Do PCGs need information officers?
Recent work on information integration has yielded novel and efficient solutions for gathering data from the World Wide Web. However, there has been little attention given to the problem of providing information management capabilities that closely model how people interact with the web in productive ways - not only collecting information, but monitoring web sites for new or updated data, sending notifications based on the results, building reports, creating local repositories of information, and so on. These needs are unique to the dynamic nature of information in a networked environment. In this paper, we describe Theseus, an efficient plan execution system for information management agents. Through its plan language, Theseus supports a number of capabilities which enable practical information management, including repeated and periodic query execution, conditional plan declarations, query result aggregation, and flexible communication of results. The Theseus executor system focuses on efficiency, with support for data pipelining, and dataflow-based, event driven parallel execution. With Theseus, users can automate the complex but practical ways in which they interact with the web, for both information gathering and management.

The Intelligent Assistant: An Overview
The Intelligent Assistant (IA) is an integrated system of intelligent software agents that helps the user with communication, information and time management. The IA includes specialist assistants for e-mail prioritization and telephone call filtering (communication management), Web search and Yellow Pages® lookup (information management), and calendar scheduling (time management). Each such assistant is designed to have a model of the user and a learning module for acquiring user preferences. In addition, the IA includes a toolbar providing a graphical interface to the system, a multimodal interface for accepting spoken commands and tracking the user’s activity, and a co-ordinator responsible for managing communication from the system to the user and for initiating system activities on the user’s behalf. A primary design objective of the IA is that its operation is as transparent as possible, to enable the user to control the system as far as is practicable without incurring a heavy overhead when creating and modifying the system’s behaviour. Hence each specialist assistant is designed to represent its user model in a way that is intuitively understandable to non-technical users, and is configured to adaptively modify its user model through time to accommodate the user’s changing preferences. However, in contrast to adaptive interface agents built under the behaviour-based paradigm, the assistants in the IA embrace complex AI representations and machine learning techniques to accomplish more sophisticated behaviour.

Soft computing techniques are beginning to penetrate into new application areas such as intelligent interfaces, information retrieval and intelligent assistants. The common characteristic of all these applications is that they are human-centred. Soft computing techniques are a natural way of handling the inherent flexibility with which humans communicate, request information, describe events or perform actions.Today, people use computers as useful tools to search for information and communicate electronically. There have been a number of ambitious projects in recent years including one at BTexact known as the Intelligent Personal Assistant (IPA), with the aim of revolutionising the way we use computers in the near future. The aim remains to build systems that act as our assistants and go beyond being just useful tools. The IPA is an integrated system of intelligent software agents that helps the user with communication, information and time management. The IPA includes specialist assistants for e-mail prioritisation and telephone call filtering (communication management), Web search and personalisation (information management), and calendar scheduling (time management). Each such assistant is designed to have a model of the user and a learning module for acquiring user preferences. In this talk I focus on the IPA, its components and how we used computational intelligence techniques to develop the system.

Interactive visualization techniques facilitate the examination of unknown data sets. At the United States Environmental Protection Agency's (U.S. EPA) Scientific Visualization Center, we are exploring the combination of 3D visual displays with emerging information technologies. The following discussion highlights prototype efforts in three arenas: (1) Integrating Visualization into Data Mining Techniques; (2) Exploring Policy Analysis Visualization and (3) Combining Object-Relational Databases, Visualization and Web Technologies. The three prototypes are still in embryotic form. We anticipate it will take three to five years for actualization of these concepts and precise implementation details will change over time.The U.S. EPA is currently designing and implementing a new high profile Office of Environmental Information that will advocate the use and management of information as a strategic resource to enhance public health and environmental protection. New information technologies will be applied to facilitate the collection and dissemination of environmental data. We are hopeful that interactive visualization tools will be successfully used across the entire range of users, computing platforms and World Wide Web (Web) technologies that support the information life cycle.

The clinical nursing work based on the establishment and improvement of the clinical nursing system breaks through the traditional nursing work model, which has achieved the advantages of full traceability, practical operation, comprehensive analysis, and individual error correction of nursing work, and greatly improves the nursing quality and work efficiency of nurses. With the advent of the era of big data, how to organically combine data mining technology with nursing information to optimize the nursing information system, apply big data to clinical nursing work through nursing information system, and provide patients with more efficient, high‐quality, and safe nursing services is a problem that needs urgent consideration in today’s era. Therefore, this research is based on the framework of the hospital’s existing clinical care system, using data mining technology to improve the Bayesian algorithm and data preprocessing, optimizes the design of functional modules in the clinical nursing management system, and optimizes the patient information management, medical order management, medical order execution management, basic information and expense management, nursing execution process management, system and data management, barcode management, physical sign management, WAP information management, and other subsystems in the clinical nursing information management system. Experiments have proved that the use of a data mining‐based clinical care management system can simplify user operations and improve users’ application of software. The application system of nursing methods based on data mining technology more completely integrates nursing information management business, makes nursing information management initially “digital,” and can improve the quality of hospital care to a large extent.

This paper aimed to unveil the outcome of an appraisal of the systematic approach to construction information management. This was performed with a view of creating awareness of how information management can be beneficial through the management of the large chunk of information emanating from construction processes. This will improve the gathering, sharing, and storage of information for construction activities. The study implemented a quantitative survey approach with the aid of a questionnaire as the mechanism for data gathering from architects, civil engineers, quantity surveyors, mechanical and electrical engineers, construction managers, and project managers. Data analysis ensued with the aid of SPSS in which applicable measure of dispersal and inferential statistics were implemented. The study unveiled that information management is a major aspect of the construction procedure, and that, to achieve in construction, there must be a well-structured information system. Further findings revealed that the benefits of information management include the firm’s growth, organizational performance, enhanced market value, employee’s motivation, and quality service. The prowess of this study depends on the appraisal of the benefits of systematic management of construction information and how identification of the benefits can help to motivate construction companies.

