An Analysis of Enterprise Architecture Maturity Frameworks

Enterprise architecture (EA) is the definition and representation of a high-level view of an enterprise's business processes and IT systems, their interrelationships, and the extent to which these processes and systems are shared by different parts of the enterprise. EA aims to define a suitable operating platform to support an organisation's future goals and the roadmap for moving towards this vision. Despite significant practitioner interest in the domain, understanding the value of EA remains a challenge. Although many studies make EA benefit claims, the explanations of why and how EA leads to these benefits are fragmented, incomplete, and not grounded in theory. This article aims to address this knowledge gap by focusing on the question: How does EA lead to organisational benefits? Through a careful review of EA literature, the paper consolidates the fragmented knowledge on EA benefits and presents the EA Benefits Model (EABM). The EABM proposes that EA leads to organisational benefits through its impact on four benefit enablers: Organisational Alignment, Information Availability, Resource Portfolio Optimisation, and Resource Complementarity. The article concludes with a discussion of a number of potential avenues for future research, which could build on the findings of this study.

Enterprise Architecture (EA) plays an important role as an enabler of digital transformation with strategic objectives, especially in digital government initiatives. Despite its potential, EA implementation in the public sector faces challenges such as complex organizational structures, diverse stakeholder interests, and regulatory constraints. This study aims to systematically review the literature to identify critical success factors that influence the success of EA implementation in government and propose a comprehensive maturity evaluation methodology. Using a systematic literature review of 48 studies published between 2018 and 2024, this research identifies key factors such as strategic alignment, governance, human resource capabilities, and stakeholder engagement as critical to achieving effective EA implementation. It also introduces an EA maturity evaluation model designed for the public sector to assess and improve EA practices. The citizen-centric aspect is the novelty of this research where the factors in this aspect characterize the implementation of EA in the digital government sector. The findings provide insights and academic contributions in expanding the study of EA in the public sector as well as providing practical guidance for government agencies to improve their EA maturity so that accelerated digital transformation can be achieved

Enterprise Architecture (EA) has changed as a strategic competency that helps organizations to align technologi-cal resources with business aims and, thus, achieve organizational flexibility and support digital transfor-mation. This research is an attempt to analyze the EA aspect as an enabler of agility and a generator of successful initiatives of having a digital transformation in various contexts of organizations. The study based the cross-sectional research design to collect primary data in 212 organizations of the mid and large size in the fields of finance, healthcare, and manufacturing within OECD countries. Structural equation model framework (SEM) quantitative analysis shows that a positive association exists between the mature EA implementation and the improvement in organizational agilities (SEM: 0.72, p < 0.001) with highly significant gains in digital transformation met-rics, notably; IT-business alignment (67% increase), decision-making speed (42% improvement) and operational efficiency (38% gain). The findings further show that EA maturity moderates the association between agility and transformation and imply that it plays a central role in agitating adaptive capacity and innovation. The contribution of this paper to the literature is that the gap between the theory and practice is filled by means of the empirical validation of the effects of EA. The novelty of the research is that the analytical framework is integrated with the focus on enterprise architecture maturity, agility enablers, and digital transformation outcomes as well as it provides academically-grounded idea and practical suggestions that entail the role of the chief information officer (CIO), enterprise architects, and digital strategy leaders. The research establishes the strategic necessity of integrating EA into core business planning in order to generate sustainable competitive advantage in the turbulent digital world. The results are reliable and are generalizable because ethical data collection and rigorous analysis by statistics are carried out.

Investment companies need to keep up with emerging technologies if they want to remain competitive. If this pattern persists, the investment industry could lose many customers. Several reports stress the importance of rethinking the business model of the investing industry in the Fourth Industrial Revolution. Enterprise architecture is the way to go when controlling an organisation's information technology systems' structure, behaviour, and interconnections. Organisational activities and data flows can be better managed with the help of enterprise architecture. This study aims to help readers comprehend the investing business by delving into its fundamental ideas, advantages, disadvantages, and potential application settings. Enterprise architecture is how a business should run and how many components should collaborate. An all-encompassing architectural framework addressing enterprise IT, application software, and infrastructure are included in this analysis. The proposed design is aimed to facilitate the investment firm's incorporation of state-of-the-art technologies.

Enterprise Architecture (EA) is an emerging field that focuses on the establishment of a conceptual blueprint that describes the structure and operation of an organization. The purpose is to enable the organization to strategically make decisions on the future state of the organization. Enterprise architects play a key role in the establishment of the EA, even though there are different views of what EA is and how the organization can establish the EA using EA frameworks. In this paper we focused on the different behavioral styles used by enterprise architects in the organization, which enable us to understand the role that EA plays in the organization and shed light on why EA is often executed differently within organizations. Nine behavioral styles are identified by focusing on the roles and competencies of enterprise architects.

In the process of Enterprise Architecture Planning, the “As-Is” architecture is considered as baseline architecture, and target-architecture is designed on its basis. However, in some enterprises, particularly in developing countries, “as-is” architecture is not a suitable basis for creating target architecture. One method of improvement and correction of organizational architecture is using enterprise architecture maturity. In such cases, improvement efforts will not only fail to improve the procedures, but also consume time and financial and human resources of the organization. That is why it is recommended to redesign the organizational architecture instead of organizational architecture improvement. In this paper, multifactor systems are used to provide a practical method for assessment of any given organization and making accurate decisions on improvement or redesign of its architecture based on missions, goals and restrictions of the organization. With the use of this method, the enterprise architectures can be assessed and an accurate decision about development of the enterprises can be made based on its mission.

