He was previously the Project Coordinator of the SEQ 2001 and SEQ 2021 regional planning projects. He teaches planning theory and metropolitan planning at the University of Queensland. He has analyzed metropolitan planning processes in South East Queensland, Greater Vancouver, and New York using concepts of planning as managing uncertainty. Louis Albrechts is Professor of Department of Architecture, Urbanism and Planning at the Catholic University of Leuven, Belgium. His research interests include strategic spatial planning, sustainable development, and regional design, and he has published widely on these issues. He is the founder and co-editor of European Planning Studies, a corresponding member of the German Academy for Research and Planning, and a member of the Advisory Board of the global Research Network on Human Settlements. Brain Cheers is Research Professor Emeritus of Community Development and former Director of the Center for Rural and Regional Development at the Whyalla Campus of the University of South Australia. He is also Founding Director of the Northern Australia Research Institute and the Center for Social and Welfare Research at James Cook University. He has published four books, and many monographs and papers on rural and regional issues. Lu Chen is PhD candidate in Economic Geography at the University of Wisconsin-Milwaukee. Chaolin Gu is Professor, School of Architecture, Tsinghua University. He has published sixteen books and over 260 articles on urban and regional planning, regional economics, and urban geography in China. He is the principal investigator of a number of projects on China's urban and regional development and planning. He is Vice President of the Chinese Geographical Association, and serves on editorial boards of many journals and academic councils. Sir Peter Hall is Bartlett Professor of Planning and Regeneration at the Bartlett School of Architecture and Planning, University College London. He has received the Founder's Medal of the Royal Geographical Society for distinction in research, and is an honorary member of the Royal Town Planning Institute, which awarded him its Gold Medal in 2003. He holds fourteen honorary doctorates from universities in the UK, Sweden, and Canada. He received the 2005 Balzan Prize for work on the Social and Cultural History of Cities since the Beginning of the 16th Century. He is a Fellow of the British Academy and the European Academy and President of the Town and Country Planning Association. He was knighted in 1998 and in 2003 was named by Her Majesty Queen Elizabeth II as a Pioneer in the Life of the Nation at a reception in Buckingham Palace. Jim Harvey is Adjunct Professor of the Center for Rural Health and Community Development at the University of South Australia. His most recent publications have been on intra-regional cooperation in urban and regional development. He is currently the Australian Manager of an Australian Aid (AusAid) community development project in the Eastern Highlands Province of Papua and New Guinea. Linda McCarthy is Associate Professor of Geography at the University of Wisconsin-Milwaukee, and is also a certified planner. Her research focuses on urban and regional economic development and planning in the United States, Western Europe, and China. Her publications comprise books, book chapters, reports, and articles in peer reviewed journals such as Environment and Planning A, The Professional Geographer, Tijdschrift voor Economische en Sociale Geografie, Journal of Planning Education and Research, and Land Use Policy. Willem Salet is Professor of Urban and Regional Planning at the Faculty of Social and Behavioral Sciences at the University of Amsterdam. He is also the President of the Association of European Schools of Planning. His research specializes in spatial planning and metropolitan governance, urban networks, and decision making in strategic urban projects. He coordinated various research projects on behalf of the European Union, national ministries, the National Scientific Foundation, and other stakeholders in the field of urban studies, and has published widely on regional planning and governance. Saskia Sassen is Robert S.Lynd Professor of Sociology of Department of Sociology and Member of the Committee on Global Thought, at Columbia University. Her most recent books are Territory, Authority, Rights: From Medieval to Global Assemblages (Princeton University Press 2006) and A Sociology of Globalization (W.W.Norton 2007). Her books have been translated into sixteen languages. Her comments have appeared in Guardian, New York Times, International Herald Tribune, Newsweek International, and Financial Times, among others. She serves on several editorial boards and is an advisor to several international bodies. She is a member of the Council on Foreign Relations, a member of the National Academy of Sciences Panel on Cities, and chaired the Information Technology and International Cooperation Committee of the Social Science Research Council (USA). Chun Wang is an urban planner in the Master Planning Department at Beijing Tsinghua Urban Planning and Design Institute. Jiang Xu is Assistant Professor in the Department of Geography and Resource Management, the Chinese University of Hong Kong. She is a specialist in urban and regional issues, and is currently leading research projects in intercity competition and cooperation, as well as urban and regional governance in China. Dr. Xu has published widely on urban and regional development in leading international journals and is co-author with F. Wu and Anthony G.O. Yeh of Urban Development in Post Reform China: State, Market and Space (Routledge 2007). She was the recipient of the 2008 Research Output Prize of the University of Hong Kong. Robert Yaro is President of Regional Plan Association, America's oldest independent metropolitan policy, research, and advocacy group. He is also Professor of Practice in City and Regional Planning at the University of Pennsylvania. He has taught at Harvard University and the University of Massachusetts. He co-chairs the Empire State Transportation Alliance and the Friends of Moynihan Station, and is Vice President of the Forum for Urban Design. He serves on Mayor Bloomberg's Sustainability Advisory Board, which helped prepare PlaNYC 2030, New York City's new long-range sustainability plan. Anthony Yeh is Academician of the Chinese Academy of Sciences. He is also Chair Professor and Head, Department of Urban Planning and Design, and Director, Center of Urban Studies and Urban Planning, University of Hong Kong. His main areas of specialization are in urban development and planning in Hong Kong and China, and the application ofaGIS in urban and regional planning. At present, he is Secretary-General of the Asian Planning Schools Association and Asia GIS Association. He is on the editorial boards of key international and Chinese journals, and has published over thirty books and monographs, and over 180 academic journal papers and book chapters. He received the 2008 UN-HABITAT Lecture Award for his outstanding and sustained contribution to research, thinking, and practice in the human settlements field. Taofang Yu is Lecturer, School of Architecture, Tsinghua University. He has published four books and about fifty articles on urban competition and the mega city-region. Cheng Zhang, is a certified urban planner, and is performing civil service at the Nanjing Urban Planning Bureau. He has published five articles on the mega city-region and the mega-project. Min Zhang is Associate Professor, Department of Urban and Regional Planning, Nanjing University. She has published about 30 articles on urbanization, the megalopolis, and the global city-region. Xiaoming Zhang is PhD candidate, School of Architecture, Tsinghua University. He has published about six articles on the mega city-region and spatial regionalization.

