The appreciative democratic voice of DEA: A case of faculty academic performance evaluation

In view of the growing demand for energy in Iran, the efficient locations and development of renewable energy sources has become a major issue. The importance of prioritizing of the wind turbine site is being emphasized to maximize the productivity, and is a primary and important stage for decision makers in many countries. This research aims to prioritize five cities of Iranshahr, Chabahar, Zabol, Zahedan, and Saravan in Sistan-Baluchistan province located in southeastern part of Iran for wind turbine installation. Data Envelopment Analysis (DEA) methodology was used for this purpose. Five important criteria of wind potential, topography of the region, distance to the power distribution network, land cost, and intensity of natural hazards were considered for this analysis. Also, Anderson-Petersen model was used for ranking efficient Decision Making Units (DMUs). Finally, Simple Additive Weighting (SAW) method was used to validate the results of DEA model. Comparison of the results of DEA and SAW illustrated an excellent fit which indicates high validity of the DEA results. The results showed that the city of Zabol was the best option for wind turbine installation in the province.

In this study, banks’ business performance efficiency was analysed using data envelopment analysis (DEA), with expense categories as inputs and income categories as outputs. By incorporating a bootstrap method and a fuzzy data approach into a DEA model, additional insights and sensitivity analysis of the results were obtained. This study shows how fuzzy and bootstrap DEA can be used for investigating real market problems with uncertain data in an uncertain sample. The empirical analysis was based on the period of 2009–2018 for a sample of seven of Croatia’s largest private banks. The aim of the study was also to interpret the DEA results with regards to the specific market, legal, and macroeconomic conditions, caused by the changes introduced in the last decade. The results, and the changes in the inputs and outputs over time, revealed that the market processes occurring in the observed period had a significant impact on banks’ business performance, but led to a more efficient banking system. Two banks were found to be dominant over the others regardless of the changes in the sample and data fuzziness. DEA results were additionally compared to the most important financial indicators and accounting ratios, as an alternative or additional measure of banks’ efficiency and profitability.

Combining ranking scales and selecting variables in the DEA context: The case of industrial branches

Ship operations in the Arctic region require shipowners to increase specific safety investments due to the area's unique characteristics, such as extreme climate, remoteness, and fragile environment. From an economic perspective, shipowners must provide enhanced safety capacities through higher safety budgets while maintaining the profitability of ship operations. Therefore, economic assessments are necessary for decision-makers to determine whether safety investments are effectively allocated and to verify their adequacy. In this context, assessing safety input-output efficiency can help managers measure the efficiency of safety investments in terms of economic benefits and optimize resource allocation. This study uses Data Envelopment Analysis (DEA) to measure efficiencies over a selected period, using safety investments as inputs and economic benefits as outputs in the DEA models. The results of the empirical analysis of an Arctic ship operator indicate that safety investments were not effectively utilized in some years and show projected output targets for improvement. Additionally, recommendations for safety improvements are provided based on the DEA results and accident data. The approach in this study offers a practical tool for decision-makers to invest in Arctic shipping safety.

Data envelopment analysis (DEA) is a non-parametric technique for measuring the efficiency of decision making units (DMU) with exact input and output terms. So far, a number of DEA models with interval data have been developed. The radial DEA model such as CCR or BCC model with interval data are well known as basic DEA models with interval data. However, these radial DEA models have some defects. In this study, we develop a new approach based upon the slacks-based measurement (SBM) of super-efficiency model for dealing with interval data in DEA. The SBM super-efficiency DEA model can not only discriminate the performance of efficient DMUs from inefficient ones, but can distinguish between the efficient DMUs. In addition, this model can overcome the drawback that the super-efficiency model can be infeasible under variable returns to scale (VRS) assumption. An illustrative example is provided to verify the idea of this paper and show its potential application and validity.