The USCP had enormous challenges with its IT program and support the internal and external stakeholders of the department, because of a fragile IT infrastructure. The IT program was not able provide the basic assistance the end-user, adequate reporting middle and senior management, and lacked training of IT and end-user staff venture into the rapidly changing technologies in network management, operating systems, data security, risk management, and systems integration, as well as, the need for innovative data management. The need for these services were exacerbated by increased demands on the IT services group and budgetary pressures restricting the resources available accomplish the mission until an IT governance structure was adopted and the development and implementation of an enterprise architecture with corresponding risk management planning was undertaken. In order overcome the inadequacies in the IT program, USCP established several ambitious goals for updating its strategic planning process, developing and implementing an enterprise architecture and risk management plan, setting up an IT governance structure provide the necessary standards and guidance, as well as the relevance, accessibility, and timeliness of its information technology support. The office of information systems, set out transforming itself into a performance-based organization. The envisioned to be system architecture helped USCP focus scarce assets on prioritized application and infrastructure projects directly support USCP mission requirements, both operational and administrative. Additionally an IT security program was implemented include compliance with FISMA; established a configuration and change management board; instituted earned value management techniques into project management activities, during the system acquisition process

One of the ways to capture enterprise knowledge is Enterprise Architecture (EA). EA allows indentifying the majority of software "to-be" requirements for information systems (IS) engineering. However, the transition between enterprise architecture model and IT resource design still lacks a clear approach and tools for implementing it in practice. The paper presents an approach for the enterprise knowledge based software requirements elicitation. The suggested approach is based on the Unified profile for Ministry of Defence Architecture Framework (MODAF) and Department of Defense Architecture Framework (DoDAF), System Modeling Language (SysML) requirements model, and a Semantics of Business Vocabulary and Business Rules (SBVR) standard as a formal background for elicited software requirements. A real world example is presented to validate the suitability of the approach.http://dx.doi.org/10.5755/j01.itc.40.3.626

As modern AI-driven applications evolve, enterprise architecture (EA) must adapt to accommodate sophisticated text-processing services like Retrieval-Augmented Generation (RAG) and Retrieval-Interleaved Generation (RIG). Traditional modeling notations such as ArchiMate excel at describing business, application, and technology layers, but they can prove restrictive for dynamic, machine-readable contexts. This article explores how to combine ArchiMate’s well-structured EA views with an ontology-based paradigm in RDF/OWL, enabling more flexible, data-centric models. By representing RAG/RIG components–along with their knowledge bases, orchestrators, and compliance requirements–as semantic concepts, architects gain the ability to perform automated reasoning, enforce constraints (e.g., cardinalities, policies), and integrate real-time operational data. The approach transforms enterprise architecture from static diagrams into a living knowledge graph, supporting advanced SPARQL queries, iterative refinements in CI/CD pipelines, and richer collaboration across business and IT domains. Ultimately, the semantic web paradigm offers organizations a pathway to a truly adaptive and governed architecture that keeps pace with emerging AI capabilities.

Achieving business-IT alignment (BITA) as a long-term and appraising management issue can be accomplished in a few ways, enterprise architecture (EA) being one of them. This paper attempts to give a critical understanding of the effects of performing EA on different aspects of BITA maturity through a global survey. A total of 236 respondents from 60 countries, a relatively large response for a survey, were selected. The main purpose of the research is to examine these impacts and to identify directions for innovative practices in the future, the unique contributions of this work. A questionnaire designed on the Luftman's maturity model as well as various other statistical methods, including PLS path modeling, Wilcoxon matched-pairs signed-ranks test and Mann---Whitney U test, are applied to understand how the EA can deliver benefits. The implications of our findings in this study as well as its limitations are discussed from different viewpoints to enable both academics and practitioners to detect the flaws in the existing EA frameworks and propose improvements.

The digital transformation influences business models, processes, and enterprise IT landscape as a whole. Therefore, business-IT alignment is becoming more important than ever before. Enterprise architecture management (EAM) is designed to support and improve this business-IT alignment. The success of EAM crucially depends on the information available about a company's enterprise architecture, such as infrastructure components, applications, and business processes. This paper discusses the results of a qualitative expert survey with 26 experts in the field of EAM. The goal of this survey was to highlight current practices in the information collection for EAM and identify relevant information from enterprise-external data sources. The results provide a comprehensive overview of collected and utilized information in the industry, including an assessment of the relevance of such information. Furthermore, the results highlight challenges in practice and point out investments that organizations plan in the field of EAM.

Models are perceived as effective tools for stakeholder communication and analysis concerning a given system. Enterprise Architecture assists organizational change with the creation and maintenance of models as a means to mitigate the business-IT misalignment and supporting decision-making regarding the strategic vision of the enterprise. Literature has acknowledged the topic of enterprise architecture evolution as a relevant issue that requires research efforts. In particular, how can enterprise architecture models be used not only for capturing both the current and future states of the enterprise but also as tools for documenting and analyzing the rationale behind an enterprise architecture evolution, thus supporting decision-making and communication. This paper proposes a model-based viewpoint, as an extension of the enterprise architecture model, defining the concepts and relationships that express the evolution-specific concerns with respect to the architecture of the enterprise.
