the quality of life of the population. Problem Statement. Filling local budgets with funds, creating a financial basis for the development of local self-government. Purpose. Research on changes in local budget revenue formation caused by the implementation of decentralization reforms in Ukraine (with a focus on territorial community budgets), determination of losses incurred by local treasuries and the additional revenues they received in the pre-war (before the start of full-scale war) period of reform (2015–2021), justification of ways to preserve budget revenues in an inflationary economy. Methods. The article uses general scientific methods, namely: descriptive, statistical and economic, monographic, and theoretical generalization. Results. The changes in the formation of local budget revenues (with a focus on the budgets of territorial communities) that took place in Ukraine during the implementation of the decentralization reform in 2015-2021 are described. The amounts of losses and additional revenues received by budgets as a result of the changes implemented are calculated. The methods enshrined in current legislation that allow budget revenues to be protected from inflationary depreciation are described. Conclusions. The implementation of the decentralization reform in Ukraine was accompanied by significant changes in budgetary and tax rules, including the introduction of new/termination of existing mandatory payments, revision of certain elements of taxes and fees, and changes in the proportions of payments distributed among budgets. These changes did not have an unambiguous impact on local government revenues, causing them to increase on the one hand and decrease on the other. The level of real increase in local government budget revenues for the period from 2014 to 2021 (38 %) recorded in the paper indicates that the reform has increased the financial capacity of territorial communities. It is determined that an important role in preserving local budget revenues is played by the relevant ways used by the legislator, including the revision of tax rates, minimum wages and subsistence minimums, and indexation of the monetary value of land plots. The author emphasizes the actual application of a unified approach to the formation of revenues of the budgets of territorial communities (regardless of their status – rural, settlement, city) from 2021. The author identifies the consistently high role of personal income tax and the growing role of local taxes and fees, excise tax and rent in filling local budgets, which has a positive impact on the level of financial support for territorial communities and creates prerequisites for their development.

The article shows that the military-industrial complexes of Transcarpathia, inherited from the Soviet period, can become a key element of the region's socio-economic development, but only if they are completely revitalized. We have proved the importance of adapting the European experience, particularly the positive practices of Hungary and Poland, in revitalizing objects such as the Arpad Line and the Borzhava Radar Station. It is argued that using modern technologies, environmental approaches, and the involvement of local communities ensures sustainable development of the region. The article also identifies the nature and potential of these sites in military tourism and educational and cultural initiatives. This is what needs to be taken into account in the process of transforming these sites. We propose integrating augmented reality technologies and innovative environmental solutions into revitalization. The article outlines the prospects for creating innovation centers, tourist routes, and cultural spaces. It is concluded that such an approach will contribute to the preservation of historical and cultural heritage and the economic and social development of Transcarpathia. The importance of cooperation with local communities and investment attraction is highlighted. Special attention is paid to the possibility of integrating international experience in the context of Ukraine's European integration course. We formulated recommendations for strategically using resources to create a modern infrastructure based on abandoned military facilities. Particular emphasis is placed on preserving the natural landscape by introducing green technologies. We highlight the prospects for creating eco-historical routes that integrate historical sites with the region's unique natural resources. It has been proved that revitalization contributes to forming a new architectural space and transforming military-industrial complexes into multifunctional facilities, practical tools for sustainable development that promote economic diversification and strengthen social cohesion.

Окреслено пріоритетні напрями розвитку сільських територій у руслі політки європейської інтеграції України. Доведено необхідність впровадження сучасних управлінських технологій у практику діяльності органів місцевого самоврядування сільських територіальних громад України. Першочерговий акцент зроблено на сільських територіях прикордонних регіонів України, які найбільш відчутно стикаються із сучасними викликами європейської інтеграції нашої держави. Відзначено необхідність забезпечувати першочерговий розвиток маркетингу сільських територій у прикордонних регіонах України в таких ключових напрямах: інституційно–економічному, інформаційно–управлінському, соціально–культуральному. На цій основі здійснено систематизації основних завдань розвитку маркетингу сільських територій прикордонних регіонів України у кожній із трьох окреслених площин, відповідно до основних викликів сучасного етапу європейської інтеграції України. Розроблено пропозиції для органів державної влади та місцевого самоврядування України, в яких першочергове значення відведене начально–освітній та інформаційно–консалтинговій компонентам з метою підвищення якості управлінської підготовки працівників органів місцевого самоврядування сільських територіальних громад у прикордонних регіонах України. Показано, що більшості європейських урядів довелося відмовитися від надміру витратної системи прямої бюджетної підтримки сільсько­господарських товаровиробників. Замість цього було впроваджено механізм фінансових субсидій, спрямований, насамперед, на стимулювання інновацій в аграрному секторі економіки, а також на ведення екологічно безпечного сільського господарства. Крім того, суттєво зросла частка витрат на розвиток інфраструктури сільських територій та фінансування програм соціально–культурного розвитку села. Аналізуючи особливості функціонування інституційно–правового механізму реалізації спільної аграрної політики ЄС, відзначено, що в ЄС дедалі частіше організаційною платформою для здійснення заходів з розвитку сільськогосподарського виробництва стають не стільки фермерські господарства чи агрокорпорації, скільки сільські території та сільські громади загалом. Перспективою подальших наукових досліджень у руслі окресленої проблематики є виявлення резервів нарощування людського потенціалу сільських територій в умовах поглиблення європейської інтеграції України