Data Envelopment Analysis (DEA) models and Free Disposal Hull (FDH) models were proposed almost simultaneously in the scientific literature. In DEA models, the constraints generate a convex set. For this reason, optimization methods and software are widely used for modeling and computations for these models. Non-convexity of production possibility set of FDH models refrained significantly the development of these models. In this paper, two methods are proposed for two-and three-dimensional frontier visualization for DEA and FDH models. Computational experiments using real-life datasets documented reliability and effectiveness of proposed methods.

The main aim of the study was to evaluate the efficiency of Islamic Azad University branches in East Azerbaijan using stochastic frontier analysis (SFA) and to compare the findings with the results of data envelopment analysis (DEA). In this respect, SFA and DEA techniques were applied to measure production efficiency of 28 branches of East Azerbaijan Islamic Azad University considering the following variables as either output or input: 3 variables as output (including the number of graduated students and students accepted for the further pursuit of their studies, as well as the number of articles, books, and research projects) and 6 variables as input (including the number of university faculty members, educational fields, current students, staff working in different sections of the university, and the total university campus in square meters as well as university costs). Estimation of DEA and obtaining of the units' efficiency indicated that the average efficiency of the universities under investigation were 0.66 and 0.80 in SFA and DEA techniques, respectively. In addition, efficiency distributions in SFA and DEA methods were tremendously different from each other so that in SFA method nearly 40% while in DEA method more than 60% of unit efficiency was between 0.8-1 intervals. The minimum level of estimated efficiency (0.14) was observed for Hadishahr using SFA method, and in DEA approach, the minimum level of efficiency belonged to Khoda Afarin branch (0.065).

This paper proposes an EXO‐CAT data envelopment analysis (DEA) model to evaluate the efficiency of on‐road activities (pickup and delivery) for an air‐express courier on a route‐by‐route basis. The proposed model combines the constraints of exogenously fixed inputs DEA and categorical DEA to account for the continuous and discrete external environmental factors affecting the courier route efficiency. We select labor, route length (a proxy of fuel consumption), and vehicle capacity as the inputs; number of documents delivered, number of boxes delivered, number of documents picked‐up, and number of boxes picked‐up as the outputs. A case study with 248 on‐road routes currently operated by an air‐express courier in Taiwan is undertaken. It is found that stop density, travel speed, and service area type have significant influences on the couriers' route efficiency. Based on the detailed DEA results, the managers do not need to perform check‐rides for all routes; instead, they need only to focus on the most inefficient ones. Such DEA results can also be applied to develop new projects or make judgments on investing any new on‐road routes. Copyright © 2010 John Wiley & Sons, Ltd.

Relevance. Public health effectiveness is crucial for population health, especially in the face of global challenges like the COVID-19 pandemic. The study applies the Data Envelopment Analysis (DEA) model to measure the efficiency of operating costs in the health care system across various regions of Kazakhstan from 2017 to 2021. Existing methods for assessing healthcare effectiveness often overlook the system's complexity, which turns DEA into a valuable tool to identify inequalities in healthcare availability and quality. Research objective. This study aims to employ the DEA model to measure the efficiency of operating costs in the health care system across regions of Kazakhstan in 2017-2021. Data and methods. The DEA model was chosen for its ability to analyze the efficiency of operating costs. Data were collected from the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan. Results. Our findings indicate the need for increased healthcare financing in specific regions, emphasizing the importance of transparent spending. The study concludes that the DEA model can regularly assess health financing, ensuring resources are directed where most needed. The novelty lies in establishing a link between financing and health outcomes. Conclusions. The study's results and methodology can be used by public health authorities in assessing operating costs' effectiveness, allocating resources judiciously, and making informed decisions to enhance the healthcare system.

