Nowadays, one of the most effective technologies for managing the financial and economic activities of the enterprise is budgeting, the main task of which is to increase the efficiency of enterprise performance. The very budgeting acts as a planning tool for pursuing strategic goals and is interrelated with the main strategic goal of the enterprise. In determining the effectiveness of enterprise performance, it is essential to use non-financial criteria, e. g., quality of service, supplier lead time, etc., along with financial indicators. At the same time, it is essential to authorize managers to define the goals of their divisions or business units as they can assess the situation and predict developments most skillfully. This is possible only when the enterprise regularly resorts to strategic planning, and corporate strategic goals are brought to the notice of all key high- and medium-ranking managers. Assessment of the efficiency of the budgeting process at the enterprise is limited to a pooled analysis and comparison of planned and actual indicators. To assess effectiveness, it is necessary to develop a system of estimated figures, the creation of which should take into account those aspects of activities that they should render the interrelation of planning decisions on the implementation of elements of enterprise strategy. One of the criteria of effective budgeting is its balance, consistency of budget parameters with resources, objects and stages of budgeting. Balance is designed to ensure the effective achievement of operational and strategic goals of the enterprise – this can be achieved by using the balanced scorecard system. The balance scorecard comprises the following parameters: clients, business processes, and staff. Parameters of the balanced scorecard should, first, relate to the objectives of the enterprise strategy, secondly, be balanced according to the objects and stages of budgeting. Improvement of the efficiency of the budgeting system can be achieved through:  combining goals and budgeting structure with the strategic goal of the enterprise;  developing organizational and structural model of the balanced score card to manage the implementation of the budgeting strategy;  introducing the balanced score card in the budgeting system. This issue is relevant as the integration of the balanced score system in the budgeting system makes it possible to achieve a synergetic effect in the form of enterprise value increase.

Higher Education Institutions (HEIs) under the Ministry of Education Malaysia (MOE) are considered as the catalysts for excellence in the national education sector. The education sector has always enjoyed the highest national development budget and this has proven that the government's commitment to the education is paramount. Growth rates for researching output and quality are among the highest in the world, and higher education institutions in Malaysia has achieved a strong ranking among their Asian counterparts. Malaysia must make adjustments, including transforming higher education systems to thrive in an increasingly challenging global economic environment. Therefore, a form of performance assessment mechanism needs to be developed to evaluate on the performance and quality of services delivered in line with the goals set. The Balanced Scorecard (BSC) is one of the most widely used assessment instruments in assessing the performance on the institution. Therefore, the purpose of this study is to highlight the importance of BSC in the measuring performance in the Malaysia HEIs. Many previous studies have been conducted to evaluate the effectiveness of BSC especially in corporate companies and the results of these studies show that BSC has a positive and beneficial impact on the organization. However, there are still fewer studies which involve the Malaysia HEIs in conducting BSC-based performance evaluations. In addition, a strategic map will be developed to guide the implementation of BSC in Malaysia HEIs. When implemented, it is hoped that the BSC can be used by management to assist in the implementation of long-term strategies as a tool in monitoring and evaluating the performance of Malaysia HEIs in addition to preparing for future educational challenges

performance measurement of an organization recently becomes a trend for some reasons. First, the company or the organization can estimate the efficient use of its resources. Secondly the company can plan future target performance more realistically in relation to the existing coundition. Thirdly, the company can apply proper strategies to improve the performance on the basic of actual achievement and expected performance. Until recently PT Ajinomoto Indonesia Mojokerto has not conduct holistic performance measurement. measurement is conducted partially in each department. method of performance measurement applied in this research is The Performance Prism focusing on stakeholders satisfaction which is a method developed in response to the previous methods such as Balance scorecard. This method deals with 5 aspects: stakeholders satisfaction, stakeholders Contributions, Strategies, Processes, and Capabilities. This reflects the facets of three — dimentional prism. performance measurement of PT Ajinomoto Indonesia Mojokerto Factory using the Performance Prism obtains 28 Key Performance Indicator (KPI) for stakeholders Customer, Investor, Supplier, Employee and Community. Analitycal Hierarching Process (AHP) is applied to KPI. Having scared using OM4X the research results 14 KPI categorized as good in green 4 KPI is fair in yellow, and 10KPI is bed in red. aggregate value is 5,6 showing fairly good infair condition yellow.

