Identification and classification of facilities managers functions: A proposal validated by Latin American experts

This research aims to describe the management and maintenance of assets and facilities, as well as the supporting and inhibiting factors in the management of advice and facilities in MTsN 1 Jombang. This research includes qualitative case studies. Data is collected through observation methods, question answers, and documentation. The results of this research show that: 1) The management of assets and stocks in MTsN 1 Jombang covers the stages of planning, procurement, inventory, use, disposal, and storage. 2) In terms of its maintenance, it involves the resources that exist in the school, not only the wakamad, but all of them play a role in safeguarding the means and facilities that it owns. 3) As to the inhibitory factor of its own resources, such as no care for the facilities and facilities of the madrasah, the supporting factor of the SDM is the main factor in supporting the success of the programmes that have been held by the madrasah.

Enterprise asset management (EAM) systems are used by asset owners and/or operators to manage the maintenance of their physical assets. These assets, including equipment, facilities, vehicles, and infrastructure, need maintenance to sustain their operations. An EAM system provides the means to have less unplanned downtime and extended asset longevity, which offers clear business benefits that improve the profit and loss statement and balance sheet. Particularly for capital-intensive industries, like drilling and exploration, the failure of on-time delivery of critical equipment or processes is disruptive and costs nonproductive time and customer satisfaction. Organizations understand these issues and employ an appropriate asset management system to engineer their asset maintenance and management. An EAM system is needed to manage the people, assets/equipment, and processes. EAMs are used to plan, optimize, execute, and track the needed maintenance activities with associated priorities, skills, materials, tools, and information. Similarly, nondestructive testing (NDT) is used as a tool for integrity assessment of assets in drilling and exploration. The main advantage of using NDT is that the item’s intended use or serviceability is not affected. The selection of a specific technique should be based on knowledge and skills that include design, material processing, and material evaluation. Validating the purpose of this paper, we emphasize the importance of optimizing the asset utilization and serviceability to enhance overall efficiency by integrating EAM software that manages assets, the operation management system (OMS) controlling the processes, and asset inspection management systems (AIMSs).

The public and private sectors have been managing their assets in some form for many years. Recently, however, the concept of asset management has been formulated to draw more explicitly on the principles of business, technology, economics, and other disciplines in a systematic and integrated way. This strategy offers cost-effective and responsive advantages in managing the public’s assets. Other management systems, particularly pavement management, have preceded the current interest in asset management by several decades. Accordingly, it is useful to assess whether there are common elements between asset management and pavement management and, if so, whether the experience gained from pavement management implementation and operation can be of benefit. In a generic sense, asset management has extensive commonalities with its component systems such as pavement management. However, asset management has some issues to resolve in progressing from a framework to an operational reality. A number of ways or areas in which asset management system development and implementation can benefit from pavement management operational experience are presented. Finally, some technical, economic/technical, and institution and user opportunities for innovations and advancements in asset management systems are identified.

In order for engineering organisations to maximise revenue they have to utilise assets in an effective and efficient way. The success of an enterprise often depends on its ability to utilise assets efficiently. This paper explores challenges in managing engineering assets throughout their lifecycle. We examine the role of asset information management in improving the effectiveness with which complex engineering assets are utilised. Furthermore, the importance of quantifying the value of information in asset management is underlined, specifically discussing the issue of information quality in asset management.

The railway as a complete system is a collection of assets working collectively to deliver the desired functionality. Asset Management is primarily concerned with ensuring optimum performance of the railway system by lifecycle management of the assets. While the concept of asset management is fairly well understood, the diversity and age of assets types on the UK railways create significant challenges to engineers responsible for the management of the railway system. Signalling and control systems have a significant safety and performance impact on the operation of the railway; therefore it is essential for a business led railway that the management of signalling assets is a core activity. In practice the railway industry and signalling engineers have been carrying out asset management activities and processes without the term necessarily being applied to the tasks being undertaken. Asset management is therefore not a new idea but a term to recognize good management process of which engineering is a major element. This paper is intended to give an overview of asset management of the signalling and control systems as presently undertaken by Network Rail.

