АНАЛИЗ ВЛИЯНИЯ ЦИФРОВИЗАЦИИ ДОКУМЕНТОВ ОБ ОБРАЗОВАНИИ НА ПРОФЕССИОНАЛЬНУЮ ПОДГОТОВКУ И ЗАНЯТОСТЬ

The article discusses the issues of automating the management of a higher educational institution and possible ways to solve them. The subject of research in this article is the regularities of higher educational institution management, which should be taken into account when building automated higher educational institution management systems. The purpose of the study is to consider the features of the laws governing the management of a higher educational institution and their consideration in the construction of automated control systems for a higher educational institution. As research methods, a systematic approach, analysis, synthesis, induction, deduction, abstraction, generalization, and a method of modeling managerial situations were used. In the chord of the study, the following was found. There are two approaches to automating the management of higher education institutions: an approach to automating management based on standard solutions in the field of automation of management, and an approach based on individual solutions in the field of automating the management of higher education institutions. An analysis of these approaches shows that in order to improve the efficiency of managing higher education institutions, it is necessary to use a two-loop scheme of management automation. At the same time, a typical solution should be used as an external loop for automating the management of higher education institutions, while an individual solution in the field of automating the management of a higher education institution should be used as an internal loop for automating the management of higher education institutions. At the same time, in order to ensure the effectiveness of the interaction between the internal and external circuits of automation of the management of higher educational institutions, they must be harmonized with each other.

The purpose of the article is to identify and substantiate the priority subsystems of functional support of the organizational and economic mechanism of management of art higher education institutions in Ukraine with the further development of alternative management solutions for their successful implementation. The research methodology includes fundamental provisions of economic theory and management, basic laws of development of European educational systems, publications of domestic and foreign researchers on the construction of subsystems of functional support of organizational and economic mechanism of management of higher education institutions. The scientific novelty lies in the identification and substantiation of key subsystems for ensuring the functioning of the organizational and economic mechanism, taking into account foreign experience in building an appropriate mechanism for managing art institutions. Conclusions. According to the results of the study, it is concluded that the art higher education institution is a system of interconnected structural elements that respond differently to the transformation of the modern market environment. Among the key subsystems of functional support, there are singled out material-technical, personnel, financial-investment, normative-legal, information-digital and scientific-innovative ones. Their weak links in the context of ensuring the activities of the domestic university sector with the subsequent presentation of alternative algorithms for management decisions have been identified. The urgent need to deepen comprehensive cooperation with business entities and representatives of the international educational and scientific environment was emphasized. This article explores the vital role of Human Resource Management (HRM) in Higher Education Institutions (HEIs). Effective HRM is crucial for attracting, developing, and retaining talented faculty and staff, ultimately impacting academic excellence, research productivity, and institutional reputation. The article discusses the challenges faced by HEIs in managing their human resources and presents strategic HRM practices to address these challenges. By implementing these strategies, HEIs can improve faculty and staff satisfaction, enhance the student experience, and adapt to changing regulations and policies. The article highlights the importance of HRM in achieving the mission and goals of HEIs, making it an essential component of higher education management.

The purpose of the article is to reveal the concept of process approach to improve the quality of educational services of Higher Education System on the basis of highlighting the features of management of Higher Education institutions and the market of educational services in modern economic conditions. The article proves that currently the educational sphere is being formed very actively. It is stressed that the demands of society on the quality of education are increasing, learning technologies are constantly changing and being updated, innovations are emerging, and competitive rivalry between educational organizations is intensifying. The authors draw attention to the fact that it leads to the search for new effective ways to increase the competitiveness of educational organizations. The competitiveness of educational services is manifested in the orientation of educational organizations to the future state of the labor market. Much attention is given to business processes of educational services of higher educational institutions. The theoretical and methodological basis of the research are the works of Russian and foreign scientists devoted to the development of management of the higher education system, as well as the application of a process approach to management decisions aimed at improving the quality of educational services. As a result, the authors determine the role of the Higher Education System in the formation and development of human capital and modern challenges for Higher Education institutions. The expediency of applying a process approach to the management of educational services is reasoned. The key principles for the allocation of business processes of educational services and organizational and managerial measures to optimize them and improve the efficiency of functioning are proposed.