William Kettinger and Donald Marchand attempt to operationalize the constructs that together help define the ‘knowing organization’. Their intention to develop a construct that measures the capability of companies to manage their information is a substantial undertaking. According to the life cycle of information management, ‘information management practices’ is defined as a second order construct that involves sensing, collecting, organizing, processing, and maintaining information to enhance its use for decision making. The authors develop measures for these five sub-capabilities. Empirical data were collected from multinational firms to test the construct with confirmatory factor analysis used as the major method for statistical analysis. The authors have created a model of information use and conducted an extensive evaluation across a broad array of institutions to validate this measure of information management practices. Considering that effective information management and usage have become an asset for firms to achieve competitive advantage and that there is no existing comprehensive measurement for this important capability, this paper is valuable to practitioners and academics since it can be used to compare firms' information management capabilities. This paper lays a foundation towards the improvement of organizational use of information. Kweku-Muata Osei-Bryson and Ojelanki Ngwenyama explore the potential of data mining technology, specifically decision tree generation, for providing support for systematic theory testing. This data mining technology is itself built on the principles of abductive inference and evaluating hypotheses based on Peirce's scientific method. They assert that this approach could assist scientists to explore alternative hypotheses for existing theories. They demonstrate their approach with empirical observations collected from twenty organizations in two countries using instruments from the user performance area of IS research, specifically task-technology fit and user satisfaction studies. The paper aims to help overcome the problem of the paucity of hypotheses for theory development in the positivist approach of Popper and others. The approach therefore aims to achieve significant savings in terms of the time and cost of conducting systematic theory testing and development. Stefan Henningsson and Sven Carlsson investigate the problem of information systems integration in the context of mergers and acquisitions. Information systems integration is critical for achieving the intended goals. The topic is eternal and timely in this current climate as financial institutions rise and fall and many of the challenges this brings are related to integrating information systems and maintaining operations. The authors have an ambitious approach as they try to combine existing research on both information systems integration and mergers and acquisitions with a multiple site case study into a model on information systems integration issues. They develop a six dimensional theoretical framework for information systems integration in corporate mergers and acquisitions. This can be used by companies since, through the combination of dimensions, it shows the information systems integration issues, decisions, and actions that a company has to address in the mergers and acquisitions process.

To these problems above, this paper explores the solution of environmental safety problems by applying Environmental Geographic Information System (EGIS) to regional environmental safety information management and building regional Environmental Safety Information Management System. And taking the establishment of Daqing Oil Field ESIMS (DOFESIMS) for instance, this paper discusses its technology structures, mathematical models, functions and its function extension in detail for the purpose of provides the use for reference for the design and realization of regional environmental safety information management. DOFESIMS, based on the valid management of oil field environment, realizes to predict and analyze Daqing Oil Filed pollutant discharge state and display spatially results of analysis and prediction that proves further EGIS is effective to solve regional environmental safety information management.

A key property in tactical network environments is that the wireless network itself is typically the major limiting factor in how much information can be shared between users. In such environments, tactical operations often employ group communication protocols (one-to-many or many-to-many) to send information between users. This often results in situations where every message sent gets delivered to everyone on the network which can lead to network congestion, performance degradation, application failure, and even complete information loss. In light of today's computationally rich mobile devices, it is preferential to expend additional processing power to limit the messages being sent to only those required by interested clients rather than to simply deliver every message to every client. This paper summarizes the results of a research effort to explore and implement an Information Management (IM) prototype known as BANDIT that enables efficient and reliable information exchange across a swarm of Android devices within a decentralized Peer-to-Peer (P2P) network. BANDIT features a lightweight implementation of the Kademlia algorithm for P2P swarm management, and implements an efficient broadcast algorithm designed for minimal cost internode communication within structured P2P networks. BANDIT provides decentralized publish/subscribe IM services that, in contrast to more traditional IM systems, have no reliance on a centralized server (which requires additional dedicated hardware and poses the risk of being a single point of failure). Instead, BANDIT IM services are provided by each of the devices participating in the swarm. BANDIT is interoperable with traditional client-server based IM systems which further enables information sharing across tactical and strategic elements.

The cloud computing paradigm has been receiving much attention recently, and data management applications such as e-business are potential candidates for deployment in the cloud. In this paper, we introduce CloudCDI, which is a platform for collaborative integration and management of community information in the cloud. We present the architecture for CloudCDI, which is based on cloud computing framework to facilitate collaborative management and pay-as-you-go integration of data in data centers. Furthermore, a unified data model, Resource Net Model, is put forward to represent unstructured, semi-structured and structured data inside a single model. We design a hierarchical resource view model to enable best-effort cooperation for community members. In order to access data in CloudCDI conveniently and efficiently, a scaleable query model is also proposed to facilitate users to move seamlessly from one query mode to another.

Leveraging the motivation-opportunity-ability (MOA) theoretical framework and past research on psychological climate, this study analyzes three antecedent factors driving an individual’s knowledge-sharing (KS) within organizations: knowledge-sharing psychological climate as motivation, information management capability as ability, and organizational information technology support as opportunity. An empirical examination reveals that a motivating psychological climate has a primary impact on KS behavior, and the impact of perceived information management capability on sharing is mediated by the psychological climate. Perceived organizational use of information technology to support knowledge work bears strong influence on information management capabilities but not on sharing, suggesting that investment in IT does have indirect payoffs. The study is the first to position the opportunity→ability→motivation causal network in an individual’s KS behavior. The findings suggest that managers need to consider the pre-requisite roles of IT-enabled opportunities and workers’ information management abilities when building an all-important motivating climate to share.