Tourism is viewed as a tool for poverty alleviation, economic diversification and regeneration, multilateral integration and peace, post-conflict stability, and socio-economic recovery in many post-conflict nations. Urban tourism is one of the forms that has emphasized the importance of supporting urban sustainability while considering all of the city's dynamic change processes, such as natural resource protection, culture, architecture, and environmental management. The purpose of this study is to assess the issues and challenges that confront urban tourism development and to make recommendations for developing sustainable urban tourism in Jaffna City. This study incorporated both primary and secondary data. Direct field observation, structured questionnaire surveys, focus group discussions, and key informant interviews were used to collect the necessary primary data. Secondary data was gathered from authorized statistical reports. The collected data was analyzed using descriptive statistical methods, and a SWOT analysis was performed to determine Jaffna's strengths, weaknesses, opportunities, and threats to sustainable urban tourism development. The maps for the study were created using the ArcGIS 10.4 software. According to the study's findings, ineffective green environmental protection systems, inadequate infrastructure facilities, a lack of industrial professionalism, cultural barriers to tourism promotion, ineffective marketing promotional strategies, a lack of institutional coordination, and a lack of tourist product diversification are the factors posing challenges to Jaffna city's sustainable urban tourism development. Based on the strengths, weaknesses, opportunities, and threats of Jaffna's urban tourism development, this study provided recommendations for sustainable tourism development that will assist different stakeholders in rethinking Jaffna's urban tourism in a sustainable manner.

