Approaching the Double Carbon

Enterprises are the most extensive market players to achieve the goal of "double carbon". The green and low carbon transformation of their production and operation activities is an important way to practice the concept of green and low carbon development and achieve the synergy of pollution reduction and carbon reduction. This paper is based on the new development stage, implements the new development concept, follows the requirements of high-quality development, and discusses how to better promote the green and low-carbon transformation of enterprises under the new development pattern, so that enterprises can play their due role in achieving the "dual carbon" strategic goal. Achieving the goal of carbon peaking and carbon neutralization is an inevitable choice to cope with climate change, strive to solve the outstanding problems of resource and environmental constraints, and realize the sustainable development of the Chinese nation. It is a solemn commitment to build a community with a shared future for mankind. In this regard, the Central Economic Work Conference has made it one of the important tasks of economic and social development to do a good job of "double carbon". At the same time, the realization of the "double carbon" goal was included in the overall layout of ecological civilization construction, and was proposed and emphasized in the government work report. Based on the national proposal of "supporting qualified cities to take the lead in reaching the peak carbon emissions", Suzhou, as one of the central cities in the Yangtze River Delta, should show "C responsibility" and more Suzhou actions in promoting regional integration strategy. This study puts forward some suggestions for Suzhou enterprises to achieve the goal of "double carbon" from the perspective of regional synergy.

In order to achieve China’s carbon peaking and carbon neutrality (double carbon) targets and to advance ecological conservation and high-quality development in the Yellow River Basin, it is essential that China reduces its energy intensity and increases its energy efficiency. This research developed an evaluation index system for energy efficiency and green development in the Yellow River Basin based on panel data collected from 64 of its prefecture-level cities and covering the period from 2011 to 2020. Each city’s energy efficiency and green development level index was calculated, and was analyzed together with the characteristics of its spatial pattern progression. The STIRPAT model was then used to investigate the influence mechanism of energy efficiency on green development. The final step in the analysis was to assess the process by which technical innovation influences the rise in energy efficiency from a green development point of view. The findings of this study indicate that: (1) There was a marked improvement in energy efficiency and green development levels across the Yellow River Basin over the study period of 2011 to 2020, but there are notable disparities among prefecture-level cities, with higher levels found in capital cities and cities in the lower reaches of the basin. (2) The improvement in energy efficiency has had a positive impact on the transition to green development, with factors such as human capital, urbanization levels, and the upgrading of industrial structures contributing significantly, while the level of foreign direct investment has had a limited impact. (3) Technological innovation plays a partial role in mediating the relationship between energy efficiency and green development in the Yellow River Basin, and passes the single-threshold test. When technological innovation surpasses the threshold value, the effect of energy efficiency on green development is significantly strengthened. This study indicates that improving energy efficiency, stimulating emerging industries, and enhancing technological innovation capabilities can significantly promote transformative green and high quality development in the Yellow River Basin of China.

Ecological construction is a vital problem that China has always consciously faced in the process of industrialization. But in general, my country has not completely jumped out of the vicious circle of "pollution first, governance later". The domestic and international isomorphic dilemma of China's ecological problems shows us the fundamental contradictions of ecological problems. In this sense, the practical and effective achievements of China's ecological civilization construction in recent years are of special significance: the solution of ecological problems can be truly formed within the framework of socialism only through the reflection of capitalist modern society. Therefore, this paper systematically combs the construction path of ecological documents in the process of China's industrialization, explores the structural problems and international mirror images in the process of China's ecological civilization construction, and concludes that the achievements of China's ecological civilization construction are an important representation of the advantages of the socialist system. Combined with China's "double carbon" development goal and the overall policy of reducing pollution and carbon synergy, this paper constructs an industrial development path model, analyzes and explores the industrial green development path and its important enlightenment to global green and low-carbon development, which is also an organic part of promoting the construction of a community with a shared future for mankind.

At a time when global climate change poses a major challenge to human survival and development, all countries believe that people must actively deal with green and low-carbon (LC) development. As one of the hot topics in recent years, the concepts of “carbon neutral” and “carbon peak” have a significant impact on the construction of New Energy (NE) systems. The construction of NE systems with NE as the main component is an important way to achieve the “double carbon” goal. Affected by the “double carbon” goal, the energy system has shifted to a low carbon and high intensity system, reducing the dependence on fossil fuel power generation, accelerating the use of clean energy, and promoting the supply system of low carbon and clean energy. In order to improve the LC construction of electric power, this article studied the key technologies of LC index construction of electric power under the background of “double carbon”. This article first introduced the LC construction of urban electric power, including the connotation of LC electric power, the current situation of NE development and the difficulties of LC construction of electric power in the context of “double carbon”. Then this article constructed a new type of LC Power System (PS) on the basis of double carbon, and introduced the framework of the system and the key technologies included in the system. Finally, this article verified the effectiveness of the new LC PS in LC construction through experiments, and put forward suggestions for the realization of LC power construction. The experiment showed that the new LC PS can greatly promote the construction of the LC index of power, and is conducive to the development of urban power. The proportion of urban non-fossil energy and the new installed capacity of non-fossil energy power generation have been significantly increased. Among the four cities studied in this article, the proportion of non-fossil energy in two cities has increased from less than 50 % to more than 50 %, which has greatly promoted the construction of LC index of electricity.