With rapid technological evolution, Energy Management Information Systems (EMIS) have improved energy and water consumption visibility and provided the ability to rapidly detect energy and water waste. However, their integration with facilities management has had little attention from researchers. This study explores the design and optimization of technical information flows between automated data analysis systems and human facilities management systems in a UK Higher Education Institution (HEI) case study. Semi-structured interviews were used to support the co-design of an intervention, based on the systematic integration of EMIS into existing facilities management systems. When the intervention was deployed, longstanding and previously unidentified issues were quickly highlighted and resolved, leading to significant savings. The study concludes that integrating EMIS and Computerized Maintenance Management Systems (CMMS) can enhance the efficiency of middle-out actors in reducing energy and water waste in facilities management. While near-real-time feedback and other technological solutions are effective, the findings highlight the importance of communicating technical information clearly through appropriate channels, as well as middle role challenges such as limited resources, high workloads, and insufficient senior management backing. As facilities management adapts to and integrates new technologies, its full potential can be realized through effective communication and feedback mechanisms.

사회기반시설의 노후화로 유지보수 비용이 급격하게 증가하고 있는 선진국뿐만 아니라 국내에서도 시설물을 체계적으로 관리하여 안전사고를 예방하고 유지보수 예산을 절감해야 할 필요성이 날로 증대하고 있다. 뉴질랜드, 미국, 영국 등은 시설물의 공학적 상태와 성능에 따라 시설물을 유지보수하는 업무에 자산관리 개념을 도입하여 공공시설물을 관리하고 있다. 이들 나라들은 공공시설물 자산관리에 적용할 표준화된 자산관리 정보모델을 제시하고 시스템으로 개발하여 운용하고 있다. 국내에서도 공공시설물 자산관리 연구가 진행 중에 있으며, KTAM-40 자산관리 업무절차가 제시되었다. 본 논문에서는 공공시설물 중에서 도로자산관리시스템의 업무아키텍처 설계를 위하여 뉴질랜드 IIMM과 국내에서 개발된 KTAM-40 업무절차를 조사 분석하였다. 그리고 KTAM-40 업무절차를 참조하여 도로 자산관리시스템의 업무아키텍처를 설계하였다. 업무아키텍처는 첫째, 도로자산관리를 효율적으로 수행하기 위한 조직구조와 역할을 설정하고, 둘째로 도로자산관리 업무기능을 세분화하고, 셋째로 자산관리 업무기능들 간의 관계와 업무 기능들간 정보와 흐름을 정의하였다. 그리고 설계된 업무아키텍처가 유사한 업무 시스템의 다른 아키텍처와의 차별성을 검토하였다. As the social infrastructure becomes deteriorated, its maintenance cost has been increased rapidly. There are growing needs to manage facilities systematically to reduce this kind of maintenance budget, and furthermore to avoid safety accidents in Korea. Asset management is widely used in New Zealand, the United States, Great Britain to manage their social facilities. In these countries, standardized information model and its system are developed and in service for asset management. There are several researches on asset management of social infrastructure in Korea, and the KTAM-40 work procedure is one of the main results for these researches. In this paper, the IIMM of New Zealand and the KTAM-40 of Korea, were surveyed to develop a business architecture of the highway asset management system. A new business architecture for the highway asset management system is proposed based on the KTAM-40 work procedure: First, the organization and its role for the highway asset management are defined. Second, business functions of the highway asset management are classified. Third, the highway asset management functions and the flow of information are defined. In the last section, differences between the newly designed architecture and the other systems' architecture is reviewed.

The purpose of this paper is to discover the current methods that facility managers use to manage and track assets and identify a set of attributes for Building Information Modelling (BIM) that can improve the efficiency of the current facility management (FM) practice. A survey of over 100 facility management professionals addressed demographics such as industry sector, number of buildings managed, and use of industry standards or internally developed guidelines for data management. This information is correlated with their current asset management strategies to identify minimum sets of attributes that may be used for an FM-specific BIM. In addition, the survey asked the FM professionals their opinion on the importance of specific asset attributes and data management information that could be included in a BIM for FM. The findings of this paper indicate that there is a consensus on basic information (asset type, unique identification, manufacturer, model number, serial number) needed for asset management, and that there is no generally accepted system on how this is done in current practice. FM professionals and software providers may use the information in this paper to establish baseline sets of data to include in BIM during the design phase of projects. This paper provides insight and data as to the current practice of asset management by facility managers. Understanding the actual needs of the FM industry will assist in future research to implement BIM for FM.