A city is the most dramatic manifestation of human activities on the environment. This human-dominated organism degrades natural habitats, simplifies species composition, disrupts hydrological systems and modifies energy flow and nutrient cycling. Sustainable urban development (SUD) is seen as a panacea to minimise these externalities caused by widespread human activities on the environment. The concept of SUD has been around over a considerably long time as the need to adopt environmentally sustainable behaviours made the international community commit to it. However, to date such development has not been achieved in large scales anywhere around the globe. This review paper aims to look at the SUD concept from the lens of planning and development integration to generate new insights and directions. The paper reports the outcome of the review of the literature on planning and development approaches—i.e. urban planning, ecological planning, urban development, SUD—and proposes a new process to support the efforts for achieving SUD—i.e. integrated urban planning and development process. The findings of this review paper highlight that adopting such holistic planning and development process generate a potential to further support the progress towards achieving sustainability agendas of our cities.

Urban planning and development are processes which can be observed from many different aspects. One of the most essential issues regarding urban planning and development concerns creating a system that provides sustainable urban development. The functionality of such a system is measured primarily by its capacity to provide urban development that is in line with the environmental, social and economic requirements of modern living. Meeting such requirements calls for balancing public and private interests, which more often than not tend to collide. Although there are many factors that contribute to the system’s functionality, this paper focuses on the regulation concerning urban planning and development, and its role in sustainable urban development. The focal point of research in this paper is the regulation of urban planning and development in the Macedonian legal system and its capacity to create a fair balance between public and private interests in pursuit of sustainable urban development.

The potential for coordinated logistics planning at the local level: A Norwegian in-depth study of public and private stakeholders

Claiming that cultural heritage must be preserved for sustainable urban development and for the benefit of future generations is common practice in cultural heritage management and urban planning. But when cultural heritage is used as a resource in urban transformation processes, do current heritage practices, including archaeology, promote the socially sustainable urban futures they aim to achieve? This research aims to generate new knowledge on how Swedish contract archaeology can contribute to sustainable urban development and goodliving environments in an informed and innovative manner. By adopting a broad perspective, I explore how cultural heritage is utilized as a resource in urban transformation and design processes to promote social sustainability. Employing an interdisciplinary theoretical framework, I examine how the social sustainability effects of current heritage practices, including archaeology, affect sustainable futures making. The research includes three case studies on urban transformation: the Caroli quarter in Malmö (1967–1973), the Valnötsträdet quarter in Kalmar (2008–2018), and the ongoing transformation of Kiruna town. The results highlight how contradictions between legislation's focus on the past and cultural and urban planning's future-oriented goals institutionalize ideas about cultural heritage value and the perception that preservation is a sustainable heritage practice in itself. Consequently, archaeology is rarely seen as a process or practice that promotes social sustainability. Instead, focus is on the value of the built historic environment and stories about the past, assuming that using these elements in development and design processes will promote present and future sustainability values, such as attractiveness, security, social cohesion, and collective identities. However, the results show that expected social sustainability goals are rarely met due to a lack of citizen participation and a lack of understanding of what is required to achieve these goals in the present and for the imagined futures. I argue that to effect change, it is necessary to explore futures literacy in theory and practice, deepen comprehension of how archaeology and heritage practices contribute to social value, and broaden participation in discussions and decisions regarding how cultural heritage can be used as a resource in urban development processes.

Urban planning can play a very important role in achieving sustainable growth and development by integrating ‗sustainable development principles‘ in urban planning strategies, policies, programs and projects. There are diverse conceptualization and understanding regarding sustainability, and there is still no single format of integrating the principles of sustainability into a cohesive and integrated urban planning methodology. Various agencies and institutions have articulated the concepts and principles of sustainability at various levels and with a variety of depth and details. Based on the literature review this paper studies the emergence of the concept of sustainability, its dimensions and under-pining, and how urban planning practitioners and institutions have attempted to integrate the basic principles into their practices. The objective is to examine to what extent the government in the Kingdom of Saudi Arabia and its development agencies have internalized the prevailing notion of sustainability and the principles that entail the concept, particularly how the principles are embedded in development Planning strategies and policies. This paper consists of introduction and three parts: After the introduction, the Part One presents a selective review of the emergence and spread of the concept of sustainability to integrate the substantive principles in the planning practice. It discusses the application of sustainability principles in relation to urban development and planning in general. Then it summarizes some guidelines and related action programs provided by leading professional institutions in urban planning. The literature review part concluded with sustainability assessment criteria. Part Two outlines the institutional developments and national policies and commitments in the kingdom of Saudi Arabia in respect of sustainable development as stated in the 8th and 9th National Development Plans, National Spatial Strategy, and General Environmental Law. The review of Saudi experience concludes with an assessment summary showing to what extent sustainability principles have been incorporated in Saudi Arabian development planning strategies. Part Three concludes that Saudi Arabia has incorporated most of the major sustainable development principles extracted from the literature review. It highlights policies and programs for implementing the principles at regional and local levels by various urban development actors (the communities, public agencies, private firms and academia) and sectors such as housing, transportation and infrastructure, urban services, industrial and commercial land uses, etc. would go a long way in achieving sustainable urban development in Saudi Arabia. The paper is based primarily on the literature review and secondary data collected through a review of some previous studies, books, articles and local and international reports on the subject, including the basic terms and concepts as well as some important international experiences in sustainable development and urban planning.