At the 75th United Nations General Assembly, China formally proposed the goal of achieving a carbon peak by 2030 and achieving carbon neutrality by 2060. As the construction industry is a major energy consumer, the “double carbon” goal is closely related to the overall level of China’s construction. To achieve the “double carbon” goal of the construction industry, the development of green construction is the key. Speeding up the development of green construction and promoting the green transformation and development of the construction industry is an inevitable choice for the goal of “double carbon.” Based on the “double carbon” goal, this article analyzes the current problems of China’s construction methods, proposes some green construction implementation paths, promotes the optimization and upgrading of China’s construction, and promotes the high-quality development of the construction industry, helping to achieve the “double carbon” goal.

In the context of upgrading the "double carbon" target to a long-term national strategy, the development of a green economy is an inevitable trend for high-quality social development. As the Yangtze River Delta occupies an important position in China's economic and ecological development, assessing the efficiency of green economy development and optimizing carbon emission pathways in this region can not only promote the development of the region but also serve as a model to promote the high-quality economic development and ecological civilization construction of the whole country. Based on the above background, this project takes the green economy of each prefecture-level city in the Yangtze River Delta region as the research object takes the relationship between carbon emissions and economic growth, the assessment of green economy development efficiency and carbon emission management as the research perspective, relies on theories of sustainable development, low-carbon economy, and externality, and draws on the practice of green economy development in foreign countries, to achieve the emission reduction commitments set by the Chinese government, mitigate global The study will provide reasonable and efficient policy recommendations for achieving the Chinese government's stated commitments to reduce emissions, mitigate global climate change, and achieve high-quality economic development and the 2035 vision.

In 2020, President Xi Jinping proposed "carbon peaking and carbon neutrality" for the first time, and relevant departments quickly completed major decision-making deployments, issued and implemented policies, and carried out specific actions, so as to help achieve "carbon peaking and carbon neutrality", it is indispensable to play the role of green finance. In the context of such a big era, accelerating the construction of the green financial market and using the power of green finance to promote the realization of the "double carbon" goal is a correct and key step for China. Therefore, we explored the current situation of green finance development and how to promote the development of green economy to promote the "double carbon" goal, conducted field research, and put forward exploratory suggestions.

China's ‘dual carbon’ strategy is of strategic importance in leading global climate governance and promoting China's high-quality and green economic development. Cities are the centres of human activities. However, these are also places where high energy consumption and high carbon emissions are concentrated. This study selected data from 192 small and medium-sized cities in mainland China for the period 2000–2020. It classified these into seven categories using the K-means clustering method, calculated the decoupling status of different types of small and medium-sized cities based on the Tapio decoupling index, and analysed the relationship between carbon emissions and economic growth in various types of small and medium-sized cities based on the EKC curve theory. Finally, the backpropagation neural network (BPNN) model was used to classify and predict the time required to achieve carbon peaking for seven types of small and medium-sized cities. The following conclusions were drawn: (1) The development status of small and medium-sized cities shows a ‘geese echelon pattern’. New dynamic small and medium-sized urban areas may reach peak carbon emissions first, while resource-based small and medium-sized urban areas may be the last to do so. (2) The decoupling of carbon emissions from industrial development in small and medium-sized cities has not been completed. This manifests mainly through the states of declining decoupling, absolute decoupling, and strong negative decoupling. (3) A significant inverted U-shaped relationship exists between economic development and carbon emissions in these cities. (4) These cities may have the disadvantage of premature or excessive de-industrialisation. Additionally, these generally have an inefficient and expansionary economic development status. Therefore, this study contended for a more robust integration of a radical political economy and ecological economics to support the development of such cities in China. The paper proposes differentiated development paths and fundamental recommendations for small and medium-sized cities in the implementation of the ‘double carbon’ strategy. The intention is to provide theoretical guidance and implications for promoting green and low-carbon development in urban and rural areas and for the early achievement of the strategy in China.

At present, the life and production of our society are still accompanied by high pollution emissions. The proposal of the "double carbon" goal puts forward clearer requirements for China's energy conservation and emission reduction process. To cope with stricter green development requirements, green finance came into being, contributing a new path to the realization of the "double carbon" goal. This paper is based on the panel data of 30 provinces and cities in China (except Tibet, Hong Kong, Macao, and Taiwan) from 2011 to 2020, using the fixed effect model, threshold model, mediator model, and SDM model to study the impact of green finance on carbon neutralization capacity and its impact path based on reasonable measurement of regional green finance development level and carbon neutralization capacity. The study found that due to the existence of the "green paradox" and "forced emission reduction", China's green finance has a significant positive U-shaped impact path on carbon neutralization capacity; at the same time, informal regulation has a significant single-threshold effect in this path. When informal regulation crosses 0.47, the impact of green finance on carbon neutralization capacity will change from negative to positive, overcoming the impact of the "green paradox"; there is a nonlinear mediating effect of marketization level and technological innovation in the path of green finance affecting carbon neutralization capacity. In addition, green finance not only affects local carbon neutralization capacity but also has a positive spillover effect on neighboring regions.