In managerial accounting courses, students lacking business experience find the balanced scorecard (BSC) an inherently difficult topic to understand. Students may lack an understanding of business strategy, the BSC's perspectives, and the measures that a BSC uses to report performance. This chapter aims to assist instructors who teach the BSC by developing an analogy to a resume, which is a familiar concept to students. The analogy draws upon similarities between the BSC and a well-constructed resume: a cohesive strategy, multiple perspectives or areas, and multiple types of measures for each area. In using this approach, the instructor guides students through the process of viewing a resume as a vehicle for conveying a job-search strategy, similar to the way a BSC communicates an organization's strategy. Thus, students can apply their knowledge of the familiar (their own resumes) to the unfamiliar (the BSC). The chapter provides implementation guidance and results of student surveys. Our students responded positively to the exercise, saying that they learned the basics of the BSC, and even found the exercise enjoyable.

Strategy Alignment and Performance Evaluation for Shared Service Centers: A Longitudinal Study on the Role of Balanced Scorecard

The purpose of this study is to develop a methodological framework and a mechanism for the formation of a balanced scorecard as an element of the strategic personnel management of JSC «KEAZ». To carry out analytical work and to obtain specific conclusions in order to form the proposals of the project part of the study, various methods of analysis were used: induction, deduction, comparison, abstract-logical analysis, modeling. The article discusses the experience of using the Balanced Scorecard (BSC) for solving the strategic goals and objectives of KEAZ of Kursk. The basic idea of ​​using the BSC is that non-financial goals are taken into account in the strategy of the company, along with financial indicators. In the BSCJSC «KEAZ» emphasis is placed on strategic personnel management as a key resource of the organization. The use of the KPI system in the enterprise is currently an effective tool for personnel management and has several advantages, which include the following: employee motivation is directly related to the achievement of the organization’s business goals; the effect of implementation can be measured and calculated, including in financial indicators; Using this system, you can stimulate employees by applying tangible and intangible incentives. The study showed that a balanced scorecard is an effective tool for implementing the strategy, as well as building an effective strategic management system, which makes it possible to overcome the implementation barriers of the strategy arising from the imperfection of the strategic management system in the enterprise.

Through performance, it is expected to demonstrate its professional contribution significantly in improving the quality of service affecting general service to the organization in which it works, and the ultimate impact is on the quality of life and welfare of the community.</em><em> </em><em>In order for the performance of MSMEs is good then the measuring tool is needed to know how far the success rate performance of MSMEs itself. One tool to measure performance is to use a balance scorecard. Balance scorecard is a measure of company performance strategy integrated in 4 perspectives that is financial perspective, customer, internal process and learning and growth.</em><em> </em><em>Balance scorecard is a management system mechanism capable of translating organizational vision and strategy into real action in the field. Balance Scorecard is one of the management tools that has been proven to help many companies in implementing its business strategy. Balance Scorecard is expected to generate strategic decisions to improve the performance of MSMEs.</em><em> </em><em>Balance scorecard will measure in 4 perspectives, namely the financial perspective that is about Increased revenue and cost efficiency. In the customer perspective will be measured on increasing the number of customers and reduce the number of customer complaints. In an internal perspective the process will be analyzed on improving service process time and after-sales service efficiency. PurposeThe purpose of this paper is to consider the potential utility for higher educational institutions, and in particular libraries, of the balanced scorecard (BSC) performance measurement tool, originally developed by Kaplan and Norton for use in businesses and since adapted for the public and non‐profit sectors.Design/methodology/approachThe relevant literature was reviewed to ascertain key aspects and functionalities of the BSC framework, survey implementations and determine perceptions of the system's effectiveness and weaknesses, and – while the BSC has as yet been put into practice only infrequently in libraries – treat its appropriateness for information service.FindingsThe BSC supplements financial accounting with non‐financial leading indicators to link performance drivers and outcome measures in cause and effect relationships that can predict future performance and drive a single organizational strategy. Also intended as a straightforward reporting “dashboard” revealing whether improvements in one area have been at the expense of another, the BSC is considered more effective as an aid in forecasting the overall health of an organization than traditional accounting‐based models. It provides a capacity to monitor obligations to stakeholders and to produce transparent and reliable financial information, and the resulting internal control environment can promote integrity and ethical values.Originality/valueAcademic libraries may find the BSC a useful approach in determining service value, in demonstrating fiscal responsibility, and – through metrics focused on organizational goals and strategy – in validating their role, as knowledge‐based and networked environments, in the delivery of a quality educational product to their customers.