There is a synergistic potential between heritage and tourism which can offer a type of special interest tourism. However, despite the potential, it also brings out conflicts that result in negative socio-cultural impacts. Therefore, sustainability issues should be considered in developing heritage tourism. There are three dimensions incorporate in Sustainable Development, which are environment, economic, and social. As sustainable tourism was derived from sustainable development, thus the three dimensions of sustainable development are also applied in sustainable tourism development, especially in sustainable heritage tourism. Generally, the relationships between the three aspects of sustainable development are assumed to be compatible and mutually supportive. However, among the three dimensions of sustainable development, social sustainability is the least developed and often is proposed in relation to ecological or economic sustainability. There have been efforts to address and incorporate the social dimension of sustainability into standard setters, planners, and practitioners in many diverse areas such as forest certification, organic agriculture, conventional agriculture, urban and regional planning, corporate social and environmental management, reporting, and responsibility and fair-trade certification. However, there are still few studies of the social dimension in tourism development. To achieve sustainable tourism development, we cannot neglect the social dimension and only focuses on the economic and environmental dimensions. Social sustainability is not absolute or constant which has to be considered as a dynamic concept, which will change over time in a place. The purpose of this study exploring the key aspects of sustainable tourism development social dimension which is linked to theoretical and on how we should define and understand the fluid concept of the social dimension in tourism sustainability that can also be applied in heritage tourism. This research is using a systematic literature review to identify social dimension aspects or themes of sustainable development, sustainable tourism development, and sustainable heritage tourism. The preliminary findings show that there are few studies of the social dimension of sustainable tourism development. Therefore, it is rather difficult to obtain related articles of the social dimension, especially in the tourism subject fields. To this point, 160 works of literature were obtained and after screening, assessing, and selecting against the criteria for eligibility, there were 19 pieces of literature selected. Selected literature was reviewed to explore how the social dimension aspect in sustainable development debates is variously understood and how it constructs a social pillar. This research compiles a cross-disciplinary major theoretical concept from sustainable development, sustainable tourism development, heritage tourism, political sociology, economic theory, social theory, governance, and urban development to build a new multi-dimensional inquiry into the subject of social sustainability. Thus, this research gives a comprehension of the aspects of social sustainability which contributes to the improvement of the fluid concept of social tourism sustainability, especially in heritage tourism.

This research explores the adaptability and efficacy of the OECD eco-innovation framework in guiding sustainable urban development within emerging urban centres, mainly through Neom, Saudi Arabia. It seeks to elucidate the framework's potential in facilitating eco-innovation in urban planning, contributing to the broader discourse on sustainable urban development. Employing a qualitative research design, the study engages with a cohort of experts through structured interviews, complemented by a thematic analysis of these discussions. This approach allows for an in-depth exploration of the application and impact of the OECD eco-innovation framework on Neom’s urban planning and development strategies. The study also incorporates a systematic review of relevant documents to understand further the integration of eco-innovative practices in Neom's planning processes. The findings highlight the critical role of the OECD eco-innovation framework in driving eco-innovation within Neom’s urban development. Key insights include the importance of financial incentives, regulatory frameworks, market mechanisms, and knowledge exchange in fostering urban eco-innovation. Additionally, the research emphasises the need for multisectoral collaborations and data-driven strategies to effectively integrate eco-innovation into urban development, underscoring the transformative potential of Neom as a model for sustainable urban planning. This study contributes original insights into utilising the OECD eco-innovation framework in emerging urban developments, explicitly focusing on Neom, Saudi Arabia. It enriches the sustainable urban development literature by demonstrating the framework's adaptability and relevance, offering valuable implications for policymakers, urban planners, and researchers. The research underscores the necessity of tailoring international frameworks to local contexts, enhancing their practical applicability and impact in promoting sustainable urban ecosystems.

