In the context of the formation and development of information society in Ukraine, information and communication support for the educational space, which is one of the important factors for preparing a person of modern formation and effective development of the state, becomes of great importance. Modern information and communication technologies (ICT) are forcing society to take a new approach to understanding the role of information in the educational process, especially in the training of specialists in educational institutions. This is evidenced by the adoption of the new version of the Laws of Ukraine «On Education», «On Higher Education» and the processes of informatization of educational activities already carried out.
 In terms of the current state and prospects of the development of the educational informatization process, there are two main areas of its improvement: instrumental and technological, connected with the use of new opportunities of informatics and information technologies for improving the efficiency of the education system; meaningful, related to the formation of new content in the educational process itself.
 The success of the reform of the education system in Ukraine depends to a large extent on the effectiveness of public administration in the field. Among the main tasks of public administration in the educational space of Ukraine should be noted: the formation of scientific-theoretical and methodological base of information and communication support, improving the forms and means of implementation of public administration, determining the role and place of public administration in the regulation of modern educational processes.
 The purpose of the research is scientific-theoretical and theoretical-methodological substantiation and analysis of peculiarities of public administration in the sphere of information and communication support of educational space of Ukraine.
 Information and telecommunications technology is a generic term that describes the various methods, methods and algorithms for collecting, storing, processing, presenting and transmitting data.
 Public administration in the field of educational activity is carried out by the adoption of regulatory and individual management acts, the conclusion of administrative contracts and the implementation of appropriate organizational measures aimed at their implementation.
 The subject of public administration is a system represented by the synthesis of state and non-state institutes of public power, the main structural elements of which are, first, the executive authorities, and second, the executive bodies of local self-government.
 We formulate the main directions of public administration in the educational sphere of Ukraine. Among them are development of national, sectoral and regional information systems, networks and electronic resources, information-analytical systems of public authorities and local self-government bodies; organizational activities on information support of education; organizational and scientific and methodological support of testing of electronic means of educational process; creation of a bank of perspective pedagogical experience.
 For the successful implementation of these directions, it is important to effectively combine the components of public administration in the field of information and communication support of the educational sphere: the administrative and managerial component consists in the distribution of functions and powers between the bodies of public administration of education and the public; the choice of style, principles, methods of leadership and management of the education system; pedagogical component is to determine the purpose of functioning of the educational process (use of modern pedagogical concepts, technologies, methods and forms; the legal component provides for the strict adherence to the legal acts regulating the educational sector.

The basic values and principles of public administration guide the service delivery in the South African context. Despite the government's commitment to improve basic service delivery to the citizens in this era, the South African municipalities are still faced with serious challenges of service delivery and governance. This study discusses the basic values and principles governing public administration in the context of municipal service delivery. Thus, the purpose of this study is to unpack the implementation of the values and principles of public administration on service delivery as enshrined in the Constitution of the Republic of South Africa, 1996. Accountability, transparency, public participation, professional ethics, and access to information are some of the basic values and principles provided by section 195(1) of the Constitution. In this pandemic of COVID‐19, municipal officials in local government are expected to conduct their business in line with the values and principles as enshrined in the Constitution. Theoretically, this study relied on the theory of implementation sometimes referred to “Policy Implementation” by Pressman and Wildavsky (1973). Pressman and Wildavsky defined “implementation” as “to carry‐out, accomplish, fulfil, produce, complete.” Thus, this theory is relevant to this study as it discusses the implementation of the basic values and principles governing public administration. The study proposes how municipal officials should execute their duties within the Thuma Mina program which requires them to be at the forefront of service delivery. Furthermore, municipal officials should provide services within the parameters of basic values and principles of public administration.

The article presents the results of a study on the problems of innovation in public administration. For this purpose, the dynamics of publications on the subject of innovations in public administration, the activity of publications with account of educational institutions are analyzed; the researchers who have published the largest number of papers have been identified; clustering has been carried out and the main directions of research have been identified for each of the clusters of publications on the subject of innovations in the field of public administration. The study was carried out using bibliometric and cluster analysis based on the data of the OpenAlex scientometric database, using the WOSviewer program. As a result of the analysis of publication activity and the thematic direction of the publications, the relevance and significance of the issues of innovation in public administration are justified, a wide range of opportunities for further research and practical application in this direction is identified. Based on a study of 1398 articles from 2015–2023, it is concluded that there is a stable interest of the scientific community in the issues of innovation in the field of public administration. The results of the carried out analysis showed the active participation of universities and scientists in the study of the problems of innovation in public administration. It is specified that the topics of the articles include consideration of issues of co-creation in the public sector, joint innovative developments of economic entities of the both private and public sectors, motivation of civil servants. It is shown that the problems of innovation in the sphere of public administration are of multiaspectual nature. Nine thematic clusters have been identified, covering a wide range of issues, including data management, strategic management, and citizen involvement in social initiatives. A significant number of publications and the active use of terms related to digital technologies have testified to the high relevance of digitalization in the field of public administration.

