ЕКОЛОГІЧНА ЕФЕКТИВНІСТЬ УПРАВЛІННЯ ЗЕМЕЛЬНИМИ РЕСУРСАМИ ЯК ОСНОВА СТАЛОГО РОЗВИТКУ СІЛЬСЬКИХ ТЕРИТОРІЙ

At the present stage of Russia’s development, the solution of several national problems is of strategic importance: increasing the demographic potential of Russia, developing agricultural production to diversify the economy, and effectively implementing the country’s agricultural potential to strengthen food security. The solution of these problems is impossible without ensuring sustainable development of Russian rural territories. The actuality and practical significance of solving this problem determined the need to set and solve the following research tasks: determining the features and criteria for sustainable development of rural territories based on the concept analysis of “development”, “sustainability”, “rural territories”, and “sustainable development of rural territories”. The study made it possible to clarify the essence of the category “sustainable development of rural territories” and to highlight its features. The results of determining the features of sustainable development of rural territories allowed us to identify the composition of regulatory territories and criteria for sustainable development of rural territories. The study laid the foundation for a special system of indicators for sustainable development of rural territories.

The article examines the current issues of accounting for land resources in agriculture, which are caused by the lack of unified methodological approaches to their classification, valuation, and representation in financial reporting. The current state of land accounting is analyzed, including shortcomings in regulatory and legal frameworks, the lack of detailed analytical accounting, and inconsistencies between accounting and cadastral records. Particular attention is given to the impact of military actions on the land resource accounting system, specifically issues related to landmine contamination, physical damage to land, the occupation of certain territories, and the inability to conduct inventory assessments in regions of active combat. The necessity of introducing specialized sub-accounts in the working chart of accounts is identified, which would allow for the recording of temporarily occupied land plots, lands that have suffered destruction or contamination, as well as plots requiring restoration after military actions. The need to improve the methodology for land valuation, considering modern conditions, including updating the normative monetary valuation and introducing adjustment coefficients that account for the degree of damage or land use restrictions, is substantiated. Furthermore, the article highlights the need to develop a unified methodology for accounting for land resources that considers the specifics of land use in agriculture, their legal status, and usage restrictions. The integration of digital technologies, particularly geographic information systems (GIS), is proposed to enhance analytical accounting and land monitoring, enabling real-time data updates and increasing the efficiency of land resource management. In the long term, the implementation of such approaches will contribute to greater transparency in the accounting system, improved financial control, and the sustainable use of agricultural land. The article also proposes the development of new forms of accounting and statistical reporting that include detailed information on the degree of land use, normative monetary valuation, classification by land categories, legal status, level of physical damage, and potential threats such as landmine contamination. The necessity of aligning accounting records with cadastral data is substantiated, which will enhance the accuracy of financial and managerial information, ensure effective monitoring, and support strategic decision-making regarding the restoration and rational use of land resources in agriculture.

One of the main components of natural resources of the agricultural enterprise is land or land resources. After conducting research and analysis of scientific publications, textbooks and manuals of scientific experts, as well as legislative and regulatory framework, the article found that there is no single definition of the essence of the concept of "land resources". On this basis, scientific approaches to the interpretation of the essence of the category "land resources" were summarized and their clarification was proposed. It was established that land resources can be interpreted as the main natural resource used in various sectors of the economy. The types of agricultural land, which include agricultural land: arable land, hayfields, pastures, fallows, perennial plantations, are substantiated. Also considered the main methodological approaches to assessing the effectiveness of the use of land resources of the enterprise, which allow for a comprehensive analysis, justify the conclusions about the effectiveness of agricultural land. The directions to improve the efficiency of land use by optimizing the structure of crops, the use of crop rotation, the creation of land cooperatives and improvement of the mechanism of land protection are formulated. Since the level of efficiency of agricultural land use will depend on the state of productive forces and the growth of the agrarian sector of Ukraine. Attention is paid to the issue of the concept of "land relations", which are an integral part of the economic and legal functioning of agricultural enterprises. In connection with the completion of land reform in Ukraine, the article defines the features of the regulation of land relations in the leading countries of the world. The experience of the United States of America, Canada, Great Britain, the Netherlands, Denmark, Switzerland and other countries is summarized. The peculiarities of functioning of the model of market turnover of agricultural land are analyzed, which led to the conclusion or the need to introduce a liberalized land market in Ukraine.