This study focuses on the integration of sustainable development principles into urban tourism management. The aim of the research is to identify and analyze the socio-economic, geographical, and environmental factors influencing urban tourism development and to propose strategic planning approaches that enhance sustainability in rapidly growing megacities. The study employs a mixed methodology combining qualitative and quantitative methods. A comprehensive review of existing literature on urban tourism and sustainable development was conducted, alongside an expert survey among key stakeholders in Kazakhstan’s tourism industry. The survey results were analyzed using statistical methods, including Kendall’s coefficient of concordance, which allowed for assessing the consistency of expert opinions. The findings indicate that optimizing sustainable urban tourism in Kazakhstan's major cities requires tailoring tourism development strategies to the unique characteristics of each city. The analysis emphasized the importance of strategic planning to facilitate targeted infrastructure development and balance tourism growth with ecological sustainability. By aligning the tourism development process with the principles of sustainable urban planning, cities like Astana and Almaty can enhance their attractiveness as tourist destinations while achieving ecological sustainability and economic resilience. This research contributes new insights into the integration of sustainable development principles into urban tourism management in the context of developing countries. The analysis, focusing on the unique socio-economic and environmental factors of Astana and Almaty, provides valuable strategies for policymakers and urban planners aiming to promote sustainable tourism in similar urban contexts.

This study aimed to evaluate the impact of participatory urban planning on community well-being and quality of life. Urban planning is done to transform urban areas into sustainable cities with adequate open spaces and many features of smart cities. To achieve successful urban planning, active and involved participation of the stakeholders is necessary. Many aspects, like the social and cultural identities of the nation, its technological competencies, adequate knowledge and expertise in urban planning and sustainable development, are required. A survey of 150 Saudi professionals with expertise or interest in urban development and community well-being showed that the above results have only been partially achieved. These results were only partially and sometimes indirectly supported by the literature. Community participation in urban planning may be improved by using social media platforms and information and communication technologies. These methods will be useful to connect urban planning officials/local governments with concerned stakeholders. Although the specific social and cultural identities of Saudi Arabia need consideration in ensuring community participation, this should not be at the exclusion of non-Saudi communities.

Well-managed urbanization helps to maximize the benefits of urban agglomeration, control urban sprawl, foster socio-economic activities, minimize environmental degradation, generate urban employment, and ensure a healthy working and living environment. In this regard, effective urban planning plays a crucial role in sustaining these developments. This study is dedicated to evaluating the role of urban planning in promoting sustainable urban development in selected towns in Southern Ethiopia. Both quantitative and qualitative research approaches were employed. Cultural, social, economic, ecological, and spatial integration factors were used to evaluate the role of urban planning towards sustainable urban development, with prioritisation analysed using the factor analysis method. Primary data were collected through surveys, interviews, and physical observations, while secondary data were obtained from spatial and non-spatial urban plans of the towns, as well as relevant literature. Thematic and narrative analysis methods were employed for qualitative data, while descriptive and inferential statistical techniques were utilised for quantitative data analysis, aided by the SPSS software tool. The major finding derived from the evidence collected through survey data confirmed that more than 90% of participants disagreed that the identified factors are adequately considered in the urban planning process in a way that ensures sustainable urban development. Moreover, interview results, physical observations, and evaluations of spatial and non-spatial planning documents also revealed that past and existing urban planning practices have had a minimal impact on promoting sustainable urban development across the above specified factors. Therefore, among other recommendations, this study strongly advocates for updating the existing urban planning approach promptly, shifting from a physical-biased urban planning approach to one that is human-centered. This can be achieved by adopting cultural, social, ecological, economic, and spatial factors as the primary principles in urban planning and implementation laws, guidelines, standards, and manuals.