In the context of Ukraine's European integration, the development of the domestic model of the social state, as well as the challenges caused by the armed aggression of the Russian Federation, research on improving public-legal regulation in the sphere of social protection is being updated. The purpose of the study is to theoretically substantiate the directions for improving public-legal regulation of social security relations in the context of Ukraine's European integration. The study is based on philosophical-worldview, general scientific and special-scientific research methods (dialectical, systemic, analytical, formal-logical, functional, prognostic, etc.). Based on the analysis of approaches to the essence of public-legal regulation of relations in the sphere of social protection, its author's definition is proposed, the specifics of such regulation and its properties are clarified. Attention is focused on the need to transition from the model of emergency cash assistance to a human-centred approach. The fundamental principles that determine the nature and boundaries of public-legal regulation of relations in the field of social protection (legality, ensuring public interest in the social sphere, social responsibility of the state) are analyzed in detail. Proposals are formulated on areas for improving public-legal regulation of relations in the field of social protection in accordance with the key principles and rights formulated in the EU to support justice and well-being in the field of social protection, as well as the defined goals of sustainable development of Ukraine for the period up to 2030. Prospects for further research relate to the development of conceptual principles and strategies for the development of social support systems, effective mechanisms for involving citizens in the formation, implementation and evaluation of social policy, as well as further improvement of public-legal regulation of social protection taking into account the level of provision of social services.

In Ukraine, there have been significant changes in regional development due to the conditions of the war and the need to form new tasks, implement urgent measures, projects to restore the territories of communities and regions, continuing the European integration course of Ukraine, decentralization reform and the implementation of standards, principles and current tools of good governance of the Council of Europe. The purpose of writing the article is to reveal the need for further development of inter-municipal cooperation to create territories of community cooperation, as points of economic growth and regional development, to overcome socio-economic challenges caused by the war, as models of multi-level management, public administration and targeted actions for the restoration of territories of communities and regions of Ukraine during the war and in the post-war period in accordance with European standards and best practices of democratic governance and territorial development. The following methods were used to determine the principles of inter-municipal cooperation in the management of regional development: the method of cognition (for the formation of theoretical principles for determining the essence of inter-municipal cooperation, development strategies); comparative analysis (in order to compare the effectiveness of the development strategy); abstract-logical (for the formation of theoretical generalizations and the formulation of research conclusions); graphic visualization (for the purpose of visualization of results and analysis). The Center for Good Governance Expertise of the Council of Europe, in its Recommendations regarding the formulation of policies on the Local Self-Government Restoration Plan dated June 30, 2022, emphasized the need to implement stronger forms of inter-municipal cooperation based on the principles of "smart" and "green" municipal (spatial) planning to overcome challenges caused by the conditions of the war, the key of which are changes in the population and the economic structure of communities. In the process of forming spaces of inter-municipal cooperation between communities of Ukrainian and European regions, as an important functional space and level of management of regional development, it is important to use the existing national and international experience in the development of community cooperation at the local, inter-territorial and international levels, the experience of developing these spaces in the territorial and cross-border cooperation, creating models and tools of municipal management and public administration for the post-war period of development of the territories of communities and regions on the basis of the application of standards, principles and current tools of "Good democratic governance" and the development of civil diplomacy.

In the context of rapid digital transformation, artificial intelligence (AI) technologies implementation is becoming crucial for e-commerce competitiveness. According to Eurostat, in 2024, 13.48% of EU enterprises use AI technologies, showing growth from 8.0% in 2023. Given Ukraine's European integration aspirations, there is a need to study and adapt EU experience in implementing AI in e-commerce. The research aim is to analyze transformation processes in e-commerce systems under AI technologies influence, study EU experience, and identify development directions for Ukraine. Methodology is based on a systematic approach combining: analysis of relationships between e-commerce components, statistical analysis of quantitative data, comparative analysis of EU and Ukraine indicators, and economic modeling to assess AI implementation effects. Analysis revealed differentiation in AI implementation across the EU by enterprise size (from 11.21% for small to 41.17% for large companies) and countries (leaders - Denmark (27.58%), Sweden (25.09%), Belgium (24.71%)). In Ukraine, AI implementation is 6.9%. Priority areas identified: text processing (26.9%), speech generation (21.2%), and speech recognition (18.7%). Recommendations for phased AI implementation were developed considering enterprise size and industry specifics, with three implementation horizons and differentiated approach. The recommendations can be used for e-commerce enterprises' digital transformation strategies and state support programs. The proposed adaptation mechanisms optimize AI implementation and enhance Ukrainian enterprises' competitiveness. Further research will focus on industry-specific AI implementation strategies and their economic efficiency evaluation in European integration context.

