Assessing the Energy-Efficiency Gap

We investigate how moral hazard problems can cause sub-optimal investment in energy efficiency, a phenomenon known as the energy efficiency gap. We focus on contexts where both the quality offered by the energy efficiency provider and the behavior of the energy user are imperfectly observable. We first formalize under-provision of quality and compare two policy instruments: energy-savings insurance and minimum quality standards. Both instruments are second-best, for different reasons. Insurance induce over-use of energy, thereby requiring incomplete coverage in equilibrium. Standards incur enforcement costs. We then provide empirical evidence of moral hazard in the U.S. home retrofit market. We find that for those measures, the quality of which is deemed hard to observe, realized energy savings are subject to day-of-the-week effects. Specifically, energy savings are significantly lower when those measures were installed on a Friday—a day particularly prone to negative shocks on workers’ productivity—than on any other weekday. The Friday effect explains 65% of the discrepancy between predicted and realized energy savings, an increasingly documented manifestation of the energy efficiency gap. We finally parameterize a model of the U.S. market for attic insulation and find that the deadweight loss from moral hazard is important over a range of specifications. Minimum quality standards appear more desirable than energy-savings insurance if energy-use externalities remain unpriced.

The shipping industry shows potential for improvements in energy efficiency. Nonetheless, shipping companies appear reluctant to adopt these seemingly cost-efficient technical and operational measures aiming at reducing energy costs. Such phenomenon is not specific to the shipping industry and is commonly referred to as the energy efficiency gap. Decades of research in other sectors have contributed to the development of taxonomy of economic, organizational and psychological barriers that determine energy efficiency gaps through the use of a variety of research frameworks. This article aims to apply this research in the shipping context through interviews and review of existing literature and applications from other industries, with the objective of providing useful insight for shipping managers. The article discusses examples of barriers that are typical to shipping and that are related to information asymmetries and power structures within organizations. Managers of shipping firms are encouraged to look through their organizations in search of principal agent problems and power structures among the possible causes for energy efficiency gaps in their companies’ operations and possibly strive towards organizational change.

The implementation of monitoring tools and energy management systems (EnMSs) supports companies in their long-term energy efficiency strategies, and they are essential to analyse the effectiveness of energy performance improvement actions (EPIAs). The first fundamental step towards increasing energy efficiency is the development of energy audits (EAs). EAs provide comprehensive information about the energy usage in a specific facility, identifying and quantifying cost-effective EPIAs. The crucial role of these tools in clean energy transition is remarked by the European Energy Efficiency Directive (EED), which promotes the implementation of EAs and EnMS programmes. The purpose of this work is to better understand the link between EnMSs (specifically ISO 50001) and EAs in the EED Article 8 implementation in two industrial and two tertiary sectors in Italy. Moreover, the impact of company size, energy monitoring systems, and EnMSs on planned and/or implemented EPIAs is analysed. Our findings show that, albeit the complexity of the variables involved in energy efficiency gap, the “energy savings/company” and “EPIA/site” ratios are higher in enterprises with an EnMS and monitoring system. Thus, a correct energy audit must always be accompanied by a specific monitoring plan if it is to be effective and useful to the company decision maker.

For more than forty years analysts have pointed out that society might be too slow in adopting energy efficiency technologies, a phenomenon known as the Energy Efficiency Gap. There are persistent market barriers that impede these efforts. Eliciting these barriers and their heterogeneity is key for policy design. In this paper, we use narratives, a novel approach based on unstructured text answers in surveys, to elicit the barriers and determinants of energy efficiency investments. Using recent advances in Natural Language Processing (NLP), we turn narratives into quantifiable metrics to rank households' barriers and determinants. We find that financial motives are not the primary barriers or determinants of energy efficiency investments. Instead, we find that such investments are highly opportunistic and co-benefits, such as ecological concerns and comfort, also play an important role. Although there is substantial heterogeneity across the population in the type of barriers and determinants, demographics and building characteristics poorly predict heterogeneity patterns. This has important implications for the targeting of policies. Narratives could be a novel and effective way to implement policy targeting.

Inefficiencies in Residential Use of Energy -- A Critical Overview of Literature and Energy Efficiency Policies in EU and Sweden

Extending the energy efficiency gap

This paper explores the willingness-to-pay for energy efficiency by exploiting variation across products and countries within the EU market for household appliances. Based on scanner data at product-level, I use the hedonic method to estimate implicit prices for energy efficiency and derive implicit discount rates. The paper argues that the implicit price will be underestimated when energy consumption is not only a determinant of operating cost but also is positively associated with other features of a product. The empirical analysis confirms that estimates of the willingness-to-pay are higher when this effect is accounted for in the estimation. This is especially true of product types for which the heterogeneity of usage intensity is low. The results thus indicate that the energy efficiency gap is smaller than found in earlier studies.

Background and Literature Review on Energy Efficiency Gaps

The Energy-Efficiency Gap: What Does It Mean?

Energy-efficient technologies offer considerable promise for reducing the financial costs and environmental damages associated with energy use, but it has long been observed that these technologies may not be adopted by individuals and firms to the degree that might be justified, even on a purely financial basis. We survey the relevant literature on this “energy-efficiency gap” by presenting two complementary frameworks. First, we divide potential explanations for the energy-efficiency gap into three categories: market failures, behavioral explanations, and model and measurement errors. Second, we organize previous research in terms of the fundamental elements of cost-minimizing energy-efficiency decisions. This provides a decomposition that organizes thinking around four questions. First, are product offerings and pricing economically efficient? Second, are energy operating costs inefficiently priced and/or understood? Third, are product choices cost minimizing in present value terms? Fourth, do other costs inhibit more energy-efficient decisions? We synthesize academic research on these questions, with an emphasis on recent empirical findings, and offer suggestions for future research. (JEL D24, D82, L94, L98, O33, Q41, Q48)

We examine the role of individual discount rates in energy efficiency decisions using evidence from an extensive survey of US homeowners to elicit preferences for energy efficiency and cash flows over time. We find considerable heterogeneity in individual discount rates. We also find that individual time preferences systematically influence willingness to invest in energy efficiency, as measured through product choices, required payback periods, and energy efficiency tax credit claims. Education is a key driver of individual discount rates. Our findings highlight the importance of individual discount rates to understanding energy efficiency investments, the energy-efficiency gap, and policy evaluation.