In the article the phenomenon of real acts as a public administration tool is researched. The consolidation of public administration tool «real acts» was first embodied in the German doctrine of administrative law. The scientific research of real acts in the Ukrainian administrative law hasn’t yet received the necessary results. It’s formulated the definition of real acts as informal decisions or actions of public administration bodies which are adopted or committed outside the legal regulation of administrative activities and aimed at communication with private persons. It’s determined the legal features of real acts: 1) they are informal decisions or actions of public administration bodies; 2) the purpose of their application is to inform private persons about socially significant information or to reach a consensus between public administration bodies and private persons during the administrative procedure; 3) their content doesn’t reflect the final result of the power influence of public administration bodies; 4) they are additional illegal means of communication of public administration bodies with private persons; 5) may be appealed in court in case of violation of the rights, freedoms or interests of private persons. It’s noted that the real acts for the legal nature and form of adoption (committed) aren’t administrative acts. It’s concluded that real acts complement the system of public administration tools and reflect the part of administrative activity of public administration bodies, which doesn’t have a legal formalization. The use of real acts by public administration bodies allows to increase the efficiency of relations with private persons during the occurrence of administrative procedure relations. The real acts aren’t legal facts that can lead to the dynamics of administrative legal relations, but their application may be subject of court legal proceedings to protect the rights, freedoms and interests of private persons with public administration bodies. Administrative procedural legislation of Ukraine should contain provisions on the possibility of applying real acts in order to expand the possibilities of public influence of public administration bodies on various spheres of public administration.

The purpose of the article is to conduct a theoretical analysis of the content, essence and functions of the mass media as an important part of the functioning of the political system of society; research on the interaction of government authorities and the mass media; features of the impact of the mass media on society and public administration. Such general scientific and special methods were used in order to reach the set goals: generalization method was used in order to reveal the theoretical and methodological foundations of the communicative interaction mechanisms in the public administration sphere; system method was used in order to reveal the conceptual foundations of communicative interaction in the public administration sphere; logical and dialectical methods, generalization method, method of complex and systemic approaches were used in order to improve certain definitions; logical method was used for theoretical generalization and formulation of conclusions and proposals. In accordance with the goals of the research: 1) on the basis of the theoretical analysis of the research field on the interaction of public administration authorities and the mass media, it was proved that public administration in modern society is impossible without an extensive system of communication; 2) it was established that in the conditions of transition to the information society the role and importance of mass media in the public processes, which take place in modern Ukraine, grow. At the same time, the subjects of public power become the subjects of the communicative process; 3) a theoretical analysis of the research field on the interaction of government authorities and the mass media, where the mass media is often seen not as a socially responsible business, but as a component of political capital or influence, was made; 4) it was established that the formation of the global communication space also affects the role and functions of the mass media; 5) features of the impact of the mass media on society and public administration were analyzed and concepts were singled out; 6) positive aspects of cooperation between the mass media and government authorities in terms of the term “interaction” were defined; 7) it was proved that the mass media is an important tool of public administration, which directly depends on the current political regime in the country; 8) it was established that the mass media is an integral part of the mechanism of democracy functioning, its values and normative principles as well as an important tool of public administration, but it directly depends on the existing political regime in the country. Openness and ensuring access of citizens to information on the activities of the government as well as the involvement of the population in the discussion of socially important information are crucial for the government. It was established that democratic transformations are possible only under the condition of wide openness of the society, publicity and freedom of speech, which would not give advantages to any political force in possession of the mass media. The author’s position on the definition of positive aspects of cooperation between the mass media and government authorities in terms of the term “interaction”. The article contains an original analysis of modern approaches to the peculiarities of the relationship between the government and the mass media, government authorities and the mass media as well as certain aspects of the functioning of the mass media in the processes of democratic transformations of Ukrainian society and legal regulation of state policy in the mass media sphere. The article can serve as a methodological and theoretical basis for further study of the mass media as a component of human communication; the mass media as a channel of manipulative influence on society; features of the functioning of the mass media in the period of transformation of modern Ukrainian society; as well as the role of the mass media in the process of forming the social and communication sphere of civil society.