Driven by the "double carbon" goal, the integration and development of China's oil and gas industry and new energy has become a key path to promote the transformation of energy structure and realize green and low-carbon development. At present, China has adopted policy guidance (For example, the Action Plan for Accelerating the Integration and Development of Oil and Gas Exploration and Development and New Energy) Promote oil and gas enterprises to practice "integration of wind, light and storage" and green hydrogen production (Xinjiang Kuqa 20,000 tons/year project), offshore wind power and CCUS technology application, initially formed a multi-energy complementary system. However, development is still subject to technical bottlenecks (low-cost hydrogen production, safe storage and transportation), institutional and mechanism barriers (complex approval, limited land) and insufficient market incentives (lagging green electricity transactions). The future path needs to focus on four dimensions: one is to build a smart energy system of "wind, gas and hydrogen storage" to promote electrification of production and system reengineering; the other is to strengthen policy coordination, simplify approval and activate carbon market mechanism.(such as CCUS carbon sink trading); third, breaking through technical bottlenecks such as green hydrogen preparation and geothermal development; fourth, leading international competition and cooperation through demonstration projects (such as zero-carbon oil fields). Research shows that the core of integrated development lies in the three-dimensional linkage of policies, technologies and markets, and finally realizes synergy between stable oil and gas production and emission reduction, providing China with solutions for global energy transformation.

Achieving the "double carbon" goal of carbon peaking and carbon neutrality is also an issue facing the logistics industry. As an example in this paper, taking warehouse layout proposes an improved systematic layout planning (SLP) method that combines mathematical models and dynamic analysis on SLP. This method constructs a dual-objective mathematical model by quantifying the relationship of logistics influencing factors between functional warehouse areas. The genetic algorithm is used to solve the model and obtain the warehouse layout optimization plan. Finally, the optimization plan is modified and adjusted with the dynamic analysis to get the optimal layout plan. Combined case studies show that the optimal approach's warehouse function area layout is more reasonable than the original method. The SLP and genetic algorithm combination replaces traditional manual calculation, avoids human operation errors, and improves accuracy and work efficiency. It provides a new perspective for similar logistics companies in low-carbon development and industrial automation upgrades.

Environmental, Social, and Governance (ESG) evaluates a company's business indicators from three non-financial dimensions and assesses its contribution to promoting sustainable economic development and fulfilling social responsibilities. In order to implement the spirit of "accelerating the construction of a new development pattern, focusing on promoting high-quality development", and complete the goal of "carbon peak" in 2030 and "carbon neutrality" in 2060, the disclosure and performance of ESG information will help achieve the "double carbon" goal. Based on China's domestic ESG information disclosure standards and taking Geely Shares as an example, this paper analyzes the impact of ESG information disclosure and performance on the high-quality development of the automotive industry, thereby inspiring thinking on the impact of ESG information disclosure and performance on the high-quality development of Chinese enterprises, and providing experience reference to promote the development of ESG in China.

The electric power industry is the primary area to achieve the “double carbon” goal, and its low-carbon development plays a role in promoting China to achieve the “double carbon” goal. The proposal of the goal of “double carbon” has a deep impact on many aspects of the power industry, and the clean transformation of the power industry has become the general trend. This paper starts from China's actual national conditions and carbon emission reduction targets. Starting from China's actual national conditions and carbon emission reduction targets, based on the current situation of China's energy structure and the current domestic “double carbon” situation, we focus on the theme of high-quality energy development in China's power industry under the goal of “double carbon”, and analyze the challenges and opportunities in the process of development and implementation based on the current situation of the power industry. This paper provides low-carbon transformation ideas for building a new power system with new energy as the theme and promoting the realization of the goal of “carbon neutrality”.

The development level of modern society, economy and science and technology has been improved, and it has paid high attention to the ecological and environmental protection work. China has launched the goal of low-carbon, environmental protection and green development, which provides new ideas for the transformation and development of China's tourism economy industry. As an important part of ecological civilization construction, how to achieve green and sustainable development while increasing resource consumption and rapid economic development is a huge challenge faced at present. In accordance with the needs of ecological civilization construction and development, the green economy development model is used rationally to better meet the people's needs for economic development, combine the needs of integrated development of tourism and low-carbon environmental protection industry, actively respond to various problems in the process of tourism economy development, and achieve the goal of green development. Therefore, exploring the impact of tourism economy on green development efficiency is an important topic to promote green development, which has an important reference value for solving resource and environmental problems and realizing the strategic goal of green economy.

"Double Carbon" target is an important measure for our country to adapt to climate change and promote comprehensive green development of the economy and society, which provides a clear idea for the common goal of the international community to solve the problem of climate change. Under the background of carbon peak and carbon neutrality, the accounting industry has ushered in a new wave of development. This paper analyzes the opportunities and challenges of the accounting industry under the"Double Carbon" target, thinks about its further development and puts forward relevant suggestions.