The balanced scorecard is a technique that translates an organisation's mission and strategy into a comprehensive set of performance measures. The performance measures are interrelated and strategic and include both financial and non-financial metrics covering the perspectives of financial, customer perspective, internal business, and innovation and learning perspectives. The Malcolm Baldrige Criteria for Performance Excellence (MBCPE) is proposed as a methodology for operationalising the balanced scorecard and ensuring that the balance scorecard drives continuous improvement. The MBCPE framework includes the traditional perspectives found in the balanced scorecard in its core values, concepts, criteria categories and items. Literally all types of organisations have used both the balanced scorecard and the Baldrige framework, indicating that both have broad appeal and applicability.

Many companies around the the world exploring the concept of sustainable development seeking to integrate their pursuit of profitable growth with the assurance of environmental protection and quality of life for present and future. Scientific and professional organizations attempt to establish a global framework of Environmental Performance Indicators (EPI) in order to develop standardized metrics systems and to evaluate organizations’ environmental performance, which has developed from using traditional models to Balanced Scorecard (BSC) models. Organizations use BSC to integrate their environmental, financial and other performance information to provide stakeholders with a more complete and accurate picture of their performance. The study aim to highlight the expected benefits of integrating the environmental aspects in BSC indicators and its effect on sustainability. The study discusses the importance, characteristic and use of EPI; the effectiveness of EPI and its role in improving decision making and organization strategy; the need for positive EPI to promote sustainable development; and integrating environmental information in BSC models.

Balanced Scorecard (BSC) is one of the most talked about performance measurement systems in the management accounting literature in the past two decades. In this paper, we argue that the BSC has failed to perform as a comprehensive performance measurement systems though it focuses on both financial and nonfinancial indicators. By presenting a historical review of the BSC, we explore the key shortcomings of the BSC and discuss the steps which have been taken to address the shortcomings of the BSC since its introduction in the 1990s. And finally, we present our research findings regarding the shortcomings of the BSC in practice