The main purpose of the study is to substantiate the need for and identify the main stages and methods of integrated assessment of the efficiency of transboundary water resources management. Studies on the aforementioned topics in world and national science have not been disseminated. The article analyzes the general approaches to the assessment of the efficiency of water resources management, substantiates the necessity and peculiarities of the assessment of the efficiency of management of transboundary water resources. As a result of the generalization of scientific approaches on these issues, along with the economic importance of recognizing the social and environmental components of the evaluation of efficiency.The generalized methodology for evaluating the effectiveness and on the basis of the social, ecological and economic constituent management objectives for assessing the effectiveness of management of transboundary water resources is recognized as the most expedient use of integrated assessment by simultaneously and coherently studying a set of parameters that reflect all or most aspects of the investigated processes.The method of estimation of the efficiency of such control is proposed by determining the degree of proximity of objects being studied, according to the relative indicators to the object acting as a reference (distance method). This indicator determines the coefficient of integrated efficiency evaluation (Ki), which is calculated by the Euclidean formula. It is recommended to evaluate the effectiveness of the criteria for institutional and organizational support for management needs, the implementation of management objectives and information provision of the management of transboundary water resources. The information field of the indicators of evaluation of the efficiency of the management process, as well as the gradation of the coefficient of complex evaluation of efficiency in determining the level of efficiency of water resources management of a specific transboundary water basin, is proposed. The possibility of estimating the degree and directions of connection between the indicators of different groups or groups of criteria was investigated and a variant of its calculation was proposed on the basis of the Spirman rank correlation coefficient.The proposed integrated assessment method allows to determine the level of efficiency of management of transboundary water resources in the pool as a whole, as well as each of its parties separately, identify shortcomings and identify and use the most effective management option.

As one of the international economic organizations, the G‐7 countries are composed of the world's leading industrialized countries. In addition, the role of the G‐7 countries in global warming is another issue that is constantly debated. Concerns have been raised about these very wealthy nations' capacity to manage their resources sustainably. Examining the factors that contribute to efficient resource management in these nations has grown in significance. The goal of this research is to look at how eco‐friendly innovations, clean energy transition, economic development, and trade affect effective resource management in the G‐7 nations. The material footprint is used as a gauge for efficient resource management. The Method of Moments Quantile Regression (MMQR) approach, which is a novel method, was used in this research to examine the G‐7 nations' yearly data for the years 1990–2019. Eco‐friendly technologies lower the material footprint in the G‐7 nations, according to MMQR findings. Results are statistically significant for the majority of quantile levels (0.1–0.7). Clean energy transition also reduces the material footprint of the G‐7 countries, with statistically significant results at all quantile levels. Economic development increases the material footprints of G‐7 countries; findings are statistically significant at all quantile levels. The material footprint is consequently increased by trade, and the results are statistically significant at various quantile levels (0.5–0.9). Additionally, the research tests robustness using other panel estimators and achieves similar findings. Lastly, the paper offers policy suggestions for G‐7 nations' efficient resource management.

The article substantiates methods for assessing the efficiency of land use in the rural northern region – the Republic of Sakha (Yakutia), identifies and substantiates methods for selecting economic indicators that can objectively assess the current economic efficiency of agricultural land use in a particular region in order to solve economic problems of developing agricultural production, including the main directions of increasing the efficiency of land use in the agricultural sector. The article analyzes the efficiency of land use based on the method the author has developed to select the factors or indicators that have the most significant impact on the efficiency of agricultural land use.