A generalized model for data envelopment analysis with interval data

Data envelopment analysis (DEA) is a method for measuring efficiency of peer decision-making units (DMUs). Conventional DEA evaluates the performance of each DMU using a set of most favourable weights. As a result, traditional DEA models can be considered methods for the analysis of the best relative efficiency or analysis of the optimistic efficiency. DEA efficient DMUs obtained from conventional DEA models create an efficient production frontier. Traditional DEA can be used to identify units with good performance in the most desirable scenarios. There is a similar approach that evaluates the performance indicators of each DMU using a set of most unfavourable weights. Accordingly, such models can be considered models for analysing the worst relative efficiency or pessimistic efficiency. This approach uses the inefficient production frontier for determining the worst relative efficiency that can be assigned to each DMU. DMUs lying on the inefficient production frontier are referred to as DEA inefficient while those neither on the efficient frontier nor on the inefficient frontier are declared DEA inefficient. It can be argued that both relative efficiencies should be considered simultaneously and any approach with only one of them would be biased. This paper proposed the integration of both efficiencies as an interval so that the overall performance score would belong to this interval. It was shown that efficiency interval provided more information than either of the two efficiencies, which was illustrated using two numerical examples.

This study aims to explore whether a machine learning algorithm can be used to make improvements in assessing unit efficiencies via a data envelopment analysis (DEA) model. In this study, a DEA model is used to calculate the efficiency scores of Desicion Making Units (DMUs). Then, an ML algorithm is trained that aims to predict the single output using inputs. Ranking of input features based on relative feature importance values obtained from the trained ML model is fed to the DEA model as weight restrictions. As a result, the two DEA models are compared with each other. ML-based insights (feature importance ranking) improve the DEA model in the direction of fewer zero weights. The additional weight restrictions are data depdendent, and hence realistic. As a novel approach, this study proposes the use of machine learning-based feature importance values to overcome a limitation of a DEA model.

Data Envelopment Analysis (DEA) models with weight restrictions (WRs) have proven valuable for benchmarking and target setting. Although the DEA literature has explored the incorporation of managerial preferences and value judgments regarding the relative worth of inputs and outputs, as well as the establishment of targets in benchmarking contexts, little attention has been devoted to target setting under restricted DEA models. Moreover, despite the significant advances offered by minimum distance models for target establishment, limited research has addressed benchmarking improvement plans that integrate expert opinions and prior knowledge. Some studies have examined minimum distance models constrained to the efficient Assurance Region (AR) frontier, primarily by extending the concept of closest targets under WR. In contrast, this paper develops improvement plans that deviate minimally from the closest target projection obtained from the original, unrestricted DEA model—termed the reference target. This reference target is considered an acceptable “peer” since it requires the least effort for a decision making unit (DMU) to reach optimal performance before incorporating WR. To this end, we developed a mixed-integer linear programming (MILP) model under the assumption of Variable Returns to Scale in DEA. The proposed approach is illustrated through an application to benchmarking the tourism performance of localities in Córdoba, Argentina. The results reveal realistic and achievable improvement plans for the analyzed localities, ensuring that both global efforts are managed and expert-imposed restrictions are satisfied.

Running any dairy enterprise is a risky activity: the profitability of the enterprise is affected by the price fluctuation of feed and animal health products from inputs, as well as by the fluctuation of end-product prices. Under these circumstances, it is essential for the cattle breeders, in order to survive, to harness the reserves in management as effectively as possible. In this research the efficiency and risk of 32 sample dairy farms were analysed in the Northern Great Plain Region from the Farm Accountancy Data Network (FADN) by applying classical Data Envelopment Analysis (DEA) and stochastic DEA models. The choice of this method is justified by the fact that there was not such an available reliable database by which production functions could have been defined, and DEA makes possible to manage simultaneously some inputs and outputs, i.e. complex decision problems. By using DEA, the sources that cause shortfall on inefficient farms can be identified, analysed and quantified, so corporate decision support can be reinforced successfully. A disadvantage of the classical DEA model is that the stochastic factors of farming cannot be treated either on the side of inputs or outputs; therefore, their results can be adopted with reservations, especially in agricultural models. This may have been because we could not discover that many agricultural applications. Considering the price of inputs and outputs as probability variables, 5000 simulation runs have been done in this research. As a result, it can be stated that at which intervals of the input and output factors can become competitive and the fluctuation of these factors can cause what level of risk at each farm.