การวิจัยครั้งนี้มีจุดมุ่งหมายหลัก 3 ประการคือ 1) เพื่อศึกษาสถานภาพปัจจุบันของการใช้สื่ออิเล็กทรอนิกส์และคอมพิวเตอร์เพื่อการศึกษาในสถานศึกษาขั้นพื้นฐาน 2) เพื่อประเมินประสิทธิภาพในด้านผลผลิต ผลลัพธ์ รวมทั้งสภาพปัญหาและอุปสรรคในการใช้สื่ออิเล็กทรอนิกส์และคอมพิวเตอร์เพื่อการศึกษาขั้นพื้นฐาน และ 3) เพื่อจัดทำข้อเสนอแนะเชิงนโยบาย และมาตรการเพื่อส่งเสริมและพัฒนาการใช้สื่ออิเล็กทรอนิกส์และคอมพิวเตอร์เพื่อการศึกษา ข้อมูลที่ใช้ในการวิจัยครั้งนี้ได้มาจากแบบสำรวจ แบบตรวจสอบ แบบสอบถามกึ่งสัมภาษณ์ และแบบสอบถามมีทั้งหมด 6 ชุด คือ 1)แบบสำรวจข้อมูลพื้นฐานของโรงเรียน 2) แบบตรวจสอบโครงการ/แผนงานเกี่ยวกับ ICT ในโรงเรียน 3) แบบสัมภาษณ์ผู้บริหารโรงเรียน 4) แบบสอบถามการใช้สื่อการเรียนการสอนของครู 5) แบบสอบถามการใช้คอมพิวเตอร์และอินเทอร์เน็ตของนักเรียน และ 6) แบบสอบถามเกี่ยวกับการสนับสนุนให้นักเรียนใช้คอมพิวเตอร์ของผู้ปกครอง ข้อมูลที่สมบูรณ์ทั้งหมดถูกนำมาวิเคราะห์กับโปรแกรม SPSS for Windows ค่าสถิติที่ใช้คือ จำนวนหรือความถี่ ร้อยละ ค่าเฉลี่ย (ในกรณีของการกระจายปกติ) ส่วนเบี่ยงเบนมาตรฐาน มัธยฐาน (ในกรณีของการกระจายที่ไม่ปกติ) และส่วนเบี่ยงเบนควอไทล์ ผลการวิจัยสรุปได้ดังนี้ 1. ประสิทธิภาพการใช้สื่ออิเล็กทรอนิกส์และคอมพิวเตอร์เพื่อการศึกษาในสถานศึกษาขั้นพื้นฐานในภาพรวมของประเทศอยู่ในระดับค่อนข้างต่ำ (51.22%) เมื่อเปรียบเทียบกับเกณฑ์ที่ตั้งไว้ และเมื่อพิจารณาในแต่ละรายด้านพบว่า รายด้านที่อยู่ในระดับต้องปรับปรุง 2 อันดับแรกคือ ด้านบุคลากร (33.36%) และด้านบริหารจัดการ (44.18%) 2.สถานศึกษาขั้นพื้นฐานในเขตกรุงเทพมหานคร (68.11%) เขตภาคเหนือ (60.18%) และเขตภาคกลาง (56.93%) มีประสิทธิภาพการใช้สื่ออิเล็กทรอนิกส์เพื่อการศึกษาโดดเด่นกว่าสถานศึกษาในเขตภาคตะวันออกเฉียงเหนือ (41.26%) และเขตภาคใต้ (34.99%) โดยแต่ละสถานศึกษาในแต่ละภาคมีสิ่งที่ต้องปรับปรุงอย่างเร่งด่วนคือ เขตกรุงเทพมหานคร 1 ด้านคือด้านบุคลากร เขตภาคกลาง 2 ด้าน คือ ด้านบุคลากร และด้านบริหารจัดการ เขตภาคตะวันออกเฉียงเหนือ 3 ด้าน คือ ด้านงบประมาณ ด้านบุคลากร และด้านบริหารจัดการ ส่วนเขตภาคเหนือ 1 ด้าน คือ ด้านบุคลากร สำหรับเขตภาคใต้ต้องปรับปรุงทุกด้านคือ ด้านบุคลากร ด้านงบประมาณ ด้านบริหารจัดการ และด้านวัสดุอุปกรณ์ (Hardware & Software) ตามลำดับ 3. ความพร้อมในการจัดการ ICT ของสถานศึกษา ก) ด้าน Hardware และ Software โดยเฉลี่ยมีคอมพิวเตอร์ร้อยละ 72 ใช้ในการเรียนการสอน สัดส่วนโดยรวมระหว่างนักเรียนกับเครื่องคอมพิวเตอร์ต่อหนึ่งห้องเรียนเป็น 1: 1.30 ในโรงเรียนขนาดเล็ก 1: 0.80 โรงเรียนขนาดกลาง 1:1.04 และโรงเรียนขนาดใหญ่ 1:1.70 และเมื่อพิจารณาตามประเภทของโรงเรียนพบว่า โรงเรียนรัฐบาล 1: 0.81 และโรงเรียนเอกชน 1: 1.23 สำหรับโปรแกรมสำเร็จรูปที่ใช้กันมาก ได้แก่ Microsoft (Word, Excel, & PowerPoint) CAI และโปรแกรมอื่น ๆ ข) ด้านบุคลากรและงบประมาณพบว่าบุคลากรในโรงเรียนแต่ละแห่งร้อยละ 62.96 ใช้งานคอมพิวเตอร์ได้ดี [ร้อยละ 7.32 สำเร็จการศึกษาในสาขาคอมพิวเตอร์โดยตรง] นอกจากนี้ต่ำกว่าร้อยละ 30 ใช้อินเทอร์เน็ตเป็น E-mail Address ส่วนตัว มีความรู้ในการผลิตสื่อการสอน มีความรู้ในการบำรุงรักษาเครื่องคอมพิวเตอร์ และการดูแลรักษารับผิดชอบคอมพิวเตอร์ ส่วนการลงทุนเกี่ยวกับสื่ออิเล็กทรอนิกส์เฉลี่ยต่อปีพบว่า แต่ละโรงเรียนได้รับงบประมาณ 58,350 บาทต่อปี [รวมงบประมาณแผ่นดินประมาณกับเงินช่วยเหลือจากแหล่งอื่น ๆ] แหล่งที่ให้เงินช่วยเหลือโรงเรียนได้แก่ เงินบริจาคจากประชาชน สมาคมครูผู้ปกครอง องค์การปกครองส่วนท้องถิ่น และหน่วยงานราชการ 4. การกระจายโอกาสการใช้สื่อคอมพิวเตอร์ให้เกิดประโยชน์สูงสุด 5 อันดับแรก ได้แก่ 1) จัดการเรียนการสอนในทุกระดับชั้น 2) จัดโรงเรียนเป็นแหล่งเรียนรู้ด้าน ICT ของชุมชน 