B a c k g r o u n d . Public administration is formed as a complex and dynamic system that reflects the evolution of social relations and the changing role of the state in development processes. Today, public administration increasingly moves beyond administrative control, transforming into a space of partnership, participation, and openness. The digitalization of administrative processes, the emergence of e-government, and the concept of open government have reshaped the nature of public authority. M e t h o d s . The study employs a set of general scientific and special methods that ensured a comprehensive analysis of the evolution of public administration. The historical-genetic method was used to identify the sequence of development of administrative models. The comparative method enabled the examination of classical and modern theories. The system analysis method made it possible to determine the relationship between the principles of public administration and digital transformation processes. Content analysis of academic publications and international documents allowed for the generalization of trends in contemporary governance and the identification of directions for its transformation. R e s u l t s . The essence of public administration is clarified as a multidimensional category that integrates normative-administrative, valueoriented, and communicative dimensions and reflects the changing role of the state in the context of digital transformation. The basic principles of public administration were systematized, and the features of their transformation under the influence of digital technologies were identified. The stages of development of public administration models were summarized. Contemporary paradigms such as Digital Era Governance, Public Value Management, and Collaborative Governance were analyzed. It was substantiated that digitalization functions as an integrative factor that connects organizational modernization, a value-based approach, and network interaction, creating preconditions for the transition to a digital-social model of public administration. C o n c l u s i o n s . The study demonstrates that the evolution of public administration is moving from administrative-hierarchical systems toward integrated, open, and value-oriented models of governance. Digitalization not only modernizes tools and procedures but also reshapes governance orientations, shifting the focus toward transparency, participation, and the creation of public value. The results may serve as a methodological basis for further research on digital governance.

Article is devoted questions of the content and nature of risks in the sphere of public administration. The authors define the terms «risk», «risk-oriented public administration». The article shows that the risks in public administration are an integral component of the public administration; risks are given objective reality, which is subject to due consideration. These risks are a consequence of the existence and sufficient entropy updating uncertainties and other of risk-taking determinants in modern processes. The article describes the integrated methods of operating by the field of risk and risk-taking determinants. The article describes the reasons for the low efficiency of operating by risks in public administration.

The subject of this research is the development of theoretical representations on the mechanism of public administration in Russia of the XVIII century. The goal is to determine in the texts of draft reforms prepared by Count P. I. Shuvalov the provisions on the objectives and principles of public administration, as well as to analyze his views on the process of reforming state and social institutions. In the texts of P. I. Shuvalov examines such elements of public administration theory as the administrative objectives, its subject matter, instruments, and administrative decision-making process. It allowed establishing correlation between the two concepts: “the good of the state” and “the common good”, as the goals pursued by public administration. The formulated by Shuvalov principles of public administration fully corresponded to the principles advanced by the philosophers of the European Enlightenment. The conducted analysis decision-making mechanism reveals a universal algorithm, which implies several stages of development of the reforms: a) outlining the problem that needs to be solved using the instruments of public administration ; b) determining the causes of this problem; c) proposing solution to the problem, d) discussing the proposed solution, indicating the instruments that need to be implemented by the state.

The article reveals the concept and content of globalization. It is emphasized that in modern conditions, the concept of «globalization» has entered scientific circulation along with the key categories of modern science and has become the subject of wide discussions. The article is devoted to the peculiarities of state administration under the conditions of globalization. It is indicated that the sphere of public administration is affected by several processes at once – adaptation, transformation and modernization. Adaptation is a forced process of adjustment, adaptation and arrangement of the state administration system of the national state to the qualitatively new processes of globalization. Transformation is a mechanism for reflecting the radical changes that the world and each national system of public administration are undergoing in the context of globalization. Modernization is one of the options for social development, which simultaneously improves and accumulates quantitative and qualitative changes in the state administration system in the context of globalization. These processes are the main basic factors of the transformation of the modern world, according to them the national state and its system of public administration are changing. It is emphasized that the factor of public administration is an indicator of the extent to which the modern national state is able to resist or adapt to the processes of globalization. The main problems of globalization in modern conditions and their impact on the sphere of public administration are revealed. It is emphasized that globalization puts forward new requirements, which should become effective and efficient means of solving complex contradictions that arise in the course of the joint functioning of national states in the world space. The influence of governmental and non-governmental organizations on management processes is shown. It is indicated that the main mechanism of activity of international non-governmental organizations in the period of globalization is the mobilization of the opinion of the world community. It has been proven that at the current stage, globalization leads to a kind of «updating» of the structure of the world, and as a result – corrects national systems of state administration. In addition, it changes the strategies of economic, political and cultural development, creating a complete interdependence of the world, which is the basis of its functioning. The growing rates of interdependence unify and standardize the conditions and factors of the development of individual states, acting as peculiar indicators of determining the level of sustainability of the development of national states.