The relevance of the problem is due to the importance of the media agenda for the information security of society and the state. The purpose of the study is to analyze the formation of a common media and cultural agenda in the EU countries regarding the coverage of the Russian-Ukrainian war since February 2022. The study uses theoretical (analysis, synthesis, systematization, generalization and interpretation of results) and empirical (data collection, observation, comparison) research methods. The content of online versions of print media that shape public opinion in Poland and Germany was analyzed. The results showed that the Russian invasion of Ukraine in 2022 led to the formation of a common media agenda in the EU, the unanimous recognition of Russia as a party to the conflict and an aggressor country, the realization of a rethinking of EU international policy and the need to identify new strategic partners. German publications recognize the war as a new reality and raise the issue of mobilizing Europe for collective security. Energy dependence on Russia is recognized as a political mistake, and support for Ukraine's statehood and European integration course is expressed through the theme of common European values and solidarity in the fight against the aggressor. The Polish media demonstrate maximum support for both military and civilian Ukrainians from Polish society, sympathy for refugees, and the need to achieve peace through Russia's military defeat. The cultural agenda in the media of both countries is presented primarily through the topic of preserving monuments threatened by military operations on the territory of Ukraine. The results of the study deepen the understanding of the mechanisms of public opinion formation and its influence on political decisions, and are of practical importance for information security specialists, journalists, politicians, diplomats and anyone interested in the role of the media in civil society.

The article discusses the current challenges and opportunities for Ukraine's European integration in the context of full-scale war. It determines the institutional capacity of public administration bodies responsible for fulfilling obligations to the EU. It highlights the process of adapting Ukrainian legislation to the acquis communautaire. It is noted that the economic prospects for Ukraine's integration into the EU are revealed through the stimulation of technological production, participation in the association programme and the ACAA agreement. Environmental challenges for Ukraine are analysed. Demographic risks are considered, requiring the development of a return and social repatriation strategy. European integration is also complicated by political processes in EU member states and the need to reform EU institutional mechanisms for the admission of new members. Directions for accelerating Ukraine's European integration are proposed.

The theory and methodology of management of socio-economic systems are constantly evolving, reflecting the objective processes of departure from the Soviet, post-Soviet and transitional paradigms of Ukrainian society. The next step is no less complex reform due to the integration of Ukraine into the European economic, social, legal, civilisational space. Today, Ukraine's European integration has become a national idea, a strategic vector of geopolitical development, which is a criterion for the success or failure of reforms in all areas of national economic governance. In this article, we examined the change in the socio-economic paradigm in connection with Ukraine's European integration development priority. We analysed the conditions for forming the European integration paradigm, explored the critical European values and the content of modern management of socio-economic systems. We have described approaches to assessing the effectiveness of socio-economic systems management at the national and regional levels. Considering the directions of European integration processes, we concluded that the European integration paradigm should become a methodological guideline for reforms in the management of socio-economic systems

The article provides a comprehensive analysis of the conceptual and categorical apparatus of cross-border cooperation as a legal institution that has acquired special significance in the context of Ukraine’s European integration course. The author explores the theoretical approaches of domestic and foreign scholars to understanding the essence of cross-border cooperation, its place among other types of international interaction and features of legal regulation. Based on the analysis, it was determined that cross-border cooperation is a special type of international interaction of individuals and/or legal entities of different nationalities operating in territories bordering the state border, carried out on a contractual basis in order to solve common problems of border regions and improve the living standards of their population. The article identifies six key features of cross-border cooperation: the contractual nature of relations; implementation of interaction between entities operating in territories bordering the state border; focus on the movement of people, goods, services and capital across the state border; specific subject composition (individuals and/or legal entities of different national affiliations); medium- and long-term nature of the established ties; orientation towards solving common problems and achieving a socially beneficial effect of improving the lives of the population of border regions. The author states that the legal regulation of cross-border cooperation in Ukraine has undergone a significant evolutionary path, and after amendments to the Constitution of Ukraine on February 7, 2019 and the consolidation of the European vector of foreign policy, this institution has acquired the status of a basic constitutional category. In the context of globalization and regional integration, further improvement of the regulatory framework in the field of cross-border cooperation should be aimed at creating effective mechanisms for implementing cross-border projects, expanding the powers of regional and local authorities, and harmonizing Ukrainian legislation with European standards.