This chapter explored communications security through the use of an empirical survey to assess the extent of network and data transfer security management in Ghanaian higher educational institutions. Network security management controls consist of monitoring of networks, posture checking, network segmentation, and defense-in-depth. Data transfer security management includes encryption, media access control, and protection of data from public networks. Data were collected from information technology (IT) personnel. The ISO/IEC 21827 maturity model for assessing IT security posture was used to measure the controls. Overall, the result showed that the institutions were at the planned stage of communications security management. In particular, network monitoring, defense-in-depth, and the protection of data from public networks were the most applied controls. Conversely, posture checking was the least applied control. Higher educational institutions need to review their communications security plans and better manage network and data transfer security controls to mitigate data breaches.

Financial risk early warning (FREW) is critical for developing Higher Educational Institutions (HEIs). This review uses the Systematic Literature Review (SLR) method to discuss the current research status, leading causes, early warning techniques, and algorithms of financial risk management in HEIs. Based on the WoS database, 139 articles meeting the research criteria were selected from 451 relevant literature for in-depth analysis. The results show that the current research on financial risk management in HEIs mainly focuses on developing risk identification, assessment, and early warning models. The primary sources of university financial risk include the instability of fundraising and distribution, decreased financial allocation, and intensified market competition. In response to these risks, scholars have proposed various early warning models and technologies, such as univariate, multivariable, and artificial neural network models, to predict and manage these risks better. In terms of methodology, this review provides a comprehensive perspective on the study of university financial risk through quantitative and qualitative analysis. This study reveals this field's main research trends and gaps through literature screening and cluster analysis. Finally, this study discusses the practical significance of financial risk management in HEIs, highlighting its role in the stability and growth of these institutions. It suggests future research directions, especially in improving the accuracy and applicability of the Early Warning System (EWS), to further enhance the financial stability of HEIs. This literature review has crucial theoretical value for the academic community and provides practical guidance for HEI administrators.

This article is devoted to innovative aspects of enhancement of management processes in a higher educational institution on the basis of application of modern information and communication technologies. Research purpose is development of theoretical provisions and practical recommendations about enhancement of management processes in higher education institution on the basis of application of information and communication technologies. This purpose has determined statement and the solution of the following tasks: to research theoretical essence and concept of corporate management of higher education institution; to determine the directions and forms of corporate management in higher education institution; to reveal feature of corporate management processes in higher education institutions; to determine the factors constraining implementation of the corporate principles of management of higher education institution; to develop technology of use of corporate mail of higher education institution on the basis of application of the program MS Outlook complex and a security system of Kerio Control. In the course of research methods of the economic, historical and logical analysis, system approach, a method of analogies, methods of generalization, method of expert evaluations, SWOT analysis, etc. were applied. Applied researches on this problem, and also practical experience of the Tashkent state economic university are used. During writing of article the results containing elements of scientifi c novelty are received: author’s defi nition «corporate management in higher education institution» on macro and microlevels is given. At the macrolevel – this state regulation, support and assistance of processes of implementation, transformation and adaptation of methods, models and the best practices (practice) of corporate management to the sphere of the higher education, increase of degree of autonomy of higher education institutions and sale of mechanisms of public-private partnership for the purpose of increase of social effi ciency and responsibility of the parties. At the microlevel – this use of the mechanisms of effective corporate management providing coordination of interests of the entities and organizations and creation of the conditions for long-term cooperation about business by community promoting a performance of the mission of higher education institution and maintenance of the academic values of the higher education; the directions of corporate management in higher education institution are determined; the features of corporate management processes consisting in ambivalence of their influence on the high school environment both with positive, and from negative sides are revealed; the factors constraining processes of forming of corporate management in higher education institution at various stages which elimination creates bases for search of new allowances of successful functioning of higher education institutions in the conditions of the increasing complexity, uncertainty and dynamism of external environment are determined. Zones of tripartite interests of the state, business and higher education institution in the course of integration of education, science and innovations are revealed. This research is directed to systematization and development of theoretical bases of the concept of corporate management in higher education institution. The received results can be used in activities of governing bodies, business by structures, professional and higher educational institutions as a basis for development of recommendations about development and enhancement of management processes based on application of information and communication technologies.