3) จัดอบรมให้กับบุคลากรและประชาชนทั่วไป 4) จัดนิทรรศการด้านสื่ออิเล็กทรอนิกส์หรือคอมพิวเตอร์ และ 5)จัดการเรียนการสอนผ่านอินเตอร์เน็ต 5. กิจกรรมการสอน ครูผู้สอนร้อยละ 29.03 จัดการเรียนการสอนโดยให้มีการค้นหาความรู้ทางอินเทอร์เน็ต โปรแกรมที่ผู้สอนถนัดมากที่สุดร้อยละ 62.58 คือ Microsoft-Word รายวิชาที่ใช้คอมพิวเตอร์มากที่สุด 5 อันดับแรกได้แก่ คอมพิวเตอร์ วิทยาศาสตร์ คณิตศาสตร์ ภาษาอังกฤษ และภาษาไทย ตามลำดับ สำหรับกิจกรรมที่ครูผู้สอนให้ทำมากที่สุด 3 อันดับแรกได้แก่ พิมพ์รายงาน/เอกสาร/แบบฝึกหัด ค้นหาข้อมูลทางอินเทอร์เน็ต และวาดภาพ/สร้างตาราง/กราฟฟิค ตามลำดับ 6.กิจกรรมการเรียน นักเรียนร้อยละ 37.80 มีคอมพิวเตอร์ใช้ที่บ้าน และร้อยละ 41.50 สามารถเชื่อมต่ออินเทอร์เน็ตได้เอง โดยเฉลี่ยนักเรียนจะใช้คอมพิวเตอร์ประมาณ 2 ครั้งต่อสัปดาห์ โปรแกรมที่ใช้มากที่สุด 3 อันดับแรก คือ Microsoft-Word, Microsoft-Excel, และ PowerPoint คิดเป็นร้อยละ 65.70, 39.30, และ 34.80 ตามลำดับ สำหรับรายวิชาที่นักเรียนใช้ประโยชน์จากคอมพิวเตอร์มากที่สุด 5 อันดับแรกคือ วิทยาศาสตร์ ภาษาอังกฤษ คณิตศาสตร์ ศิลปะ และสังคมศึกษา ตามลำดับ ส่วนกิจกรรมที่ใช้มากที่สุด 3 อันดับแรก คือพิมพ์รายงาน (66.80%) เล่นเกม (52.60%) และวาดภาพ (34.60%) ตามลำดับ 7. ปัญหาและอุปสรรคสำคัญในการใช้สื่ออิเล็กทรอนิกส์และคอมพิวเตอร์เพื่อการศึกษาในสถานศึกษาขั้นพื้นฐาน คือ คอมพิวเตอร์มีไม่เพียงพอกับผู้เรียน คอมพิวเตอร์ล้าสมัย ความเร็วต่ำ ขาดครูผู้สอนที่มีความรู้ความสามารถ ไม่มีงบประมาณเพียงพอ ไม่มีการสร้างเครือข่ายระหว่างสถานศึกษา และไม่มี Software ใหม่ ๆ 8. ผู้วิจัยได้นำเสนอแผนที่เชิงกลยุทธ์ (Strategic Map) ที่ประยุกต์มาจากการใช้ Balanced Scorecard มาจัดทำแผนเชิงกลยุทธ์สู่การปฏิบัติ แผนที่นี้ประกอบด้วยองค์ประกอบ 4 ส่วนคือ มุมมองทางการเงิน (Financial) มุมมองการเรียนรู้และการพัฒนา (Learning and Development) มุมมองกระบวนการภายใน (Internal Process) The issues of process approach implementation in enterprise financial flows management system have been highlighted. The stages of financial flows management within the framework of business processes model have been defined. The advantages of the balanced scorecard have been revealed. The approach to financial flows management based on business process models and their optimization methods has been proposed. The approach to enterprise process management is based on the Deming-Shewhart cycle. The strategic map has been considered as tools for process management and metrics control. The composition of balanced scorecard has been proposed, reflecting the dependence of profit, accounts receivable, and equity turnover rate on the key indicators of cost, fragmentation. and time of fulfilling tasks of the AS-IS and TO-BE business process models. The cause-and-effect relationships between the business processes tasks and a company’s financial performance have been considered. The paper presents the results of the analysis and visualization of the dynamics of change in indicators depending on business process model transformation. In order to reduce risks and increase the efficiency of implementing process optimization results, a number of simulation experiments have been conducted for a company actively developing online sales channels. Practical recommendations have been developed and changes in the key business process management system justified. The system effect from simulation modeling results implementation has been obtained.