Over the past decades, in Russia has taken place destructive degradation of the rural settlement system, depopulation and complete desolation of villages, deterioration of the demographic situation, reduction of cultivated agricultural land, loss of historical and cultural heritage, while the rural areas of the country have powerful natural, demographic, economic, historical and cultural potential that, if used rationally and effectively, can ensure sustainable multi-sectoral development, full employment, highlevel and quality oflife of the rural population.
 Federal target programs "Social development of the village until 2013" and "Sustainable development of rural territories for 2014-2017 and for the period up to 2020" as well as "Concepts of sustainable development of rural territories of the Russian Federation for the period until 2020", aimed at a radical improvement of the socio-economic condition of villages did not bring the expected changes. The analysis of the results of their implementation makes it possible to identify the most difficult provisions to implement, to determine the causes that inhibit positive processes in the rural areas of the country, to determine the mechanism of the influence of socioeconomic and political factors on the rural settlement system, demographic situation, development of social, engineering and transport infrastructure.

We introduce EMARS, an efficient resource management system for serverless cloud computing frameworks with the goal to enhance resource (focus on memory) allocation among containers. We have built our prototype on top of an open-source serverless platform, OpenLambda. It is based upon application workloads and serverless functions' memory needs. As a background motivation we analyzed the latencies and memory requirements of functions running on AWS lambda. The memory limits also lead to variations in number of containers spawned on OpenLambda. We use memory limit settings to propose a model of predictive efficient memory management.

The modern development of Russian single-industry towns (monotowns) is accompanied by a number of features, such as: structural reorganization of the city-forming industry, growth of anthropogenic load, changes in socio-economic conditions and demographic processes. In these conditions, the rational and efficient use of urban land becomes an important condition for sustainable development, ensuring a balanced placement of development and improving the quality of the urban environment given limited land resources. The relevance of the study is determined by the need to improve the efficiency of land use in the single-industry town of Usolye-Sibirskoye in the context of environmental constraints, structural changes in the urban economy, and population decline. The solution to this problem is associated with the formation of a more balanced planning structure, improving the quality of the urban environment and creating the preconditions for sustainable socio-economic development of the territory. The aim of this study is to improve the efficiency of urban land use in Usolye-Sibirskoye based on a comprehensive analysis of the existing land use system and the development of substantiated proposals for its improvement. To achieve this goal, an analysis of the theoretical and regulatory framework for the rational use of urban lands, and a characterization of natural, socio-economic and urban development conditions of the city, research of the planning structure and actual use of the territories of the main functional zones, assessing the efficiency of land use in terms of compliance with urban development regulations and territorial planning documents, identifying inefficiently used and environmentally problematic areas, and formulating proposals for their transformation. The paper analyzes the lands of the municipal formation "city of Usolye-Sibirskoye", considered as a spatial basis for socio-economic development and placement of capital construction projects. The study uses general scientific methods of analysis, synthesis, comparison and systematization, as well as methods used in land management and territorial planning: analysis of regulatory and scientific literature, study of territorial planning and urban zoning materials, statistical and cartographic analysis, calculation and interpretation of urban planning indicators for land use and comparison of actual land use with established types of permitted use and territorial planning documents.

Land use land cover change, irrigation and their impacts on Bi-hourly evolution of convective environments during GRAINEX

An analysis of the peculiarities of human resources management process implementation at domestic enterprises under conditions of the russian-Ukrainian war is presented in the article. A study of the main factors influencing on the enterprises’ personnel functioning and development is carried out. It is determined that the most negative one is the military and political situation in the country. A significant number of challenges and problems, affecting the efficiency of human resources management is identified, in particular: the necessity to ensure the personnel's physical safety, mobilization of qualified workers for the purpose of country defense, the gradual release and optimization of human resources, an insufficient number of active qualified labor force, a significant deterioration of social and psychological climate within collectives, deformation of communication and reduction in the efficiency of the management system, low (absent) level of readiness for staff inclusion, etc. In addition, it is determined that despite the current situation in the country, it is important and necessary to adjust the personnel management approach to the social norms of Western countries in the process of European integration processes. To increase the efficiency of human resources management and improve the psychological climate at the enterprise, some measures are suggested, aimed at providing psychological support and rehabilitation of employees: introducing flexible work schedules, programs for professional development and increasing the personnel qualifications, strengthening the motivation system through new approaches, using modern information technologies to optimize personnel management, active involvement of external experts to provide advisory assistance on issues of personnel management in wartime, etc. Emphasis is put on the necessity to develop and implement existing professional programs for veterans of war readaptation and resocialization, including the ones at workplaces. It is noted that only a comprehensive approach to the implementation of the above-mentioned measures makes it possible to ensure an efficiency increase of the enterprises’ human resources management systems, which as a result, will have a positive impact on the economic situation in the country.