Objective: This study aims to explore and analyze the ever-evolving landscape of educational management in higher education institutions. Method: The methodology includes a comprehensive review of relevant literature published between 2019 and 2024 in the Scopus database. By combining bibliometric analysis with qualitative assessments, this study provides a nuanced understanding of the trends shaping educational management in the higher education sector. Result: This study's results reveal a significant increase in scientific production related to educational management, accompanied by a rise in international collaboration. Emerging topics such as digital transformation, sustainability management, and adaptive leadership are significant focus areas within the field. Conclusions: This study underscores the need to explore less-researched areas, such as the ethical implications of technology and the importance of developing more inclusive and sustainable strategies for university management. It also emphasizes that digital transformation, organizational leadership, and sustainability will be key areas for future research. Empirical contribution: This study's empirical contribution lies in its thorough analysis of current trends and future perspectives in educational management in higher education institutions. By combining quantitative and qualitative methodologies, this research provides valuable insights into the evolving landscape of educational management.

ABSTRACTThe last two decades have witnessed an increasing intensity of quality management in higher education institutions and quality discourses which were followed by debates about and attempts of evaluating the efficacy of quality management in the sector. Accordingly, the article presents a SWOT analysis of impact evaluation of quality management in higher education institutions. The analysis is based on a contemporary SWOT conceptualisation and on reflections of impact evaluation, ranging from theoretical models through case studies to practical experience in a European research project. The analysis reveals that certain weaknesses can be overcome (e.g. budget and process time restrictions) while others cannot (e.g. systematic limitations of methodologies). Similarly, certain threats can be tackled (e.g. proper implementation of methodologies) while others at most can only approximately be solved (e.g. attribution problem). The article concludes that a SWOT analysis may be a tool for bridging the gap between methodological challenges and the implementation of impact measurement in systematic quality management.

This study aims to promote the development of vocational education in our country energetically. The analysis is followed by introducing the course of development on vocational and technical education in Britain and summarizing the successful experience of vocation in our country with strengthening the funding and legislation for the state of vocational education as well as putting forward suggestions for reform and innovation of education to improve the system of certificates.

The relevance of the survey is due to the need to understand the role of the manager of a higher education institution in conditions of uncertainty against the background of socio-economic crises, when the organizational culture of the management of an educational institution is being formed. This study highlights organizational culture as a tool for increasing the competitiveness of higher education institutions. The essence of organizational culture in a higher education institution is considered and revealed. Large-scale transformations in all spheres of human life are outlined, which enable higher education institutions to effectively adapt to the conditions of a changing external environment using consulting activities in the education system, based on the need to use professionalism and deeper experience of professional managers of higher education institutions. The rapid growth of consulting services is emphasized, which determines the development of consulting activities, which precedes significant losses caused by managers’ mistakes in managerial and organizational activities. The essence of consulting activity in a higher education institution has been considered and revealed. The main functions of consulting in institutions of higher education are highlighted. Emphasis is placed on the components of the model based on the application of modern principles and innovations for the prospective development of the higher education system and assistance in providing higher education institutions with highly qualified personnel. An analysis of the theoretical foundations and classification identification of the design of consulting activities in a higher education institution as a tool for the formation of organizational culture is carried out. The difficulties and contradictions inherent in the formation of the organizational environment of a higher education institution are considered.

The article discusses the benefits of improving the independent work of students in higher education institutions to achieve quality results in the educational process, which defines the research topic. It is argued that improving the organization of independent work of learners will positively influence the effective management of higher education institutions. The theoretical basis of students' independent work as a form of organizing the educational process is systematized, the advantages of implementing didactic conditions for effective independent work of students are outlined, and levels of student independent activity are determined. The components characteristic of independent work, including motivational links, setting specific tasks, choosing methods of execution, execution, and control, are identified. The experience of European countries in organizing the independent work of learners is examined, which indicates a close connection between the educational process and the market, production, and possible areas of future student activity. The application of various forms of organizing students' independent work, depending on the specialty and educational programs offered by departments when developing discipline work programs, taking into account the needs of stakeholders and the labor market, is justified. The aim of the article is to analyze existing approaches to students' independent work and improve its organization for effective management of higher education institutions. Various scientific methods were used in the research and solution of the tasks, the main ones being systematization, comparison, analysis, questionnaires, and graphical analysis. As a result of the conducted study of the organization of independent work in higher education institutions, the positions of learners and teachers were determined, which generally have common views on the need to improve the identified problem. Specific steps to improve this form of the educational process were identified through the analysis of anonymous questionnaires of students and teachers. The scientific novelty lies in the connection between improving the organization of independent work of learners and effective management of higher education institutions, which allows asserting the improvement of the quality of educational services and the improvement of the educational process through the improvement of the independent work system. The practical significance of the study lies in the application of existing developments to improve the existing system of organizing students' independent work, aimed at training highly qualified specialists in various fields for the further development of society and the country.