The purpose of this paper is to explain the mutually supportive relationship between building information modelling (BIM) and asset management. In doing so, it will enhance the ability of infrastructure owners and their suppliers to develop and implement processes, tools and collaborative working practices that optimise infrastructure asset costs and performance over the entire life cycle of assets. The paper has been produced to help mitigate the danger of treating BIM and asset management as isolated practices; reinforce the need to consider BIM implementation in the context of wider asset management policies, practices and systems and vice versa; and maximise the benefits from investments being made in the development and implementation of BIM and asset management. Asset management and BIM knowledge activities and standards have emerged in the UK construction industry as more or less parallel initiatives and have been crystallised in standards such as BS PAS 55 (Asset management – Specifications for the optimized management of physical assets) and the soon-to-be-published ISO 55000 and PAS1192-2 (Specification for information management for the capital/delivery phase of construction projects using building information modelling), respectively. This paper explains the relationship between these two disciplines and why they must be considered together if the full benefits of each are to be realised for both the asset owner and its service providers.

PurposeOccupant feedback is crucial for healthy, comfortable and productive offices. Existing facility management (FM) systems are limited in effective use of occupant feedback, as they fail to collect the vital contextual information (e.g. related building element, space) associated with the feedback. The purpose of this study is to formalise the contextual information requirements for structured collection of occupant feedback for rapid diagnosis and resolution of problems and integrating occupant feedback with building information modelling (BIM) for making use of its visualisation and analysis capabilities, and eventually for effective use of occupant feedback in FM operations.Design/methodology/approachA mixed-methods approach was conducted in four steps: (1) identifying occupant feedback types (e.g. echo in meeting room) in office buildings, (2) examining the current practice in collecting and processing occupant feedback via use cases, (3) determining the contextual information requirements via expert interviews and (4) validation of the information requirements via a BIM-integrated prototype.FindingsThe findings present the contextual information requirements for 107 occupant feedback types grouped under thermal comfort, indoor air quality, acoustic comfort, visual comfort, building design and facility services.Practical implicationsFeedback-specific contextual information items enable structured data collection and help to avoid missing data and minimise the time lost in manual data entry and recursive interaction with the occupants during FM operations.Originality/valueThe contextual information requirements determined are expected to enhance occupant satisfaction and FM performance in office buildings by better use of the occupant feedback and integration into BIM-enabled FM and can be extended to other building types in future studies by using the proposed methodology.

The persistent deterioration of public primary school infrastructure in Nigeria, especially in Ondo State, highlights the critical need for effective facilities management (FM) practices driven by competent personnel. Despite the growing recognition of the role of FM in educational outcomes, limited research exists on how facilities management competencies influence FM practices in public basic education. This study, therefore, assessed the effects of FM competencies on FM practices in public primary school buildings in Ondo State. A quantitative research design was employed, and Ondo State was chosen as the study area due to its socio-economic diversity and educational relevance. Structured questionnaires were distributed to 500 respondents, comprising end-users (teachers and school administrators) and professionals (facilities managers, architects, engineers, builders, and quantity surveyors). A total of 484 valid responses were retrieved, representing a 96.8% response rate. Data were analysed using Partial Least Squares Structural Equation Modelling (PLS-SEM) to determine the effect of FM competencies on FM practices. The findings indicated a statistically significant and positive relationship, facility management competencies and practices in the study area. influencing FM practices. The Human Resource Management (bHRM) construct emerged as the most impactful factor influencing the various dimensions of facilities management practices (β = 0.372; T = 6.087; p < 0.05). Indicator bHRM 2, which focuses on ensuring adequate staffing for effective facilities management, was found to be the most influential in improving practices such as asset management (eAM), budget allocation (eBA), maintenance practices (eMP), and space planning (eSP). The study concludes that strengthening FM competencies, especially in human resource and stakeholder engagement, is essential for improving FM implementation in public primary schools. It recommends the government and relevant education authorities prioritize the recruitment, training, and retention of qualified FM personnel. Establishing comprehensive training programs and clear career pathways for FM staff will ensure that schools have the human capacity needed to implement effective FM practices. The study contributes to knowledge by offering empirical evidence on the role of FM competencies in shaping FM practices in Nigeria’s public primary education sector and adapting global FM frameworks to localised, resource constrained environments.