Abstract. Assessment of the economic activity of the enterprise in modern business relations requires the necessity of addition of non-financial components to the traditional tool of assessing the financial performance of the enterprise. The purpose of the article was using BSC as a methodological tool for assessing and transforming an enterprise’s mission into short-term tasks and indicators. This allows the authors to identify the most relevant reserves for improving the economic activity of the enterprise. Correlation-regression analysis of the parameters is included in the assessment of the economic activity of the enterprise by basic perspectives. This allows us to make a detailed analysis of internal business processes and external possibilities of enterprise. Division of all researched indicators into key performance indicators (KPI) and auxiliary indicators, depending on the degree of influence on enterprise development has been made. The key performance indicators that have the greatest correlation with others are as follows: net revenue, balance sheet, current assets, fixed funds, raw materials, finished products, cash. It has been established, that the key reserves for the successful development of the enterprise are concentrated mainly in internal processes and the financial perspective of enterprise development. This makes it possible to optimize the process of making managerial decisions in conditions of limited economic resources and uncertainty. Auxiliary indicators are more likely to be parameters supporting the required level of certain KPI in the long term perspective. Using the full range of indicators in the assessment of economic activity of enterprise will allow balancing the direction of sustainable development of enterprise. This paper develops a balanced performance measurement scorecard for a product-service system (PSS) from following four perspectives: customer, finance, business process integration, and learning and growth. The balanced cube framework of performance measurement for a PSS is presented first. Then, the multi-levels balanced scorecard and performance measures is developed and supported by large enterprise in China. The balanced scorecard developed in this paper provides a useful guidance for the practical managers in evaluation and measuring of PSS in a balanced way and proposes a balanced performance measurement system to analyze a product-service system.