The article considers the issue of improving the system of higher education institutions internal management. The purpose of the article is to analyze the regulations on the quality of education and the formation on this basis of approaches to improve the system of internal quality management of higher education institutions. To achieve this goal, the following tasks have been solved: the legislative acts in terms of regulating the quality of higher education have been analyzed, the interpretation of the quality of education in the relevant Laws of Ukraine has been studied; the concept of the quality system of higher education institutions has been improved; the conceptual bases of improving the management of the system of improving the quality of higher education institutions have been substantiated; the system of measures and procedures used in ensuring the quality of higher education have been studied; the basic components of the decision-making system to ensure the quality of higher education institutions have been identified. The object of the study is the legislation on the management process of improving the quality of higher education institutions. The subject of research is the theoretical and methodological and practical issues of management of the quality assurance system of higher education institutions. The following methods were used in the study: structural-logical analysis - to build the logic and structure of work; system analysis and synthesis - to study the essence of the subject of study; system approach - to improve the system-targeted approach to the management of the system of improving the quality of higher education institutions. In this article, based on the analysis of the relevant legal framework, the provisions on the management of the internal system of quality assurance of higher education institutions in the context of improving the methodological foundations of such management have been further developed, the system of measures and procedures used to improve the quality of higher education decision-making systems to ensure the quality of higher education institutions has been analyzed. In the format of the practical significance of the works, it is possible to determine the possibility of their use in the management of higher education institutions of all forms of ownership in order to achieve the appropriate quality of their results.

The purpose of the study is to develop a system of measures for the comprehensive restructuring and democratization of the mechanisms of physical culture management in higher education institutions. The article deals with the problems of physical culture management in higher education institutions. Recently, great importance has been paid to the development of physical culture in society, attracting a large number of people to engage in mass sports. An important role in this is also provided by physical education in universities. In this regard, there is a situation in changing the structure of the management of physical culture in universities, the search for new approaches in the organization of the physical culture student movement. Which actualizes the problem. The scientific novelty lies in the theoretical substantiation of the mechanisms of effective management of physical culture at the university. As a result, a project of a targeted comprehensive program for the development of physical culture in a higher educational institution was developed, which passed a multi-stage expert assessment.

PurposeThe purpose of this study is to assess students' behaviors toward biodiversity management in higher education institutions. This study expands upon the value belief norm (VBN) theory by examining how environmental values, beliefs and norms impact students' engagement in biodiversity management.Design/methodology/approachAn online survey was undertaken using a Google questionnaire. Convenience and snowball sampling techniques were adopted to reach the targeted students. The proposed associations were examined through the application of SEM with the use of AMOS software.FindingsThe findings provide valuable insights into students' behaviors regarding biodiversity management and demonstrate that extending VBN theory to the context of biodiversity, with the incorporation of environmental knowledge and environmental-friendly activities, resulted in a robust model for understanding students' behaviors toward biodiversity management in higher education institutions.Research limitations/implicationsThe findings can guide targeted interventions to boost student engagement in biodiversity management. Understanding the factors influencing their behaviors can aid in designing effective educational programs that promote biodiversity conservation and management.Originality/valueThis uniqueness of this study rests in its extension of the VBN theory to the context of biodiversity management, the exploration of environmental knowledge and environmental-friendly activities, and its focus on higher education institutions. Its value lies in guiding targeted interventions and campus sustainability strategies, aligning with UN SDGs to support global biodiversity and sustainable practices.