The development of the economic sector is determined by services to the public through reforms that aim to place public satisfaction through the management of road infrastructure assets. Some research on road infrastructure assets still requires a deepening of studies related to the delivery of public services related to asset management systems. The purpose of this study is to find an appropriate road infrastructure asset management strategy through an integrated asset management system and asset management policies that can provide public satisfaction. This comprehensive approach to management strategies ensures that the performance of service provider assets is in line with the expectations of stakeholders including road users. This descriptive qualitative research is based on the perspective of road users as respondents, consisting of vehicle drivers from 50 transportation companies (people or goods) through interviews and observations. The results show aspects of asset performance based on the user’s perspective there are five aspects, namely productivity, efficiency, effectiveness, use of resources and institutions and this performance is integrated in the asset management system related to policies from the management authority through service delivery namely quality and mobility, risk and use and maintenance of resources. The conclusion of this research is that road infrastructure asset services can be improved through the concept of road infrastructure asset management strategies in an integrated management system with five aspects of performance and more directed towards asset management policies related to the provision of road infrastructure asset services.

PurposeThis paper aims to explore how big data analytics (BDA) collected and stored through specific data software [Construction Operations Building Information Exchange [COBie], integrated workplace management systems [IWMS], computer aided facilities management (CAFM), etc.] can play an essential role in improving the performance management system in the facility management (FM) industry. It defines the big data components and explores the benefit of BDA in any business through an extensive literature review and a pilot case study in the UAE.Design/methodology/approachThe research was carried out based on a qualitative approach. It attempts to identify through a case study how the data collected and the technologies that go along with will increase the functionality and the efficiency of the FM services. The research studies the implementation of a big FM organization, hereafter referred as “M” of software that exports the data collected from COBie and the computer aided facilities management (CAFM) system and shapes them into input to improve the performance of the FM service providers. The study includes two components in anticipation of providing a complete picture: first, five semi-structured interviews with industry experts and company employees representing the hierarchy of the staff, i.e. top, middle and operational levels; one director, two managers and two operational-level employees were interviewed to determine the current situation of the company in terms of BDA; and second, detailed documents and archives records review for the data collected on a randomly chosen sample of facilities for the period 2013-2015. The interviews were designed to achieve two specific objectives. Primarily, they were aimed at collecting empirical evidence on the existing status of big data within the UAE FM context and at investigating the importance of the data collected for performance measurement in the industry as supported in the literature. Second, these interviews sought to identify any critical issues that need to be addressed within the data collection process when devising the big data platform for FM.FindingsThe paper seeks to provide a guideline to the service providers in the FM market to understand the importance of big data to be shared from the design and construction to the operational phase as it improves their operational performance.Originality/valueThis paper studies the impact of big data on the FM performance management, a very recent topic where only few researches were conducted earlier.

The objective of the work is to present the concepts of Asset Management for the Subsea area and a possible path on how to implement it in its processes, in accordance with the requirements of the ISO 55000 standard. This is an international standard published in 2011 and which covers requirements on how extract more value from an organization's physical assets by managing performance, cost and risk. According to IAM (Institute of Asset Management) and GFMAN (Global Forum for Asset Management), organizations have been increasing recognition of Asset Management as a discipline that has great relevance and significant potential for increasing the performance of the management system, increasing the guarantee of achieving organizational objectives. The introduction of this work will address the origin of the Asset Management topic and how it has been growing in organizations. A brief history of the evolution of the Subsea area in Integrity Management and similarities of this topic in Asset Management will also be presented. Next, the main concepts of Asset Management will be described, going through the ISO 55000 standards. Finally, a possible path for implementing asset management in the subsea area will be described, through a model for preparing a SAMP (Strategic Asset Management Plan), this being one of the main requirements of ISO 55000.