National legislation and the presence of a legal framework that supports urban tourism in the Global South, including Iran, are crucial for establishing a robust local tourism management and achieving sustainable development. However, in Iran, particularly in its capital, Tehran, there remains an absence of a national legislative framework to support urban tourism. In Iran's legislative framework, urban tourism is predominantly perceived as a governmental concern, with the central government responsible for formulating decisions and policies. The present study aims to investigate the role of the lawmaking system at the national and provincial levels in the sustainable development of urban tourism in Tehran. The research method is qualitative and the study utilizes policy research theory for gathering data and analyzing them to achieve the research goals. The results show that local institutions, particularly the Tehran municipality, play a minimal role in the urban tourism policy-making process due to insufficient legal provisions that support its authority in the urban tourism policymaking process. The findings of the present study also highlight that the top-down approach in the urban tourism lawmaking system in Iran frequently results in a disjunction between the requirements of local communities and the tourism policies established.

The main goal of the study is to examine and develop a spatial planning methodology that would enhance the sustainability of urban development by integrating the surface water system in the urban and regional planning process. Theoretically, this study proposes that proactive-integrated policy and approaches need to be promoted in order to gain enough capacity to organize and preserve the space for water systems along with spatial requirement of urban development. It is important to have a paradigm shift both in water management and spatial planning and design. In the Chinese context, urban planning and water management are both undergoing a complex transformation process in concepts, contents, working approaches and institutionalization. The case study in Wuhan shows that since the 1990s, urban development has had a significant impact on the surface water bodies and their riparian zones either by size reduction or complete reclamation. The process of water-to-land conversions for urban construction has been intensified under the pressure of the geographically outwardly expanding pattern and hierarchical-concentric urban form. The impacts on the surface water systems from urban activities have not been adequately reflected in the urban planning system. The time-lag between the two policy processes for water and urban development has made it difficult for urban planners and water managers to adopt effective measures to address the water-related problems in an integrated and coordinated manner. The case studies from the Netherlands show the experience of Dutch spatial planning and water management offers many valuable lessons not only in planning content, but also planning process for Wuhan or other cities in China. Some concepts in the national spatial water policy, i.e. ‘space for nature’, ‘space for water’, ‘green-blue network’, ‘climate-proof city’ may be a good practice for Chinese urban planners and water managers. The practical experiences also show that integrating water issues in spatial planning could bring opportunities for making an attractive city with good quality of space. The trend of urban development in Wuhan shows that the size of the urban expansion will be larger in the coming decades and the pressure on water systems from rapid economic development will remain high. It is urgent to have integrated planning options from the strategic level to the local action level. At the strategic level, proactive land use planning for urban development should consider water issues at the initial stage before negative impacts occur. Clear lines of responsibility between different departments should be demarcated so as to harmonize the fragmented and dispersed local efforts. Public participation is encouraged during the process. At the local level, an on-site water-sensitive design approach should be advocated. The measures of zoning to control construction and land use in and around the surface water bodies can be used but should reflect the consensus of views from various agents such as urban planners, water managers and the public at large. Useful information and knowledge is crucial during this process and therefore spatial data infrastructure is urgent to be promoted.

The urban tourism industry belongs to the tourism industry and also belongs to the cultural industry. The urban tourism development and design must take into account the city's cultural resources and tourism resources. Under the background of rapid development of urban tourism economy and further convergence of tourism content, this paper analyzes urban cultural ecology and believes that cultural ecology and its system affect the way and process of urban tourism development. Improving the cultural resources, cultural influences, and cultural creation of the city will help promote the integration of culture and tourism development. This paper further analyzes the types of integration development of urban culture and tourism, and proposes a fusion development model design based on Memory Recovery and Brand-led under the different cultural and tourism development levels among different cities.