Abstract. The article examines the international legal aspects of public administration principles, emphasizing their importance in the context of globalization and the increasing interdependence of states. The relevance of this study lies in the necessity for states to develop and implement effective management strategies that align with international norms and principles to ensure stability, development, and human rights protection. The research highlights the importance of understanding international legal aspects to address complex modern challenges such as global environmental issues, corruption, and transnational threats. The study also explores the significance of these principles for Ukrainian public administration, especially in the context of reforms and integration into international organizations. The research provides insights into how international standards, based on values like human rights and transparency, can influence and improve public administration in post-Soviet states, which often face challenges like centralized control, corruption, and limited public participation.

In Ukraine an important role nowadays is played by the implementation of the principle of decentralization of public power. The principle of decentralization consists in the balanced distribution of powers between the central and local levels in the system of executive authorities, as well as the transfer of powers from executive power bodies to local selfgovernment bodies. One of the elements of the principle of decentralization is the creation of new forms of executive authorities, which are designed to ensure optimal control over effective implementation of government programs and take into account the interests of local selfgovernment. Ukraine has shown its desire to become a full member of the European Community and to build a market economy with the aim of integration with the European Union. Today, in the conditions of war, Ukraine is trying to defend democratic principles. In the world, including EU member states, there is no universal model of public administration or one form of interaction between local executive authorities and local selfgovernment bodies. Each state independently forms a system of local bodies of public administration. It is important that their activities be based on the principle of good administration. The best example for reforming in Ukraine may be the experience of European countries regarding the implementation of the reform of a new distribution of powers between public authorities. The main goal of the public administration reform in Ukraine is to form an optimal system of public administration bodies and delimit the powers of local executive authorities and local self-government bodies. Attention is focused on the experience of France in reforming local executive authorities and its relevance for Ukraine in the process of reforming the system of local state administrations. It will be practical for Ukraine using the experience of reforming executive authorities in France and introducing the institute of prefects. Under French law, the prefect is responsible for public order and public security, as well as for the implementation of internal security, civil security and economic security measures that contribute to national security. The department prefect is responsible for matters of entry and residence of foreigners as well as the right to asylum. The reform of local bodies of public administration in Ukraine should be based on the Constitution of Ukraine and European principles of decentralization. For the time being, the Law on Amendments to the Constitution of Ukraine on the reform of local state administrations is being clarified and finalized. The article is devoted to the disclosure of the peculiarities of the implementation of information and telecommunication technologies in public administration and justice. It has been established that the process of building a "digital state" takes place both in the public (electronic governance) and private sectors and consists in the use of information and telecommunication technologies in various spheres of public life. In particular, e-governance is aimed, first of all, at improving telecommunication relations between the state and private individuals in order to meet their needs, which generally contributes to the implementation in the field of public administration of such important principles of government activity as the principle of openness and transparency and the principle of respect for rights a person It was found that having several important areas of its implementation (e-parliament, e-business, e-education, e-health, e-culture, e-education, etc.), e-governance is most important in the areas of public administration ( e-government) and justice (e-justice). It was established that over the last decade in Ukraine, a number of important normative legal acts were adopted (both at the level of laws and by-laws), as well as a number of legal institutions and mechanisms were created for the introduction of information and telecommunication technologies into the life of society, however, the process of introducing the concept digital state in the spheres of public administration and justice is accompanied by the presence of a large number of problems that need to be solved in the near future. It is emphasized that the use of information and telecommunication technologies in the activities of public administration entities ensures not only the quality of their activities, but also aims to minimize personal communication between a public-authority entity and a private person, because the absence of such relations is one of the factors preventing corruption in our country. The use of information and telecommunication technologies in the field of justice pursues the following goals: improving the quality and efficiency of justice; maximum provision of the rights and freedoms of a person within the framework of court proceedings. It has been established that the process of introducing information and telecommunication technologies into criminal justice today faces obstacles: a) generally civilizational; b) technological; c) legal; d) worldview.