With the accelerating industrialization and urbanization, the contradiction between urban development and land use in China has become increasingly prominent. Land use has interaction effect with urbanization development, economic standard, land use pattern and ecological environment, and so on. The problem that how to implement smart land use under the background of the rationality of urbanization, and to promote coordinated and coupling development of person-land-industry becomes the focus of academia and government. Smart growth is an inevitable choice for sustainable growth of China city with constraints of resources and environment. To be honest, it is very important to integration of this theory with the practice of China cities growth. Based on the proposal, this paper uses all kinds of researches of related low carbon city development for reference from domestic and international under the national new strategic choice of rational urbanization. At the same time, the paper takes Tianjin as a case based on the urban smart growth theory, and is directed against status quo of all counties land use, building evaluation index system for county territory land use from aspects of dimensions economic intensification, resource conservation, urban and rural coordination and environment protection. In addition, this paper adopts the aggregate model which classifies and then orders to evaluate the efficiency of land use and measures the land uses standard so as to provide the scientific reference for path selection of the smart land use as well as transformation and upgrading of urbanization. The research shows that: in the first place, there are regional differences among all Tianjin counties land use situation, and there is a certain degree of upside potential. Secondly, by adopting the aggregate model which classifies and then orders, this paper will reflect overall situation of all counties land use more intuitively and the contribution degree that every index made to the result of smart land use. Thirdly, it is significant to coordinate industrial location choice and urban system layout, and to promote the spatial relationship between industrialization and urbanization. Last but not least, the development of rational urbanization in the future should follow the differences and highlight the leading functions among cities, and actively promote the intensive urbanization, shunt type urbanization, ecological urbanization, as well as integration of urbanization, and other leading county urbanization patterns. In the end, the country could realize the efficient and intensive use of land resources, and promote the rational development of urbanization.

Academics and practitioners have paid close attention to waste, energy, and resource management due to growing awareness of its effects on sustainable performance. This study aims to explore the status and challenges of efficient resource management in China, an under-researched area. Moreover, it proposes a theoretical framework to fill the academic and practical gap how efficient resource management practices can build sustainable performance. This study justifies the need to explore the need of efficient resource management practices in emerging economies like China. Empirical data derived using a cross-sectional survey of 265 employees from oil and gas firms in China were used to test the theoretical framework developed from mainstream literature. Empirical findings of this study highlight the role of efficient resource management practices such as CSR, process and equipment, human resource practices, product design, and manufacturing planning which have a positive and significant impact on sustainable performance. In addition, innovative culture plays a moderating role in enhancing firms' sustainable performance. The findings suggest that there is further scope to utilize the efficient resource management practices for encouraging innovative culture to build sustainable performance. This study creates a basis for future research of building sustainable organizational performance by integrating efficient resource management practices. This study also highlights gaps in the system and provides insights into policymakers and manufacturing sector employees on holistically building a sustainable organization.

The study aimed to examine the dimensions and practices of talent management and its role in enhancing the efficiency and effectiveness of human resource management, a theoretical analytical study, and by attempting to answer the main question of the study and the sub- questions of the research problem, and by relying on the descriptive, analytical and theoretical approach of previous literature in this field through four hypotheses that were examined. The results of the study revealed that there is a relationship between talent management practices and the efficiency and effectiveness of human resources management, in addition to a relationship between talent management practices in terms of discovery, retention and development of talented people and the efficiency and effectiveness of human resources management and the validation of the four hypotheses. Talents according to a long- term strategic plan that focuses on performance indicators that increase added value and support institutional sustainability, while directing talent management practices to enhance the efficiency and effectiveness of human resource management performance.