Subject. The article addresses the management system of institutions in the public administration sector that were transformed into budgetary and autonomous under the organizational and legal reform. Objectives. The purpose is to investigate the influence of digital technologies on the management system of budgetary and autonomous institutions functioning in conditions of granting certain powers for self-regulation and self-sufficiency to the management of these institutions at the third stage of budgetary reform. Methods. The study employs universal methods of scientific knowledge, such as analysis, synthesis, generalization, abstraction, and methods of modeling, induction, and deduction. Results. As a result of granting certain powers, the management of the said institutions is actively introducing digital technologies. At the same time, the chief budget funds managers, to which these institutions are subordinate, restrict their participation only by assessment of performance indicators of the heads of institutions that include indicators for achieving quantitative digitalization results. The heads of budgetary and autonomous institutions, on the one hand, strive to achieve maximum targets, and this requires serious financial costs. On the other hand, they are placed in rather limited financial conditions of self-sufficiency, and, in the absence of freedom to choose sources of funds, they are forced to take austerity measures, as staff redundancy. In these circumstances, the most affected party is the institution's management system, which is actually collapsing. Conclusions. The main managers should develop a unified policy of functioning and development, including digital, for subordinate institutions, based on their provision with material, technical and financial resources. This obligation must be enshrined in law.

Today, an important role in the development of domestic society is given to the reliable public awareness of the processes that take place in our state, and not only in it. The Basic Law provides for the right of citizens to obtain the necessary information on the activities of the governing bodies. In states with a developed democracy, public administration bodies provide the public with the necessary information in a timely manner, as effective communication between government and the public becomes increasingly important for the development of civil society. That is why the public administration bodies in order to improve their own activities, to improve the image, authority, and trust of citizens should establish effective relations with them. The article analyzes the main scientific approaches to the definition of «public relations» Public relations as a multidimensional phenomenon of management activity is characterized. Objectives, object, object, subject of public relations in public administration bodies are defined. The content of tasks, functions, principles and methods of modern public relations in the sphere of public administration is revealed. The author formulates the actual definition of public relations and defines the essence of public relations in the authorities in the process of comparing the various types of communicative activities that organizations use to establish and develop contacts with society. The article looks at public relations as a system of elements that are in constant interconnection. The main models of relations between public authorities and public relations instruments are described. The relations with the public are considered in the framework of strategic and tactical approaches. Ways of the implementation of public relations in the bodies of state power are analyzed.

This paper focuses on the preparation of graduate-level students in the field of public governance and healthcare system management at Ivan Franko Zhytomyr State University. It outlines the distinctive features of the academic and vocational program, particularly its key study areas, which include the foundational principles and operational dynamics of the public administration framework. This structure encompasses institutions of state authority, municipal governance, and civil society, all functioning according to their designated roles and competencies. The article discloses the characteristics of the educational and professional program, namely, objects of study: principles and patterns of functioning of the public administration and administration system as a set of institutions of state administration, local self-government, civil society in accordance with the functions and powers assigned to them; relations, phenomena, processes, models and mechanisms that characterize the manifestations of public administration and administration at the higher, central, regional and local levels, taking into account the healthcare sector. Learning objectives: training of specialists in public administration and administration, capable of solving complex tasks and problems in public administration and administration in healthcare. Theoretical content of the subject area: scientific concepts (theories) of public management and administration, in particular at the highest, central, regional and local levels of management; mechanisms of management and administration in the healthcare system to ensure stable development, effective overcoming of crisis situations and consequences. Methods, techniques and technologies: scientific knowledge, management and decision-making, analytical information processing, institutional, instrumental, functional, organizational-technological and legal support, electronic governance (eHealth), systems analysis, modeling, forecasting and design of healthcare systems. Tools and equipment: information and analytical tools, systems to support the adoption and implementation of management decisions, specialized software. Based on the analysis, it is observed that this educational and professional program is designed to prepare specialists for employment in executive authorities, local self-government bodies, and public organizations. These professionals will be capable of ensuring a socially acceptable standard of medical and administrative services, guided by principles of openness, transparency, accountability, and professionalism, both in current circumstances and in the post-war period. The program also highlights the opportunity for students to create an individualized educational pathway. This is realized, in particular, through the freedom to choose the types and forms of education, the educational institutions and programs they offer, the educational components (EC) and their level of complexity, as well as the methods and tools of learning.
